POVERTY IN SOUTHEAST MICHIGAN
The post-2000 recession that overtook Michigan long before it reached the remainder of the country
was particularly damaging to southeast Michigan. 1 Jobs left the region in large numbers, led by large
losses in auto-related manufacturing employment, resulting in increased unemployment, dramatic
decreases in housing values, increasing foreclosures, population outmigration, stagnating and then
plummeting household incomes, and increasing levels of poverty.
The City of Detroit, which had seen its poverty population drop more than any other city in the country
during the 1990s, experienced a rise to a percentage greater than that of the late 1980s – 37.6 percent.
However, even more telling of the economic conditions gripping the area was the rise in the poverty
population in the suburbs.
The 2000 Census recorded 442,086 persons in the tri-county area whose income fell below the federal
poverty threshold. The City of Detroit accounted for the majority of these individuals with 55 percent of
the total. The suburbs, defined as Macomb County, Oakland County and the remainder of Wayne
County (including Highland park and Hamtramck), accounted for 45 percent of the total.
The 2010 American Community Survey2 confirmed the continuation of a trend that began in the second
half of the last decade – poverty moving to the suburbs. Not only did the overall poverty population of
southeast Michigan increase by 48 percent to 654,584 individuals, the greatest increases were seen in
the suburbs. While the City of Detroit experienced a growth of 20,711 individuals, the overall 25
percent loss in total population drove Detroit’s poverty rate from 26 to almost 34 percent. The poverty
population of the suburbs increased by 96.4 percent, and their share of the area’s total rose from 45
percent to 59.7 percent. Poverty increased throughout the region. Macomb County led all others with
an increase of 140 percent, followed by Oakland County at 86.5 percent and out-Wayne at 82.3 percent.
Figure 1 illustrates the trend in poverty rates across the three counties and City of Detroit. While the
trend was not one of steady annual increases, it is most important to compare the end points, that of
1999 (2000 Census) and 2010. The increases across the board are quite clear.
Figure 2 allows us to look at the effect of poverty on children. Data have shown consistently that
poverty impacts children more than adults in that low income families tend, on average, to have more
children than upper income families. The figure shows clearly that this is true in each of our counties. In
every case, the poverty rate for children is higher than that of the general population (including
children). This is especially true in Detroit where the poverty rate for children rises to 57.8 percent.

While the text and charts refer to the larger county trends, you will find maps and tables at the end of
this report which provide detailed information for each community – cities and townships – throughout
the tri-county area. This information provides both 2000 Census and 2010 ACS data with calculated

change in a detailed excel file, and illustrates the data in visual form with two maps – one with current
2010 data and the second which illustrates poverty change.
A second pair of maps has been created at the neighborhood, or census tract, level. This allows the
interested user to dig down to the sub-community to identify concentrations of poverty – both in
number of persons and percent of persons.
The current poverty threshold concept was developed back in 1964 and was based on the cost of food
necessary to provide basic dietary needs. While debated over time, the poverty definition has never
been changed and the thresholds have been merely updated annually by applying a cost of living
adjustment. To account for what many feel is a threshold that is set too low, a number of programs –
housing, food stamps, free and reduced lunch, etc. – adjust their thresholds upward by setting them at
125% of poverty, 150%, 185%, etc. In order to answer programmatic needs in this regard, a table is
included that shows the percent of the population, by community, that falls within four levels above
poverty, as well as those that fall below 50% of poverty – the low income definition used by the U.S.
Department of Housing and Urban Development (HUD).
Food Stamps
Food stamp eligibility is often used as a measure of need in community. In addition to its eligibility
above strict poverty limits, food stamp data are released monthly and have no margin of error
associated with sample surveys. The numbers are exact counts. The one drawback to the data is that its
availability is at county level only. Data Driven Detroit (D3) and our other data partners are attempting
to make the case to the Michigan Department of Human Services that sub-county data – community or
ZIP Code – would be extremely powerful in identifying concentrations of need and tracking trends on an
almost real-time basis. While that is a hope for the future, the present county level information is very
informative and tracks well with the poverty data. It also points to the fact that 2011 has not marked
the beginning of economic improvement, as the numbers have continued to rise.
Figure 3 illustrates the increase in food stamp eligibility in southeast Michigan by county from 2002
through 2011. The numbers represent the total count of eligible individuals as of September of each
year (with the exception of 2002 where only July was available). A calculation of the change over that
time period shows that Macomb’s caseload grew by 347.5 percent, Oakland’s by 268 percent, and
Wayne’s by 111.8 percent.

Free and Reduced Price Lunch
The final indicator of shifting economic need is found in the school data on free and reduced
price lunch eligibility. This analysis looks at change over the last 12 school years, between
1999-2000 and 2011-12. We start at 1999-2000 to connect the data with the census data
analyzed earlier. We end with 2011-12 so as to update the ACS, as we did with food stamps,
and to utilize the most recent data that are available. The time period used precludes our

analysis of charter school trends as most of the charter schools operating in the tri-county are
relatively new, with limited years of data available.
As was the case with the poverty data analyzed earlier, a complete table of data for each school
district is provided at the end of this report. The consistent finding in the percentage point
change column is that every district experienced an increase in eligibility. The smallest
increases tended to be in high income districts such as Anchor Bay, Armada, Birmingham, Novi,
Troy, Northville and Plymouth-Canton. In cases such as Inkster, Ecorse and Pontiac, initial rates
were so high that there was little room to increase. The largest increases tended to mirror
school districts undergoing a great deal of demographic change, particularly those that border
the City of Detroit and have been affected by both Schools of Choice and recent in-migration of
former Detroit residents. The following figures illustrate the 5 districts in each county that
experienced the largest increases over the period.

The consistent theme throughout this document is that poverty is no longer concentrated in the inner
city of Detroit. Rather, the poverty population in the suburbs of southeast Michigan has now surpassed
that of the city and exists, to a greater or lesser degree, in every tri-county community. The problem

becomes more widespread when one realizes that research by the Michigan League for Human Services
and other national organizations points to issues of food insecurity at up to 185 percent of poverty.
When we add in the number of persons in the region that fall between 101 and 185 percent of poverty,
we add 63 percent more people to Detroit’s total and 115 percent more to the suburban total, bringing
our southeast Michigan total well over one million residents.
Poverty and food access are issues of tremendous importance in southeast Michigan. If you are
fortunate enough to not have to face the problem, chances are that one of your neighbors is not so
fortunate. We must develop regional approaches to deal with poverty throughout our region.
