CAI holds seminars and meetings to help educate members of communities, managers and directors in “best practices” procedures. Their motto is that community associations can and should exceed the expectations of their members. On behalf of the Board of Directors, I wish you all a Healthy and Happy New Year! A quick look in the rear view mirror at 2015; it was another great year in the community and also a year of change. Management changes, which occurred mid-year, are working well. Eric Usbeck our General Manager has certainly hit the ground running. His grasp of the engineering projects that we have been working on for the past few years is extraordinary. Additional management changes were George Newman as Maintenance Director and Danielle Decker as Recreation/ Lodge Director. Each has done a great job in their new positions. Enjoy the winter activities the recreation staff has planned. The hill behind the Clubhouse has been used for sledding for years (years ago it was a ski hill with a towrope). When sledding, please use common sense, and be careful of the little ones. No skiing of any kind is allowed. We hope to have the Clubhouse open for bathroom breaks during the daytime hours. We need volunteers to help us with staffing and possible hot chocolate on weekends (from 10 a.m. to 4 p.m., subject to change). Special thanks to the Budget Committee, who worked closely with management to create economies in our operations. With better-projected financial numbers on our major projects, we were able to maintain our previous assessment rate for ALCA. In regards to our sewer, additional rates were needed for the pending improvements to the system and compliance with regulations. The engineering projects that have been ongoing over the past few years should all blossom in 2016. We are very close to getting approval from DEP for the Lewis Creek/Eastern Cove Reclamation Project. We continue with the North Lake Dam inspection/approvals and let us not forgot about our I&I (Infiltration) problem with the sewer system. We have contracted Entech Engineering, Inc., as the engineering firm for the I&I Project. Stay informed this year on these projects, for they will collectively impact our community for years to come. This is the bridge between our gates and the estimated time of construction, according to PennDOT, is eight to ten weeks. In a short description, township taxes are for the regional, macro scale and assessments are for the local, micro scale. A few months back a team from management attended a Tobyhanna Township Breakfast where this topic was discussed. In this article the differences between the two are explained in an attempt to better inform our residents so folks can provide feedback to the management to better our services provided to you. We all know that property taxes are paid to the township in order to maintain services to the township. However, when one resides within a planned community, the paying of annual assessments in addition to township taxes, “muddies the waters” as to what exactly their money is used for. We have had some homeowners question whether or not their money is utilized effectively because of the perception that they pay two of the same “bills” in a year. The big difference between the two is the local use of assessment money collected versus tax dollars used over a larger area to maintain a townships support to its residents. PROPERTY TAXES Township property taxes fund various items within a township’s operating expenses. One of the main budget items for a township is law enforcement. Police budgets are paid through property taxes. This includes all facets of a department’s budget, such as salaries and building maintenance/acquisition and vehicles. If the township utilizes a regional police department, such as Pocono Mountain Regional, the tax money goes in to purchasing police hours of support to the individual township. The benefit of utilizing a large amount of the money available for a police force is a positive effect on property values. Public libraries and fire departments also benefit from tax money. A large number of township libraries and fire departments rely on donations, but they also receive a portion of taxes collected. Property taxes also fund public parks and recreation areas. Traffic and street lights, striping of roads, drainage work, vegetative maintenance, sidewalks, recreational trails, and of course, road maintenance (excludes private Arrowhead roads) are paid for with tax money. Lastly, salaries for township employees are also paid with property tax money. ANNUAL ASSESSMENT The Arrowhead Lake Community Association annual assessment is paid by all homeowners and covers the following key expenses: recreational programs/activities, pool maintenance, contracts for recreational events such as fireworks, and lake maintenance. Additionally it pays the salaries of support staff, maintenance of the communities private roads, utility bills of association buildings and lighting, insurances, and operational support line items such as the ALCA website and tech support, to name a few. Additionally, a significant portion of the annual assessment is placed in to the Reserve Account for the association. This fund allows the management to maintain and replace all equipment and facilities at the end of its life cycle in order to maintain or enhance the support and services provided to the homeowner. Of course the list is quite lengthy as to how the money is used, however, services and support to the homeowner, family and guests is always the focus for the management. Hopefully this short note has refreshed or introduced the idea that taxes and assessments do cover many of the same budget items for community homeowners, however, it is a local focus for the management to utilize funds to provide services and support to our community. To preserve our great resource, the Anglers Committee would like to reiterate that both lakes are “Catch and Release” lakes. That means that all fish, with the exception of trout and carp, should be returned unharmed to the lake. There have been studies that states between 95 and 100 percent of released fish survive. Catch and release fishing may be the most effective method to help shield the environment and help keep fish populations from disappearing. This preserves the natural balance in and around our lakes. The easiest way to get started is to use a barbless hook or a circle hook. They are available at all tackle shops. These hooks make it easy to get the hook out of the fish’s mouth and get them back into the water fast. Throughout the 30 plus years of active sailing, the Sailors have formed lasting friendships and have made many memories. We are greatly disappointed that more sailors have not joined in the races. We see many Sunfish and Phantom Class sailboats along the lake shore and encourage you to join the fun! It is not necessary to have a lot of experience. We were all beginners at one time. It is not essential that you sail both Saturday and Sunday... Sail whenever you can! The 2015 Sailing Season was challenging. The weather didn’t always cooperate and we had few participants. Please consider cleaning up that sailboat on your property and hoisting the sail next season. We need more sailors! The Arrowhead Sailors begin each sailing season on July 4th Weekend with a picnic. GATE BACK-UPS Back-up at the gates is another ongoing issue during the busy times of the year. Unfortunately, most people use the Orono Gate for entry into the community and are unaware that they need to stop at the Member Services Building first. MEMBERS WHO RENT The Communications Department began an email listing of members who rent their property. Any update to policies or forms will be communicated via email. Below I will explain some of the things you need to do to ensure that your project runs smoothly. Ask for copies of insurance certificates, and make sure they’re current, or you could be held liable for any injuries and damages that occur during the project. Ask if your contractor will be using subcontractors. If so, make sure the subcontractors have current insurance coverage and licenses, too, if required. Depending on how big or complex a project is, you might hire a: Understand Your Payment Options • General contractor, who manages all aspects of a project, including hiring and supervising subcontractors, getting building permits, and scheduling inspections • Specialty contractor, who installs particular products like cabinets and bathroom fixtures • Architect, who designs homes, additions, and major renovations — especially ones involving structural changes • Designer or design/build contractor, who provides both services Before You Hire a Contractor Get Estimates Once you’ve narrowed your options, get written estimates from several firms. Don’t automatically choose the lowest bidder. Ask for an explanation to see if there’s a reason for the difference in price. Ask Questions How many projects like mine have you completed in the last year? Ask for a list so you can see how familiar the contractor is with your type of project. Will my project require a permit? Most states and localities require permits for building projects, even for simple jobs like decks. A competent contractor will get all the necessary permits before starting work on your project. You may want to choose a contractor familiar with the permitting process in your area. May I have a list of references? A contractor should be able to give you names, addresses, and phone numbers of at least three clients with projects like yours. Ask each client how long ago the project was and whether it was completed on time. Was the client satisfied? Were there any unexpected costs? Did workers show up on time and clean up after finishing the job? You also could tell the contractor that you’d like to visit jobs in progress. What types of insurance do you carry? Contractors should have: • personal liability • worker’s compensation • property damage coverage Don’t pay cash. For smaller projects, you can pay by check or credit card. Many people arrange financing for larger projects. Try to limit your down payment. Try to make payments during the project contingent upon completion of defined amounts of work. If a contractor asks for all the money up front, find another contractor. This way, if the work isn’t going according to schedule, the payments to your contractor also are delayed. Get a Written Contract Before you sign a contract, make sure it includes: • the contractor’s name, address, phone, and license number (if required) • an estimated start and completion date • the payment schedule for the contractor, subcontractors, and suppliers • the contractor’s obligation to get all necessary permits • a detailed list of all materials including each product’s color, model, size, and brand. If some materials will be chosen later, the contract should say who’s responsible for choosing each item and how much money is budgeted for it. • what the contractor will and won’t do. For example, is site clean-up and trash hauling included in the price? Ask for a “broom clause” that makes the contractor responsible for all clean-up work, including spills and stains. • a written statement of your right to cancel the contract within three business days. Jim Roenelt Environmental Officer 19 4th Quarter Of 2015 Board of Directors ALCA/ASC Meetings Synopsis Below are excerpts from the ALCA/ASC Board of Directors (BOD) Monthly meetings. For a complete copy of the approved meetings minutes, please visit the ALCA Website (www.arrowheadca.org). The Board of Directors (BOD) encourages all Members to attend the upcoming monthly BOD meetings. 2016 BOD Monthly Meetings schedule: • • Saturday, February 6, 2016 Saturday, March 5, 2016 • • Saturday, April 2, 2016 Saturday, May 7, 2016 The meetings begin at 9:30 a.m. and take place in the Lodge Banquet Room (unless otherwise posted). Members can purchase, for a one-time fee of $40.00 plus tax, the Key Fob to replace the gate card. Members would need to fill out a form at Members Services and return their gate card. The key fob is used at the gate as well as the buildings you already have access to, just like the current gate card. The distance the key fob reaches is one car length, which equals to 8 feet. One thing to remember is the key fob allows one vehicle at a time, just like the current gate card. Also there is no pass back since there is a one minute pause between each use. This will help prevent the possibility of pass back so no one can share the key fob. If someone does try, an alarm will occur at Members Services. ALCA has had a difficult time this year dealing with leaves and the location of the leaf dump. The whole procedure, the location of the dump, members dumping over there carelessly, plus the size of the dump wasn’t quite right to handle the amount of leaves this year. The President of the BOD received complaints and personally went over to see for himself. The dump was almost full to the street and almost coming on to another homeowner’s yard. The plastic fencing that was up looked like it was down. ALCA management will make sure this does not happen in 2016. Annual Dam Inspections: Completed October 30 by Eric Neast of Gannett Fleming. Our dams from the initial report are looking rather well. There are some maintenance issues to take care of but nothing preventing the dams from doing their job for the next year until the next inspection. Lake Reclamation Project: Awaiting proposal for project from Marlene Martin of FX Browne for project and timeline; should have them by mid-December. Permits to be submitted in November (currently awaiting a confirmation). 2016 Budget Proposal: The 2016 Proposed Budget has been developed with a 0% increase of member assessment. Here are the reasons behind this: • Change in management culture has brought about a -3.1% in operating costs. • Substantial surplus has allowed management to pay for items that otherwise would have been included in the proposed budget. • Proposed budget has a Reserve of ~$1.8M balance at the end of 2016. There are two items that the Budget Committee recommended to bring the Reserve balance to $2M. Those items are: decreasing Lake Reclamation budget to $1.4M (from $1.5M) and eliminating the Master Plan/Project Coordinator ($100K) from the proposed budget to raise Reserve contribution. General Manager concurs with those recommendations as the 20 4th quarter of 2015 Board Meeting Synopsis Cont. Lake Reclamation proposal will be in his office by FX Browne prior to budget approval and can be tailored to fit our needs. Also, the Master Plan/Project Coordinator line item for $100K becomes unnecessary at this time if we utilize the Strategic Plan properly and outline strategies for infrastructure with the proper financial model to get us there. • Continued analysis thru the end of ’15, and into 1st QTR ’16, in regards to “going green”, evaluating employee health care program, putting in place a landscape contract in lieu of temp employees to lower overhead, such as payroll costs, and other initiatives may result in additional funds going to the Reserve. Arrowhead Lake Emergency Action Plans: General Manager is working with Security Chief to develop an Emergency Action Plan aside from the State DEP Dam Emergency Action Plan. These are plans that will encompass power outages and storm significant events that roll through the region and how the ALCA staff aides the community. Backup-Up Generator Project: • Wind Gap Electric has completed the majority of the construction work for the three backup generators. All of the new electrical equipment has been put into operation at the wastewater treatment plant and the two pumping stations. Startup and training for the standby generators was completed on Wednesday, November 4. The only work that remains to be completed includes installation of the fencing at the two pumping stations, and the lightning protection at the two pumping stations. A punch list will be prepared by Cardno BCM and HSA Associates to identify any remaining work that must be completed by the contractor. • Frontier Communications has completed removing their equipment from the existing utility poles that will be removed and has installed a new telecommunication service line into the underground conduit. • Blue Ridge Communications has been contacted to remove their equipment from the existing utility poles that will be removed and to install a new internet service line into the underground conduit. LSA Grant: The awarding of grant money will be announced sometime in 2016 (awaiting confirmation of timeline). President Lucas commented on the LSA Grant, “The LSA Grant is a tremendous deal. This community is 53 years old and to the best of my knowledge, we never received a grant. So to receive a million dollars or whatever the amount will be is a fantastic way to start the year 2016.” Sewer Treatment Facility Assessment/Reserve Study: We received 3rd proposal from Entech Engineers. All proposals have been evaluated by management. At this time management would like to proceed with Entech. A presentation by Bryon Killian, Entech Engineers, on December 11, was conducted to answer any questions of WWMC/BOD in regards to the proposal. I&I Remediation Project: • 83 Laterals Video inspection commenced on November 18. When complete GF will compile results and brief management on the findings. • Received three proposals for the design/bid/construction management of the I&I Remediation Project. The three proposals are from BCM, Gannett Fleming, and Entech Engineers. Management has evaluated all proposals and would like to proceed with Entech. The December 11 briefing by Bryon Killian will also include the Entech proposal. 22 Heating Safety There is something about the winter months and curling up with a good book by the fireplace. But did you know that heating equipment is one of the leading causes of home fire deaths? With a few simple safety tips and precautions you can prevent most heating fires from happening. be warm and safe this winter! Check these 10 tips off your list and get ahead of the winter freeze. r Our furnace has been inspected and serviced by a qualified professional during the last 12 months. (A furnace should be serviced at least once a year.) r Our chimneys and vents have been cleaned and inspected by a qualified professional. I have checked for creosote built-up. (Not cleaning your chimney is the leading cause of chimney fires from built up creosote. This service needs to be done at least once a year.) r Our wood for our fireplace or wood stove is dry, seasoned wood. r Our fireplace screen is metal or heat-tempered glass, in good condition and secure in its position in front of the fireplace. r We have a covered metal container ready to use to dispose cooled ashes. (The ash container should be kept at least 10 feet from the home and any nearby buildings.) r Our children know to stay at least 3 feet away from the fireplace, wood/pellet stove, oil stove or other space heaters. r Our portable space heaters have an automatic shut-off. r Our portable space heaters will be plugged directly into an outlet (not an extension cord) and placed at least three feet from anything that can burn; like bedding, paper, walls, and even people. (Place notes throughout your home to remind you to turn off portable heaters when you leave a room or go to bed.) r We have tested our smoke alarms and made sure they are working. (You need smoke alarms on every level of the home, inside each sleeping room and outside each separate sleeping area. For the best protection, the smoke alarms should be interconnected so when one sounds, they all sound.) r We have tested our carbon monoxide alarms and made sure they are working. (Carbon monoxide alarms should be located outside each sleeping area and on every level of the home.)
