History of County Impact Fee with City
~
Since 1989 Flagler County had countywide ("County")
transportation impact fees in two districts (East and West).
~
After Palm Coast became a City, the County still had countywide
("County") transportation impact fees.
~
In 2000, just months after Palm Coast became a City, the Board of
County Commissioners and the Palm Coast City Council entered
into an agreement laying out how the County fees would be spent.
~
In September 2004, Palm Coast adopted their own City impact
fees and opted out of County impact fees. (Almost 5 years)

have maqe this the County's lop infmstn.cture priority. As a coastal County, Flagler Counly is
naturally vulnerable to hurricanes. Further, the City of Palm Coost, and Flagler County as a
whole, expericnce a hazardous dry season every year subject to lhe spread of wild fires. In 1985
a major wildfire spread IIu'Ough Bunnell, Palm Coast, and Korona, destroying 131 homes and
damaging another 200 homes. TI.enagain In 1998 wild fh'CS inlhe area deslroyed 71 homes,
damaged another 175 homes, and burned over 131 square miles. Almost Ihe entire COImty was
required to evacuate.

Township), within the vicinity of tile proposed"interchange location. These developments will
put a significant additional blnden on Ihe regional roadway system, and more importantly on the
existing interehanb>e of Palm Coos I Parkway and 1·95.

Pollcy 2.1.4.1Z - Continue to enforce standards for roadway construction, reconstruction and
widening in the LDC to include typical cross-sections for arterials, collectors and local
roadways that include pedestrian and bicycle facilities.
Policy 2.1.4.13 - To the maximum extent feasible and in accordance with the provisions of
Florida Law, the City will develop methods to protect future rights-of-way identified by the
City, FOOT and Flagler County from encroacbment by development. (See also related
Policy 2.1.5.6.)
Policy 2.1.4.14 - The City's review of proposed FLUM amendments includes a
transportation impact analysis to ensure consistency with the transportation provisions of
Chapter I. (Land Use), Chapter 2 (Transportation), Chapter 6 (Evacuation) and Chapter 8
(Capital Improvements) of the Comprehensive Plan and the City's Five yearrrwenty-five
year (short range/long range) Transportation Plan (as provided for in Objective 2.1.4).
Objective 2.1.5 - New East-West Connectors
Develop new routes to provide for additional east-west (E-W) connections crossing 1-95
consistent with Table 2.5 in Chapter 2 of the Data and Analysis.
Polley 2.1.5.1 - Based on the 2035 Transportation Plan, the City shall identify target dates
for the construction of those E-W connections not currently committed.
Polley 2.1.5.3 - The City shall seek funding and target construction of the two-lane extension
of White View Parkway over Interstate 95 to Old Kings Road as determined by a corridor
study.
Policy 2.1.5.4 - The City shall conduct a corridor study to determine the need for an E-W
connection at the southern boundary of the Flagler County Airport connecting Citation
Parkway. The needs determination shall include both traffic and safety (evacuation) issues as
well as consider a location for a new fITe station where growth demands it.
Policy 2.1.5.5 - A minimum of two (2) years prior to their construction dates, the City shall
conduct appropriate engineering studies to identify the specific routes of the proposed E-W
connections, develop the general section designs, identify the ROW needed for construction
of the connections and estimate the costs of construction or ensure that another appropriate
entity accomplishes said activities.

European Village project continues to have issues maintaining tenants. This bright idea is to take a
comprehensive approach to looking at possible redevelopmentl reuse options in coordination with the
property owners for all of these facilities.

Re: Matanzas Woods Parkway at 1-95 Interchange
Dear Jim:
As you mayor may not be aware, Flagler County has entered an agreement with the Flbrida Department
of Transportation regarding the above-referenced project. The agreement is to conduct an Interchange
Justification Report (lJR) as money permits. We were successful in bringing in $205,000 into the project
through a federal apprppriation.
Currently, the County is in contract negotiations. with the engineering rum Keith & Schnars to perform
the study. This firm has completed two of four IJR's that have resulted in new 1-95 interchanges being
authorized by the Federal Highway Administration in the last five years. The anticipated fee for their
professional services will be in the range of $450,000 to $500,000, for the expected IS-month project
duration.
Understanding the importance of the interchange project to Palm Coast, I would like to pursue any
opportunity with the City to overcome the apparent funding shprtfall. It is our understanding that
approximately $250,000 was specifically ~et aside yvith an 'acljOi~ipg PalIn Coast Park DR! (attached).
