Shipbuilding $25 billion Muskrat Falls Mari>me link from the Island of Newfoundland to Cape Breton -‐ Bolom Brook, NFLD (500 MW) Converter Sta>on (ac/dc) -‐ Submarine cables across the Cabot Strait to Lingan, NS (180 km) -‐ Cape Breton (500 MW) Converter Sta>on (dc/ac) tying into the exis>ng Nova Sco>a transmission grid at Lingan Total cost $1.2 billion Shipbuilding • October 19, 2011 announcement for Irving Shipyard for combat vessels $25 billion over 30 years • Contract for Arc>c offshore patrol vessels should be signed with Irving in September 2012 • Commilee created under strategic framework to ensure integrated strategy • First exercise – asset mapping to iden>fy capacity in Cape Breton (i.e.. companies, equipment, other assets) Mega Projects Strategy • Help companies acquire informa>on, skills, technology, cer>fica>ons • Provide financial support to companies through exis>ng programs to become bid ready • Engage with community colleges on skills requirements and planning • Sessions to be held locally with companies re: Irving procurement process (shipbuilding) and IRB procurement policy. Port Development • Dredge complete -‐ con>nuing role of oversight commilee -‐ project completed on >me and on budget • Next steps towards commercializa>on of harbour 1. Transi>on current SPC into a new policy board 2. Establish process to recruit and hire CEO 3. Pursue strategy to secure harbour dues locally 4. Ensure the development and implementa>on of a marke>ng strategy to support commercializa>on of a newly dredged Sydney harbour Engage all three levels of government to advance these issues (CBRM, Transport Canada, ECBC, Province of NS) Port Development (con’t) • Interest has been expressed by private sector. Two large companies have been alracted to Sydney because of the channel deepening. • New confined disposal facility at Sydport is world-‐class and has great poten>al to alract development. • Two future trade missions planned for port development. Donkin Export Coal Project • Joint Venture – Xstrata Coal Canada – 75% interest – Erdene Resource Development Inc – 25% interest • Xstrata now seeking regulatory approval for the opera>onal phase. • Two op>ons iden>fied for transporta>on: – rail – barge • Lower cost op>on of marine loading is iden>fied as the preferred op>on and is included in the comprehensive environmental review currently underway. • Prefeasibility study projected a $1.06 billion net present value of the mine. Donkin Export Coal Project • The project will have a transforma>ve effect on Cape Breton Island – 382 direct jobs total – 428 indirect jobs total – 505 of these will be in Cape Breton – GDP will increase by $42 million annually – $500 million in capital costs – $100 million in annual opera>ng costs
