During this open meeting work session, Board Members may discuss and ask AISD staff
questions concerning any of the subjects listed in the Notice/Agenda under the headings of
Program and/or Presentation, Appointments, Public Hearing, Action Items, Consent Items and
Discussion Items.

examination of another witness.
Should any final action, final decision or final vote be required in the opinion of the Board with
regard to any matter considered in such closed meeting, then such final action, final decision or
final vote shall be at either:

Architect Selection for 2014 Bond Program, Phase 1 Bid Package 10 and
Phase 2 Bid Package 4
On August 21, 2014, the Board of Trustees approved 12 architectural firms for projects in
Phase 1 and Phase 2 of the 2014 Bond Program, through RFQ 14-79. The District has been
in contract and fee negotiations with the remaining selected firm for the condition and
defiencies projects for Phase 1-Bid Package 10 (PDC) and Phase 2-Bid Package 4 (Foster,
Moore and Wood Elementary Schools). We have reached agreement with KAI Architects to
provide architectural services for these projects.
KAI Architects was selected as a part of the original evaluation process. Projects were
assigned based on demonstrated ability, capacity and best value to the district as determined
through evaluation of qualifications, stated project preferences, demonstrated experience and
interviews.
Attached is a schedule of construction projects identifying the project budget and the negotiated
architecture fee. Administration recommends that the Board of Trustees approve the award of
contracts to the firms as identified.

Bid Number 15-62 is an annual contract for door hardware and accessories for inventory. In addition to

President Bowie Hogg called the open meeting work session to order at 5:50 p.m. The meeting was
held at the Administration Building, 1203 West Pioneer Parkway, Arlington, Texas in Conference
Room B. During this meeting Board Members may discuss and ask AISD staff questions concerning
any of the subjects listed in the Notice/Agenda under the headings of Program and/or Presentation,
Appointments, Public Hearing, Action Items, Consent Items and Discussion Items.
President Hogg adjourned the meeting at 6:00 p.m. to move to the Board Room.
President Hogg called the meeting to order in the Board Room at 6:10 p.m. with six trustees present.

PROGRAM AND/OR PRESENTATION:
A.
Student Performance by Nichols Junior High School Choir
The Nichols Junior High School Mustang Chorale, under the direction of Mr. Greg Haugen, performed
for the Board and audience. The Choir Department at Nichols Junior High School consists of five
performing and competing choirs: beginning boys, beginning girls, advanced boys, advanced girls
and a mixed choir made up of the top boys and girls. The mixed choir performed tonight. Nichols
JHS Choir has a rich tradition of success at UIL and area contests.
B.
Student of the Month
The March 2015 Student of the Month is Sam Houston High School student, Diana Avila. Diana is a
well-rounded student and a great example of what hard work and dedication can do for students.
Diana is involved in her school as well as her community, all while she maintains a job and runs on
the track and field team. Diana has been involved in AVID for six years, and she has taken many
Advanced Placement classes, including four this year. She’s a member of the National Spanish
Honor Society, and she has given back to the community by participating in Global Youth Service
Day and helping to organize a can food drive. Diana also works to help support her family, and she
recently earned the honor of Crewmember of the Quarter with her job at Raising Canes. After
attending an engineering summer camp for computer science at the University of Texas at Arlington
in 2012, Diana has decided to attend UTA in the fall and major in computer science.

Community Engaged for Excellence Award of Appreciation
Arlington Public Library (Cary Siegfried, Director of Libraries accepting)
The Arlington Public Library directly supports the Arlington ISD community by providing numerous
learning opportunities across grade levels from our 3yr. old students in Pre-K to our seniors in High
School. For early learning students, the Arlington Public Library provides “Story-Times” at fifteen
Arlington ISD community-based childcare centers. This program provides Little Library boxes of 20
titled books on a biweekly basis. Through the Early Learning Matters Parent Program, the APL
educates AISD parents on their role in helping their children develop early literacy skills. The APL
provides a similar program, Life Through Literacy, for teen parents in AISD high schools. To further
support early learning development, the APL supports a library field trip for Pre-K 3 and Pre-K 4
students at 32 Title I elementary schools. The APL continues their support through AISD programs
and services such as Stories to Our Children. This is a five week session for parents where they write
about their life experiences, pass on family and cultural traditions, and provide a window from the
past to the future. The Library TechLink, a mobile computer lab, has stops at Sam Houston High
School, Carter and Workman Jr. High Schools to provide computer classes to parents. Through the
Library LINK at seven elementary schools, AISD students, teachers and parents are able to access
APL books and have them delivered to the school. In addition, the APL has sponsored several Poetry
Day events at seven elementary schools. For secondary level students, the APL has supported
student participation in the North Texas Teen Book Festival, the Writing for Hollywood Program,
STEM Field Trips to the Northeast Library Branch and UTA, Robotics classes, and the Teen Summer
Reading Club Video Challenge for Workman Junior High Students. During the school year, GO
Center programming at the Northeast Branch allows students the opportunity to work with a mentor to
foster their desire for higher education. During this past summer, the APL and AISD partnered to offer
the Summer Reading Club to encourage children, teens and adults to read throughout the vacation
break. The APL continues to connect with our community by supporting the Senior to Senior Program
where Sam Houston High School Honor Society students visit the Greenfield Retirement Living
residence and present intergenerational programs. With services and support, the Arlington Public
Library continues to be a vital member of the AISD learning community.

School. Dr. Varnell is currently the principal for Sherrod Elementary School.

Elementary School. Ms. Herrador is currently a principal in Irving ISD.
Ms. Selena Ozuna as the new principal for Remynse Elementary School. Ms. Ozuna is currently the
assistant principal for Remynse Elementary School.
Mr. Anthony Terrell as a new assistant principal for Seguin High School. Mr. Terrell was previously
an assistant principal in Dallas ISD.
Mr. Tommy Moore as the new assistant principal for Bailey Junior High School.

A.
Consider the Schematic Design for a Classroom Addition at Workman Junior High School
Chief Financial Officer Cindy Powell shared that a classroom addition at Workman Junior High School
was approved as part of the 2014 Bond Program. The addition will support the consolidation of the
Hutcheson Junior High and Workman Junior High student bodies with the addition of 16 classrooms,
expanded cafeteria, new entrance and administrative area and deficiency improvements and life
cycle replacements. BRW Architects was approved to provide architectural services for the project.
The firm developed the schematic design using the educational program developed in planning labs
facilitated by DeJONG- RICHTER and presented to the Board on November 20, 2014. BRW
Architects representatives Lisa Lamkin and Anne Hildenbrand presented the schematic design for
Board review and approval. With this approval, the project is on track for substantial completion in
July 2016. Board members asked clarifying questions regarding traffic flow, parking, walkways,
safety, separation from the elementary campus, portable building placement, expanded cafeteria,
adequate kitchen space for food preparation, deficiency improvements in the existing portion of the
building, auditorium size, space for student traffic within the building hallways, security, traffic on
Arbrook Boulevard, safe zones inside building during bad weather and the type of glass/treated glass
on the Arbrook Boulevard side of the building.
Motion by Gloria Peña on behalf of committee, no second needed, to approve the schematic design
as presented.

DISCUSSION:
A.
Academic Services 2015-2016 Strategic Priorities
Chief Academic Officer Dr. Steven Wurtz shared that in an effort to increase student academic
achievement and the quality of support provided to campuses, Academic Services has collaboratively
engaged in a data-driven process to identify priorities. These priorities will define the district’s
academic programming work for the 2015-2016 school year, intentionally promote budget
development around high impact areas of improvement, and informed strategic planning as we strive
to become a premier school district that is globally recognized. After deep dialogue and
consideration, these priorities have been articulated into four categories that include Quality Tier I
Instruction, College & Career Readiness, Inclusive Education, and Bond Initiatives. Priorities include
a curriculum management system, quality criteria, a comprehensive student assessment and
program evaluation plan, a professional learning plan, kindergarten through 2nd grade literacy
framework, revision of gifted and talented program in elementary schools, Early College High School
course expansion, the STEM Academy at Martin HS, Languages Other Than English (LOTE),
inclusive services for students with disabilities, differentiated instruction for English Language
Learners, inclusive education training, a curriculum audit, new facilities to house innovative programs,
transportation, safety and security, technology infrastructure and equipment.
OPEN FORUM FOR NON-AGENDA ITEMS:
Judy Gilfert spoke regarding communication with parents. She stated that the Arlington Coalition for
Excellence in Education has been formed to assist parents and schools.
Elissa Taylor spoke regarding PTA. She said as an ACEE member she is requesting transparency
and improved communication. Ms. Taylor also noted upcoming Board elections and opportunities for
candidates to provide information.
Rachel Spain had completed a card to speak regarding parent involvement but was not present to
speak.
Jose Luis Flores, Padre de Familia, spoke regarding some problems. He previously came October
2013 to speak to the Board. A representative from the Mexican Embassy attended one of their
meetings and brought documents to show what they could share with schools. He stated Mr. Perales
told him there was not a directive that these forms be accepted but it was a campus decision. On our
early dismissal day, parents had difficulty picking their students up from school. He asked that the
District accept these documents. He also shared with the Board that there is a program to help
students with documentation but many do not have the money for an attorney to assist. He said he
spoke with Aaron Perales about a special program to offer assistance free of charge as a service to
students and the District.
SUPERINTENDENT’S REPORT:
Dr. Cavazos reported that Martin High School hosted the Regional Academic Decathlon competition
in February, and the Arlington High School AcDec team won first place. The AHS team won 60 out of
the possible 90 medals presented. At the recent state competition, Arlington High did great once
again as they competed against 477 other students from across the state. AHS had several
individuals place in their respective categories, and Alex M. finished 16th overall in the state after
winning first in science, fourth in math and art and fifth in music.
Dr. Cavazos was happy to be able to attend Destination Success 2015 at Sam Houston High School
in late February. Destination Success provides free sessions on preparing for college, understanding
college costs and financial aid, the application process, SAT/ACT prep and more. Director of
Counseling Nell Fielding presented on graduation requirements and House Bill 5. Dr. Cavazos
thanked all of the sponsors and our community partners who put so much work into making this a
fantastic event for our students and parents.
Dr. Cavazos also thanked everyone at Corey Elementary, Moore Elementary and Boles Junior High

for their help in early March when Moore did not have electricity and their students spent two days at
Corey. The Moore staff was instrumental in making sure our students had meaningful instructional
days, and Corey and Boles staffs made sure these two days went seamlessly.
Ousley Junior High helped kick off spring break on March 6 with their annual Picnic with Parents. This
was the 13th year for the Picnic with Parents, and it was well attended, as usual. With the theme being
tailgating, teachers, students and parents all dressed up and had a great time.
On Monday, Dr. Cavazos visited Bowie High School for the Bowie IB Science Symposium. He shared
that he is always impressed by the high-level thinking and ingenuity of our students in the AISD. He
thanked them for inviting him and for welcoming him and Mrs. Peña to the symposium.
Martin High School teachers Juli Warner and Rhonda Pugh will be honored with the World Affairs
Council of Dallas/Fort Worth International Education Program Educators of the Year award in midApril. These inspiring teachers were the minds behind the groundbreaking initiative to start the first
Junior World Affairs Council in 2004. There are now more than 40 JWACs in area public, private and
charter schools. Dr. Cavazos stated what a great honor this is and congratulated Mrs. Warner and
Mrs. Pugh!
SCHOOL BOARD’S REPORT:
Peter Baron noted that the Student of the Month from Sam Houston High School was part of the
AVID Program and the Dreamer Program. He feels both of these programs are excellent. He
attended the Kiwanis Pancake Breakfast, the Financial Futures Committee meeting, the H-E-B Award
interview, the Ousley Junior High School picnic event, the Bowie High School IB program and the
opening of the Adams Elementary School Reading Oasis. He wanted to remind the Governance
Committee that they will meet tomorrow morning at 7:00 a.m.
Gloria Peña reported that she attended two Board Budget and Accountability meetings, one on a
snow day and one during spring break. She also attended the Seguin High School 3rd Annual Black
History program, the Board Construction committee meeting on Workman Junior High School
Addition, the Webb Elementary School Rotary event, an Arlington Masonic Lodge meeting for
Teachers of Excellence, the Kiwanis Pancake fundraiser, a meeting with Studer group on survey
reports, the Bowie High School IB Science Symposium, a Williams Elementary School campus visit
(Chess Team), a Chamber Breakfast regarding Workforce Readiness and will be at Crouch
Elementary School tomorrow.
Dr. Aaron Reich attended many of the previously discussed events. He specifically mentioned the
Webb ES Downtown Rotary event to provide opportunity for children to attend camp, Sam Houston’s
IB class celebration for turning in their Extended Essays and his campus visit day at Sam Houston
High School with his Student Leadership Advisory Board (SLAB) mentee student. He also wanted to
note that Arlington High School Orchestra won sweepstakes.
Jamie Sullins reported that the Board Governance Committee continues legislative efforts, phone
conferences and will have upcoming trips.
Kecia Mays enjoyed the 3rd Annual Black History program at Seguin High School, read to 3rd graders
at Atherton Elementary School, participated in the Workman Junior High School construction
conference call, attended an Audit Committee meeting and a Lamar High School track meet.
Gloria Peña also reported that members of the Board participated in a Facility Naming Prize Patrol to
invite Laura and Jimmy Jones, Sandy McNutt, Eddie and Debbie Peach, and Dr. Diane Patrick to a
Called Board Meeting on Monday, March 30th, for facility naming. The Called Board Meeting is 7:00
p.m. at the Fielder Road Church MetroCenter.

President Hogg adjourned the meeting at 11:24 p.m. for a brief recess. The meeting was reconvened
at 11:35 p.m. with six trustees in attendance.

Each party to the hearing was allowed ten (10) minutes to present information. Questions from the
Board for clarification were answered. President Hogg announced at 11:59 p.m. that the complaint

appeal was closed and that, if there was no objection, the Board would deliberate in private with its
attorney. The Board moved to closed meeting in the Board Conference Room pursuant to Section
551.071 of the Texas Government Code for the purpose of Consultation with General Counsel to
seek and receive legal advice.
At 12: 25 a.m., March 20, 2015, the Board returned to the Boardroom and Mr. Hogg announced the
meeting was now open.
Motion by Jamie Sullins, second by Bowie Hogg, to uphold the decision by Administration and
request the following:
1.
If UEA has a copy of the letter they described as threatening retaliation, provide the Board
President a copy by tomorrow.
2.
If Administration knows of a letter described by UEA, present it to the Board President by
tomorrow.
3. Request Administration review its communication plan regarding all compensation and benefits
and report back recommended changes.
