Christine Curtis-Carr Bobbie Bieberly and Carl Brown from Greater Abilene Club Program Randy Williams introduced Judge Paul Rotenberry as the speaker on January 20th. Paul is a former Kiwanian with a passion for children. It was interesting to learn from Paul that Judith Phaneuf was in charge of insuring CPS cases were kept on track when he first stepped into his role. He expressed appreciation to Judith for her dedication to the details related to the children. He explained how CPS became involved in cases. Sometimes children can stay in the home but not always. When there is not an agreement, CPS can file for court services to order the appropriate services. If that doesn’t work, CPS can file a request for nonemergency removal. In a non-emergency removal, the department feels that things are bad enough in the home, it is not safe for the child to be there long term but things are not so bad that immediate removal is required. When that occurs a petition is filed, then Paul, as Judge, is required to appoint an attorney to represent the child. Parents also can request a court appointed attorney under specific situations. Most petitions filed by CPS involve a request for termination of parental rights. The highest level of concern is when there is such an immediate concern for the child that the child must be removed prior to a court hearing. In that case, an emergency removal is filed, it must be signed by Judge Rotenberry and the department can remove the child at that point. In 2014 there were 112 new emergency removals filed in Taylor County. In 2015 there were 229 new cases filed. He went on to explain why. In 2016 we are receiving more than 1 affidavit per day for new removals. The two basic reasons for this increase: • He explained that the organizational chart calls for 22 investigators. Historically the investigating number was between 8 and 9 investigators. January 1, 2016 the full number of 22 were hired. Yes, investigators have doubled. • There is an explosion in the use and abuse of methamphetamines. A meth user becomes an addict the 1st time they use it and basically they become untreatable. Day 300 of sobriety is just as hard as day 1. He stated that 95% of affidavits he reviews involve meth and over half of those have children who test positive for meth. These are babies and toddlers! He explained that meth can be absorbed simply by touch thus the positive test for the children. He shared his observation from 20 years of practice. We have two co-existing societies – one the world we live in- people who live honestly and two, the criminal and drug world. When we stay in our own world, things are okay. The problems occur when those worlds collide. Interaction between the two worlds creates the challenge. Dealing with the meth world is challenging. The long term effect will be devastating. Meth users are not reliable or dependable. Likely they lose the ability to choose. There is a tremendous burden placed on the court system today that will only increase. He went on to explain those problems then concluded that only God can fix this. The court system is dealing with it as best they can. He encouraged Kiwanians to keep doing what Continued on Page 3 they are doing. Make a difference in children’s lives. Christine thanked Judge Rotenberry for the interesting program and communicated we would make a donation to the Kiwanis Club of Abilene Foundation to help fund scholarships for students. Eliminate Update by Mark Hoover We committed just 20 months ago to the Kiwanis International Eliminate Project. In 2010, Kiwanis International established a 5 year goal of $110 Million Dollars by 2015. As of today in cash and pledges, Kiwanis International around the world has raised $104 Million. We are not done! The process continues and the program has been extended. Thirty-eight countries have eliminated Maternal and Neonatal Tetanus (MNT). That is great news but there are still 21 countries in which MNT is still a problem. Of those 21 countries, 14 are in the continent of Africa, 3 are in the Middle East, 1 is in Caribbean and 3 in the Asian South Pacific. We still have work to do. The Texas-Oklahoma District set an ambitious goal of $5,000,000.00. Today, Tx-Ok is the #2 district, behind the nation of Taiwan who has a 7 million dollar goal. Pledges for our district is at 2.6 million and payments continue to flow in. Where is Abilene within the TO district? Our club goal is $71,250.00. Ours is the 6th highest goal within the district. We are the only club in our Division that is a Model Club. We are currently recognized as a Govenor Erby Eikner visits our region. Bronze Club in terms of the global service society the Kiwanis International has set up for this world-wide project. This means, we have achieved as a club, a per member average giving of at least $350.00 per member. We have accomplished that goal in less than a year and one-half. We are rapidly closing in on becoming a Silver Club. That represents a per member giving of $500.00 or more. Well how much more is needed to reach that status? It is $6,300.00. We will meet that level within the next 60 to 90 days. We aren’t done. The commitment made 20 months ago was $750.00 per member. We will meet that goal. One of the ways we could reach that goal was to become a Zeller Fellow which required a payment of $1250.00 over a 2 year period. We were fortunate to receive a grant to help offset some of that cost and a number of members grasped the opportunity. We currently have 17 Zellers in this club and 10 more in progress. Two of those will be recognized soon. We have 3 model club members. That group committed to pay $750.00 toward the goal. In terms of contributions, paid or pledged, our club is at $41,197.00. That represents 57.8% of the goal established less than 2 years ago. Folks, we are more than half way there! We are directly responsible for saving 22,887 lives in the 3rd world from MNT and that folks is a very big deal! Keep up the good work! Contact Mark to join in this effort. SPIRITUAL AIMS By LaQuiera Gantt The other day, a friend of mine told me that her daughter was in her room listening to different versions of the hit song “Let It Go” from the movie, Frozen. This little girl is a Frozen fanatic and I could just picture her singing the song at the top of her lungs. After getting off the phone with my friend, I thought to myself about the words, let- it - go. I don’t know about you, but I have a hard time letting go of things that I can’t control. I tend to dwell on those things and at times, try to make things happen instead of simply letting it go. God is waiting for us to let go of trying to do things on our own, so that he can step in and take care of the situation. He is more than capable of taking our situations and turning them around for his glory. So, the next time you find yourself in a situation that you have no control over, do like Elsa and Let It Go! Not only will you find a peace from turning the situation over to God, but you may even find your next career in karaoke. Eliminate News!
