The Purple Heart is a United States military
decoration awarded in the name of the President
to those wounded or killed while serving, on or
after April 5, 1917, with the U.S. military. With its
forerunner, the Badge of Military Merit, which took
the form of a heart made of purple cloth, the
Purple Heart is the oldest military award still given
to U.S. military members.

“Greetings” - President Brian Kirke
Greetings Postmasters, Managers, Supervisors, and Associate Members!
It has been a whirlwind Peak Season for
us all. The holidays are our time to shine,
and we continue to impress our customers
more every Holiday.
As the NAPUS organization continues to
prepare for the combining of NAPUS and
League, we really have but one
focus.
Membership
If we are to continue to be a viable
presence in the Management associations
for the USPS, we must build the membership, and it all starts with you. You are the
eyes in the field who can tell us what
person is new to an office, and what Supervisors, clerks, and carriers are looking
to move up in the USPS. Think of EVERYONE as a future or potential member.
When we retire, who will we have trained
and mentored to take our place? That is
probably the most important function for
all of us at this point. Training and mentoring future Postmasters, Mangers, and Supervisors will ensure the continued success of our organization, and quite possibly the USPS along with it.
We had three successful Area meetings in
Orlando, Tampa, and Jacksonville that
were attended by our National President,
Tony Leonardi, as well as the Suncoast
District Manager, Eric Chavez, and the
Gulf Atlantic District Manager David Mar-
tin. I am very impressed
with the way both DMs
immediately talked
about how
employees needed to be treated, and that we have
their commitment in
working with both NAPUS and the League
(and UPMA) to resolve issues before they
get out of hand.

has done a awesome job securing a wonderful location for this year’s NAPUS state
convention, which will be at the Lake
Buena Vista Suites in Orlando Florida.
It is within walking
distance of Disney
Springs, and shuttles to all of the parks. It
is truly a family friendly destination.

As I pondered what to write
my article about, I thought
about the fact that I am not a
true Floridian. I am a true
Georgia girl and I don’t know
a lot about Florida history.
So, I began to read up!
Written history begins with the arrival of Europeans to Florida; the Spanish explorer
Juan Ponce de León in 1513 made the first
textual records. The state was the first
mainland realm of the United States to be
settled by Europeans. Thus, 1513 marked
the beginning of the American Frontier.
From that time of contact, Florida has had
many waves of immigration, including
French and Spanish settlement during the
16th century, as well as entry of new
Native American groups migrating from
elsewhere in the South, and free blacks
and fugitive slaves, who became known as
Black Seminoles. Florida was under colonial rule by Spain and Great Britain during
the 18th and 19th centuries before becoming a territory of the United States in 1821.
Two decades later, in 1845, Florida was admitted to the union as the 27th US state.
Since the 19th century, immigrants have
arrived from Europe, Latin America, Africa
and Asia.
Florida is nicknamed the "Sunshine State"
due to its warm climate and days of sunshine, which have attracted northern
migrants and vacationers since the 1920s.
A diverse population and urbanized economy have developed. In 2011 Florida, with
over 19 million people, surpassed New
York and became the third largest state in
population.
Florida's cities and counties are named
for influential residents, Indian words
used to describe the area, and former
governors.
Altamonte Springs, Seminole County -Altamonte is Spanish for "high hill".
Boca Raton, Palm Beach County -- The
Spanish "Boca de Ratones" means rat's
mouth, a term used by seamen to describe
a hidden rock which a ship's cable might
rub against.
Crystal River, Citrus County -- The correct translation of the name is
"weewahiiaca" which is derived from the
Seminole-Creek Indians word
"wiwa" (water), "haiyayaki" (clear, shining).
Fernandina Beach, Nassau County -- Fernandina was the early name of Cuba. Fernandina claims to be the oldest city in the
United States.
Hillsborough River or Locktsapopka,
Hillsborough County -- The Indian name of
the waterway came from the Muskogee
"lokchia" (acorns) and "papka" (eating
place) -- the place where the acorns are
eaten.
Jasper, Hamilton County -- This name
comes from Sgt. William Jasper, a
Revolutionary War hero who rescued the American flag during the British assault on Ft.
Sullivan, now Ft. Moultrie.
LaBelle, Hendry County -- LaBelle was
named by Capt. Francis Ausbury Hendry
for his two daughters, Laura and Belle.
Micanopy, Alachua County -- Head chief of
the Seminoles in the Seminole War; Micanopy means "head chief."
Sanibel, Lee County -- The name is
thought to be a combination of health and
beauty.

Another PERFECT day for
the Retirees “Steak-Out”!
The rain was horrible both
the days before and after.
In fact we had a tornado
do lots of damage on the
little island where I live after I got home. The sun
was warm & shinning on our day. It
seemed to match the smiles on the many
laughing faces of the 120+ retired Postmasters, guests, & friends. There were people
there that I haven’t seen in many years. I
enjoyed visiting with the “old-timers”, the
“new-timers”, and the NAPUS “Cousins” (as
Barbara calls them). The “cousins” are the
postmasters from other states, and we welcomed retirees from 14 states!
you from the bottom of my heart!!
Again I need to specifically thank Barbara
and Lee Roy Whidden for inviting us to their
beautiful home on the lake and hosting this
super event. Also, thanks to everyone who
participated in making it so, including the
caterers, set-up, and clean-up crew, yard
crew (Ann and Kim!), & the registration
committee. Thank you all who attended!
Without you it would have been a bust! In
addition to the retirees mentioned, we also
had active Postmasters, Retiree Want-tobe’s, members of the Florida NAPUS Executive Board, the entire Retired National Executive Board, and President Tony and VP
Drew Martin from the National Executive
Board. There are MANY demands on everyone’s time, so we really appreciate those
who made the effort and attended. I thank
SAVE THE DATE! Friday, June 3,’16!!
“Retiree’s Day” at the Florida Convention.
The convention will begin on Thursday
evening with the Presidents reception and
complete with the banquet on Saturday
evening. We will have a slight change to
our normal retiree meeting time on Friday.
The luncheon honoring us will be at noon
and our meeting will be after lunch, and
should be over by 4pm depending on how
much y’all want to visit. This will allow those
who choose to attend the opening ceremony of the convention & the District Managers presentations. I would love to see you
there (or anywhere)!
We did pray for those who could not be with
us, and asked a special prayer for Amy
Goff and family. We really did have an
awesome time and the steaks were incredible. If you weren’t there, we missed you. At
this time we don’t have a specific date or a
time for the 2017 Steak Out. Perhaps we
can impose on Barbara and Lee Roy again,
but if not, we WILL meet somewhere in
Florida in mid-January, so pencil us in on
your calendar and plan to be there!!
There is information in this Gator about the
Legislative Conference. We can always
use retirees to help the Active Postmasters
with their Legislative agenda and visits with
the Congressmen.

As I prepared to write this column, I
gathered all the information I could
about S. 2051(The Improving Postal Operations, Service and Transparency Act
of 2015), Sen. Tom Carper's postal relief
bill. I re-familiarized myself with the
Windfall Elimination Provision (WEP)
and HR 711 (The Equal Treatment of
Public Servants Act), introduced by Rep.
Kevin Brady (R-TX). I thought my first
"real" column should be meaty with facts
and what they mean to us.
Registration will cost $170 up to February 1st, then will increase to $190. This
fee will include a dinner banquet.
But then I realized nothing is more important right now than encouraging you
to attend the Leadership Conference in
Arlington, VA in March so you can learn
firsthand exactly how our Government
works, and what we as members of
Don't worry about being lost and/or
alone. Those of us who have made the
trip many years will provide any help you
need, whether it be finding a place to eat
and/or walking to Pentagon City Mall
with you. We'll show you how to navigate the Metro trains and assign teams
to visit the various offices on the "Hill."
The classes will educate you as to what
our priorities are, and you'll have a packet of information to familiarize yourself
with every topic.
NAPUS can do to influence it.
The Florida NAPUS Executive Board
recently approved a stipend of $500 to
any member who attends the conference and "walks the Hill" to visit our
Representatives and Senators. This
means attending the conference on
March 13th and 14th, and visiting Florida members of Congress on March
15th.
The conference is held at the Crystal
Gateway Marriott, but there are several
hotels in the area with lower rates
should money be a factor in your attendance. The NAPUS rate at the conference hotel is $234 per night plus tax.
As of today, round trip fares from Florida
started as low as $200. So your registration fee and airfare and then some
could be covered by the $500 stipend,

the FL District Managers and their MPOO’s to have a Round Table Discussion- Friday, June 3.
John Newbold, Postmaster Plymouth is our chairperson for the annual golf event. Please contact John directly if you plan to golf on Thursday, June 2. Time and place will be announced at
a later date. We have invited our FL District Manager’s and MPOO’s to join us at this event, so
let’s get some golfers together and have fun!

all NAPUS members of $40.00. To receive this refund you must register early- before May 2postmark, pay the $65.00 registration fee and attend the business sessions on Friday, June 3

Have you ever wondered why bad things
happen to good people or why good
things happen to bad people? If you
have, you are not alone. I know that I
have wondered about this on many
occasions. If I just turn on the news, the
tragedies there will sicken me. It seems
everywhere we I look there is pain and
suffering. Therefore, I ask why!

Scholarship Program Rules
Of the National Association of Postmasters of the United States Florida Chapter
Each academic year, the Florida Chapter of the National Association of Postmasters of the United States
(NAPUS), will offer one or more college scholarships to young men and women dependent on available
funds.
The Scholarship(s) will be available for the enrollment in a higher education program at any college, vocational-technical institute of higher education program offered after high school to any child, grandchild or ward
of an active or retired Postmaster who is a member in good standing of the Florida Chapter of NAPUS.
Applicants may apply for scholarships from the time they are graduating high school through the end of
their college experience. However, once an applicant is awarded a scholarship they are not eligible to apply
again.
The Scholarship Committee will be comprised of five members, one member from each of the five districts
in the Florida Chapter of NAPUS. All must be members in good standing of the Florida Chapter of NAPUS.
After January 1 of each year, scholarship application forms will be available from any member of the
Scholarship Committee, upon request.
The application must be sent Priority Mail with tracking to the Scholarship Chairman by the designated
date..
The following must be submitted with each completed application:
Transcript of grades, listing averages for seven preceding semesters.
The official College entrance board test transcript (SAT or ACT).
A written endorsement of the applicant from a responsible person, not related to the applicant, who
has had the opportunity personally to observe the applicant, and can give a worthwhile opinion
of the character and general worthiness of the applicant.
If applicant is in college, a copy of grades and activities from that college is required, in lieu of High
School grades and activities.
Any other items requested by the committee and indicated on the application form.
The Chairperson of the Scholarship Committee will send copies of all applications and supporting documents to each committee member no later than April 30th. Scholarship, leadership and financial need are the
criteria by which applicants are judged. Scholarship Committee members are urged to consult with counselors at nearby colleges or universities for assistance in reviewing the applications.
The Chairperson of the Scholarship Committee will report to the membership on the first day of the annual
convention. The report will include the dollar amount balance of the Scholarship fund and the number of applications received for consideration. The membership will then vote to decide how many awards, and the
amount of each award to be made at that convention.
The Scholarship Committee shall meet no later than the second business day of the annual convention for
the purpose of screening the applications and making the award(s) based on funds voted by the membership.
The names of the recipient(s) will be announced at the banquet, or during the last business session at the
annual convention.
Recipients of the award(s) must register in a college, university or technical college no later than September of the year in which the scholarship is awarded or forfeit the award. The award will be sent directly to the
college, university or technical college when a copy of the registration form completed at enrollment is sent to
the Florida Chapter Treasurer.
Funding the scholarship program will be derived from fund-raising projects, donations and memorials. All
monies collected for the Scholarship Program will be in the custody of the Chapter Secretary-Treasurer.
These rules may be amended at any regular convention of which all members have been notified. A twothird majority vote of the members present and voting shall be necessary for amendment.

Scholarship, leadership and financial need are the criteria by which applicants will be judged. Only
students of Outstanding merit, who have shown an appreciation of the value of an education, and,
who are willing to struggle to achieve success have a chance to win this award.
Experience has shown that the interests of the applicant are advanced and the time of the committee is conserved by an orderly, concise presentation. Exhibits evidencing notable achievements in
scholarship, leadership, athletics, dramatics, community service, or other activities may be attached. However, the applicant should avoid submitting repetitious accounts of the same aptitude.
Elaborate presentation is unnecessary. Careless presentation definitely handicaps the applicant.
Successful candidates must submit a copy of their registration at the school of their choice when
they enroll. The scholarship award will be mailed directly to the College or University.
