This year’s event will be held at the
Joan Kroc Institute for Peace and Justice
at the University of San Diego from 6 to
10 p.m. A no-host cocktail reception
followed by dinner will be held on the
patio area with a beautiful view of
Mission Bay and San Diego. The awards
presentation will be held in the theatre
with projects displayed on the big screen.

for the CLCA Annual
Convention
CLCA recently announced the dates for
the 2016 CLCA Annual Convention and
Trophy Awards, November 16-19 in Paso
Robles, CA.
Paso Robles is located in the wine
country halfway between San Francisco
and Los Angeles along California's famed
Central Coast. The convention
headquarters hotel is the idyllic Paso
Robles Inn, set in the heart of historic
downtown Paso Robles. This boutique
hotel offers unmatched access to
shopping, dining and entertainment - all
within walking distance.
The CLCA Events Committee is still
finalizing all convention details, but
members can look forward to the General
Membership Meeting, Recognition
Luncheon, educational sessions,
networking and, of course, the everpopular Trophy Awards.
San Diego Chapter Seeks Volunteer to Fill
Treasurer’s Position on Chapter Board
The San Diego Chapter is seeking a
volunteer to fill the position of treasurer
on the chapter board of directors. This
office is responsible for monitoring and
maintaining sound financial status for
the chapter, keeping financial records in
good order and meeting any regulatory
requirements of the chapter. This person
will be responsible for working with the
chapter bookkeeper, attending monthly
board meetings, collecting and paying
invoices, and attending and handling
the cash box at chapter events. This is a
volunteer only position and must be
filled by a current CLCA member,
preferably a regular member.
Treasurer’s Responsibilities:
•Ensure that bank signature cards are
filed promptly with chapter's bank.
•Prepare and approve the chapter's
annual budget prior to January 1.
Funds for expenses should be allocated
in accordance with the chapter's plan
for the year.
•Invoices should be approved by the
board member responsible for the
project/activity.
•Require a two-signature policy for any
financial transactions
•You as treasurer, along with the
chapter board of directors, are liable
for all chapter funds; thus you should
have and maintain an accurate record
of chapter assets at all times.
•Provide updates to your chapter board
at every board meeting. Prepare
monthly financial statements for each
board meeting or as needed.
•Collect revenues from all chapter
activities, make related disbursements,
and be prepared to make chapter board
members aware of any concerns.
•On a monthly basis, submit the reports
to state headquarters.

CLCA Legilsative Watch
Registration Open for WaterSmart
Innovations Conference
Registration is now open for the 9th
Annual WaterSmart Innovations (WSI)
Conference and Exposition, scheduled for
October 5-7 at the South Point Hotel and
Conference Center in Las Vegas.
An urban water efficiency conference,
WSI is offering an “early bird” registration
fee of $335 at WaterSmartInnovations.com
through June 2. Beginning June 3, the full
conference registration fee will be $395.
To qualify for the early bird rate, register

Each full conference registration
includes admission to the WaterSense
Partner of the Year Awards luncheon on
October 6, hosted by the Alliance for
Water Efficiency and the U.S.

services. Several pre-show workshops,

CLCA’s legislative committee is watching
the following bills as they make their way
through the state capitol. If you would
like to be involved with the legislative
committee, please contact Michael Martin

•AB 1738 – Defining “dark” greywater
from kitchens and asking for installation
of greywater use systems in the building
code. Watch position.
•AB 2601 – Would require new single
family and multi-family developments
to implement a distributed greywater
system. Watch position.
•AB 2486 – Asks CSLB to update their
website allowing zip or location based
searches for consumers to find a
licensed contractor. Support position.
•AB 2525 – Requires DWR to create a
program encouraging local agencies to
create incentives to support responsible
use of water and have coordinated
ordinances/framework to promote
economic incentives. Watch position.
•SB 1340 – Would add to the MWELO
the requirement of a permit starting July
1, 2017 for installation, expansion or
replacement of automatic irrigation
systems for residential landscapes
exceeding 10,000 square feet and nonresidential properties except cemeteries.

Tournament Seeking Sponsors
The CLCA San Diego Chapter Annual Golf
Tournament will be held August 12 at
Rancho Bernardo Inn in Rancho Bernardo.

Bethany graduated from Fresno State
University, earning a Bachelor’s Degree of
Science in Criminology. As a student,
Bethany cheered professionally for the
San Francisco 49ers. While with the NFL
organization, she volunteered to assist
with many 49er Foundation charity events
and fundraisers, and went on to represent
the 49ers as a Gold Rush Alumni
Cheerleader. In 2010, she earned an Event
Management Certificate from the
University of San Diego and volunteered
as the lead assistant for numerous types of
charity, social and corporate events.
Bethany joined the Jain team in 2011 as
the Marketing and Tradeshow Coordinator.
It was in this role that she learned the
importance of efficient irrigation and the
necessary role our products play in the
agriculture and landscape industries. She
is using her new position as a Territory
Sales Manager to help Southern California
residents find water saving solutions.

Andy Belingheri is a 20-year landscape
industry veteran with extensive
experience in landscape maintenance,
design and construction. He has a degree
in Landscape & Urban Horticulture from
BYU and is an ISA Certified Arborist. As a
native of the Nevada desert he
understands the importance of water
conservation and sustainable landscape
practices. He also believes in wellthought-out landscape designs that have
profound impacts on people. Andy enjoys
all things plants and loves to help
neighbors, relatives and friends in their
landscape and garden efforts.
Jain is recognized by Harvard Business
to be one of five global sustainability
champions. Our irrigation manufacturing

Treasurer’s Report
San Diego CLCA General Meeting
Tuesday, April 12, 2016

President’s Report
•As of April 1, 2016, the San Diego
Chapter CLCA has motioned, seconded
and voted unanimously that the position
of PR/Marketing Director be permanently
added to the Board of Directors. Amy
Conrad of Conrad PR will be holding this
position.
•The board discussed how often and at
what time to hold board meetings for the
remainder of the year. Alternate
locations were discussed. Stacey will
investigate.
•The board will be accepting bids to have
the chapter website redone as a mobileresponsive site. Amy Conrad has
developed a Scope of Work for the
project.
•Mike and Stacey have been working with
the bank to change the administrator and
signers on the chapter bank account.
Mike has been working with the
bookkeeper, Nancy Anderson, to
reconcile all accounts. Amy Conrad will
be the administrator on the bank account
and be in charge of the debit card. Mike
and Stacey will have online access to the
accounts and will be signers on the
accounts.
•The board discussed where to store the
chapter’s files, etc. Currently they are in
a storage space at Cuyamaca College.
Amy will get the items from Cuyamaca
and will store the chapter banner at her
house. The rest of the materials will be
stored at Ewing Irrigation in El Cajon.

•The bookkeeper has purged the PayPal
account and reconciled the books for the
first quarter and sent the reports to state.
•Mike reported that the chapter made a
profit on the Kick-off and Holiday
dinners.
•Melissa will be providing the contract
from Rancho Bernardo Inn for the golf
tournament.
•The board asked to see an invoice from
the bookkeeper and a proposal from her
to have her continue working on the
chapter’s books.
•The board discussed the need to find a
treasurer who is a CLCA regular member
who can sit on the board, provide reports
at board meetings, handle the cash box at
events and write checks. This would be a
volunteer only position.
Secretary’s Report
•Jerrie provided feedback and background
information from state on utilizing the
Trophy Awards entry form for the local
awards. In 2017, an online version of the
Trophy Awards entry form will be
available for chapter use. This form can
be customized for the chapter event and
award categories. At the close of entries,
state will provide the chapter with a
spreadsheet of all entries.
•A News section has been added to the
website. Industry news items will be
posted there on a regular basis.
Beautification Awards
•The Beautification Awards Banquet will
be held at USD at the Joan B. Kroc
Center for Peace and Justice on June 25.
•The board discussed the need to pre-sell
Golf Tournament
•Janet motioned to hold the golf
tournament at the Rancho Bernardo Inn
on August 12 with a 9 a.m. start.
Seconded by Loren Godes. Passed.
•Larry Hall, Willie Valdez and their
committee are working on sponsorship
sales. Ryan from KRC Rock is securing
raffle prizes. Loren Godes is working on
filling the goodie bags. Emails aimed
specifically at sponsors will be going out
soon.
•In addition to tee box sponsors, Larry
proposed having green sponsors on the
holes that don’t have a sponsor set up at
the tee box.
•Gothic Landscape has offered to sponsor
a Bloody Mary bar.
•Discussion ensued regarding pricing for
sponsorships and pricing for drink ticket
sponsorships.
•Amy will provide Larry with a schedule
of emails for sponsorship so that Larry
can coordinate phone calls with e-blasts.
•Tickets for the golf tournament will go
on sale on June 1.

Board Minutes
•Janet is looking into pricing at the
Rancho Bernardo Inn for the Holiday
Party. She is open for additional
suggestions.
Education
•The education committee is planning an
educational event at Agri-Service later
this year.
•The education committee continues to
solicit vendors and others for
educational videos to feature on the
chapter website.
Resource Management
•San Diego County continues to lead the
way in water conservation efforts.
Recently, the State Board certified
potable water supplies from the Claude
“Bud” Lewis Carlsbad Desalination Plant
as drought-resilient, reducing the
regional impacts of the state’s emergency
water-use mandates. The state also
adjusted conservation targets for some
agencies based on their climate. Draft
conservation targets starting in March
are between 8 percent and 29 percent for
Water Authority member agencies, with
a new aggregate regional conservation
target of about 13 percent compared to
2013. The State Board’s revised wateruse regulation extends through October.
Lowered conservation targets across the
San Diego region allow residents and
businesses to continue conserving water
while gaining flexibility to irrigate trees
deeply, replace lawns with WaterSmart
landscapes, and preserve fire-safe buffers
around homes near open spaces. More
information about the state regulation,
including a comparison of local
agencies’ initial and revised conservation

•SB 3 passed and was signed by the
governor. This bill affects mandatory
paid sick days and the rate of minimum
wage. The new minimum rate will
change incrementally from January 1,
2017 to January 1, 2022 for employers
with 26 or more employees. And from
January 1, 2018 to January 1, 2023 for
employers employing 25 or fewer
employees except when the scheduled
increases are temporarily suspended by
the governor, based on certain
determinations. See page 6.

•It was suggested that CLCA create a
presence on Houzz and include pictures
of all the award-winning projects.
Membership
•The board discussed ideas for future
events. Ideas included:
--panel discussion
--family event
--educational event on bioswales
--student oriented event to raise money
for scholarships
--behind the scenes tour at Del Mar
Racetrack or day at the races
--behind the scenes tour at Petco Park
--it was suggested that Mike from
Green Meadows would be good
speaker
•Rick Mandel and Willie Valdez continue
to contact all new members.
•Rick would like to establish a membership committee. Interested parties
should contact Rick.
•Rick and Willie are developing ideas to
attract non-member C-27 contractors and
to reach out to past members.
•It was suggested that membership
information be available at the big
chapter events.
•It was suggested the association
approach unlicensed individuals,
promote the advantages of being
licensed, and guide them to licensure.
•The board also discussed the need to
market to and educate the homeowner
on the advantages of hiring a licensed
contractor.
•It was suggested that the chapter host
booths at homeowner targeted events,
Public Relations
•The board discussed the chapter’s Google
ads program. Currently, the chapter is
spending $75 or more each month for
Google ads which promote the online
contractor search. The board asked to
have the click-through information
presented at the board meeting each
month.
•Amy will send out PR on the 2016 board
members to local media.
New Business
The next General Meeting is scheduled for
