The Hung Hom to Admiralty Section of the Shatin to Central Link (SCL) will extend the existing East Rail Line from Hung Hom Station across
Victoria Harbour to Admiralty Station, forming the “North South Corridor”. Passengers can travel from the heart of Hong Kong Island to Hung
Hom, or even Lo Wu/Lok Ma Chau directly. The new cross-harbour rail tunnel will connect the Causeway Bay Typhoon Shelter (CBTS) and Hung
Hom foreshore.
This is the fourth cross-harbour rail tunnel in Hong Kong and will be mainly constructed by the immersed tube tunnel (IMT) method. IMT pre-cast
units are being fabricated at the former Shek O Quarry. The 11 finished IMT units will be towed to Victoria Harbour for installation in mid-2017.

The construction of the pre-cast units will be carried
out in a remote casting yard, and other related works
activities including installation and connection will be
carried out on the seabed of Victoria Harbour, so that
the impact on the daily life of the public, marine traffic
and the users of the CBTS is minimised.

method, the required area for
temporary reclamation is reduced
such that the impact on water and air
quality is also minimised.
Construction Progress
Railway Tunnels from CBTS to Admiralty Station
Former Police Officers’ Club Works Site
To facilitate the construction of ventilation facilities
for the SCL tunnels, demolition of the Police
Officers’ Club was completed in December 2015.
Upon completion of the project, the Club will be
reinstated and integrated with the ventilation
facilities of the SCL. Foundation works for the
future ventilation facilities and Police Officers’ Club
are underway. Construction of the Tunnel Boring
Machine (TBM) launching shaft at the temporarily
reclaimed land at CBTS was completed to facilitate
the launch in the second quarter of 2016 of
“Athena”, the first TBM for the Hong Kong Island
Section, which was delivered in late January.
Fenwick Pier Street
The rail tunnel between Fenwick Pier Street and Admiralty
Station will be constructed by a TBM from a launching shaft
located near Fenwick Pier Street. Ground treatment and the
construction of diaphragm walls for the launching shaft and cut
and cover tunnel are underway.
The water main replacement works between Fenwick Pier Street
and Expo Drive were concluded in December 2015.
Wan Shing Street
Before tunnel boring works commence, underground
obstructions along the alignment must be removed. Diversion of
underground utilities, bridge underpinning and ground
stabilisation works along the tunnel alignment in the vicinity of
Tunnel Approach Rest Garden continue. Temporary traffic
arrangements are in place at Wan Shing Street to faciliate
obstruction removal and ground treatment works.

Former Shek O Quarry
IMT pre-cast units are now being fabricated in the casting yard
located at the former Shek O Quarry.
Trench dredging works in Victoria Harbour continue in phases
until 2017 to prepare for the installation of the IMT units. Pipe
piling works will be carried out near the breakwater of CBTS in
early 2016 to form a temporary wave barrier.

Former Wan Chai North Public Transport Interchange
The construction of the temporary footbridge connecting Great Eagle Centre/ Harbour Centre with the Wan Chai Ferry Pier is on-going and
targeted to be completed in the third quarter of 2016. After this, the existing footbridge would be demolished to make room for the
construction of Exhibition Station. Temporary traffic management arrangements will also be implemented in phases along Convention Avenue,
Fleming Road, Expo Drive East and Tonnochy Road commencing in the first half of 2016.
The former Public Transport Interchange site is now a works site for Exhibition Station. Construction of the diaphragm walls of the station
continues in order to facilitate the upcoming excavation works. Construction noise and vibration may be generated during the works.
Monitoring points have been installed at buildings in the vicinity to closely monitor the construction works.
With the completion of ground stabilisation works in Wan Chai Sports Ground in October 2015, construction of the diaphragm walls for
Exhibition Station railway facilities at the corner of the sports ground commenced in November 2015.
Wan Chai Swimming Pool and Harbour Road Sports Centre

To vacate space for the construction of Exhibition Station, the original Wan Chai
Swimming Pool and Harbour Road Sports Centre need to be reprovisioned.
After testing and commissioning, the new swimming pool was handed over to
the Leisure and Cultural Services Department and commissioned in October
2015. On the first floor level, there is a convenient connection to the footbridge
system in Wan Chai North for all-weather access around the neighbourhood.
The demolition of the original swimming pool commenced subsequently and
was completed at the end of 2015. Construction of the new Sports Centre and
Exhibition Station follows, with the former expected to be completed in the
second quarter of 2017.
The SCL will extend the East Rail Line from Hung Hom Station to Hong Kong Island, providing an alternative
route for passengers to cross the harbour. This will improve road traffic and relieve the traffic in Wan Chai
North and Hung Hom, hence minimising air pollution and noise as well as enhancing road safety and quality of
life.
This section of the SCL across Victoria Harbour is constructed by the immersed tube tunnel method.
Fabrication of the IMT pre-cast units at the former Shek O Quarry has commenced. Construction and
installation of immersed tube tunnel requires high precision in engineering. In addition, to provide space for the
works, there is on-going close coordination with users in the mooring area and fairway. The projects team will
strive to overcome the challenges to bring the fourth cross-harbour rail tunnel to completion as early as possible.
Works for the Hong Kong Island Section are in full swing. The original Wan Chai Swimming Pool, which was reprovisioned in October last
year, was demolished in December to expand the works area for Exhibition Station and embark on the reprovisioning of the Harbour Road
Sports Centre. This marks an important milestone of the SCL project. The first TBM for the Hong Kong Island Section, “Athena”, will be
launched in the second quarter of this year to commence the tunnel boring works on the island.
Carrying out works in the hustle and bustle of Hong Kong Island and the Victoria Harbour is never short of challenges. Our project team
will continue to maintain close communication with the Government and local stakeholders in order to minimise impact during the
construction period. We look forward to timely project completion, providing our community with fast and convenient new rail services
connecting Hong Kong Island, Kowloon and the New Territories.

Community Liaison
The fourth meeting of the Community Liaison Group for
Exhibition Section was held on 2 September 2015,
followed by two information seminars for tenants from
commercial buildings at Wan Chai North. Progress of the
construction works was presented at the meetings and
concerns addressed.
To facilitate the IMT works for the Cross Harbour Section,
moorings within CBTS will be adjusted. Relevant stakeholders
were consulted through public forums in December 2015 and
January 2016.
An exhibition was also held at the podium
level of Great Eagle Centre in Wan Chai
between October 2015 and January 2016
to help the public understand more about
the SCL project.
