2014 Emerging Sports Report
In April 2014, the National Administrative Council (NAC) approved changes to the emerging sports plan adopted in 2005. The
following policy is effective August 1, 2014.
NAIA Emerging Sport – 15 or more active NAIA member institutions declare intent to sponsor as a varsity intercollegiate sport.
NAIA Invitational Sport – Any sport currently “recognized” by the NAIA where 25 or more institutions declare intent to participate
in postseason competition and the NAC has approved the sport’s request for invitational sport status.
NAIA Championship Sport - Any sport currently “recognized” by the NAIA where 40 or more institutions declare intent to
participate in postseason competition and the NAC has approved the sport’s request for championship sport status.
Conditions for Establishment of an Emerging Sport
Fifteen (15) or more institutions sponsor the varsity intercollegiate sport (as defined by NAIA bylaws) and have declared intent to
participate in NAIA postseason. The institution’s Declaration of Intent to Participate certificate shall serve as an institution’s official
designation of sponsorship. An emerging sport shall establish a coaches association to develop policies and procedures for the
emerging sport.
Conditions for Establishment of an Invitational Sport
To attain invitational sport status twenty-five (25) or more institutions must sponsor the varsity intercollegiate sport, the coaches
association must submit the Request for NAIA Invitational Sport Status Form by May 1st and receive approval from the National
Administrative Council.
In the first full academic year following the point at which a sport attains invitational sport status the NAC will propose appropriate
legislative changes to be voted on at the NAIA National Convention and all institutions sponsoring an invitational sport must
participate in a mandatory webinar hosted by the national office on NAIA regulations.
Beginning with the second full academic year following the point at which a sport attains invitational sport status the NAIA will
sponsor national invitational competition for the sport. The institutions competing in invitational sports become subject to the
Constitution, Bylaws and policies of the association and students participating in an NAIA invitational sport must receive an
eligible determination from the NAIA Eligibility Center and be properly certified as eligible prior to any intercollegiate competition.
Should an institution that declares an intent to participate in NAIA postseason un-declare or fail to honor its declaration at any
point after April 1, the institution will be fined $2,500. The institution will also be placed on suspension the following academic
year and may not compete in NAIA postseason competition in the sport. The National Administrative Council will evaluate the first
invitational competition and recommend changes for a second invitational year.
Conditions for Establishment of a Championship Sport
To attain championship sport status Forty (40) or more institutions must sponsor the varsity intercollegiate sport (as defined by
NAIA bylaws) and have declared intent to participate in NAIA postseason and the NAC has approved the sport for championship
sport status.
In the first full academic year following the point at which a sport attains championship sport status, the NAIA will sponsor national
championship competition for the sport. The National Administrative Council must approve policies, procedures and qualification
plans for all championship events. Institutions competing in championship sports are subject to the Constitution, Bylaws and
policies of the association. Students participating in an NAIA championship sport must receive an eligible determination from the
NAIA Eligibility Center and be properly certified as eligible prior to any intercollegiate competition.
A championship sport shall remain in good standing provided a minimum of 40 institutions honor their declaration of intent to
participate in NAIA postseason. If fewer than 40 institutions honor their declaration of intent to participate in NAIA postseason in
a given year, the sport will be considered at-risk the following academic year. If the sport does not return to good standing and
remains at-risk for a second consecutive year, the sport will automatically return to invitational sport status.
NOTE: Wrestling and Swimming and Diving will be grandfathered in through 2016.

NATIONAL ASSOCIATION OF INTERCOLLEGIATE ATHLETICS
EMERGING SPORTS RESOURCE
Football
Football is governed by NAIA policies and procedures as a National Championship
sport.
Level of Participation:

Meno High School- 14,048 institutions/ 1,086,627 participants (2012)
o NAIA- 85 institutions (2013)
o NCAA- 129 (DI), 169 (DII), 184 (DIII) 482 total institutions (2013)
Number of Student Athletes Needed: Full team sizes usually range 50-100. 11 players on the field for each team during play.
Estimated Start-up Costs:
If a football field is already available the main costs associated with starting a football
program are coaching salaries, facility maintenance, and equipment costs. It is costly to
outfit a full roster of players.
Equipment Needed:
Game footballs (Rawlings ST5, $80 each), practice footballs (Rawlings ST5, $55), home
game jersey ($85), away game jersey ($85), game pants ($60), practice jersey ($17),
practice pants ($30), practice shirt ($9), practice shorts ($12), gloves ($30), socks ($10
for 2 pairs), helmets ($180), shoulder pads ($100-140), body pads ($40), cleats ($75120), belts ($15 for 3), girdle ($35), warm-ups ($75), equipment bag ($10).
Total Cost Per Player = $969.00 X 80 players = $77, 520 X 110 players = $106, 590
Athletic Training Equipment:
Treatment tables, taping tables, rehabilitation equipment, hydrotherapy equipment, ice
machines, coolers/hydration stations, significant amounts of supplies (tape, pre-wrap,
bandages)
Audio-Video Equipment:
Film study is a significant aspect of game preparation for a football staff. Appropriate
video equipment will be required for recording and replaying games (and perhaps
practices). Game management will include the need for coaching headsets.
Facilities needed:
Turf field -120 X 53.5 yards ($750,000), football field parking and grounds ($200,000250,000), locker rooms, press box, scoreboard. Football fields can be multi-purpose and
be used for soccer.
Annual Cost of Program:
High cost to start and maintain a football program due to the large roster and equipment
needs. Usually has a larger coaching staff (head coach, offensive coordinator, defensive
coordinator, positions coaches). Has the potential to generate good revenue for an
institution through student tuition, gate receipts, etc. Additionally, football rosters typically
bring in 80-110 students which drives enrollment up. This influx of student-athletes may
require an institution to build an additional residence hall depending on rooming
availability. Average cost: $220,000-250,000 including travel, salaries, equipment and
athletic training costs.
Funds/Grants Available:
USA Football offers equipment grants. A potential model is to set a mandatory roster
size (ex. 100) with an average “bring” (money coming into the institution) of $13,000. In
this example, the football program would bring in $1.3 million in tuition dollars each year.
Typical Season:
Competition season for NAIA runs from August to December.
