History of County Impact Fee with City ~ Since 1989 Flagler County had countywide ("County") transportation impact fees in two districts (East and West). ~ After Palm Coast became a City, the County still had countywide ("County") transportation impact fees. ~ In 2000, just months after Palm Coast became a City, the Board of County Commissioners and the Palm Coast City Council entered into an agreement laying out how the County fees would be spent. ~ In September 2004, Palm Coast adopted their own City impact fees and opted out of County impact fees. (Almost 5 years) 3 Interlocal Terms ~ Addressed many administrative issues. ~ Exempted City from fees and City from some liabi lities. ~ Spelled out which roads the monies could be spent on both inside and outside the City. Policy 2.1.4.13 - To the maximum extent feasible and in accordance with the provisions of Florida Law, the City will develop methods to protect future rights-of-way identified by the City, FOOT and Flagler County from encroacbment by development. (See also related Policy 2.1.5.6.) Policy 2.1.4.14 - The City's review of proposed FLUM amendments includes a transportation impact analysis to ensure consistency with the transportation provisions of Chapter I. (Land Use), Chapter 2 (Transportation), Chapter 6 (Evacuation) and Chapter 8 (Capital Improvements) of the Comprehensive Plan and the City's Five yearrrwenty-five year (short range/long range) Transportation Plan (as provided for in Objective 2.1.4). Objective 2.1.5 - New East-West Connectors Develop new routes to provide for additional east-west (E-W) connections crossing 1-95 consistent with Table 2.5 in Chapter 2 of the Data and Analysis. Polley 2.1.5.1 - Based on the 2035 Transportation Plan, the City shall identify target dates for the construction of those E-W connections not currently committed. Polley 2.1.5.3 - The City shall seek funding and target construction of the two-lane extension of White View Parkway over Interstate 95 to Old Kings Road as determined by a corridor study. Policy 2.1.5.4 - The City shall conduct a corridor study to determine the need for an E-W connection at the southern boundary of the Flagler County Airport connecting Citation Parkway. The needs determination shall include both traffic and safety (evacuation) issues as well as consider a location for a new fITe station where growth demands it. Policy 2.1.5.5 - A minimum of two (2) years prior to their construction dates, the City shall conduct appropriate engineering studies to identify the specific routes of the proposed E-W connections, develop the general section designs, identify the ROW needed for construction of the connections and estimate the costs of construction or ensure that another appropriate entity accomplishes said activities. 23 Interchange Support City of Palm Coast ProsEerity 2 021 -!!J Continue to Promote Trail Network - Continue to promote trail network through organized rides and trail maps, which in tum. promotes this district. FAA will be soliciting bids for the location of the FAA Training Center and the commWlity needs to continue to engage the FAA to ensure that it remains in Palm Coast. ~ Golf Course Renovation - The renovation to Palm Harbor Golf Course has made significant improvements to the surrounding neighborhoods. 6 Continue to Maintain Tree Canopy - The tree canopy in this area is a hallmark of Palm Coast and furthers our brand as a green, natural City. :::3 Continue to Engage FAA Center ~ The YJ Engage Daytona State College about Growtb Opportunities ~ - Establish dialogue ~ with schools regarding campus needs and expansion. Redevelopment/Reuse Strategies .IQiIt. -The community center and fire station facility are nearing the end of their useful life and will need to be completely renovated or replaced. (n addition. the Players Club (fonnerly a word famous facility) is now in disrepair and is for sale. Also. the European Village project continues to have issues maintaining tenants. This bright idea is to take a comprehensive approach to looking at possible redevelopmentl reuse options in coordination with the property owners for all of these facilities. The agreement is to conduct an Interchange Justification Report (lJR) as money permits. We were successful in bringing in $205,000 into the project through a federal apprppriation. Currently, the County is in contract negotiations. with the engineering rum Keith & Schnars to perform the study. This firm has completed two of four IJR's that have resulted in new 1-95 interchanges being authorized by the Federal Highway Administration in the last five years. The anticipated fee for their professional services will be in the range of $450,000 to $500,000, for the expected IS-month project duration. Understanding the importance of the interchange project to Palm Coast, I would like to pursue any opportunity with the City to overcome the apparent funding shprtfall.
