HSPA FOUNDATION HISTORY
Each year while reviewing financial and program
activity, we also reflect on the history of the
HSPA Foundation. We focus on the values,
philos­ophies and societal needs that framed our
creation and helped establish our goals.
The Hoosier State Press Association Foundation,
incorporated in 1999, serves the citizens of
Indiana through newspapers. In the fall of
2000, the original board of directors launched a
founding fund drive to raise $1 million to sustain
its programming. In February 2001 the family
of Eugene S. Pulliam, former publisher of The
Indianapolis Star and The Indianapolis News
and longtime supporter of HSPA, announced a
lead gift of $250,000, a challenge grant with a
one-for-two match.
For the next 16 months, parent companies,
individual newspapers, family foundations and
individuals donated to help the Foundation reach
its financial goal in January 2003.
Prior to the formation of the HSPA Foundation,
the Hoosier State Press Association incorporated
in 1933 as a not-for-profit trade association
representing the interests of more than 200
paid-subscription newspapers in Indiana. Earlier
newspapers across the state were organized
into three publishers groups that often presented
a divided rather than united front – two
representing each of the major political parties
and the third for nondaily newspapers.
Proposed actions in the General Assembly dur­­ing
the Depression deemed hostile to the state’s
newspaper industry gave impetus to the
Associ­ation’s creation. Representing Indiana
newspapers in the legislature and other venues
remains a cornerstone service of the Association.
Over the years HSPA services expanded into
publications, a legal hotline, workshops,
legislative services, contests, affiliations and an
information source and exchange.
In 1994 the Association recognized that funds
from business income surpassed dues income
and reorganized into a for-profit C corporation.
In December 1999 the HSPA board of directors
created the HSPA Foundation to assume the
existing tax-exempt functions of the Association.
Through the dedication of our board, continued
generosity of HSPA-member newspapers and
the financial support of other organizations and
individuals, the HSPA Foundation continues
to fulfill its mission and strives to improve its
services each year as outlined in this report.
By working together we benefit the citizens of
Indiana through newspapers.

STATEMENT
The Hoosier State Press Association Foundation believes free speech and
a free press benefit all citizens and help preserve constitutional rights.
Our society faces challenges to the concept of open government and to the
marketplace of ideas necessary for democracy to flourish.
The HSPA Foundation exists to foster public understanding of the role of a free
press in society, to increase public literacy, to enhance the ability of Indiana
newspapers to fully educate and inform the public, and to defend the principles
of the First Amendment of the U.S. Constitution.

INCREASING PUBLIC LITERACY
Newspaper in Education
The HSPA Foundation, Indiana State Reading Association, the Indiana Newspaper in
Education Foundation and the Indiana Department of Education partnered this year
to provide a webinar for teachers prior to the beginning of national NIE Week.
Through Newspapers: A Class Act!, teachers could discover creative opportunities
for using newspapers in the classroom – both digital and print editions.
Kriss Johnson, Newspaper in Education/e-edition supervisor for the Lexington (Ky.)
Herald-Leader, presented two 30-minute sessions – one for teachers of
Grades 3 to 5, another for middle school.
This nationally recognized authority in Newspaper in Education recently became
responsible for marketing Lexington’s e-edition. She demonstrated how
participants could get students reading and involved in ways that support their
learning and community.
Indiana teachers who participated earned half of a Professional Growth Plan point.
After registering, they also received instructional objectives based on the Common
Core Standards for English, Language Arts and Literacy.
Civic Literacy
With presidential and gubernatorial elections occurring in 2012, the Foundation increased voting education activities. Indiana
ranked 48th in voter turnout among citizens in 2010, with a turnout rate of 39.4 percent, six percentage points lower than the
national average of 45.5 percent. Source: 2011 Indiana Civic Health Index

The HSPA Foundation provided financial support to the Indiana Debate
Commission. Represented by 13 affiliates, the commission provides a free
satellite feed to broadcasters during election years to provide the widest
viewing and listening audience possible, according to its website. The
commission hosts debates during the primary and general elections and
depends on charitable contributions for funding.
Get Out the Vote Ad Campaign
The HSPA Foundation asked its newspaper members to join the Get Out
the Vote campaign to improve voter registration and participation and
announced an advertising contest for designers and others in advertising
departments. The campaign had two phases – one emphasizing voter
registration and the other targeting voting.
VOTING! Make informed choices
The NIE Advisory Board and the Indiana State Reading Association purchased the rights for this teacher guide to help
students understand the importance of voting with lessons using informational text in the newspaper – both online and
in print. Prepared by Dr. Sandra Cook of the North Carolina Press Foundation with HSPA Foundation’s adaptations for
Indiana-specific pages, the guide had approximately 100 activities with teacher-recommended difficulty rating for elementary, middle and high school students. The guide attracted 1,080 views to the Foundation’s NIE webpage.
Activities in the nonpartisan guide, available online, helped students read closely, write analytically and discuss credibly.
The guide was aligned with Common Core State Standards and contained specific pages relating to Indiana races and
election laws. Teachers could print the entire guide, a single activity or use the ideas without paper.

Foundation provided half of high school journalism adviser Heather Nichols’
stipend to work at The Times-Mail (Bedford) for four weeks.

HSPA Executive Director and General Counsel Steve Key represents newspapers before the Indiana General Assembly,

Handbook on Indiana’s Public Access Laws
Due to new penalties incorporated into the public access law, the HSPA Foundation
joined the Indiana Attorney General, the Indiana Public Access Counselor and the Indiana
Coalition for Open Government in funding the printing of the updated Handbook on
Indiana’s Public Access Laws.
The handbook provides the text of two major public access statutes applicable to state
and local public agencies: the Indiana Open Door Law and Access to Public Records Acts.
It also contains references to court cases interpreting the statutes. In the appendices,
citizens can find a checklist for public agencies responding to requests for records and a
sample letters for records requests, meeting notices and formal complaints.
Newspaper in Education Activities
In 2012 HSPA Foundation updated First Amendment learning activities on the Newspaper
in Education section of the Foundation’s website to help teachers broaden young citizens’ awareness of the rights the
amendment protects. Each lesson lists Indiana academic standards to make teachers’ jobs easier.
