The Head of Communications is responsible for ensuring that the Council’s
communication strategy is up to date and relevant, setting standards, systems and
support to ensure that the unit helps the Council deliver its priorities. The key priorities
are to make the best use of resources to deliver planned, proactive, consistent and
effective internal and external communication. The team produces user-friendly,
customer-focused information and supports the listening or consultation process.

The team provide marketing advice, planning and campaigns. They produce
publications, including the residents’ magazine Onview, Teamtalk for employees and
Council Brief for Members. They also produce marketing materials such as leaflets and
posters; and ensure all external publicity meets corporate identity, procurement, plain
English and accessibility standards.

The team promotes the Council’s plans, policies and services; defends the Council’s
reputation and provides media advice to Members and officers. They write and

press photography and media training. The Press Office also issues details of Mayoral
events, general information items and ward surgeries for Members.

The team manage and update the Council’s website www.southtyneside.info , the

The team deliver a wide range of design and print services, including the production of

produced by the team meets the Council’s standards on procurement, use of the
corporate identity and accessibility. Using the Council logo, corporate publications style
and the design and print team, supports the communication team’s main priority of
delivering value for money, effective publicity that can be easily recognised and
understood by the public.

The Internal Audit Team ensures records are reliable and decisions are based upon
accurate information. It provides ad-hoc advice and consultancy to management on

The Insurance Team arranges insurance cover for material risks at the most
economical cost and provides a claims management service for the Council and an

The main functions of the team are to annually update the Records Management

The Risk and Governance Team maintains a framework for managing corporate risks
within the Council, and annually updates the Council’s Risk Management Policy. It
promotes risk management practices across the Council and challenges each
directorate’s approach to managing their risks. The team also provides a continuous
review of Corporate Governance issues throughout the Council and annually updates
the Corporate Governance Framework.

The Elections and Registration Service consists of two teams. One team is the Election
Office, which administers all elections and referenda for which the Council is
responsible, and the electoral register. The promotion of voter registration and election
turnout are key activities. The Registration Office delivers the registration services of
births, deaths, marriages, partnerships, citizenship ceremonies and other non-statutory
services.

The team advises and assists all directorates on employment law, and is conducting
the Council’s Equal Pay Litigation. The team also covers education matters, including
providing advice to some of the schools in the Borough under a Service Level
Agreement. The team supports the Council’s licensing and gambling regulation

Regulation of Investigatory Powers Act (2000).

The team is responsible for the development and operation of a network of one-stop
customer service centres across the Borough. These centres will offer joined up face to
face service to our customers on behalf of all Council services as well as its partners.
The Customer Service Manager is also responsible for the Customer Service Strategy
and ethos across the Council corporately.
This team is also responsible for the development of the Council’s electronic service
delivery channels such as kiosks, Digital TV, SMS and electronic services on the
Council’s Internet site.

The Customer Contact Centre deals with an expanding range of service requests from our
customers who choose to deal with the Council via telephone, e-mail, SMS text messaging and
Digital TV. The team also manages the delivery of the 101 service. The Telephonist /
Receptionist team provides a switchboard service to South Shields Town Hall and a number of
other buildings across the Borough, as well as managing the two receptions in the Town Hall.

The Information Systems Group provides Business and Technical support to the
Council, bringing expertise in the procurement and development of IT solutions to
meet the needs of the authority and to support service delivery throughout. The group
is organised into two Development Teams who work closely with user departments
providing advice, support and technical skills in the development of systems that both
provide efficient working and meet the goals and aspirations of the Council.

The ICT Support service provides a full range of technical services for the Council and
is organised into three teams, which are ICT Customer Services, Network Support and
Server Support.

The ICT Customer Services team procures, configures, installs and supports a wide
range of desktop computer hardware and software including desktop PCs, laptops,
workstations, inkjet and laser printers, and scanners. The team provides the ICT Help
Desk service, which is available from 8:00 am to 5:00 pm, every working weekday, to
help our customers resolve any technical problems they might encounter. The team
creates and deletes network user accounts as needed, and also provides standard
computer consumables, such as printer cartridges and toners. The team relocates

desktop computer equipment when customers move from one location to another and
also conducts electrical safety tests on desktop computer equipment when required.

The Network Support team manages the data and voice communications systems used
in the Council. A range of technologies, such as fibre optic, laser and wireless
networking, are used to provide high-speed, cost effective data communications. The
team also manages the resilient Internet link including the security systems used to
prevent unauthorised access to Council information systems. The team also manages
the Council’s telephone systems, mobile phones and Blackberry devices. The telephone
system provides a wide range of options including direct dial inwards (DDI), caller line
identification (CLI) and also voice mail services. New telephony systems that use voice
over IP (VOIP) technology are being implemented to maximise the use of the data
communications network and to reduce telephony costs.

The Server Support Team is responsible for the provision and support of server,
storage and data security systems used by the Council. A number of computer servers
are used to host all of the management information systems used, such as Council
Tax, Payroll, Financial Systems, SWIFT etc. The data held on these servers is secured
to backup tapes using the automated tape library management system. The team also
manages the Council’s Exchange service (which provides e-mail, calendar, diary and
task management facilities), the e-mail security services (to prevent viruses, spam and
inappropriate e-mail entering the Council), and the CITRIX service (which allows
information systems to be accessed via remote communications links). Security
systems, such as anti-virus and patch management, are managed by the team and the
ICT and Information Security Officer provides policies, procedures, advice and
guidance on a wide range of information security issues, as well as monitoring and
managing security incidents.

The Business Development Team are responsible for a range of services and products
to assist individuals wishing to start-up in business, for existing businesses to develop
and grow, and to attract inward investment into the Borough. The team coordinates
delivery with the Local Enterprise Growth Initiative (LEGI) Team and is a key delivery
contractor for LEGI products. Key activities include business engagement, the provision
of advice, support and assistance to all businesses; provision of financial assistance
packages; development of the Borough’s offering of industrial and commercial sites
and premises. The team also works closely with local, sub-regional and regional
partners on all aspects of business support to ensure a complete and comprehensive
service is provided across the Borough.

The Employment Development Team play a leading role in coordinating the
employment support partnership within the Borough, with the aim of collectively
improving the employment rate and increasing access to employment. The team
manages the delivery of the Supporting People into Work programme, which provides a
range of interventions to help people back in to work. The programme provides a
neighbourhood engagement programme, an information, advice and guidance
programme, Intermediate Labour Market programmes, travel assistance, back to work
grants and employer demand led training. The team also work closely with local, subregional and regional partnerships to maximise opportunities for the Borough.

The Regeneration Team coordinates action on the Regeneration Strategy across the
Council taking overall responsibility for its delivery. It is also responsible for project
development on several key regeneration projects, and takes the lead on projects such
as Hebburn Town Centre, and the Foreshore and South Shields Riverside Regeneration.
The team is also responsible for taking an overview on the Council’s approach to
external funding, including the development and implementation of Bidding Together,
the Council’s policy on bidding for external funding. The team takes an overview on
European funding, provides support on Awards for All, manages the Council’s CAF
grants scheme and acts as the Council lead on third sector policy issues.

South Tyneside Council is the administering authority of the local government pension
fund for the Tyne and Wear County area. The five district councils and a wide range of
other organisations that provide a public service within the County area participate in
the Fund.
The Council has established a Pensions Committee that is required to control and
resolve all matters relating to the Fund. The Pensions Service is responsible for
implementing the Committee’s policies and the Local Government Pension Scheme
Regulations. The Committee monitors the performance of the Service.

The Investments Group is responsible for the investment of the Pension Fund. The
Group:

Devises, implements and keeps under review the investment management
structure through which the £3.8 billion of assets are invested. Eight
investment managers are employed on fourteen mandates to invest the
Fund into the global quoted bond and equity markets and into United
Kingdom property. The Fund also has investments in global private equity,
active currency strategies and infrastructure.
Monitors the performance of investment managers and custodians and,
when necessary, reviews and replaces those organisations
Carries out the financial administration in relation to the investment of the
Fund, including settling transactions, reconciling portfolios, ensuring that all
investment income and recoverable tax is received, and preparing the final
accounts. In 2006/07, the turnover of investments was £4.3 billion and the
investment income was £84 million
