After over 100 editions of Rupert’s Review,
spread over nearly nine years, it is not
surprising that I may be running out of things
to write about as I make my way into another
career in January 2015.
Looking at my first report back in May 2006 I said that the
key areas of work where I anticipated increased activity
included – and I quote verbatim:

Increased recruitment and retention of members. Our members are our strength and
everything we do should ultimately benefit members’ businesses.

Closer relations with our Chamber, Business and Trade organisation colleagues
across the county. It is important that we all keep our own identity, but it is equally
important that we are united on significant business issues.

Raising our profile so that we are seen as the significant lobbying force representing
and working for businesses in Somerset.

Exploring additional funding sources that we can access for the benefit of our
members. We must build on our growing track record for delivering funded projects
for the benefit of the business community.
These four core principles that I set out in 2006 are equally as relevant today as they
were then and have been the mantra for what we have all achieved in the nearly nine
years.
Chamber membership has grown every year from 118 members to stand at 540 today
and we are recognised as being the fastest growing Chamber with one of the highest
retention rates in the British Chambers’ accredited Chamber network.
Following a rather fractious relationship with the Town Chambers and the BCC in the
early years, we can now boast 15 town chambers and other business groups affiliated
to the Somerset Chamber (the most of any accredited Chamber in the UK) and we have
been accredited to the British Chambers of Commerce for the last four years – one of
only 52 in the UK and five in the South West.
Our credibility has grown over the years to the point where the Somerset Chamber is
regarded as being at the hub of business influence in Somerset, and the South West.
The key issues for business are always at the forefront of our lobbying and influencing
work, and we now seem to be having some success – good news on enhancements to
the A303 & A358; broadband connectivity is improving all the time – but progress is far
too slow; more young people in Somerset than ever before are being given career
progression from employers as apprentices; and circa 20,000 Somerset residents are
studying Higher Education qualifications in the county.
Additionally, no one would have imagined back in 2006 that the Somerset Chamber
would have managed the inward investment into the county for the last five years. The
imaginative and unique marketing campaigns that we have run through Into Somerset

have attracted nearly 100 businesses into the county with most of the
activity occurring during the deepest recession the country has endured.
Finally, who would have thought that the Somerset Chamber would be
at the centre of local supply chain management for the largest
infrastructure project in Europe? EDF have put their faith in us for the
last four years, and now that we are reaching ‘kick off’, the Hinkley
Supply Chain team is making sure that Somerset and South West
businesses have a slice of the £16bn cake.
What a wonderful ride I have had on the backs of some equally
wonderful people: a loyal and supportive Board who have never
wavered; a passionate and interactive growing membership that are at
the core of our work; project clients such as EDF Energy and Into
Somerset who have given us the opportunities to deliver a quality and
cost effective service; and especially the exceptional team that I have
had the privilege to lead – from Sue Higgins who joined me first as our
administrator, right through to our first apprentice Scarlett Scott-Collins
and the rest of the very talented team of 12 that we have assembled in
the last 15 months.
They, the Board of Directors, and all our members have all played their
part in the success of the Somerset Chamber that now enters into the
next phase of its evolution, as it did on 2nd May 2006 when I walked up
the stairs at our pokey office in Bath Place, Taunton with just a few
members and even less money in the bank!
So that is it, the end of an era for the Somerset Chamber and for me; all
I can say is a HUGE thank you to everyone I have worked with, and to
wish all who are associated with the
Somerset Chamber well for the future.

Looking to the Future
This has been a quite
remarkable year for the
Somerset Chamber and
I am delighted to have
just completed my first
year as Chairman with,
I hope, a further two
years to follow.
After four years on the Board I can see we have made
real progress and achieved real success. This can all
be attributed to a great team, not only in the office but
also at Board level, and I thank everyone for their
efforts and commitment.

Ironically the Chamber is, I believe, better placed to
work through this change than it would have been in
the past: the team has grown to include twelve high

Plan is in place to take us through to the end of next
year, and the balance sheet reflects stability and
reassurance.
Our search for a new CEO has begun with an
advertisement placed that is due to close in early
December, a familiarisation event is planned
pre-Christmas and interviews will take place just into
the New Year: we need to balance driving our business
forward with prudence to find the right candidate. I will
keep you informed.

Dualling of A303 and A358 Welcomed in Somerset
On Monday 1st December, in the lead-up to
this year’s Autumn Statement, the
government announced that the A303 and
A358 will be dualled as part of a £2billion
investment in the South West’s roads.
Speaking at the time of the announcement, Deputy
Leader of Somerset County Council, Cllr David Hall,
said, “This is tremendous news and the culmination of a
great deal of hard work by a lot of people. Together with
our colleagues in Wiltshire, Devon and Dorset, and with
the support of the LEP and the Chamber of Commerce,
we’ve kept this issue at the top of the transport agenda,
meeting Ministers, lobbying Members of Parliament,
and repeatedly putting forward the business case.
“You only have to hear the way the news has been
greeted by business representatives in the South West
to understand what a big deal this really is. This
announcement has been eagerly anticipated for some
time and I’m delighted that our partnership held firm in
its request for a ‘whole-route’ solution, not just for
sections of the route to be addressed.
“This is not just about improving things for the
businesses we already have in the county. Proper
connectivity and an efficient transport network is
exactly the sort of thing that potential investors look for.
If they don’t feel it’s here, they won’t bring their
businesses, investment and
jobs to Somerset. In the end

The Somerset Chamber has lobbied governments for
many years to invest in the region’s transport
infrastructure in order to ensure that Somerset remains
a competitive place to do business.
CEO Rupert Cox said, “This is good news for Somerset’s
businesses and the wider economy. We have been
calling on successive governments to finish the job of
dualling the A303, and now we have the chance to
make it happen. “With excellent road and rail
connectivity coupled with the improving superfast
broadband availability and competitive property prices,
Somerset now has an even better opportunity to
promote itself as a great place from which to do
business.
“Our only concern is that being a 10 to 12 year plan,
future governments could renege on this commitment,
so we would urge all the main political parties to
commit to honouring this announcement.”

announcement and the additional jobs this will bring to
the South West. There have been real problems on
these routes for a long time, with congestion getting
worse every year as traffic volumes increase. It is now
important that Somerset responds with detailed plans
to capitalise on the improvements.”

Get up to Speed
Business benefits of superfast broadband
Following demand from Somerset Chamber members to find out more about the roll-out of superfast broadband
in the county, the Somerset Chamber of Commerce has organised a breakfast event on 22nd January at the
Canalside Centre in Bridgwater, in association with BT and Project Cosmic.
Businesses will have the opportunity to hear first-hand about the latest updates on the Connecting Devon and
Somerset programme from Paul Coles, Regional Director of BT, as well as asking him questions about the project.
Kate Doodson from the Get up to Speed programme will then talk on the changes in technology and how
superfast broadband can impact on business efficiency and growth.
Open to Chamber members and non-members alike, this event will provide an invaluable opportunity for local
businesses to understand the possibilities that superfast broadband brings and get up-to-date on the progress
and timings for the project.
The Connecting Devon and Somerset programme aims to bring superfast broadband to 90% of premises in the
area, meaning that most residents and businesses in Devon and Somerset will have broadband speeds of over
24Mbps by the end of 2016. Within the same timeframe it also aims to ensure that every premises within the
programme area has a broadband speed of at least 2Mbps.

Autumn Statement
BCC: Autumn Statement addresses key business concerns
The Chancellor of the Exchequer George Osborne presented his Autumn Statement on
3rd December 2014. He claimed the UK is now the fastest growing of any major advanced
economy in the world, with higher growth, lower unemployment, falling inflation and a
falling deficit. He also emphasised the government’s commitment to boosting skills,
exports, science and infrastructure.
Commenting on the Autumn Statement, John Longworth, Director General of the British
Chambers of Commerce (BCC), said:
“The Chancellor has used the last Autumn Statement before the election to demonstrate that he is listening to
and supporting British businesses across the entire country. By focusing on key business priorities, such as
Britain’s broken business rates system and the difficulty of accessing finance for growth, the Chancellor has
demonstrated that he is committed to solving problems that hinder the growth aspirations of many firms.
“Businesses will be pleased that the Chancellor has committed the government to a fundamental review of
business rates. This iniquitous tax is sapping good companies' strength year after year, long before they make a
single penny in profits. The review must deliver fundamental change to the business rates system. Tinkering at
the edges is simply not acceptable when good companies have to scale back their growth ambitions because of
out of control rates bills.
“The government has listened to our calls to improve conditions for business growth. However, the government
must ensure that the positive proposals announced in the Autumn Statement do not get bogged down by
short-term political thinking, Whitehall bureaucracy and treacle in the banking sector. We will be watching to
ensure that the promises made become a reality and deliver real change for British business, despite the
climate of fiscal constraint.”
Commenting on the latest forecasts published by the Office for Budget Responsibility, published in conjunction
with the Chancellor’s Autumn Statement, David Kern, Chief Economist at the BCC said:
“The new forecast confirms our view that the UK economy will grow at a good pace this year. The 3.0% growth
forecast for this year is realistic, but the speed with which the economy slows in the OBR forecast is
disappointing. While some slowdown may be unavoidable in the face of global headwinds, particularly the
eurozone, the UK should still be able to perform well in the next few years, as long as the right policies are
pursued.
“On the public finances the OBR rightly acknowledged that the shortfall in the economy’s ability to generate tax
receipts is not a temporary problem, but one that is likely to persist over the medium term. We support the
Chancellor’s decision to tighten spending further, but not at the cost of business growth.”

Reform Puts Pensions Back on the ‘Tax Planning Map’
At some point most business owners and
directors will face the prospect of having to
pass on their business to the next
generation, oversee a trade sale, or in
some cases sadly having to simply ‘close
the doors'.
Whichever outcome,
the ability to replace
the income previously
generated by their
business as tax
efficiently as possible
will be foremost in their
minds.
With business sale
proceeds no longer
benefitting from
Business Property
Relief (BPR) for
Inheritance Tax
purposes and with
interest rates at their
lowest level in living memory, increasingly the focus is
turning back to pensions, as the preferred method of
'profit extraction'.
The forthcoming Taxation of Pensions Act 2015 will
herald the most significant changes to UK private
sector pensions in a generation.



Where death is after age 75, any unused pension
fund can pass to any named beneficiary subject
to an income tax charge at the individual’s
marginal tax rate.

In cases where the beneficiary is a non-taxpayer
(e.g. grandchildren) and benefits are taken over a
number of tax years the income tax charge could
be avoided all together.
These changes effectively mean that the over 55s will
have full access to their pension pots and the
discretion to do whatever they wish with them. They
will also be able to pass on any unused pension
savings to their beneficiaries, potentially tax free.
The legislation will provide for the setting up of
individual policies for each beneficiary and those
beneficiaries can take income immediately, regardless
of their age when they inherit. As a result, pensions will
become a useful tool for paying school and university
fees tax efficiently.
However, greater freedom gives greater choice and
this can be rather bewildering, with most decisions
made being irrevocable. Also, hidden amongst the
small print are some very real ‘dangers’.
For example, any individual taking just £1 of pension
income for the first time after 5 April 2015 will lose the
ability to ‘carry forward’ any unused pension
contribution relief and will in future only be allowed to
contribute £10,000 per year (forever) into their
pension scheme, compared to up £40,000 per year.

A Business Plan for Somerset
‘Business Plan for Somerset’ unveiled at Chamber
AGM
A ‘Business Plan for Somerset’ was unveiled at this year’s Somerset
Chamber of Commerce AGM on 26th November, highlighting the key
requirements that will enable the county to realise its full economic
potential. Covering topics such as skills development, business
infrastructure, international trade, business rates and more, the
plan was developed alongside the recent British Chambers of
Commerce Manifesto and will form the basis of the Chamber’s
series of election hustings next year.
Around 50 business people attended the AGM at the Holiday Inn in
Taunton, where Chairman Graham Knight provided an update on the
Chamber’s strong performance against its three-year objectives in
terms of membership growth, project management and financial
stability.

Albert Goodman were appointed to the Somerset Chamber Board
following the departure of Sandra Wilson from Ylem Ltd and Adrian
Poole from Porter Dodson, both of whom have completed their full
term on the Board.
The guest speaker for the event was the Bishop of Bath & Wells, Rt
Revd Peter Hancock, who spoke about the vital role that strong,
healthy and growing businesses have in our society, highlighting the
importance of trading morally and ethically even in the pursuit of
profit.
Michael Eavis CBE, President of the Somerset Chamber, presented
long service certificates to the five members present whose
companies had achieved 10 years of continuous Chamber
membership; Blueloop Ltd, David McCrum Ltd, Milsted Langdon LLP,
Prospects Services Ltd, SaBRE Southwest.
Chairman of the Somerset Chamber, Graham Knight, said, “This
has certainly been a year of change and growth for the Chamber.
Although we bid farewell to Rupert Cox at the end of this year, the
Somerset Chamber is in its strongest position yet and is now the
fastest growing Chamber in the British Chambers of Commerce
network. We have a team of 12 in the office, with another 12 on the
Board, we’ve made excellent progress towards achieving the
objectives laid out in the Chamber’s business plan, and we have a
strong balance sheet.
“The upcoming General Election and progress of the Hinkley Point C project will present some unique
opportunities for Somerset businesses in the coming year. Alongside a new CEO, the Chamber’s election

Mike Lind, Managing Director of the garden centre at
Monkton Heathfield in Taunton, said, “The key jobs will
be undertaken by Project Manager Steve Butterworth,
however there are some jobs such as electrics,
plumbing and woodwork which we will be
sub-contracting to other businesses. We’re committed to
the local community and we’re keen to keep as much of
the work as we can within the West Country.”
The new restaurant, due to open in spring 2015, will
seat 350 and the food will continue to be prepared by
chefs on-site in a brand new kitchen facility. The 950
square metre development is approximately double the
size of the current restaurant.
The garden centre team hopes to create more than 10
new jobs across the whole business, which already
employs around 90 staff.

Ian Gosden, Managing Director

taking part in Movember... but
with a difference.
While most Movember participants grow a moustache
over the course of the month, Ian has raised funds by
shedding his beloved beard – which has been in place
since 1978. Ian has joined the Higos staff Movember
team ‘The Higos Hairy Brokers’, and will grow his
moustache and beard throughout November, raising
vital funds for Movember, which supports men’s health
charities.

Somerset and the Wells Civic Society.

to surpass the success of its
2013 event.
There were over 80 exhibitors, some fantastic free
seminars (including ‘Life at Oxford’ by Oxford
University, ‘Degree courses abroad’ by The Student
World and ‘How to choose your University’ by What
Uni), an airsoft rifle range, a Gazelle helicopter, cake
decorating, hair styling, a nail bar, a live working
recruitment office with mock interviewing, not to
mention the Grease performing flash mobs!
3,382 visitors from 28 schools and colleges attended
the Somerset Careers Fair, from as far afield as Bristol,
Shepton Mallet, Yeovil, Wells, Tiverton and Sidmouth.
Some came in groups arranged by their school or
college, while others came under their own steam

campaign on catch-up TV channels, raising the profile
of Somerset and highlighting the county as a great

Aerial Surveys for Earthworks Mapping
The Hinkley Point site was
flown in one hour at an
altitude of 2,165 feet
(660m) using Blom’s 196
mega pixel Vexcel UltracamXP aerial survey camera.
Blom Aerofilms, based in Cheddar, Somerset are aerial
surveying and remote sensing specialists that operate
throughout the UK and Europe. Blom Aerofilms
provided Kier BAM JV with an aerial survey for EDF
Energy’s new nuclear power station project, Hinkley
Point C, near Bridgwater.
Using photogrammetric techniques, the stereo
imagery was post processed to deliver orthophotos,
true to scale photographs and a high resolution 1m
DTM. All data was processed by Blom’s highly trained
staff at their head office in Cheddar.

Survey -Aerial Survey Case Study
Kier BAM JV required a Digital Terrain Model (DTM) and
Orthophotography to support the planning and
construction of the Hinkley development. The main
purpose of the survey was to create height
information to produce a 3D model of the proposed
site. The model was used to support volumetric
calculations and earthwork quantities.
Due to the size of the proposed development, the most
cost effective way to deliver the survey was from
aerial photography rather than traditional land survey

An Interview With… Linda Adams, Chair of SWMAS
Linda Adams is Chair of the SWMAS, which
delivers the Manufacturing Advisory Service
(MAS) in the South West, a position she has
held since 2008. A highly respected
business strategist, coach and mentor,
Linda has over 30 years’ senior
management and board level experience,
primarily within engineering and
manufacturing companies.

the South West in the mid 1990’s.
For those unfamiliar with SWMAS Ltd, we deliver the
Manufacturing Advice Service in the South West
together with a range of other publicly funded
programmes, with the aim of supporting companies to
optimise business performance and achieve
sustainable growth.
What do you enjoy most about your role at SWMAS?
I thoroughly enjoy working alongside the team at all
levels. It is such a vibrant organisation, totally
committed to UK manufacturing, a company with
extremely talented and innovative people who really
want to make a difference. The sense of achievement
is wonderful and as I support many businesses through
my own company LKA Associates, I am also privileged
to witness first-hand the difference that is made. I am
very proud to be a part of the organisation and to really
understand how much of a contribution SWMAS has
made to manufacturing in the South West over the last
12 years.
When you were at school, what did you want to be
when you grew up?
During my school years I always had an ambition of
becoming a chef, simply driven by the fact that I
enjoyed food and using my creativity to generate
something new and successful.

Linda lives in a small rural community on the outskirts
of the Somerset Levels where she enjoys the vibrant
village community and the challenges of fundraising.
Much of her free time is spent with her family,
particularly her young grandson, and her real passion is
motor-homing around Europe with her husband.
How did you get involved with SWMAS?
I first became involved with SWMAS in 2004, when I
joined the Board as a representative of the
membership organisation EEF West, where I had been

What was your first job?
I began my working life at the tender age of 10 years,
supporting my parents in their business. I have three
siblings and we all had our tasks – mine was
bookkeeping to begin with. By the age of 14 years I was
running my own small catering business, I recall my
first real catering challenge for my Grammar school
tutors which was very nerve-racking. I feel very strongly
that my upbringing gave me a real sense of purpose
and ambition as well as a strong work ethic, which has
been a major contributor to my career success to date.

One of my former roles was as general manager of a
small Yorkshire based manufacturing company which

During the early 1990’s the plc entered a significant
period of change including a new CEO, and I was
privileged to be offered a senior head office
management role by the incoming group CEO.

The role in itself was a significant and major challenge,
however, within a short period of time I took on
additional responsibilities working alongside a major
top four accountancy firm on a worldwide process
re-engineering project. It was a tremendous learning
curve and it was this programme that led me to my first
role within the South West. The CEO was a tremendous
mentor and coach with great wisdom and insight. The
learning and experiences over that period of time have
stayed with me through my career. I remain eternally
grateful to him for his faith and support.
What is the biggest challenge at the moment for the
manufacturing industry?
In my opinion there are two key challenges: 1)
developing business agility, which is vital to sustain a
business in a demanding and ever-changing market
place; and 2) building and sustaining key skills.
And the biggest opportunity?
Access to global markets is far greater and less
complex than it has ever been. Communications are

winning a £150,000 GAIN
Growth Fund grant to support £424,000 of new
machinery and business growth plans, creating many
new jobs at the firm’s Somerset head office over the
next few years.
“We are currently completing several
major Korean contracts, where speed
of manufacture is key to securing future
contracts, so the new machinery is
essential to reduce production time.
Elecsis has provided specialist electrical MV and LV
switchgear for over 30 years, offering complete
packages from initial design and manufacture through
to installation and maintenance, working across
marine, education, healthcare, and construction
sectors.
“With the onset of the UK’s nuclear revival at Hinkley
Point, these are exciting times for Elecsis and we are
looking forward to the challenge and ensuing growth.”
The Somerset Chamber of Commerce was
instrumental in directing Elecsis to the GAIN Growth
Fund. CEO Rupert Cox said, “I am delighted that
following the Somerset Chamber’s promotion of the
Growth Hub and Business Finance Network, Chamber
members Elecsis have been the beneficiary of a
£150,000 grant from the GAIN Growth Fund.
