Dear Friend,
It’s time to be bold. For many years your United Way of the Bluegrass has been addressing some of the most
persistent problems that face our community. We have made great progress, but there is still much work to be
done. Too many people in Central Kentucky don’t have access to the building blocks for a good life: a quality
education that leads to a stable job, enough income to support a family through retirement and good health.
Together, we can change this. Together, we can improve the lives of all Central Kentuckians by ensuring that
everyone in our community has the resources and opportunities to reach their potential. This is a broad and bold
vision, and one that will not be achieved easily. But with the support and guidance of our many volunteers and
donors, we have been preparing the path to get there.
In 2008 we approved and began implementing our strategic framework. The framework provides the roadmap
for our work, and we have begun traveling along the course it sets out. We have examined our volunteer
decision-making structure. We have re-aligned our funding process. And we are aggressively pursuing new
ideas, resources, research, methods and partners. In short, we have begun making changes required to go from
helping one person at a time to additionally changing the systems that help us all.
By now, you have most certainly seen someone walking around in a LIVE UNITED tee shirt. Although a simple
statement, it is a strong declaration to act on behalf of a better Central Kentucky. LIVE UNITED is both a
challenge and a promise. As more people commit to living united by giving, advocating and volunteering
through United Way, the lives of everyone in our community will be improved.
In the future you will see the pace of our progress accelerate even more. We are entering an exciting new phase
of our work where we will select and build the programs and initiatives we need to achieve long term results.

Education, Income and Health
EDUCATION
United Way of the Bluegrass is helping children and youth achieve their potential by:
Supporting
quality early learning.
Increasing student and family engagement in elementary learning.
Ensuring a successful transition to and completion of high school.
Providing a successful transition to career readiness.
With your help, we are making a difference. Last year...
56,934 of our community’s youth participated in programming that supported their academic,
social and individual development.
3,372 children received developmentally appropriated care which provided nurturing,
stimulating and healthy environments during the preschool years, laying the foundation for
success in life.
INCOME
United Way of the Bluegrass is helping families become financially stable and independent by:
Supporting basic needs.
Helping individuals and families increase their income.
Preparing individuals and families for unforeseen expenses.
Working with individuals and families to build assets.
Last year, thanks to you donations...
77,179 people received basic needs and crisis services, including food, shelter and disaster
relief.
7,263 children and adults affected by domestic violence and abuse received shelter, support,
legal advocacy and more.
320 people received employment assistance through United Way and partners.
HEALTH
United Way of the Bluegrass is improving people’s health by:
Increasing
access to basic physical and mental health services.
Reducing tobacco use in youth and adults.
Ensuring individuals are maintaining a healthy weight.
Together, we can accomplish more than any single group can on its own. Last year...
41,875 seniors received help to remain active and independent.
6,396 people received health assistance, including access to health care services for
individuals and families, special health support and access to mental health services.
2,150 individuals received support for disabilities allowing individuals to work and live
active, independent lives.
590 individuals were supported in their efforts to recovery from substance abuse.
United Way 2-1-1
Now, more than ever, people need a place to turn for help. By simply dialing 2-1-1 they get the help they need,
the compassion they deserve and the opportunities to succeed.
2-1-1 is the easy-to-remember phone number that eliminates the need to sort through hundreds of nonprofit and
government services. All United Way 2-1-1 call center specialists hold their certification from AIRS—the
Alliance of Information and Referral Services—and quickly assess callers needs and refer them to the help they
seek.
United Way 2-1-1 offers callers information on a broad range of services, including rental assistance, food
banks, health resources, early learning resources for children, after-school programs, aging resources and jobtraining programs.
In 2009, United Way 2-1-1 connected 20,311 callers with help during a critical time in their lives.
FINANCIAL STABILITY THROUGH EITC
As many as one-third of working Americans do not earn enough money to meet today’s basic needs, inhibiting
them from saving for the future.
One way United Way 2-1-1 is helping families achieve financial stability is by connecting them with
opportunities such as free tax preparation services and the Earned Income Tax Credit (EITC), working with
partners such as Community Action Council and Central Kentucky Economic Empowerment Project (CKEEP).
Every year Kentuckians miss out on tax
credits like the EITC, which was created to
support working families. Tax credits like
this are overlooked by thousands of families
because people either don’t know they exist
or don’t know they are eligible. The IRS
estimates that as many as 25% of eligible
workers are missing out on the EITC alone,
worth up to $5,600 for each person that
qualifies. United Way is working to get this
credit to more families.
In 2009, United Way 2-1-1 processed more
than 2,000 inquiries and made over 1,500
appointments. Participating Central
Kentucky households received a total of
$975,565 in EITC returns and a total of
$2,997,916 in all tax returns through free tax
preparation services. When money is claimed
by families in the Bluegrass, it is spent here
and goes back into the local economy.

work tirelessly to achieve more, working together, than any single group could accomplish on its own. Our
network of partner agencies, thanks to your generous support of United Way, made a tremendous difference
over the last year in real people’s lives right here in the Bluegrass.
This broad network of agencies works towards lasting change in the areas of education, income and health.
United Way believes in a collective of service providers, along with other initiatives and partnerships, because
no one provider can address the complex issues facing our region.

TOCQUEVILLE SOCIETY
The Tocqueville Society is named for French historian and author Alexis de Tocqueville, who visited the United
States in the 1820s and wrote the book Democracy in America. He noted that he observed “a people who
confronted their problems and addressed them.” Nearly two centuries later, visionary leaders in our community
are using United Way to do the same thing.
Tocqueville Society members are a special group of influential individuals who partner with United Way of the
Bluegrass to make a real and lasting impact in our community. Through their compassion and philanthropy,
these individuals demonstrate exceptional generosity and leadership, and provide impetus for real change in
Central Kentucky.
United Way of the Bluegrass established the Tocqueville Society to recognize those donors who give $10,000 or

Give
Once again in 2009, the Lexington Legends proved to be amazing partners
and hit it out of the park by providing all United Way donors with two free
tickets to a home Legends game. In addition to the thousands of tickets
provided by the Legends, Applebee’s Park also hosts an annual United Way
Day with the Legends.
United Way Day at Keeneland is a community celebration of generosity.
Keeneland Association generously donates a portion of the admissions of the
day to United Way of the Bluegrass. In April 2009, this amounted to $46,980
to help improve lives in Central Kentucky.
Football season marks the annual United Way Day at Commonwealth Stadium
where volunteers collect donations from Cats fan in the stands. The 2009
University of Kentucky football game raised over $14,000 to create
opportunities for those in the Bluegrass.

Last year, United Way of the Bluegrass staff and volunteers met with legislators in Frankfort to discuss critical
issues facing those in Central Kentucky. A number of Letters to the Editors appeared in local papers about
conditions related to education, income and health in the Bluegrass. And more than 5,000 people proudly wore
their LIVE UNITED shirts in our local neighborhoods.
Volunteer
Give an hour. Give a Saturday. Give your best. We all have special talents. Things we can do to help. And when
we reach out a hand to one, we influence the condition of all. Whether it’s reading to children, or leading
financial literacy classes for hard-working families, or delivering meals to homebound seniors, there are
hundreds of volunteer options available every day.
In 2009, Central Kentuckians gave back through volunteerism.
United Way’s Volunteer Center matched over 5,800 people with local volunteer opportunities.
Volunteer Solutions, United Way’s online volunteer matching tool, averaged over 300 available volunteer
engagements on any given day.
Hundreds of volunteers volunteered with coworkers for Care Days throughout Central Kentucky.
Ann Thompson receives the Lifetime Service Award
from Ike Boling. Overcoming challenges in her own life,
Ann became a teacher of physically and sight-impaired
students, devoting all of her time and energy to them.
She produced Braille books on her own time so that
her students could read, study and learn. She located a
music teacher who could transcribe music, allowing her
pupils to perform in the marching band. Ann drove
them home when they needed a ride. She even
supported many of them financially and emotionally,
sending them to summer camps and other activities. In
her retirement, she volunteers for God’s Pantry Food
Bank and Central Christian Church, caring tirelessly for
anyone who needs her.

United Way of the Bluegrass works diligently to uphold our fiduciary responsibility for our donors’ investments.
We recognize that without donor trust, our organization would cease to exist.
United Way of the Bluegrass spends 83.75 percent of donations directly on programs to
address issues facing our community. With just 16.25 percent fundraising and
administrative costs, your United Way compares very favorably with national
recommendations for administrative and fundraising expense including the Better
Business Bureau’s recommendation for charities of 35 percent and the American
Institute of Philanthropy’s recommendation of 25 percent.
United Way’s finances and internal controls are audited each year by an independent
firm. This information is made public on the United Way of the Bluegrass website
(www.uwbg.org) along with the IRS 990 filing. While many organizations have a
finance committee to oversee audits, United Way has formed two committees for better
oversight. The Finance Committee oversees the organization’s finances while the Audit
Committee reviews internal controls, financial management and oversight to ensure
United Way is in compliance with all laws and meets or exceeds best practices in this area.
