NEW BUSINESS
A. Ratify airport 2016-2017 budget priorities (see attachment) for airport in upcoming
budget year. Airport budget is -1% growth from 2015-2016 budget for the airport.

All Airport Advisory Board Membership will expire June 30, 2016. What current
Airport Advisory Members would like to re-nominate for an additional 2 or 4 year
term and possible nomination for additional terms. Will need a letter stating desire to

REQUEST FOR PROPOSALS FOR 5 YEAR AGREEMENT TO PROVIDE
CONSULTANT MANAGEMENT SERVICES FOR ADVERTISING
AIRPORT/COMMERCIAL AIR SERVICE TO ELKO, NEVADA
I.
INVITATION
The City of Elko, Nevada (referred to herein as "Sponsor"), as the owner of the Elko Regional
Airport, is requesting statements of qualifications in providing airport and air service marketing
services to the business travel market in Elko. A responsive RPF will include marketing proposal
for the 2016-2017 City Fiscal Year (07/01/16-6/30/17) with a lump sum budget of $25,000. The
contract would continue for a marketing campaigns through June 30, 2021. Expected
appropriations for this airport advertising is as follows: $27,000, $30,000, $30,000, $33,000. A
budget plan is not required for a responsive RFP in years after June 30, 2017.
The Sponsor plans to award a lump sum contract to provide co-production services in partnership
with SkyWest Airlines (Delta Connection), content and design services for the marketing
campaign in fiscal year 2016-2017 starting July 1, 2017. The budget should incorporate as much
as financially possible with budgeted funds to include production, shipping, advertising costs,
materials, taxes and professional fees have been incurred. Please note that Elko Regional
Airport only serves one destination at this time, Salt Lake City, UT, with twice daily jet
service provided by SkyWest Airlines under Delta Air Lines branding. Delta Air Lines and
Elko Regional Airport want marketing to be focused on the business travel market
specifically. The City of Elko encourages women and minority owned businesses to bid on this
advertising opportunity.
II.
INTRODUCTION AND BACKGROUND
The City of Elko is the County seat of Elko County and is the major metropolitan area for 130
miles. The City of Elko straddles the Humboldt River system and is served by rail, air, and a major
interstate.
Elko Regional Airport is a non-hub commercial service airport with currently one commercial
service air carrier providing Canadair Regional Jet CRJ-200 service. SkyWest Airlines (a Delta
Connection) provides 2 flights a day. The only destination served by SkyWest at this time is Salt
Lake City, UT which is a regional hub for Delta Airlines. The airport had 17,450 passenger
enplanements in CY 2014. Elko Regional Airport ranks as 301st in passenger enplanements for
those airports in the NPIAS system which receives scheduled passenger air service. The airport is
also served by charter medical air flights (fixed wing & helicopter), fire-fighting missions and
general aviation. There are 86 based aircraft at Elko Regional Airport in 2013.
III.

City of Elko must receive RFP no later than 5:00 P.M., Pacific Time on
XXXXXXXXXXXX. City of Elko will not accept electronically transmitted, late, or misdirected
RFPs. Respondents are cautioned that they are responsible for delivery to the specific location
cited above. Therefore, if your RFP is delivered by an express mail carrier or by any other means,
it is your responsibility to ensure delivery to the above address. The time and date for receipt
of Letters of Interest will be strictly observed. The City of Elko will not be responsible for late
deliveries or mail delays. RFPs received after the specified time and date will not be accepted or
shall be returned unopened. The City of Elko reserves the right to reject any or all proposals submitted.
Inquiry Period
Potential Respondents may submit written requests for clarification or additional information to
[email protected] by the close of business on XXXXXXX. The City of Elko may, at its
sole discretion, publish addenda addressing issues raised in the requests for clarification or
additional information.
IV.
SELECTION PROCESS
The City of Elko will award a contract from among the responsive and responsible RFPs.
Evaluation and scoring will be performed based on the following:
a. 15% - Knowledge of Local Economics and Business Contacts in Elko, Nevada
b. 25% - Capability, Reliability and Experience, including but not limited to the
respondent’s past experience in Airport Marketing and Advertising, Respondent’s
contract, litigation and other history, any other factors bearing upon the capability,
reliability and experience of the Respondent.
c. 50% - Airport Marketing and Advertising Plan for FY 2016-2017 targeting business
travel
d. 10% - Women or Minority Disadvantaged Business Enterprise preference
Negotiation of Contract
The Airport Director, City Clerk, and City Legal Counsel will commence negotiations with the
highest-ranked proposer on the terms and conditions of a contract. If an agreement cannot be
reached with the highest- ranked proposer within fourteen (14) days, then the Airport Director,
City Clerk, and City Legal Counsel shall commence negotiations with the next highest-ranked
proposer until the terms and conditions of a contract can be agreed upon.
RFP at Respondent’s Expense
Each Respondent is responsible for the costs incurred in preparing their RFPs. The City of
Elko will not reimburse for any costs incurred in preparing RFPs.
Inquiries/Interpretations
All Respondents shall carefully examine the RFP bid documents. Any ambiguities or
inconsistencies shall be brought to the attention of the City Clerk, Shanell Owen in writing
prior to the end of the inquiry period. Failure to do so, on the part of the Respondent, will
constitute an acceptance by the Respondent of any reasonable interpretation of the City of Elko
requirements.
Accuracy of RFP Information
By responding and signing the RFP, the Respondent attests and certifies, as if under oath and
penalty of perjury that the information contained in their Letters of Interest is true, correct and
accurate. The Respondent also agrees that any false, inaccurate, misleading, exaggerated, or
incorrect information provided as part of their Letters of Interest may be deemed nonresponsive and disqualify Respondent from further consideration.
Protest
All protest shall be made before Elko City Council formally in writing. The Elko City Council
will set an agenda meeting time to discuss the nature of protest and adjudicate on the matter.
Elko City Council reserves the right to reject all RFPs and to re-bid for advertising services.
V.
SCOPE OF SERVICES
The successful RFP firm (the “Consultant”) shall provide any and all services needed by the City
of Elko, including the development of marketing and media plans, creation of selected marketing
materials, marketing and communications support services, support services for public outreach
activities, and other related marketing functions and work products. In addition to the foregoing,
it is anticipated that the following additional services will be needed:
1. Development of Integrated Strategic Annual Marketing Plans for Airport & Airline
Marketing efforts in the Elko Market and its top 5 travel destinations. Plans are created
on an annual basis based upon approved budget allocations.
a. Marketing goals and objectives
b. Economic Impact Analysis
c. Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis
d. Market Assessment in the Business Market. Target who is the audience and how
to reach business travel segment.
e. Recommendations for an airport marketing campaign including special events,
publicity and media relations, newsletters, digital online media;
informational displays, airport branding; slogans; themes; graphics, electronic and
visual elements for print and distribution;
f. Social media, events and word-of-mouth applications
g. Providing oversight and administration for any advertising grants obtained by the
airport. Ensure grant conditions are met and that advertising is completed within
the constraints of the grant award conditions.
h. Identify any eligible grant opportunities that the Sponsor could benefit from to
market Elko, the airport, or commercial air service, or general aviation that have
not been used in the past or currently being sought.
2. Execution of annual marketing plan on an annual basis for a period of five years. This
includes purchase of media space, event management, and expenditure of approved
airport marketing funds to attract the business travel segment into and out from Elko.
3. Recommendations for updating the www.flyelkonevada.com website;
4. Close coordination with SkyWest Airlines Media Relations Department leveraging
airline “in-house” design, messaging and production services to maximize advertising
purchases;
5. Provide training and assistance to airport staff in all marketing and media efforts created
to ensure proper implementation and continuity;

Any other marketing related services relevant to the ongoing needs of the Airport.
SERVICES REQUIRED AFTER SELECTION
A. Consultant representatives will be required to confer regularly with the
Airport Director or his designated representative to discuss and plan the
project(s) and provide progress reports as needed.
B. The Proposer must work directly with the Airport staff to deal with their
specific needs. The successful proposer shall be required to meet with
representatives from the Airport to determine a final advertising campaign
annually by September 1.
C. Annual preparation of new contract amendment to the 5 Year Airport / Air
Service contract based on budget allocation.
VII.
INSTRUCTIONS TO PROPOSERS
Respondent shall be the person or legal entity who will be entering into the Agreement
with the City of Elko, Nevada. Respondent may consist of any formal business entity
authorized to do business in the State of Nevada (i.e., Partnership, Corporation, Limited
Liability Company, Joint Venture, Sole Proprietorship, etc.). Letters of Interest shall
include the following information or a statement indicating that no responsive
information exists.
Proposals shall not exceed 20 pages in length. (The 20 pages can be double sided and shall
include cover pages and references.
The proposal shall be organized using the following format:
1. The Respondent’s legal name, headquarters address, local office address, and
key firm contact names.
2. If applicable, the complete corporate history of the Respondent, including
state of incorporation, date of incorporation or creation, name changes,
dissolutions, reinstatements and other pertinent filings.
3. A complete list of employees that may provide services to the City of Elko,
NV regardless of location.
4. Summary of Experience includes a detailed summary of experience in
Airport Marketing and Advertising services. Such experience must include
work begun or ongoing within the last five (5) years. This summary shall
include a detailed description of tasks performed, clients served and some
highlights of successes.
5. Bankruptcy, Litigation & Contract Dispute Information – Respondent is
required to make the following disclosures to City of Elko in their RFP:
a. A complete list and description of all bankruptcy petitions (voluntary
or involuntary) and assignments for the benefit of creditors that have
been filed by or against the Respondent, its parent or subsidiaries,
predecessor organization (s), or any wholly owned subsidiary during
the past five (5) years. In addition, a complete list and description of
any circumstances in which the Respondent, its parent or
subsidiaries, predecessor organization(s), or any wholly owned
subsidiary has been in receivership during the past five (5) years.
Include in the description the disposition of each such petition, case,
receivership or other controversy.
b. A complete list and description of all business-related lawsuits and
litigation, claims, arbitrations, and administrative hearings;
negligence; errors and omissions; and contract defaults, terminations,
suspensions, or failure to perform brought by or against the
Respondent, its parent or subsidiaries, predecessor organizations,
any of its wholly- owned subsidiaries, or any of its officers during the
last (5) years. The list shall include all case names; case, arbitration,
or hearing identification numbers; the name of the project over which
the dispute arose; a description of the subject matter of the dispute;
and the final outcome of the matter or the current status if the matter
is not final.
6. Criminal History Information – A complete list and description of all
criminal proceedings or hearings concerning business related offenses in
which the Respondent, its officers, predecessor organization(s), or wholly
owned subsidiaries were defendants. Respondent shall include in this list any
criminal investigations of which Respondent or any of Respondent’s
principals were aware. Respondent shall include in this list any criminal
proceedings or records that have been sealed by a court.
7. Suspension or Debarment Information – A complete list and description of
all solicitations from which Respondent or its officers, or predecessor
organization(s) have been suspended or debarred from bidding on by any
government during the last five (5) years.
8. The proposal shall address necessary software and hardware, any additional
communication requirements, integration needs and potential costs necessary to
host and maintain the website (i.e. hardware, software, installation, licensing,
training, etc.)
9. Include the total project cost, as well as detailed "line item" costs for
components/phases of the annual marketing plan. All anticipated reimbursable
costs must be clearly stated. Budget should reflect authorized limits.
10. It recommended the respondent is capable in identifying and exploiting new
technologies, programs, services, that is advancing with exponential growth in
computing power.

SECTION C. 6: DESCRIPTION
Runway 12/30, a secondary runway for small aircraft is 3,012 feet long and 60 feet wide. Pavement
strength is 12,500 pounds single wheel gear. Runway 12/30 is marked for visual-only approaches.
Runway 12/30 has an effective gradient is 2.3%, slightly above the maximum grade allowable for a
paved runway under current FAA standards in Airport Design. The runway climbs in continuous linear
grade from Runway 30 end to the highest point at the Runway 12 end. Also most of the Runway 12’s
runway protection zone lies in the Nevada Department of Transportation right of way for Interstate I-80.
This includes the Interstate highway bisecting the central portion of the runway protection zone. After
discussion with local fliers and based on historical data, Runway 12/30 is used for 3% of all air operations
at Elko Regional Airport. Also Runway 12/30 is also not required as a cross wind runway based on the
current NOAA weather data. Runway 12/30 is served primarily by single engine small fixed winged
aircraft less than 12,500 lbs. Due to several complaints about runway gradient, Airport Management, in
consultation with the Airport Advisory Board, City Council, and the local flying club have recommended
operations to favor the steep gradient changes on Runway 12/30. Runway 12 operations are restricted
to departures only (see attached Airport Publication General Aviation Users Guide). Runway 30
operations are restricted for arrivals and touch-and-go operations. These restrictions are published in
both the Airport Facility Directory (AF/D) and the Airport 5010 Form.
Elko Regional Airport would like to start the application process to displace Runway 12 threshold.
Displacing Runway 12, 906.07’ would place the entire runway protection zone under airport ownership
and control. This is recommended in Section 310 of FAA Advisory Circular 150/5300-13A. This was
found to be an incremental improvement after Airport Management was unable to obtain controlling
interest in property currently inside Runway 12 RPZ.
The airport also could not obtain an avigational easement from the Nevada Department of
Transportation for those areas of the Runway Protection Zone for Runway 12/30 which cross Interstate
80. FAA Memorandum dated September 27, 2012 titled, Interim Guidance on Land Uses within a
Runway Protection Zone calls on airports to “mitigate risk to people and property on the
ground…implement operational measures to mitigate risk.” Our actions are to improve runway safety,
placing the runway protection zone under airport operational control to protect the runway from future
development impacts by NDOT. In addition the central portion of Runway 12 RPZ crosses a four lane
major interstate highway interchange. A displacement will shift the Runway 12 PRZ from under an
existing nonconforming land use (major interstate interchange at Exit 301 inside the RPZ).
The displacement of Runway 12 would provide greater control over obstructions as the runway
protection zone currently crosses Exit 301 for Interstate I-80. By displacing Runway 12, 906.07’, the
runway siting surface would clear all current penetrations. These include a 4.7’ penetration by
Interstate I-80 and a 6.7’ penetration by a highway mast light.
Also due to gradient concerns on that runway, the operational limitations would not impact the TORA or
TODA for Runway 12. Both the operational restrictions and the Runway 12 displacement have local
support from Experimental Aircraft Association in Elko and were also publically vetted before being
approved by the Elko City Council.
The future displaced runway end coordinates for Runway 12 would be N 40° 49’ 53.65”, W 115° 14’
18.84” at 5,124.81’ Mean Sea Level.
