Conformity Certification System for Radio Equipment in Japan Yoichi Kanda Director of Certification Promotion Office Radio Department Telecommunications Bureau Ministry of Internal Affairs and Communications License Procedure for Radio Stations Any person who wishes to establish and operate a radio station in Japan shall obtain a radio station license. To obtain the license, it is required to comply with technical regulations in accordance with Chapter 3 of the Radio Law and the Ordinance Regulating Radio Equipment. The Certification of Specified Radio Equipment* demonstrates whether or not the technical regulations are complied with and simplifies the licensing process. Interference Licensed station (No-inspection): Category3 Unwanted Emission (ex. Cell phone base station ,small scale transceiver) Blanket license: Category2 Beginning to operate the radio station Inspection Pre-license Judgment Acceptance Application Purpose: The fair and efficient utilization of radio waves. (ex. W-LAN、Bluetooth) Issuance of license Application isn’t required Radio station:Category1 Best communication (ex. Current situation (1) December 16 2011,Introduced simplification of the mark for the specific radio equipment prescribed in 38-2-2 paragraph 1 item 1(unlicensed station) and 38 -2-2 paragraph 1 item 2 (blanket license) in the Radio Law. Transitional measure for 6 months from the introduction was established. (2) On the same day, introduced a system whereby reattachment of the Mark is unnecessary for radio equipment with the conformity mark for certification of a construction type based on the old system at the time of enforcement, if a new certification is added without a construction change. 2. Expansion of scope From fiscal year 2013,The simplification of the mark is introduced to all the specific radio equipment, by adding 38-2-2, paragraph 1, item 3 (all specific radio equipment other than items 1 and 2). 2011 FY December 16 ▲ Revising the ministerial ordinance Categories 1 and 2 (Proclamation and Enforcement) 2012 FY June 15 ▲ End of transitional measure for Categories 1 and 2 end 2013 FY April 1 ▲ Extension to Category 3 10 Recently Introduced Technical Regulations for Radio Stations Inmarsat Global Satellite Phone Services(GSPS) : Category 2 (Enacted a Technical Regulation in March, 2012) http://www.soumu.go.jp/menu_news/s-news/01kiban15_02000033.html Inmarsat BGAN(Broadband Global Area Network) Aeronautical Satellite Services : Category 2 (Enacted a Technical Regulation in October, 2012) http://www.soumu.go.jp/menu_news/s-news/01kiban15_02000045.html THURAYA Satellite Services : Category 2 (Enacted a Technical Regulation in October, 2012) http://www.soumu.go.jp/menu_news/s-news/01kiban15_02000045.html 79GHz High-Resolution Radar : Category 1 (Enacted a Technical Regulation in December, 2012) http://www.soumu.go.jp/menu_news/s-news/01kiban14_02000094.html 5GHz Wireless LAN (IEEE 802.11ac): Category 1 (Enact a Technical Regulation within this March) http://www.soumu.go.jp/menu_news/s-news/01kiban12_02000018.html 11 ●MIC Website http://www.soumu.go.jp/english/index.html ●MIC Radio Use Website http://www.tele.soumu.go.jp/e/index.htm ●Radio Station Equipment Regulations Certification System http://www.tele.soumu.go.jp/e/sys/equ/index.htm ●Questions [email protected]
