ATTENDANCE POLICY
ATTENDANCE POLICY
GUIDELINES
•
Students are required by state law to attend every class, every day.
All absences are initially recorded as unresolved until a phone call, blue slip, or a note from the parent/guardian
is received by the attendance office.
•
An automatic phone message will be made home after each un-cleared absence.
•
All absences related to sports, extra-curricular activities and/or testing take 24 hours to clear.
•
Any student submitting in a forged or altered note or blue slip will face disciplinary action.
•
Students and parents are encouraged to check their attendance and resolve any discrepancies as soon as
possible by contacting the Attendance Office at (619) 710-2380 or (619) 710-2341.
ABSENCES:
All absences must be cleared by parent within 10 school days according to the SUHSD policy (Regulation code
5112.1 C). If absences are not cleared within 10 school days, the student must clear absences through Saturday
school.
EXCESSIVE EXCUSED ABSENCES:
According to the SUHSD policy (Regulation code 5112.1 D), it has been established that it is reasonable to be
absent 1 day a month (equivalent to 5 days per semester or 10 days in a school year). Having more than 10 days
of excused absences, will place your child under an “excessive excused absence contract”.
If a student is absent 10 or more days, the following measure will apply:
•
Student Program Facilitator Contact
•
Excessive Excused Absence Contract
•
SOS referral after 6 full days
•
Home Visit
•
PRE-SARB Contract
•
SARB (Student Attendance Review Board)
o A student with 9 full days absent will be subject to a hearing at the district office, which results in a parent and
students signing an attendance contract with a truancy probation officer. If SARB contract is violated, student will
be referred to the Juvenile Justice System and/or be placed on probation.
• Alternative school placement
UNEXCUSED ABSENCES:
The State of California believes that the first priority is that the child attends school on a daily basis. For example,
Welfare & AFDC benefits may end or be reduced drastically, if a student misses more than 3 full days of school.
Education Code Section 48260-48263 provides definitions and referral procedures for:
*Any student subject to compulsory attendance who is absent without a valid excuse more than three (3)
days in one school year is considered a habitual truant.
*Any student defined as habitual truant who continues an unacceptable pattern of unexcused absences or
tardiness may be referred to the district’s SARB.
* Any student showing low academic performance may also have their permit revoked.
Welfare and Institutions Code, Section 601 describes the consequences for habitual truancy if a minor pleads or
is found guilty by trial to include but not limited to:
1. Being made a ward of the court (placed on probation).
2. Having a driver’s license revoked or denied until age eighteen.

Student/Parent Textbook Policy
Library Information
Through the library, students will receive their textbooks, check out library books, do
research on the computers, and participate in reading programs and many other activities. It is important that
students and parents work together to fulfill their responsibilities, and that the expensive library materials are cared
for and returned promptly so that others may use them. Students will need to carry a school identification card at
all times for all library transactions. All Library Aides contribute to the smooth and efficient operation of the library
media center by maintaining the collection for easy access by students and staff members.
Library Book Check Out:
Students may check out up to 4 books at a time for 2 weeks. Books should be returned as soon as students finish
reading them. An overdue fine of .15¢ is charged per day for books returned after the due date.
Textbooks:
Textbooks are checked in and out through the library at the beginning and end of the year. If a book is lost you
must pay 10% the cost of the book and get on a payment contract. A replacement book will be issued. Books must
be returned in good condition.
Lost or Damaged Books:
Books need to be shared with all students, so each person needs to be responsible for caring for items checked
out. Fines are assessed for damage, and students have to pay for lost materials. The library accepts cash only. If a
lost book is later found, money will be refunded. Keep your receipt to expedite this process

7. PHYSICAL EDUCATION (PE) EXCUSES: Are obtained from the nurse prior to the start of your PE
class (not during any class period). Bring your note from your parent or doctor before school or

When medication is brought to school, it must be kept locked in the health office. Keeping any
medication, including any over the counter products (drugs) in the student’s possession while at
school is ground for suspension, unless otherwise indicated by a physician.
9. REFERRAL INFORMATION: Referrals to clinics, doctors, and social services, etc., are available for a
variety of health concerns. Come to the health office if you have a concern (for yourself or someone
else) and the nurse will assist you.

proof of adequate vaccinations in order to be and remain enrolled in school. This includes the
Whooping Cough or TDAP vaccine.
11. Health Students: Please eat breakfast prior to starting your school day. Eating healthy foods and
being active will promote such things as healthy skin, give you energy and maintain your
weight. It will also allow you to concentrate and focus on your studies so that you can do well.

Associated Student Body: ASB
ASB STICKERS:
The ASB student store sells a discount sticker called the "ASB sticker" that is placed on the student
identification card. The sticker costs $12.00 and gives the student discounts on Physical Education (PE)
wear, the yearbook, dance tickets, and other promotional items. By purchasing the ASB sticker, you will
be supporting ASB sponsored activities such as athletic team uniforms, equipment, tournaments,
officials, awards, and school beautification projects. By the end of the year, the sticker will really have
paid for itself! Please Note: You do not need to purchase the ASB sticker to participate in school
activities, athletics, clubs, etc.
PE UNIFORMS:
The ASB student store also sells the PE uniform which is a regular part of the PE program. We are the
only location where you can purchase a SYHS PE uniform. Special package prices have been put
together and are listed in the ASB Price List. Please Note: You may wear any physical education
uniform and do not need to purchase a SYHS PE uniform to participate in PE.
ATHLETIC CLEARANCE:
Many students are interested in playing sports on our various team athletic programs. For the
protection of your student, all students must obtain clearance through the ASB before even participating
in practice sessions. Clearance papers are available in the ASB office. It is very necessary for you to
bring insurance information and emergency information if you would like to be cleared on orientation
day. Many of the papers require parent and student signatures, so both of you must be present.
If you choose to have your students take a physical examination at your family doctor's office
or another clinic, please be sure to bring a school clearance form with you. In order for a
physical examination to be valid, an official stamp from the medical office needs to be on the
physical form and the stamp should be from a medical office located in California.
After all the papers in the clearance packet (including a physical exam) are complete and signed by
both parents and students, they will need to be taken to the ASB office by parents and students to be
turned in and checked off this process would take 5 to 7 days. During the regular school year, students
can turn in completed clearance papers before school, during nutrition break and lunch.
All athletes must meet the following academic requirements to be eligible to play a sport: a 2.0 grade
point average in citizenship and in scholarship and students must pass at least four classes. For fall
sports, semester two grades of the previous year are used to determine eligibility.
STUDENT ID CARDS/SCHOOL PICTURE INFORMATION:
School pictures will be taken August 8, 9 & 10 through English classes. Order forms will be distributed
and students should bring their money and order form for pictures the day they are scheduled. Checks
should be made out to "Lifetouch Photography". Ordering pictures is optional, however ALL STUDENTS
MUST TAKE A PICTURE IN ORDER TO HAVE A STUDENT ID CARD MADE. Student ID Cards are
mandatory on campus. Failure to present a school ID when asked upon may result in school
disciplinary actions.

Prohibited Items at School
SKATE BOARDS AND BICYCLES
There exists a very dangerous situation in the community with the lack of sidewalks leading up to San
Ysidro High School. For the safety of your child we ask that skateboards and/or bicycles be left at
home. Free transportation is provided for all students at SYHS and we encourage you to use this method
of transport. If a student chooses to ride his/her skateboard or bicycle to school, bicycles must be locked
in a bike rack and skateboards are to be secured in the possession of the student. No student is allowed
to use their bicycle or skateboard while on campus. If violated, the item will be confiscated and
returned only to a parent/guardian. We apologize for this action but feel it is in the best interest and
safety of your child.
CELL PHONES AND ELECTRONIC DEVICES
Cell phones are permitted on campus for emergency purposes. They are not to be used during class
time. Cell phones are to be kept silent and out of sight so as not to be disruptive to the learning
environment (EC 48901.5.) If cell phones are detected, they will be confiscated and turned over to the
assistant principal. The student must give the cell phone to the staff member when asked; a suspension
from school will occur for defiance if not handed over when asked. The item confiscated will only be
returned to the parent or guardian.
Electronic devices such as Ipods, MP3 players, CD players, headphones, and all other types of electronic
devices are permitted on campus but are not to be used during class time. As with cell phones, if
detected during class time, they will be confiscated and turned over to the assistant principal. The item
confiscated will only be returned to the parent or guardian. Administration will not be responsible for
unclaimed items at the end of the school year.
PARENTS BE ADVISED: SUHSD/SYHS IS NOT RESPONSIBLE FOR INVESTIGATING OR REIMBURSING
STUDENTS FOR LOST OR STOLEN ELECTRONIC DEVICES.
PHOTOGRAPHY, VIDEOTAPING AND RECORDING:
The videotaping, recording and photography of any person without their knowledge, permission or
consent is illegal and will be prosecuted to the fullest extent of the law if warranted.
THE SALE OF FOOD AND MERCHANDISE
The selling of food items and/or merchandise on school campus is prohibited by California State Law.
This includes chips (Tostitos, Takis, etc.) candy, and energy drinks. Any student caught selling on
campus will forfeit all proceeds/goods and will face School/State Law consequences.
18

the offending employee or in the case of student’s, transfer to another school, suspension or expulsion
as provided by ED Code 48900.2. Sexual harassment is defined as UNWELCOME sexual advances,

Sweetwater Union High School District
Board Policy 5236
Hazing in any form is considered dangerous conduct and forbidden by California law. Therefore, no
student shall conspire to engage in hazing or commit any act that causes or is likely to cause bodily
danger, physical harm, and personal degradation or disgrace resulting in physical or mental harm to
any student(s) or other person(s).

BULLYING IS REAL! BULLYING IS WRONG!
Being a bully or being bullied are NOT “just natural parts of growing up.” Putting
others down or hurting them, not feeling safe because of what someone is doing to
you, is unhealthy.
At San Ysidro High School, we do not accept bullying as “a normal part of growing up” and have taken
a strong school-wide stance to eliminate it. Our Anti-bullying campaign works with individual
students, teachers, counselors, administrators, parents, and the community to make our school a safe
and welcome learning environment for everyone.
WHY DO PEOPLE BULLY?





They want to hurt others.
They like to make fun of people who are different
They like to feel powerful
They are trying to move attention away from themselves
They think it’s funny and no big deal
BULLYING CAN INCLUDE THE FOLLOWING:




Physical (i.e. hitting, pushing, spitting on, causing damage to or taking someone else’s
belongings, etc.)
Verbal (i.e. name-calling, teasing, making offensive remarks about one’s identity, religion,
sexual preference, race, etc.)
Emotional (i.e. spreading rumors, exclusion from social groups, intimidating through gestures,
etc.)
Electronic /cyber (i.e. bullying carried out through technology or any electronic media (cell
phone, camera, internet, social network, chat room, etc.)
WHAT DOES BULLYING HAVE TO DO WITH ME?
You’re a victim if someone bullies you. You need to get help by reporting it to your teacher, counselor,
assistant principal, campus assistant, SRO or any staff member at SYHS.
You’re a bystander if you see someone being bullied. You need to help the victim by reporting it. You
need to show others that bullying is unacceptable.
You’re a bully if you make fun of, put down or deliberately hurt someone. Ask someone you trust to
help you stop. It takes courage to stop being a bully!
BULLYING IS NOT TOLERATED AT SAN YSIDRO HIGH SCHOOL!!!

 Provides rewards for tips leading to an arrest
 Works with the media to publicize unsolved felony crimes to bring in tips
 Partners with local school districts through Campus Crime Stoppers to provide students with an
avenue to anonymous report weapons, narcotics, fights and other crimes on San Diego school
campuses
 San Ysidro High School HAS A CLOSED CAMPUS POLICY and students may not leave at anytime
during the school day without parent approval.

Emergency Procedures
A Safety Plan at San Ysidro High School is available in case of a school emergency or a natural disaster.
It is our primary concern that students remain safe at all times, and that there is an orderly dismissal and
release of our students.
For the safety of every child, we must document to whom each child is released. When you arrive at
school, you will be advised of the student release procedure. Once directed, please be prepared to:
1. Present a picture identification card upon request. Be advised, you must be listed on the student’s
Emergency Card Information.
It will take some time for the orderly dismissal of all our students, so please be patient and be prepared to
wait. The less confusion, the quicker students will be reunited with parents/guardians.
REMINDER: Your child will be released only to those listed on the Emergency Card. It is
therefore imperative that you keep information on your child’s Emergency Card up to date. If for
any reason your child is not picked up, he/she will be placed in an alternate place of safety as
determined by the administration and/or local authority.
These procedures should be shared with everyone you list on the Emergency Card so they are familiar
with our plan and these concerns.
