the Chair and
the President
On August 24, 2007, before we celebrated the 60th anniversary of the founding of the AFS
Scholarship Program in New York, our Partner organization in Indonesia celebrated its 50th
anniversary in Jakarta. On that Friday morning, Dr. Susilo B. Yudhoyono, the President of
the Republic of Indonesia, the world’s fourth most populous country with the largest Muslim
majority, addressed the audience that was gathered for the celebration.
He recalled the events associated with the publishing of cartoons in the Western press two
years ago and said: “It strikes me today that if every human being enjoyed the intellectual benefits of your intercultural exchange programs, nothing of that kind of inter-civilizational clash
would have happened. A Western journalist, who has benefitted from your program, moved by
the same creative impulse that made his colleagues produce irreverent cartoons, would have
found a way of honoring the legacy of the Prophet instead of perpetrating an insult.”
“By the same token, a Muslim who has lived and has been adopted by a Western family
would have nothing to do with riots against Western establishments in the Muslim world.
He would know that freedom of expression is sacred in the Western democratic tradition
and even when it is misused and therefore subject to legal reprimand, it should never be the
target of irrational violence.”
He referred to AFS as a stabilizing force in a world that is fundamentally unbalanced. AFS
participants learn to nurture a genuine love for others who at first seemed to be entirely different from them, but who are as human as themselves. That is the vitally important achievement, he said, this recognition of one’s own humanity in another person is the beginning of
caring and the advent of wisdom.
This anniversary year was a remarkable year for AFS. As Chairperson of the Board of Trustees and President of AFS Intercultural Programs, we both had the opportunity to travel to
almost every region of the world and meet with heads of state, high ranking diplomats, corporate and cultural leaders and other women and men in influential positions.
During our visits, we also had the opportunity to listen to the members of the AFS Network—
our volunteers, host families, educators and staff; those who make us the kind of international organization that in 2007 sent almost 13,000 young participants on a transformational
intercultural learning experience.
In many of the places we visited, we heard echoes of President Yudhoyono’s words. We heard
that we must continue to be a stabilizing force in a world that is increasingly torn by strife
and that we must continue teaching our youth, through intercultural exchanges, to engage in
dialogues that transcend cultural, religious and national differences and allow them to learn
to appreciate and respect the traditions and sensibilities of other societies and cultures.
We were pleased to talk with so many others who, like us, are committed to supporting the
kind of intercultural learning experiences that AFS has been providing for the last 60 years.
By working together with so many like-minded organizations throughout the world, our impact is multiplied.
This year’s annual report highlights just such a commitment on the part of AFS Intercultural
Programs and the AFS Network. It has been a remarkable year of growth, in both AFS participant and volunteer numbers. We reached out to many others who share our passion for
nurturing global citizens through the Petition for a Global Expansion of Youth Exchange
Programs and the World Peace Forum.
We used the many celebrations of this anniversary to renew our dedication to building a vibrant worldwide community; a community that shares the AFS vision for a better world. This
vision is based on promoting a global dialogue that is marked by an understanding of what
we share as members of the human race, while acknowledging and honoring the differences
that make us strong as separate and distinct cultures.
In just a few years after the AFS Scholarship Program was established in 1946, young citizens
of nations who had until recently engaged in bitter conflict during the Second World War,
began arriving in the United States to spend an AFS year with American host families and to
study in local high schools, supported by local volunteers.
The AFS volunteer community and the ongoing development of volunteer-based organizations remain at the heart of AFS worldwide. This community supports the lifelong intercultural learning experiences of all of its members, while contributing to the building of strong
civil societies within each Partner country.
Today, AFS has exchanges among 80 countries around the world and the strength and vigor
of this organization is still channeled and sustained by our volunteers and by our determination to create a more just and peaceful world, where difference is embraced as a source of
strength.

About AFS
AFS began as the American Field Service in World Wars I and II, when nearly 5,000 young men volunteered as ambulance
drivers. In WWI they served in France and the Balkans and in WWII they served in Europe, the Middle East, North Africa,
India and Burma. In 1919, AFS Fellowships for French universities were established and a total of 222 fellowships were
awarded between 1919 and 1952. After WWII, the drivers, under the leadership of Stephen Galatti, organized the first AFS
secondary student exchanges in 1947 to build international understanding and peace through the contact of ordinary
citizens.

AFS is an international, voluntary, non-governmental, nonprofit organization that provides intercultural learning opportunities to help people develop the knowledge, skills and understanding needed to create a more just and peaceful world.

AFS enables people to act as responsible global citizens working for peace and understanding in a diverse world. It acknowledges that peace is a dynamic concept threatened by injustice, inequity and intolerance.

A Year of
Growth in
Intercultural
Learning
Almost 13,000 individuals participated in AFS exchange programs in 2007, representing an
increase of ten percent over the 2006 participant totals and the largest increase from one
year to the next in the recent history of AFS. The growth in participant numbers was due in
large part to successful AFS Partner organization collaborations with national and regional
governments.
AFS Japan is participating in the Japan-East Asia Network of Exchange for Students and
Youths Program (JENESYS). The program, announced by the Japanese government in January 2007, will allow students from the Asia-Pacific region to visit Japan for short-term intercultural exchange programs. The goal of JENESYS is to create strong solidarity among Asian
countries by promoting mutual understanding through youth exchange within the region. In
2007, AFS Japan hosted 600 participants and 60 teachers on short-term programs and 60
participants on one-year programs under the auspices of the JENESYS initiative.
In August 2007, the European Federation for Intercultural Learning (EFIL), the umbrella organization of AFS in the region, coordinated the exchange of 294 European students on a
three- to six-month learning experience within Europe. The students were participating in a
pilot project on pupil mobility sponsored by the European Commission. EFIL, along with subcontractor European Educational Exchanges-YFU, was awarded the tender for the preparation of this new European Commission individual pupil mobility project.
In 2007, the AFS Network reached a total of nearly 37,000 active volunteers, an increase of
seven percent from the previous year. As one of the largest volunteer-based organizations in
the world, AFS welcomed the growth in its volunteer ranks.
With each additional young person who goes on an intercultural learning experience and
with each new volunteer who commits to supporting a quality exchange experience, AFS is
promoting the creation of a culture of mutual understanding and appreciation among host
families, volunteers, participants, host schools and communities across the globe; these are
personal bonds forged across cultures that in many instances last for a lifetime. AFS is passionate about multiplying the prospects of creating such valuable opportunities for true intercultural learning.

AFS has joined efforts with many other like-minded organizations throughout its history. We
know that to be most effective, we need to work with others. The year 2007, the 60th anniversary of the founding of the AFS high school exchange program, was remarkable in the
nature of AFS’s outreach efforts. Key events in 2007 included a global Petition Drive and the
World Peace Forum.
AFS sponsored the Petition for a Global Expansion of Educational Youth Exchange Programs.
Hundreds of thousands of individuals from more than 200 countries signed the Petition. More
than 80 like-minded organizations worldwide signed up as friends and supporters of the Petition. This initiative further highlighted the critical importance of supporting youth exchanges
and intercultural learning.
On October 27, 2007, AFS hosted a World Peace Forum in New York. J. Brian Atwood, chair of
the Board of Trustees of AFS Intercultural Programs, summarized the spirit of the event in his

for Nurturing

Citizens
Since 1947, AFS has offered intercultural learning experiences to more than 375,000 individuals. We work with national governments, ministries of education, corporations, individuals,
AFS volunteers and others to help young people begin intercultural learning experiences that
will last a lifetime.
Today, almost 13,000 high school students, Community Service Program participants and
teachers, every year, are saying “yes” to the challenge of truly knowing another culture by
living in it on an AFS program for a year, a semester or on a shorter-term stay, and interacting with people who speak, think and act differently. These thousands of participants learn to
move from one cultural environment to another, speak a second or third language and make
new friends next door or half a world away.
AFS is constantly seeking new ways to make our exchange programs more accessible for
those who are qualified and would like to participate. We are passionate about offering AFS
intercultural learning experiences to many more young people from every socioeconomic
sector. That is why the AFS Network is actively engaged in seeking collaborative relationships
with other organizations that will help us support this commitment to intercultural learning.
Many AFS Partner organizations are enthusiastically engaged in fundraising or in developing other ways to increase the accessibility of AFS exchange programs and the diversity of
our participants. In seeking strategic alliances to increase access to our programs, we do so
knowing that AFS participants benefit from an exchange experience that has been found by
rigorous independent research studies to help develop valuable intercultural skills and competencies.
AFS Intercultural Programs is also actively involved in fundraising. We seek funds to keep the
organization strong and able to continue to improve the programs, services and support provided to participants; to do ongoing research and training; to increase the diversity of participants and ensure that we have strong Partner organizations in each country in which we offer
programs; to provide scholarships so that no one will be excluded from participation because
his or her family can’t afford the program and to keep the history and legacy of AFS alive.

AFS Intercultural Programs, Inc. (“AFS International”) is a not-for-profit organization incorporated under the laws of New
York State, USA, and is a tax-exempt organization under the Internal Revenue Code 501(c)(3) of the United States of America. AFS Partner organizations (“Partners”) are incorporated under the laws of the country in which they are located and
likewise prepare financial statements and tax reports as required by the jurisdictions in their respective countries.
Each Partner undergoes an annual fiscal audit and presents to AFS International a copy of the independent auditor’s opinion
along with its financial statements. While rules and regulations vary among Partner nations, audits generally follow standards
consistent with U.S. based GAAP (Generally Accepted Accounting Principles). The tables presented are not the result of an
audit performed by one firm but represent combined information from audits performed by a number of independent auditors around the world. The summary format of the tables reflects the combined financial activities in the AFS worldwide
Network of Partners. The information for 2006 has been gathered from the 2006 audited financial statements of 49 Partners
and includes AFS International. The 2007 figures presented on the opposite page are based on preliminary estimates, pending completion of annual audits around the world.
The projected increase in revenues from 2006 to 2007 is the reflection of both effective program growth and a noticeable
devaluation of the USD against many currencies in the course of the year. While unevenly distributed across the AFS Network, a combined surplus of approximately 3.7% of revenues for 2006 and 1.7% of projected revenues for 2007 will help
Partners build minimum financial reserves to guard against unexpected shortfalls and emergencies.

The European Federation for Intercultural Learning (EFIL) is the umbrella organization for AFS Partners in Europe. EFIL has consultative status with the Council of Europe and with UNESCO and is a member of the European Youth Forum. EFIL cooperates with and is a member of many European education and youth organizations.

AFS Around the World
AFS has been providing international, educational exchange opportunities since 1919, with a major focus on secondary school exchanges
since 1947. Before 1971, all AFS exchanges involved the United States. As AFS grew and matured, the range of AFS exchanges was broadened so that sojourners from many countries now go to a wide variety of destinations. Today there are over 1,200 AFS program paths in the
world.
As AFS programs have become multinational, the organization’s structure has evolved to reflect this reality. The AFS organization in most
countries is now an incorporated not-for-profit entity that we call a Partner. Each AFS Partner has its volunteer board of directors with responsibility for the staff, office, budget and programs in its territory. AFS Intercultural Programs in New York provides overall leadership and
coordination and offers a number of core services, but Partners manage AFS program operations. This system of “Partnership” has been in
place since 1990. It successfully balances the independent yet interdependent nature of AFS organizations.
