About this booklet
This booklet tells you about the providers which have obtained
Kite Mark standards. The Kite Mark shows that the Council is
serious about delivering quality services to their customers.
This will ensure that all services are operating at the minimum
level and will demonstrate that they are delivering excellent
customer service, whether this is to external customers or
colleagues they work with internally.
This Kite Mark list replaces the traditional standing lists which
were used for residential and nursing care, day and domiciliary
providers. If the provider has met the minimum standards, the
Kite Mark symbol will be displayed in the top right hand corner
of their page. This means that you are free to commission
services from that provider. If the provider does not have the
Kite Mark symbol displayed you should not commission
services from that provider. There are strict criteria for the
removal and subsequent inclusion of the Kite Mark.
The Kite Mark

In 2011, all care homes were monitored against a new quality
standards framework. They have been awarded 70% of the
total points for quality and 30% for their environment (as
independently assessed).
Inclusion of the Kite Mark:
• Meeting the minimum standards as outlined in the relevant
monitoring framework.
Criteria for the removal of the Kite Mark:
• Suspension of all or part of the service;
• As part of a safeguarding adults plan, while an
investigation takes place;
• As part of a regional safeguarding alert from a placing
Local Authority;
• The non compliance of CQC standards is evident over a
period of time, pending the risk identified;
• The failure to follow the Council’s protection plan;
• The service provider is under performing and poor quality
of service has been identified;
• The risk to the service users (s) is high;
• A serious breach of the contract resulting in the service
user (s) being placed at risk of harm;
• As part of an end of contract plan.

This booklet also includes services that can be purchased
using direct payments and personal budgets. This means that
they have not been through the Councils tender process and
have not been monitored.

Connie Lewcock is an activity based centre for people with
a diagnosis of dementia who reside in Newcastle upon
Tyne. Our Day Care Centre specialises in providing
support and simulation to people with dementia across all
age ranges. There is one Day Support Manager and one
Day Support Deputy Manager; and a staff to client ratio is
high: 1:4.

Price should be confirmed on contacting the
Commissioning Unit to check whether there are any
concerns when completing the User Care Agreement.
Under the new Care Quality Commission Regulations,
providers do not register for categories of care such as “EMI”
or "general nursing". Providers register for "regulated
activities" - so, a care home that is providing nursing (be it for
people who have general physical nursing needs or dementia
type nursing needs), the regulated activities would be:
accommodation for persons who require nursing or personal
care, treatment of disease, disorder or injury and possibly
(depending upon the care being delivered) diagnostic and
screening procedures.
These regulated activities would cover all aspects of nursing
care. The provider would then need to be able to demonstrate
that they are compliant with all the outcome areas in respect
of all their service users.

The Kite Mark standing list therefore shows those care homes
that have been registered as a care home with nursing or a
care home without nursing care.
Social workers will still contract for EMI social care where this
is assessed as needed, but will not be limited to homes on the
previous standing list that are EMI but negotiate on an
individual case basis with care homes whether they can meet
the needs and satisfy the conditions that now apply. This will
be the same for the other categories previously used, for
example Mental Health, Learning Disability, Physical
Disability.
Please note that between March and October 2011 all care
homes have been reassessed by the Commissioning Team
using the Quality Standards Framework. Bandings have been
based on compliance against 3 stages. 70% of the overall
score was awarded for quality and 30% was awarded for the
environment. The stages were:
Stage 1: Quality of Care
This stage was split into 15 standards and covered all aspects
of personalised outcomes for our service users and identified
clear standards for all Providers to meet through a system of
monitoring and review. This equated to 250 points. Where

nursing care was provided, joint visits were carried out with
NHS North of Tyne.
Stage 2: Service User/NOK interview
During Stage 2 of the assessment the Commissioning Officer
completed questionnaires with the service users and/or
relatives at the care home. This element of the assessment
process equated to a maximum of 30 points.
Stage 3: Environment
Stage 3 was assessed using the independent environmental
score awarded to the home and was worth a maximum of 120
points in the QSF. The old grade 1 homes were awarded 120
points, grade 2, 80 points, grade 3, 40 points and grade 4, 0
points.
All of the information from the 3 stages was scored and added
up. These points were split into 3 different Quality Bands,
which determined the weekly rate that the Residential and
Nursing Care Home will be paid from 3 October 2011.
Providers were scored out of a possible 400 points. Quality
bands were set as follows:

Following reassessment, the care home section is shown so
that all quality band 1 care homes appear at the beginning of
the care home section, followed by quality bands 2 and 3 (the
current grading are based wholly on the environment gradings).
Please note that there is one care home closed for
refurbishment. Another care home (Cestria House) will be
undergoing refurbishment soon. Payment to this home should
continue at the band 4 rate advertised until further notice.)
In 2006 the Commission for Social Care Inspection (now
replaced by the Care Quality Commission or CQC) introduced
a system which gave those paying for long-term care, including
local authorities, an idea as to whether they were getting good
value for money and awarded a star rating ranging from zero
star poor to 3 stars excellent.
Due to a change in legislation, CQC stopped awarding star
ratings under the Care Standards Act from July 2010. CQC is
working closely with the adult social care sector in developing a
new system to replace star ratings for registered social care
services.

Homelessness accommodation services are accessed via the
Newcastle Gateway. Referrals are dealt with in order of need,
so people with high support needs will be offered vacancies
quicker than those with low needs. If you are simply looking for
somewhere to live, you may find accommodation faster by
looking at other housing options such as Your Choice Homes
or private rented. Further information on these options is
available from the Housing Advice Centre.
If you are interested in accessing homelessness
accommodation or support services, you will need a Gateway
referral to be completed on your behalf. If you are working with
statutory services such as Social Services, Probation or Mental
Health, your current support worker can access your housing
needs and complete a referral for you. If you are not working
with any of these services, you will need to contact the Housing
Advice Centre and ask a Housing Advice Worker to complete a
Gateway assessment and referral for you. Please see contact

Drug and Alcohol Treatment
Services
Through the Safe Newcastle Partnership, Newcastle City
Council and the Newcastle Primary Care Trust commission a
range of statutory and non-statutory agencies to deliver a range
of drug and alcohol treatment services across the city.
To support this commissioning process, an annual needs
assessment is produced by the partnership, which in turn
supports the city’s treatment plan - which sets out our ambitions
and objectives for treatment and recovery in the city.
In line with the new National Drug Strategy published in
December 2010, Newcastle has been carrying out a review of
all drug treatment provision in the city to ensure that the overall
treatment system in the city is both efficient and effective at
delivering access to treatment services, as well as positive
progression and effective outcomes for clients within a recovery
focused system.
New commissioning arrangements are now being developed
and put into place during 2011/12 to ensure that the current
clinical governance and treatment effectiveness framework for
the commissioning of drug and alcohol treatment services

within the city can be aligned and become consistent with the
Service Quality Framework and monitoring arrangements for
residential, nursing and domiciliary care services.
It is our intention therefore to ensure that all relevant drug and
alcohol services commissioned in the city are moved under the
scope of the “Kite Mark” system over the next 12 months.
The drug and alcohol treatment system in Newcastle is
currently undergoing a system review process; as a result of
this the information below is subject to change in 2011/12.

objectives.
Currently, the grand funded services under the Newcastle Fund
