West Covina offers one-stop service and assistance by trained personnel and also provides on-site passport photo service. Passport fees are payable by check or money order only. Shadow Oak Drive City of West Covina Honored as ‘Playful City USA’ The City of West Covina was recently honored as a KaBOOM! Playful City for 2013. West Covina is one of 37 cities nationwide to receive this recognition for the first time. Sponsored by the Humana Foundation, Playful City USA is a national program from KaBOOM!, a nonprofit organization based in Washington, D.C., that celebrates and promotes local policies that increase play opportunities for children across the United States. The Playful City USA program was established in 2007 to help local governments address the lack of play in communities across the United States and to recognize those communities that are making a commitment to play and physical activity by developing unique local action plans to increase the quantity and quality of play in their community. West Covina Host Special Olympics West Covina Chosen as Host City for 2015 Special Olympics On Monday, May 5, 2014, the City of West Covina was selected by the Special Olympics to be a “Host Town” for the 2015 Special Olympics World Games to be held in Los Angeles from July 25 through August 2, 2015. With over 7,000 Special Olympians from 177 countries coming to Los Angeles, cities throughout Southern California will serve as Host Towns from July 21 through July 24, 2015, to allow the athletes to become acclimated to the greater Los Angeles area. As a Host Town, West Covina will provide visiting Special Olympics athletes with the opportunity to learn about and experience American culture, as well as share their own culture with the community. West Covina residents, civic groups, and businesses plan to roll out the red carpet for the visiting athletes, with community rallies, a summer concert in the park, old-fashioned American cuisine, and diverse activities to showcase West Covina as part of the melting pot of Southern California. BENEFITS OF ADVANCED METERS Southern California Gas Company (SoCalGas®) is upgrading its system by adding an advanced meter communications device to all residential and business natural gas meters. The advanced meter device will read and transmit your natural gas usage information back to SoCalGas. • Manage Energy Use Better: You will have access to more detailed information and analysis tools online through My Account at socalgas.com, where you can also view and pay your bill, schedule service and sign up for paperless billing. We will notify you when your more detailed information becomes available online. The advanced meter device, which will be installed on your existing analog meter, is battery-powered and turns on for only a fraction of a second a day, for a total of less than two minutes a year. Advanced meters cannot turn on or turn off your gas service. With this upgrade, you will have access to more frequent and detailed information about your gas consumption at socalgas.com, enabling you to have better control over your energy usage and potentially save money. SoCalGas is scheduled to install the advanced meter device on approximately 6 million natural gas meters through 2017. This technology evolution is the next step in providing new and improved service for current and future customers. What if I don’t want an Advanced Meter? SoCalGas supports customer choice and recognizes that some residential customers may prefer not to have an advanced meter installed and would rather have their gas meter manually read each month. *If you do not want an advanced meter installed, you must call our Customer Contact Center at 1-800-427-2200 and request to be added to the “advanced meter deferral list.” If you defer installation now, SoCalGas will contact you once the California Public Utilities Commission (CPUC) has ruled on our advanced meter opt-out program. You can decide at that time, based on the rate approved by the CPUC, whether you want to formally opt-out and pay the applicable fees or allow the installation of an advanced meter at no incremental cost. • New “Ways to Save” section on socalgas.com: Gas usage increases during cold months as your furnace and water heater use more energy. To help you keep your heating costs down, visit the new Ways to Save section on socalgas.com. • Location Privacy and Security: Customers who, in the past, had to provide SoCalGas with a key to their gates, leave latches unlocked or confine their dogs to allow meter reading will only need to provide entry for periodic maintenance. To increase privacy and security, only encrypted gas usage information will be transmitted from the meters. • Greater Accuracy: Advanced meters can also improve billing accuracy, reducing the potential for errors. • Help the Environment: Advanced meters will take 1,000 SoCalGas vehicles off the road every day, reduce 6.3 million vehicle miles and approximately 140,000 tons of greenhouse gases per year. • New Bill Alerts: In the summer of 2013, advanced meter customers will be able to sign up for alerts, providing up-to-date information on your energy usage and billing status by text or email. • Operational Efficiencies: The advanced meter project will enable operational savings over the life of the project, estimated to be more than double the value of our investment. The mobile phone application is available on both Android and IOS platforms. The application provides residents with up to date information on community events, phone numbers to contact City services, Go West Transit schedules, park locations, and the ability to “Report an Issue.” This “Report and Issue” feature allows residents or visitors of West Covina to quickly and easily report stray shopping carts, graffiti, potholes, or other issues within the jurisdiction of the city. The team practices Monday through Thursday during the summer months. The team participates in swim meets on Saturday and Sundays throughout the summer. Ages for the team are 6 to 18 years old. All participants must tryout for the team. Tryouts consist of 4 lengths of the pool showing basic knowledge of the 4 competitive strokes. (front crawl, back crawl, breaststroke and butterfly) The cost is $50 per month for January, February, March, April, May, September, October & November, $65 for June , July & August. Dogs may run off-leash under voice control within the confines of the fenced area. Use of the dog park is a voluntary activity. Users assume the risk of personal injury or property damage associated with the use of the dog • Dog Park hours are from dawn to 9:00 p.m. • No more than 3 dogs per person are allowed in the park at one time. • Users must monitor and control their dogs at all times. • Dogs must never be left unattended. • Owners must pick up their dog’s waste and dispose of it in the receptacles provided. • Dogs must wear a collar with current tags visible. No pronged, spiked or choke collars allowed. • Users must keep their dogs on leashes going to and from the leash-free area. • Dogs must have current licenses and vaccinations and be free from contagious diseases. • Aggressive behavior by dogs is not permitted and are subject to removal. • Puppies under 4 months of age are not permitted. • Only spayed/neutered dogs are allowed. • Children 12 years and under must be closely supervised by an adult at all times. The leash-free area is subject to closure without notice for maintenance and is scheduled for closure every Wednesdays from 7:00 a.m. to 10:00 a.m. Any violation of these rules may result in the loss of leash- free area privileges and/or citation per West Covina Municipal Code Sections 16-18 and 16-18.1. Del Norte Splash Pad The West Covina Splashpad is a fun and interactive water playground. Parents must supervise children at all times. • Water is chlorinated and recycled, DO NOT DRINK. • Appropriate swimwear and clothing must be worn. It is recommended that participants wear water sandals. DIAPERS ARE NOT ALLOWED. • Animals are NOT allowed in the Splashpad area. • The following items are prohibited from the Splashpad area: food, drinks, glass bottles, bicycles, skateboards, roller blades, scooters, strollers, pool toys (i.e. pool noodles, boats, etc.), soap, detergents, rocks, tree branches, or any other foreign objects. • Splashpad is subject to closure for cleaning and maintenance. • Smoking and alcohol are prohibited in the Splashpad. • The City reserves the right to refuse patron access. • Splashpad periodically shuts down to re-calibrate and add chlorine to water.
