To promote the general social welfare of the residents
of the Toluca Lake area;
To promote and encourage the beautification of the
Toluca Lake area;
To promote, encourage, and protect the quiet
enjoyment of property by residents of the Toluca Lake
area;
To promote and encourage the development of the
Toluca Lake area in keeping with its status as a
primarily residential community.
