Preamble
Since the summer of 2004. American Moroccan Intemational Exchange, an Issaquah.
Washington based non-profit organization dedicated to promoting peace and
understanding through educational and cross cultural exchange programs, has paid
the city of Chefchaouen 3 visits. These visits primarily focused on partnerships with a
local middle school and a high school. In the summer of 2006, AMIE representatives
approached the Mayor of Chefchaouen Mr. Mohomed Sadd El Aiami and Issaquah's
Mayor Mrs. Ava Frisinger with a proposal to expand the relationship to a formal Sister
City status. After careful review and consideration by both city governments, separate
resolutions were passed in both Issaquah and Chefchaouen adopting each other as its
newest sister city .(see attachments A and B)

Memorandum of Understanding
Issaquah. Washington, the United States of America (hereafter refeired to as issaquah)
and Chefchaouen. Kingdom of Morocco (hereafter referred to as Chefchaouen) wish
to enhance cooperation in the endeavors of culture, arts, music, education, science

and technology, environment, tourism, sports, leisure, trade and economy. In order to
strengthen the cooperation, promote mutual understanding and deepen the friendship
on the basis of equity and trust, on this occasion of the Issaquah delegation visit to
Chefchaouen, both parties agree to the following:

1. At least one cultural and one student exchange visits to each city shall be

organized involving adults and students within the duration of this Memorandum
of Understanding. Each visit shall be reviewed in advance between the Issaquah
Sister Cities Committee and the Chefchaouen Sister Cities Committee.
2. Cultural and student exchange visit details and activities shall be cooperatively
agreed upon by organizing citizens and civic, non-profit organizations dedicated
to promoting cultural exchanges and business groups. Activities shall be
provided with the objective to deepen cultural awareness and promote peace
and understanding between the citizens of the two cities.
3. Both cities encourage and support the development of economic and trade
opportunities and two-way investment, and provide to each other maximum
cooperation in possible ventures.
4. Both cities shall carry out the exchange of experts and or ideas in environmental
protection, stream management, rivers and paries. These exchanges will lead to

sustainable development.
5. The effective term for this Memorandum of Understanding shall be for two years
following the date of execution of this Memorandum. Prior to expiration of this
Memorandum of Understanding, the Sister City relationship shall be reviewed by

the City of Issaquah Sister Cities Committee and CI-iefchaouen Sister Cities
Committee. Progress of the relationship, as well as a recommendation as to
whether the relationship shall continue, shall be reported by the two
Committees.
6. This agreement represents the entire agreement between the cities. It may not
be changed or modified without a resolution signed by the leaders of both cities.
It is written in duplicate in the languages of Arabic and English. Both texts are
equally authentic. These two cities hereby execute this Memorandum of
Understanding on Aril 1 , 2007 as approved by the Issaquah City Council on
December 04, 2006 and Chefchaouen City Council on February 26^^. 2007.

RESOLUTION NO. 2006-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ISSAQUAH, WASHINGTON, ESTABLISHING CHEFCHAOUEN,
MOROCCO AS ISSAQUAH'S NEWEST SISTER CITY.
WHEREAS, the American Moroccan International Exchange (AMIE), a local non-
nonprofit organization to promote peace and understanding through cross-cultural programs
between the countries of Morocco and the United States of America, presented a request to the
City of Issaquah for a sister city relationship with Chefchaouen ("Chaouen");
WHEREAS, on August 5, 1991, the City Council passed Resolution No. 91-8,
establishing a sister city affiliations policy for the City of Issaquah;
WHEREAS, Chaouen meets the objectives as outlined in Resolution No. 91-8 by
providingcitizen education and the enhancementof cultural awareness and sensitivities;
WHEREAS, Chaouen is a city that sponsors community festivals, is a city
interested in development of a meaningful sister city relationship and is a city of comparable
size; and
WHEREAS, on November 20, 2006, the City Council directed the Administration
to prepare a Resolution for formal acceptance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Issaquah that the City of Chefchaouen, Morocco is hereby established as Issaquah's newest Sister
City.
