To the Citizens and respected members of the Town Board of the Town of Mukwonago,
I have been responsible for this department since January 1, 2010. It has been my privilege to be named the
third Chief of the Town of Mukwonago Police Department on June 27, 2010. This being the first annual report that I have completed as Chief, I hope you find it informative and insightful in gaining an understanding
of the functions of the police department.
The Town of Mukwonago Police Department has been serving and caring for its citizens since its creation on
April 11, 1986. Its mission has been to protect people, maintaining peace and order, enabling citizens to enjoy an environment conducive to living lives free of fear of harm.
Although many people have served as officers in the years since the departments inception, only two have
served as Chief. The year 2010 started with the department saying good bye to its second chief after eighteen years of service. Chief Grant Turner served six years as Chief. It is with much gratitude for his years of
service that we wish him well on any future endeavors.
On July 7, 2010 Officer Adam Freund was hired to work as a lake patrol officer. Officer Freund worked previously as a police officer for the City of Milwaukee for six years. On October 5, 2010 Officer Eric Schmidt was
promoted to the position of Sergeant. Sgt. Schmidt has been serving the Town of Mukwonago since January
of 2005. On November 26, 2010 Officer Andrew Douglass joined the department. Having eight years of experience as a law enforcement officer in the City of Elkhorn, Officer Douglas brings with him certifications as
an instructor in several law enforcement disciplines. We are glad to welcome them into the family that is
the Town of Mukwonago Police Department.
As was the case for many in 2010 the department experienced many changes. The change in personnel was
only one of the changes the department experienced. This report will outline the performance of the department for the year 2010. We worked to create efficiencies that would be sympathetic to the challenging financial situation the Town was experiencing. By placing an emphasis on grants and looking for innovative
solutions for training, and other operational needs, we experienced significant savings. Savings that would
not have been possible without cooperation of all department staff.
I encourage questions and or suggestions to improve or clarify this report, as well as daily department operations. I would also like to offer an open invitation to everyone to visit the police department, tour the facility,
and ask questions of any staff members.
Donations/Grants
Mukwonago Family Dentistry (Tom McKeever) - Donated 25lbs of casting material used in evidence collection.
Home Depot (Gary Wilson Store Manager) - Donated a firearms safe valued at $1,150.00.
DOT Badger TraCS - $9,816.54 used for purchase of equipment for implementation of Badger TraCS.
Traffic and Criminal Software (TraCS), an application developed by the state of Iowa in partnership with the Federal
Highway Administration (FHWA), serves as a national model for the development of automated reporting systems for
law enforcement.
TraCS is designed with modular architecture capable of sharing common data among forms and
providing capability of incorporating crash, citation, OWI, commercial motor vehicle inspection
and incident forms.
Technologies such as bar code scanners, digital camera and Global Positioning Systems (GPS) enhance the use of TraCS.
Automated reporting improves the accuracy, timeliness and ease with which incident data is collected and made available for analysis.
Wisconsin Disaster Fund - $324.15 for the 2010 tornado recovery of cost incurred by Police Department.
CEASE DCI - $2,818.87 for recovery of costs incurred during drug house investigation.
Phantom Lakes Management District - $2,500.00 for establishing Ice Patrol.
Officer Eric Schmidt - Donated a Gun Safe for storage of firearms seized during investigations.
Wal-Mart - $500.00 grant for the purchase of photographic equipment utilized in evidence collection.
Rick Peterson donated - 4’ x 6’ dog kennel.
DOT - Preliminary Breath Tester (PBT).
Community Initiatives
In 2010 the police Department participated in several community initiatives. The following list will explain each of
those initiatives as well as services offered.
Once again the department in cooperation with PROJECT CHILDSAFE handed out gun locks at no charge. PROJECT
CHILDSAFE is a nationwide safety education program. Gunlocks are provided to anyone for the
asking in order to ensure that firearms are secure
in any residence that houses children.
Participating this year in three DOT safety programs reaped the benefit of a four thousand dollar ($4000.00) equipment
grant. The programs were:
“Click it or Ticket” in May/June
“Drunk Driving: Over the Limit, Under Arrest” in August/September
“Booze & Belts” in December
These initiatives are coordinated statewide with participating agencies. The equipment grant funded the purchase of
two new radar units at no cost to the Town. This is the first year that the department has participated in those programs at that level.
In cooperation with the Village of Mukwonago Police Department, this department was able to utilize the Village of
Mukwonago Police Departments Speed Sentry. The Speed Sentry logs and monitors vehicular traffic for speed and
time of day. It allows law enforcement to monitor when violations occur and to what degree. Unmanned 24 hour
monitoring has provided information to determine the best utilization of resources. This conveys to citizens our sincere interest in traffic safety. No tickets were issued, because the goal is motorist awareness and voluntary compliance
with speed laws. Our website and in-person request programs foster even more citizen involvement, and create yet
another opportunity for us to work side by side with residents to establish a safer community.
Traffic studies were done in the following areas:

Gena Dr./Grace Trail
Valley View Dr./Littlefield Ct.
Also, in cooperation with the Village of Mukwonago Police Department and Westbury Bank in Mukwonago, the department handed out Milwaukee Brewers baseball and Green Bay Packer football cards. This program helps our officers
frequently make a connection with our youth, building friendships and trust while handing out the latest sports cards
which also contain messages encouraging good citizenship and responsibility. Special thanks to the Village of
Mukwonago Police Department for their partnership in these safety initiatives and community outreach.
Officers handed out “ice-cream cone tickets” to kids observed wearing their helmets or other safety gear while on
bikes, skates or scooters. These “tickets” were made available by “Safe Kids” and “McDonalds”.
"Trauma” stuffed animals are stocked through donations in patrol cars. The value to a traumatized youngster of a huggable stuffed
animal amid the turmoil of an auto accident, medical emergency, fire, or domestic dispute is unmeasured. This is another public relations program where we (and the kids) "win" when we hand out a stuffed animal.
For older children we have partnered with “With Wings and a Halo” to provide age appropriate books. Books are provided to older children in the same way the stuffed animals are provided to younger children. This program is also funded through donations.
In cooperation with the Town of Mukwonago Recreation Department and the Mukwonago Fire Department, Officer Heckman participated through instruction in the “Home Alone” program. Classes were held for parents trying to determine at what age their
child is capable enough to be “home alone”. Instruction is provided on how to protect and remain safe while home alone.
Officer Dennis Nork, Officer Charles Braeger and Officer (now Sgt.) Eric Schmidt conducted a Boater Safety Class for young people in order to obtain a boater safety certificate. There were 28 participants.
Officers participated in the 9-11 Patriot Day Tribute at the St. James Festival.
On September 18, 2010 officers participated in a demonstration at Field Park in cooperation with the Chamber of Commerce for
Fall Fest. Gun locks were distributed, squads were opened up to the public, and the danger of illegal drugs was presented.
Notary Public Services - Administrative Assistant Melissa Goetz provides notary services to the public at no charge. Notary services are available to the community at no charge from 8:30 A.M. to 3:30 P.M. Monday - Friday.
Vacant Premise Checks - When the time permits, upon request, officers will make periodic checks of vacant or vacation homes as
well as businesses. Requests for checks can be made through the department website, over the phone or in person.
On April 5, 2010 Gov-Pay was introduced to enable fines to be paid remotely by credit/debit card. Since starting, it has been used
for 95 payments in 2010. Gov-Pay can be accessed through the department website.
We continue to be a location where vehicle registrations can be renewed
through DOT without having to travel to a DMV location. Registration
stickers are issued for renewals. In the near future we will be expanding
DOT services available at the Town of Mukwonago Police Department.
Added to the department website this year were links to open record requests, house checks, media releases and credit card payment
capabilities.
Officers respond to all calls for service from the citizens in the Town of Mukwonago
area including all fire and ambulance calls. In 2010 Officers responded to;

48 courtesy vehicle lockouts were completed
436 reports were taken and investigated
2 stolen vehicles
944 citations were issued
33 harassment complaints
324 calls to 911 were received
8 missing juveniles
49 burglar alarms were received

104 motorists were assisted
39 drug charges
128 animal complaints were handled
101 license violations
There were 64 burglary attempts with 19 successful burglaries

276 times we provided backup to other jurisdictions

The police department fleet consists of three Ford Crown Victoria’s, one Ford Expedition and a 2007 16’ Triumph
patrol boat. A total of 67,787 miles were driven in 2010. Squads finished the year with the following mileage;

Fuel costs for the year were $18,754.87
The Boat Patrol provides coverage for the Town of Mukwonago waterways. 101 warnings were given and 49 citations were issued during 174.5 of hours of patrol. The boat patrol is fully staffed by part-time officers.
On March 3, 2010 the Town of Mukwonago Police served a search warrant on a Town residence on CTH I that resulted in finding two separate growing operations in the residence. 90 potted marijuana plants were removed as
well as 20 lbs of dried marijuana. Also removed were numerous items related to the growing operation, other
drug related paraphernalia and weapons. Two of the three occupants of the residence were arrested and
charged as a result of the search warrant and were charged on March 5, 2010 through the Waukesha County District Attorneys office with;
Manufacturing/Delivery of marijuana a class F Felony
Possess with intent to deliver marijuana a class F Felony
Maintain a drug trafficking place a
class I Felony
Possession of a switchblade knife a
class A Misd.
Possess drug paraphernalia a class
U Misd.
Vehicular Collisions
Officers responded to 112 automobile
crashes that generated reports.

Officer of the Year
On August 12, 2010 the Mukwonago Rotary Club recognized Officer Dennis Nork as the “Outstanding Officer of the
Year 2010”.
Officer Nork has been with the Town of Mukwonago for 10 years. He retired from the Milwaukee Police Department
after 28 years prior to taking a part-time position here.
During his time here he has served in many capacities including marine officer, court officer, patrol officer and boat
safety instructor. He consistently
serves the residents of the Town of
Mukwonago with a high level of professionalism in whatever responsibility he
is tasked with. He has worked tirelessly, including on his own time to maintain one of the best lake patrol programs in the state. Phantom Lake Patrol has been complimented each year
by the DNR as an exemplary patrol under his direction. He continues to
work to improve the service provided.
The safety and quality of life for lake
residents and boaters have always
been a priority for him. He was integral
in starting and maintaining the boater
safety program that has been adopted
as a template for other programs
statewide. Officer Nork has also been instrumental in offering amnesty boat safety checks, giving boaters an opportunity to ensure they are operating watercraft safely and in compliance with the law. He has a well deserved reputation for being fair and knowledgeable. He is a fine example of what a public servant should be and how one person
can make a difference in the lives of many. I am proud to call him one of our own. He is humble and doesn't serve
for recognition of others, however, it is well deserved.
Special Thanks
In spite of working the bulk of the year short staffed, officers worked tirelessly to ensure that coverage was constant.
I would like to thank the staff of the Town of Mukwonago Police Department and their families for the personal sacrifices made to ensure that the services provided to the community were of the highest quality. I consider it a privilege to work with the men and women that make up the Town of Mukwonago Police Department.
I would also like to thank the Town of Mukwonago Board Members who worked with us to transform the department throughout the year. Special thanks to Supervisor Stefanowski for his efforts behind the scenes researching
alternative funding opportunities.
We would also like to thank Municipal Judge Tom Pieper and Court Clerk Cheryl Chapman for their years of service in
those positions. We welcome Municipal Judge Mark Powers who now fills the Municipal Judge position.
Police Commission
The Police Commission is made up of five community members appointed by the Town
Chairman to five year terms. The current members are:

The Police receives its authority under State Statute 60.61 and 62.13.
The Commission is responsible for the following areas:
Appoint, suspend or remove the Police Chief under “just cause”.
Approve all appointments/promotions made by the Police Chief.
Approve competitive exams used to judge suitability for appointments of subordinates.
Approve each list of individuals determined to be eligible for appointment.
Suspend the Chief or subordinates pending the filing and hearing of charges against
them.
Initiate charges against the Chief or any subordinates.
Hear charges filed against the Chief or subordinates, make findings and
determinations, and impose penalties.
Hear appeals of disciplinary actions initiated by the Chief against any subordinates.
This year the commission was integral in the appointment of Chief Thomas Czarnecki and Sgt.
Eric Schmidt. They also conducted two hiring processes, one for part-time Boat Patrol Officer
Adam Freund and one for full-time Patrol Officer Andrew Douglass. It is with great thanks
that this department would like recognize them for the long hours of service in their volunteer posts.

In closing, I would like to thank the Town Board for their support as we strive to find ways to
continue to improve the service provided. It is important to point out that we are constantly
looking for efficiencies and ways to do more with less, however, that will only carry us so far.
As we look to the future as the, “Top Rated Suburb” of the Milwaukee metro area, it is important to be mindful of our current capabilities in contrast with our future needs. I look forward to working with the Board to develop a plan for responsible expansion of the department in line with the Town’s needs. It would be irresponsible to think that the need for additional resources outweighs the need to be fiscally responsible. However, falling behind on
proper security measures is also irresponsible. The desire for additional officers has to be
balanced with the Towns capabilities. I am confident that cooperatively the Town Board and
Police Department can develop a plan for the future that continues to display the responsibility and reason that has been displayed by both entities this past year.
