President’s Message continued
In addition, there are a number of major expenses that will be incurred in
the future which are needed to maintain our facilities, including new pool
decking, upgrades to the MAC, and a new roof and a complete kitchen
remodel for the Pink Palace. These expenses will put a major strain on our
reserve fund. At the current dues level, it will not be possible to maintain
the reserves at 30% of total assets, which is considered the minimum level
for an association such as ours.
Therefore, our Finance Committee recommended, and the Board approved,
a $50.00 dues increase for 2016. The committee is projecting that our
operating expenses will be approximately the same level as 2015. The dues
increase will be applied to the reserve fund to allow us to make the
necessary repairs and upgrades to the facilities, while giving us the best
chance to maintain the reserve fund at the 30% of asset level. Our dues for
2016 will be $500.00.
We understand that this increase may be a hardship on some of our
homeowners. We remind you that, if needed, a payment plan may be used.

details.
I want to thank John Rothermel and his Finance Committee for all of the
work that they did to put our 2016 budget together. It was a difficult task.

With the change in season, many property owners will be engaged in Fall
yard clean up including removal of leaves and tree debris. Property
owners are reminded that vacant lots must be bush hogged at least twice
a year. The STMA Rules and Sunset Beach Ordinances prohibit depositing
yard waste from any developed or undeveloped lot on property owned by
others, including resort property. STMA Rules require:
a. Major yard areas shall be continually covered with grass or
acceptable alternative mulch defined as an earth tone, shredded,
hardwood product or pine straw;
b. All grass, except decorative grasses shall be maintained to a height
not to exceed four inches;
c. Mulched yards shall be refreshed at a minimum of once a year;
d. All trees, shrubs and plantings, as well as grass/yard cover, shall be
maintained to enhance the appearance of the dwelling;
e. Weeds, especially in mulched yards, shall be treated or otherwise
eliminated to maintain the naturally intended appearance of the
property. Leaves, branches and other yard debris shall be
periodically removed, and
f. Accumulation of trash, debris, and/or other unsightly litter is
prohibited.
In addition, the Rules and Sunset Beach Ordinances require yard waste to
be either bagged or bundled and must not be placed at the curb for pick
up any earlier than 2:00 PM of the day prior to the scheduled collection
date. Every effort shall be made to conceal and store yard waste out of
sight prior to the appropriate pick-up day.
All Rules violation reports are required to be logged by the STMA
Administrator. A Rule Violation Report must be filed in writing on form
Appendix I attached to the Rules and can be done in person, by fax or
email with the STMA Administrator or with a member of the Rules

From the Facilities Committee
Not much to report at this time. The requests for 2016 projects have
been submitted to the Board. Until we know what gets approved, and
in turn, what does not; I would be premature to talk about them at
this time. I can say that we believe the leaking windows at the MAC,
have now been repaired. However, since wind direction was a factor
in the leak, we are holding out replacing the damaged ceiling tiles until
we feel it is actually safe to do so. One last issue is being addressed
at this time. We are replacing the un shielded flood lights at the pool
gate end of the Pink Palace with a cone shaped fixture, that will shelter
the bulbs from direct rain. This will allow us to install LED, long life
bulbs and hopefully eliminate this issue. That is about it for the time

ABCPOA Report
Insurance
Prior to last months recess, House Bill 287 (amended insurance laws) was
unanimously passed and is now in the Senate for consideration. The
original bill contained a provision that may have institutionalized “consent
to rate” homeowners insurance, but was deleted prior to House adoption.
The remaining provisions are of no consequence except Florida’s primary
property and casualty insurance has been depopulated purposely by the
state to transfer risk to the private insurance market. There is a bill in the
NC House and Senate to create an insurance mechanism that closely
resembles Florida’s efforts but the bill does not appear to be advancing.
Board of Directors Forum
The 3rd annual board of director’s forum will be held on October 9th at
BCC. Speakers will discuss insurance, foreclosures and liens, arbitration
and dispute resolution, NC POA statute 47F and public relations. Vendors
will be in the lobby to discuss pools, ponds, security, gates, and cameras.
Legislative issues
House Bill 168 (Exemption Tax) has a provision from the Builders
Association that a house in a community that is unsold cannot have its
value increased by the Tax Assessor until it is sold. This could cost
Brunswick County $1.9 million and impact residents.
Senate Bill 581 affecting subdivision of streets and public assess was
signed by the Governor and details will follow.
Environment
The Navigable Waters Bill is being contested by 16 states.
Water meters
Brunswick County is now reading water meters remotely, so it is
important that meters are not obstructed by bushes, pine straw, or any
other objects.

ABCPOA Transportation Report
Hwy 211 widening from Southport to Midway Rd: Chad Kimes of NCDOT
advises that permission has been given to remove the utilities from the
Right of Way. Plan design is only 65% completed and the date to let bids is
6/19/18.
Have been advised unofficially that Old Georgetown extension may be open
to traffic in October or November. Fences and punch lists will be completed
by the original completion date 5/2016.
The Offset Left project at the intersection of Hwy 17 and Old Shallotte Rd.
was scheduled to start in May and be complete in June. No further
explanation of why it did not start until July and is taking so long.
The Wilmington Bypass from Hwys 74-76 to I-40 is still on schedule for
completion 11/ 2017 and the work on the Causeway from Leland to the
river and the overpass at Leland is on schedule for completion 11/2016.
Wilmington Metro Plan is developing their 2040 Transportation report. It
will have little effect on lower Brunswick as it will cover mostly, New
Hanover, Onslow and Pender Counties. The Brunswick Planning Board has
sent a Resolution for a study of the Hwy 74 corridor.
A Directional Left at the intersection of Hwy 17 and Persimmon &
Shingletree Rds is planned with letting dates of late summer 2015.

Both golf and resort business typically slows down in November, but it is a
great time for family and friends to visit around the holidays! We are
offering all Sea Trail homeowners and their guests a 40% off room rate for

To All Sea Trailers,
Get ready for Friends, Food, and Wine. The 2016 edition!
After several successful years organizing FF&W, the Lawson’s, Imondi’s, Libby’s,
and Ellen Lehrer have passed the baton to The Barratt’s and The Bergere’s who
will now organize the group for the next couple of years.
We are committed to keeping FF&W a FUN experience where you get to know
your fellow Sea Trailers and enjoy good food and wine! With no stressful menus!
There will be three FF&W dinners each year: Jan-Mar, Apr-June, and Sept-Nov.
Each dinner will be for a group of eight people. The host couple will prepare the
main course. The other couples will be assigned either the appetizer, soup/salad,
or dessert.
There are only three criteria to join the group:
1. Host a dinner for eight people once every 15 months
2. Bring a bottle of $10-$20 wine to the meal
3. Be interested in meeting new people and trying new things
As your organizers we will:
1. Set the groups of eight and organize the rotations to minimize duplication
2. Research and publish the menus

2. Find a substitute couple if someone can’t make it (there will not be a sub
list to choose from, simply ask a friend or neighbor to fill in and bring the

The STMA Board of Directors has made arrangements with an electronic
recycle company and a shred-it company to bring a truck onsite on October
3, 2015, from 9:00 AM – 12:00 Noon for residents to dispose paper
documents and any of the electronic items listed below. There will be a
small fee for disposal of used television sets.
Do your part to eliminate harmful products from entering our landfills by
gathering your old electronic items and bring them to the recycle truck. Rid
yourself of old paper documents by bringing them to the shred-it truck as
well.

WHERE THE MONEY GOES:
Most (75%) of the proceeds from this October 5th event go directly to the Komen NCTC,
which is the local source for funding breast cancer detection, support and educational
awareness in Central and Eastern North Carolina. Through its 2013-2014 community grants,
Komen NCTC invested $738,000 in education, diagnosis, treatment and support programs to
18 local organizations (of which Novant Brunswick Medical Center is one) that serve
uninsured or underinsured residents in our service area. The funds Komen NCTC grants to
community programs have made a positive difference in the lives of those living with this
deadly disease. Last year alone, Komen funding provided in NC:

4129 no-cost screening mammograms for medically underserved individuals
672 people with breast cancer diagnostic services
132 breast cancer patients with treatment assistance, including transportation,
medical care, prostheses and case management

The remaining 25% of the net funds were invested in the Susan G. Komen Grants Program
managed at the national level.

TGIF
October 16 is the date for the next TGIF. And a special treat, the Sea & Sand Band,
comprised of our own Sea Trail neighbors, will be performing. And as you all may know
by now, we needed to take reservations since the Pink Palace has an occupancy limit.
And as you may also know, our reservations list is full. But we ARE taking names for a
waiting list. Please CALL Ellen Belford at 579-2629 to put your name on the waiting list.
And if you find that you’re unable to attend, PLEASE call Ellen to cancel so that we can
make room for other people on our waiting list. This is the only TGIF where you won’t
be able to just drop in; you must have a reservation. Although if it is a warm evening,
we should be able to leave the pool doors open and you can listen to the music from
outside.
We are asking that for this TGIF only, you bring only finger foods to share, nothing that
needs a knife, fork, etc. And of course, bring your own drinks. The party will begin at
the regular time of 6 p.m. and go until ?.
One final note – we’re still looking for 1 or 2 people (or couples) to take over the
coordination of TGIF from Ellen, Barb, & Donna. As far as volunteer jobs at Sea Trail go,
this is a VERY simple gig. The main job is signing up hosts & hostesses for each month.
And that’s really very easy to do. We even have the forms you may want to use. If
anyone has any questions, we’ll be happy to help in any way we can; just call any one of
us. Please don’t let this Sea Trail tradition fall by the wayside.

The Sea & Sand Band. Who??
The Sea & Sand Band is a group of 10 musicians, all from Sea Trail! After a short time of
jamming, the collective talent was such that in late spring 2015, several of the members
thought it realistic to formally organize a band. All of the band’s members, most of
whom are retired, bring quite a wide variety of musical skills and experience to this
endeavor, while being able to reclaim a bit of their youth. From formal music education
to playing in multiple bands throughout their careers; oftentimes balancing their “real
job” with the love-of-music as a sideline. After all, their “real jobs” put food on the
table. An interesting definition of a Musician (Mew-zih-shun): a person who crams
$3,000 worth of musical instruments and sound system, into a $500 car, driving 100
miles for a $50 gig (or free)! Their love of making music exemplifies that this definition
is not too far from the truth. The band is having fun bringing to the forefront a mix of
50’s doo-wop, 60’s & 70’s blues, rock, Motown, beach music, and a little country; oh,
yes, and a little gospel. Every now and then, they’ll share something “special” with the
audience, such as the guest performance by Kayden Wilson at the 16 Oct TGIF.

(guitar & vocals), Bob Gray (trumpet & flute), Larry Hershoff (vocals), Bill McNeil (sax &
vocals), Dennis Morris (bass guitar), Jack Phillabaum (guitar, keyboard, & vocals), Julie
Rogers (vocals), Mike Rogers (percussion & vocals), and Steve Wilson (guitar & vocals)
The Sea & Sand Band focus is to provide musical entertainment supporting benefit/
charitable causes, contributing to the growth and improvement of lives in SouthWest
Brunswick County.

Lady Niners -- The STLN’s are gearing up for fall golf. Our Member/Member was
held September 10th with a great turnout. The winners are: 1st Place - Nancy Lear
and Dolores Nitcha; 2nd Place - Cheryl Schutt and Becky Brown; 3rd Place - Denise
Reiner and Kathleen MacDonald. Congratulations to all and thanks to Judy and
Anita for a successful event.
The STLN Couples tournament was held September 19th on the Byrd front. The
winners are: 1st Place - Georgia and Jack Phillabaum with Betty Empson and Charlie
Hanlon. Tied for 2nd place with identical cards are: Sue and Bill Shovlin with Karen
and Alan Suvalle and Becky and Steve Dare with Judy and Mike Hargreaves – WOW!
4th Place winners are Maria and Earl Geary with Nancy and Bobby Lear. The closest
to the pin on #2 and #7 was Gregg DeCrane.
Here are some October dates to remember: STLN Club Championship 10/6 (PM) &
10/8 (AM). For those of you who missed the Championship Tournament, the 2nd
Chance Tournament will be 10/22. Our next board meeting will be 10/19 in the
Sunset Room. STLN Couples Tournament will be 10/18. 18-On-the-Go will be
10/12 – course to be announced.
The weather is great so let’s get out there and play. A great way to get in some
extra practice is to sign up for Slick Chicks on Tuesdays. Amy Bucklin will be doing

Heard Around the Bag Drop -- Summer is finally over and Fall
has arrived. Now that the temperatures should be cooling off, it’s
time to dust off the old golf game and get out and play with STLGA
on Wednesdays. We’ve had some beautiful golf days in September
and hopefully October’s weather will be nice as well.
The weather for STLGA’s Club Championship was fabulous. Can’t
remember 3 days of better weather for the tournament.

Line Dancing
Regular line dancing will continue every Tuesday in

Sea Horse Book Club
Our September gathering was very special having our men join us for the
discussion of Boys in the Boat. Thanks to Bob Forrester for providing pictures and
stories of his rowing years in high school and college.
In October, the selection is The Storyteller by Jodi Picoult. Come to this meeting
with ideas for additional reads. In December, of course, will be our December
luncheon. More details as we approach this season.
