EDITORIAL
Cher(e)s collègues,
le Bulletin de notre Commission vous parvient cette année un peu plus tard que d’habitude,
parce que nous avons voulu attendre la réunion du bureau qui a eu lieu à Luxembourg le 23
février 2013. À cette occasion, Magda Pinheiro nous a confirmé que Lisbonne était prête à
accueillir notre assemblée générale en octobre prochain, même si à cause de la crise financière
du Portugal notre contribution individuelle sera sans doute plus élevée. Le bureau a alors
concocté le programme définitif que vous trouverez quelques pages plus loin, tout comme les
instructions pour l’inscription (délai : fin mai !!).
Dans la foulée le bureau a restructuré le programme du thème général « La ville et ses
espaces » qui nous occupe depuis 2011 et pour lequel l’intérêt est tellement grand qu’il nous
occupera encore quelques années supplémentaires. Mais comme discuté à Prague, en
septembre dernier, nous proposons une structuration plus précise : en 2014, à ClermontFerrand, le sous-thème portera sur « Les villes complexes », en 2015, à Zurich, nous traiterons
de la représentation communale dans l’espace urbain.
Et nous avons reçu de la part de Ferdinand Opll et Martin Scheutz une proposition de continuer
nos réflexions sur l’espace urbain dans le cadre du prochain thème quinquennal (2016-2020),
proposition que vous trouverez également dans le présent bulletin. Le bureau aimerait bien
discuter dès notre assemblée générale à Lisbonne du prochain thème quinquennal – quitte à ne
prendre une décision qu’à Clermont-Ferrand en 2014 – et encourage donc tous ses membres à
lui soumettre d’autres propositions afin que la meilleure l’emporte.
J’ai donc bon espoir que les travaux scientifiques de notre Commission continueront à limenter
les recherches en histoire urbaine de tous les pays membres et je nous souhaite à tous une
année studieuse et fertile.
Au revoir à Lisbonne en octobre!

Dear colleagues
Unforunately our newsletter is a bit late this year (sorry for that) but we had to wait for our
board meeting in Luxemburg (2013 February 23). Magda Pinheiro who will organize our annual
conference in Lisboa will welcome the Commission in October. Because the financial situation is
not so easy for Portugal all participants will have to cover their travel and hotel cost on their
own (except the speaker at the Conference). The board and Magda Pinheiro could fix the
program for the Lisboa Conference (you will find it inside). Please notice the deadline for
registration (end of May!). The board is also happy to present the restructured five-yearprogram on “Cities and their space”. A lot of papers were proposed therefore the board had to
take further steps:
• 2014 Conference in Clermont-Ferrand on the topic “Complexe cities” (organizer JeanLuc Fray)
• 2015 Conference in Zürich on “strategies of self-staging in urban space” (working title).

In reaction to the discussions of Prague Ferdinand Opll and Martin Scheutz tried to propose a
new five-year topic 2016-2020 (please find the preproposal inside). There should be discussions
on the new topic in Lisboa – please feel free to propose your topics! We should come to a final
decision on our new five-year-topic in Clermont-Ferrand.
I am confident that the scientific work of our commission will have great influence on urban
research in our member states and I would like to wish good work to all of you!

Liebe Kolleginnen und Kollegen,
die Newsletter unserer Kommission erscheint dieses Jahr etwas später als gewohnt, da wir die
Zusammenkunft des Vorstands am 23. Februar 2013 in Luxemburg abwarten wollten. Bei dieser
Gelegenheit hat Magda Pinheiro uns bestätigt und versichert, dass Lissabon bereit ist, im kommenden Oktober unsere Jahresversammlung zu empfangen, auch wenn wegen der portugiesischen Finanzkrise wohl ein größerer Anteil an individueller Finanzierung verlangt sein wird. Der
Vorstand hat daraufhin das definitive Tagungsprogramm zusammengestellt, das ein paar Seiten
weiter zu lesen ist, ebenso wie die Hinweise zur Anmeldung (Anmeldeschluss Ende Mai!)
Anschließend hat der Vorstand das ganze Programm unseres Fünfjahresthemas „Die Stadt und
ihre Räume“ neu strukturiert, so wie das im vergangenen September in Prag gewünscht worden
war. Der Andrang ist nämlich so groß, dass wir uns noch während Jahren mit diesem Thema
werden beschäftigen können. Es wird daher vorgeschlagen,
• 2014, in Clermont-Ferrand, das Unterthema „Komplexe Städte“ zu behandeln,
• 2015, in Zürich, uns mit der „kommunalen Selbstinszenierung in städtischen Räumen“ zu
beschäftigen.
Und von Ferdinand Opll und Martin Scheutz kam ein erster Vorschlag für ein neues
Fünfjahresthema für die Zeit 2016-2020, der ebenfalls in diesem Heft abgedruckt ist. Der
Vorstand möchte das neue Thema schon bei der Generalversammlung in Lissabon diskutieren –
auch wenn die Beschlussfassung vielleicht erst in Clermont-Ferrand stattfindet – und ermutigt
daher alle Mitglieder weitere Themenvorschläge zu unterbreiten.
Ich bin daher zuversichtlich, dass die wissenschaftlichen Arbeiten unserer Kommission auch
weiterhin die Stadtgeschichtsforschung in allen Mitgliedsländern befruchten werden und wünsche uns allen ein arbeitsames, fruchtbares Jahr.

une notice nécrologique la mémoire du membre honoraire Brigitta Ericsson décédée au mois
de décembre 2011 .

L’adhésion de Vladimir Rabik qui ne s’est présenté à aucun congrès, ne sera pas renouvelée. Le
président Michel Pauly écrira une lettre à Sylvain Malfroy et Marc Boone de la part de la
commission, pour savoir s’ils désirent rester membres dans le sens d’une participation active à
la commission.

TOP 3 : rapport du trésorier pour l’année 2012
Le président lit un bref rapport du trésorier absent Jean-Luc Fray. Les comptes de la commission sont équilibrés (541€ de dépenses et 1001€ de recettes). En raison d’une augmentation
des frais de la mise à l’impression des publications des congrès, la cotisation annuelle pour les
membres de la commission devrait s’élever à 30€ au début de l’année 2013 – l’assemblée
générale approuve à l’unanimité. Prière de virer les cotisations pour 2013 (et 2012 ?) (voir p.
52).
TOP 4 : autres assemblées
La prochaine réunion annuelle se tiendra à Lisbonne (organisation Nagda Pinheiro). Le congrès
aura lieu probablement du 10 au 12 octobre 2013.
D’autres congrès sont prévus à Clerment-Ferrand (Jean-Luc Fray) en 2014 ainsi qu’à Zurich
(Martina Stercken) en 2015.
En 2015 (du 23 au 29 août) aura lieu également la journée internationale des historiens en
Chine (Jinan) (Comité international des sciences historiques/CISH, où le CIHV organisera une
section). Hietala (présidente du CISH), Lilley et Radvan se rendront en Chine de la part de la
commission (programme prévu actuellement).
TOP 5 : Divers
L’organisation des congrès prochains est discutée de manière intense. La question se pose si les
congrès ne devraient pas être organisés autour d’une thématique plus précise. Le comité est
invité à s’occuper de cette question.Chaque congrès devrait traiter d’un thème général en
rapport avec la thématique „Cities and their Spaces“, au sujet duquel seront alors organisées
des conférences (par les membres de la commissions ainsi que par des conférenciers invités,
surtout de la part des organisateurs/trices). Le comité directeur s’occupera de ceci dans la
prochaine réunion en février (au Luxembourg). Tous les membres sont invités à envoyer des
propositions, que le conseil structurera par la suite.
Les rapports des congrès de Sibiu et Prague devront être imprimés ensemble, en allemand et
en anglais, dans la collection de livres du „Münsteraner Institut für vergleichende
Städtegeschichte („Städteforschung“)“, tout comme les congrès de Lisbonne et de ClermontFerrand (en anglais et en français).
La rédaction du congrès de Luxembourg est achevée et est actuellement soumise à une
procédure Peer-Review (les textes sont aux mains de Marc Boone).

Michel Pauly welcomes the present members and thanks the local organisers and especially

TOP 2: Renewal of Membership and new members
New Members accepted by the Commission:
Maximo Diago prents the new spanish member Francisco José Aranda Pérez (University of
Castilla-La Mancha) which was accepted unanimously .
Josef Žemlička who will retire from his active membership presents the new candidate of the
Czech Republic: Robert Šimůnek (Academy of Sciences of the Czech Republic) which was
decided unanimously by the Commission.
Katalin Szende presents with the approval of Josef Žemlička another new candidate of the
Czech Republic: Jaroslav Miller (Palacky University in Olmütz/Olomouc). The Commission
accepted also unanimously.
Some memberships have to be renewed: Marc Boone, Hubert Houben, Howard Clarke, Sylvain
Malfroy, Zdzisław Noga, Vladimir Rabik, Lorina Repina, Martina Stercken.
The president and the board are not satisfied by the lack of appearance of some members – to
be a member of the CIHV means regular presence at the annual conferences. The membership
of Howard Clarke, Hubert Houben, Zdzisław Noga, Lorina Rapina und Martina Stercken was
renewed.
The Commission has not renewed the membership of Vladimir Rabik who never appeared at
one of the CIHV-Conferences. On behalf of the Commission our president Michel Pauly will
write a letter to Sylvain Malfroy and Marc Boone whether they would like to continue their
membership or not.

TOP 3: Report of the Treasurer for 2012
Unfortunately the treasurer Jean-Luc Fray could not come to Prague therefore the president
read his report. The Commission has balanced budget (541 € expenses und 1.001 € revenues).
The member fees for the membership in CIHV will rise (starting 2013) to 30 € because the CIHV
will have to support publishing activities of the Commission which was accepted by the
members. Several members paid their fee in Prague (to Martin Scheutz who sent the money to
Jean-Luc Fray). Please pay your charges for 2012 and 2013.
TOP 4: Further Meetings
The next annual meeting will take place in Lisboa (organiser Magda Pinheiro), the conference
will be held from 10th-12th Oktober 2013.
Further meetings will be held 2014 in Clerment-Ferrand (organiser Jean-Luc Fray) and 2015 in
Zürich (organiser Martina Stercken).
In 2015 (23-29 August) the International Meeting of CISH (Comité internationale des sciences
historiques/CISH) will take place in Jinan (China). Our commission was invited to have a session
there. From the current state of knowledge Marjatta Hietala (president of CISH), Keith Lilley
und Laurentiu Radvan will go to China.
TOP 5: Any other Business
There were intensive discussions for the future scientific orientation of CIHV. Some of the
members would like to have a more consistent subject orientation on the general topic of CIHV
– the board of CIHV should look for a closer thematic concentration. Each conference should
have a general topic concerning „Cities and their Spaces“ where members but also invited
guests (for example invited by the local organisers) should give papers. The board of CIHV will
discuss this topic in the next board-meeting in Luxembourg in February. All members were
encouraged at the General Assembly to send proposals to Michel Pauly which could be
discussed in February in Luxembourg.
The Conferences in Sibiu and Prague will be published together in one volume in the Series of
„Städteforschung“ of the „Institut für vergleichende Städtegeschichte“ (Münster, Germany) in
German and English. The Conferences of Lisboa and Clermont-Ferrand will be published in
English and French.
The results of the Luxembourg-Conference are ready and edited, in the moment all the papers
are peer-reviewed by Marc Boone.

Der Präsident Michel Pauly begrüßt die anwesenden Mitglieder der Kommission und bedankt
sich bei Josef Žemlička für die hervorragende Organisation der Tagung. Lars Nilsson gedenkt in
einem Nachruf des Dezember 2011 verstorbenen Ehrenmitglieds Brigitta Ericsson.
Folgende Mitglieder haben sich entschuldigt: Howard Clarke, Bernhard Distelkamp, Jean-Marie
TOP 2: Erneuerung bzw. Nichterneuerung von Mitgliedschaften und neue Mitglieder
Maximo Diago stellt das neue spanische Mitglied Francisco José Aranda Pérez (Universität de
Castilla-La Mancha) vor (siehe den wissenschaftlichen Werdegang im nächsten Newsletter). Die
Aufnahme erfolgt einstimmig.
Josef Žemlička, der sich von der aktiven Mitgliedschaft zurückzieht, stellt das neue tschechische
Mitglied Robert Šimůnek (Prager Akademie der Wissenschaften) vor. Die Aufnahme erfolgt
einstimmig.
Katalin Szende stellt mit Zustimmung von Josef Žemlička das neue tschechische Mitglied
Jaroslav Miller (Palacky University in Olmütz/Olomouc) vor. Auch hier erfolgt die Aufnahme
einstimmig.

Nach einiger Diskussion über die insgesamt nicht zufriedenstellende Anwesenheit bei den Jahrestagungen werden folgende Mitgliedschaften erneuert: Howard Clarke, Hubert Houben,
Zdzisław Noga, Lorina Rapina und Martina Stercken.
Die Mitgliedschaft von Vladimir Rabik, der auf keiner Tagung erschienen ist, wird nicht erneuert. Der Präsident Michel Pauly wird Sylvain Malfroy und Marc Boone seitens der Kommission
einen Brief schreiben, ob sie ihre Mitgliedschaft im Sinne einer aktiven Teilnahme an der
Kommission beibehalten wollen.

TOP 3: Bericht des Schatzmeisters für 2012
Ein kurzer Bericht des abwesenden Schatzmeisters Jean-Luc Fray wird vom Präsidenten verlesen. Die Kommission bilanziert ausgeglichen (541 € Ausgaben und 1001 € Einnahmen). Der Jahresbeitrag für die Mitglieder der Kommission ab Beginn 2013 sollte auf 30 € erhöht werden, da
vermehrt Kosten für die Drucklegung der Tagesbände auf die Kommission zukommen – die Generalversammlung stimmt einstimmig zu. Beiträge für 2013 (und 2012?) bitte bald überweisen
(siehe S. 52!).
TOP 4: Weitere Versammlungen
Das nächste Jahrestreffen findet Lissabon statt (Organisation Magda Pinheiro), die Tagung wird
vermutlich 10.-12. Oktober 2013 stattfinden.
Weitere Tagungen sind geplant für 2014 in Clerment-Ferrand (Jean-Luc Fray) und 2015 in Zürich
(Martina Stercken).
Im Jahr 2015 (23.-29. August) wird auch der Internationale Historikertag in China (Jinan)
stattfinden (Comité internationale des sciences historiques/CISH, wo die CIHV eine Sektion
abhalten wird). Seitens der Kommission werden Hietala (Präsidentin des CISH), Lilley und
Radvan nach China fahren (gegenwärtiger Planungsstand).
TOP 5: Allfälliges
Die Ausrichtung der nächsten Tagungen wird intensiv diskutiert. Die Frage taucht auf, ob die Tagungen nicht eine konsistentere thematische Ausrichtung erfahren sollten, wobei vor allem der
Vorstand aufgefordert wird dafür zu sorgen. Jede Tagung sollte ein am Thema „Cities and their
Spaces“ ausgerichtetes Generalthema haben, zu dem dann Vorträge (von Kommissionsmitgliedern und – insbesondere seitens der lokalen Organisator/innen – eingeladenen Gästen) gehalten werden sollen. Der Vorstand wird sich in seiner nächsten Sitzung im Februar (in Luxemburg)
damit beschäftigen. Alle Mitglieder werden aufgefordert, Vorschläge einzusenden, die dann
vom Board gegliedert werden sollten.
Die Tagungen in Sibiu und Prag sollen gemeinsam in der Buchreihe des Münsteraner Instituts
für vergleichende Städtegeschichte („Städteforschung“) auf Deutsch und Englisch aufgedruckt
werden, ebenso die Tagungen in Lissabon und Clermont-Ferrand (auf Englisch und Französisch).
Die Tagung in Luxemburg ist fertig redigiert und wird derzeit einem Peer-Review-Verfahren unterzogen (die Texte liegen in Obhut von Marc Boone).

BIRGITTA ERICSSON IN MEMORIAM
Our friend and distinguished colleague Birgitta Ericsson passed away in December last year
(2011), at an age of 92 years. She was born in 1919 and grew up on the countryside in Northern
Sweden close to the sawmill district of the Sundsvall region. Before her academic career started
she worked for many years as a lecturer in a “gymnasium” in Stockholm. In the year 1970 she
defended her dissertation on the mining town of Falun in the 18th century (“Bergsstaden Falun
1720-1769”). Ingrid Hammarström, Professor of urban history from 1970, knew Birgitta´s
qualifications very well and engaged her soon as a collaborator.
Birgitta did her main contribution to the Humanities and the Social Sciences as the leader of the
joint Nordic research project “Centralmakt och lokalsamhälle – Beslutsprocess på 1700-talet”.
This project was about the relationship between the State and the local communities in the 18th
century. The main idea behind the project was to compare from a local perspective the more
democratic political system that prevailed in Sweden and Finland at those days with Denmark
and Norway which were under the rule of an absolute monarchy. During Birgitta´s engaged and
friendly leadership the project was unusual productive. In the 1980s the project published a
great number of publications, for example “Stadsadministration I Norden på 1700-talet” (1982),
“Opdaginga av fattigdomen” (1983), and “Industri og bjergvaerksdrift” (1985). Parallel, Birgitta
supervised successfully many doctoral students both in Sweden, Finland and Norway to their
degrees. Research results from the project were presented at many national and international
conferences, and in articles of leading journals.
Birgitta became a member of The International Commission for the History of Towns in the
1980s. She was a frequent visitor of the Commission´s annual meetings and presented reports
on various topics. The Atlas programme interested her very much, and she was responsible for
the editing of an atlas of the town of Falun. It was published in 1992 in the series Scandinavian
Atlas of Historic Towns. She was also a member of the group that produced the atlas of the
town of Strömstad which was published in 1997.
We remember Birgitta as a very warm-hearted friend and an excellent scholar. Her main research interest was the 18th century, and her books and articles in that area will be of substantial value even in the future. The students on all levels loved her for her insightful comments
and positive criticism. She always advised a way forward in an encouraging manner.

1. Anngret Simms begrüßt die Teilnehmer/innen und entschuldigt Howard B. Clarke.
2. Keith Lilley und Katalin Szende berichten über das Treffen von Atlas-Bearbeiter/innen,
das am 7. und 8. Juni 2012 an der CEU in Budapest (Teilnehmer/innen aus der Atlas
Working Group: Keith Lilley, Ferdinand Opll und Katalin Szende; darüber hinaus Vertreter des Instituts in Münster sowie des deutschen, irischen, rumänischen und ungarischen Städteatlas), wobei durch Keith Lilley, Katalin Szende und Sarah Gearty (Dublin)
ein Antrag für die Finanzierung von Netzwerkarbeiten (Veranstaltung von Workshops
und Konferenzen) beim COST-framework (siehe: http://www.cost.eu/) präsentiert wurde. Ziel ist die Vorbereitung der Präsentation digitaler Städteatlanten im Internet bzw.
die Akquirierung erforderlicher Expertise innerhalb eines Zeitraumes von vier Jahren
unter Einbeziehung entsprechender Experten über die Atlas Working Group hinaus.
3. Sandrine Lavaud’s „Cahiers des charges“ im Hinblick auf die französischen Städteatlasarbeiten (siehe: http://www.historiaurbium.org/english/Cahier-de-charges%20Bordeaux.pdf;
ein englisches Summary konnte mit Unterstützung von Michel Pauly angefertigt werden) wird diskutiert, wobei das Vorhaben präsentiert wird, das in diesem „Cahier“ am
Fallbeispiel des Städteatlas Bordeaux erarbeitete Konzept auf eine Reihe kleinerer
Städte (Agen, Bayonne, Perpignan etc.) anzuwenden (das Erscheinen der nächsten
Stadtmappe ist für 2014) geplant).
4. Der bei ASHGATE geplante Band, der auf die Tagung der Atlas Working Group in Dublin
2006 zurückgeht, soll 2013 erscheinen. Er wird eine alphabetische Liste aller bisher in
den europäischen Städteatlanten enthaltenen Städte und eine Bibliographie über historische Atlasarbeiten enthalten.
5. Der Tagungsband der in Münster 2007 abgehaltenen Tagung „Vom Nutzen der Städteatlanten“ (siehe den Bericht im Newsletter Nr. 29 der Kommission 2008, S. 27:

auf: http://hsozkult.geschichte.hu-berlin.de/tagungsberichte/id=1600), der in der Reihe
„Städteforschung“ des Münsteraner Instituts erscheinen wird und auch Beiträge einer
Tagung in Rom vom März 2008 (siehe den Bericht im Newsletter der CIHV Nr. 30 von
2009, S. 22 f.: http://www.historiaurbium.org/english/Bulletin30-2008.pdf) enthalten
wird, soll 2013 erscheinen. Die Einleitung wird Wilfried Ehbrecht (Münster) beisteuern.
6. Anngret Simms berichtet über die erfolgreiche eintägige Konferenz (‘Maps and Texts:
Exploring the Irish Historic Towns Atlas: Early-Christian and Viking Towns‘), die im Mai
2012 in der Royal Irish Academy in Dublin abgehalten wurde. Das Modell, Konferenzen

auf der Basis von Städteatlanten abzuhalten, hat sich als erfolgreich gezeigt. Diskutiert
wird die Möglichkeit der Veranstaltung weiterer Konferenzen/Workshops durch die
Atlas Working Group, wobei von Marjatta Hietala das Thema „Vom Nutzen der Städteatlanten in der Lehre“ vorgeschlagen wird.
7. Ferdinand Opll präsentiert seinen Beitrag „Should the Historic Towns Atlas continue
beyond 1900?“ und plädiert darin dafür, bei Atlasbearbeitungen auch die Epochen des
19. und 20. Jahrhunderts einzubeziehen. Als eine Art Minimalprogramm wird dabei die
Forderung nach der Hinzufügung von drei bis vier Stadtplänen für die Epoche nach dem
Katasterplan erhoben, wobei – aus mitteleuropäischer Sicht – etwa an die Zeitschnitte:
1. Um 1900 – 2. Nach dem Ersten Weltkrieg (1920er Jahre) – 3. Nach dem Zweiten Weltkrieg (um 1950) – 4. Um 2000 zu denken wäre. In den an diese Präsentation anschließenden Diskussionen wird auch die Frage aufgeworfen, ob die 1995 in Münster anlässlich der ersten Tagung der Atlas Working Group verabschiedeten „guidelines“ für die
Städteatlasarbeiten („Treaty of Münster“ im Newsletter der CIHV Nr. 15 von 1995, S. 24:
http://www.historiaurbium.org/general/CIHV_Nouvelles_15_1995.pdf) einer Erweiterung
bedürfen?
8. Die anwesenden Kolleginnen und Kollegen präsentieren neu erschienene (siehe dazu die

bzw. in Vorbereitung befindliche Städteatlanten:

steht unmittelbar vor dem Erscheinen.
– Deutschland (2) Hessischer Städteatlas
(http://www.hlgl.hessen.de/irj/HLGL_Internet?uid=6dd00b28-4983-4317-9cdaae2389e48185): Die beachtliche Zahl vorliegender Atlasmappen wird in den
nächsten Jahren für Städte, wie Bad Orb, Marburg, Fulda etc., erweitert werden. –
– Deutschland (3) Rheinischer Städteatlas (http://www.rheinischelandeskunde.lvr.de/geschichte/rheinischer_staedteatlas/): Alle zwei Jahre erscheint
eine fünf (bei größeren Städten: vier) Städte umfassende Lieferung; für Ende 2012
ist das Erscheinen der nächsten Lieferung vorgesehen, womit 98 Städtemappen
vorliegen werden. –
– Finnland: Planungen für eine Bearbeitung der seit 1939/44 zu Russland gehörenden
Stadt Wyborg/Wiborg sind im Laufen. –
– Frankreich: siehe den Bericht oben zu Punkt 3. –
– Großbritannien: Gearbeitet wird an den Städten Winchester, York, Windsor und
Eton, wobei die beiden letzteren für 2013 geplant sind; Planungen laufen an für die
Bearbeitung von Chester und kleineren südenglischen Städten. –
– Irland: Zuletzt sind 2012 Sligo, Ennis sowie der Sammelband „Irish Historic Towns
Atlas Vol. III“ mit den Städten Derry-Londonderry, Dundalk, Armagh, Tuam und
Limerick erschienen. –
– Polen (1) Gruppe Toruń bzw. Kraków: Świecie/Schwetz an der Weichsel und
Sandomierz/Sandomir;
– Polen (2) Gruppe Schlesien: Racibórz/Ratibor. –
– Schweiz: Zuletzt ist die Stadtmappe Chur (2011) erschienen. –
– Tschechien: Derzeit wird an Mikulov/Nikolsburg gearbeitet. –
– Ungarn: Nach dem Erscheinen der Stadtmappe von Satorjaújhely (2011) wird an
sechs weiteren Städten gearbeitet.
9. Anngret Simms berichtet von ihren Bemühungen, einen Weg zu finden, dass die Städteatlanten als ‚Europäisches Projekt‘ gemeinsam (z.B. Amazon) verkauft werden könnten.

10. Sie berichtet von ’International Specialized Book-Services‘ (USA), die akademische Bücher in englischer Sprache an Bibliotheken verkaufen. Sie nehmen c. 50% vom Verkaufspreis und verpflichten den jeweiligen Verlag, den Transport von Europa nach USA selbst
zu übernehmen. Probleme: 1. Nur wenige unserer Städteatlanten sind auf Englisch. 2.
Viele der Städteatlanten Verlage sind Selbstverlage und können den hohen Gewinnverlust nicht auf sich nehmen. – Es wird vorgeschlagen, mit einer gemeinsamen Anzeige im
Newsletter des Centre for Urban History at Leicester University einen neuen Schritt zu
setzen.
11. Namens der Atlas Working Group spricht Katalin Szende Eva Chodějovská vom Team des
Tschechischen Städteatlas sowie der Leitung des Prager Stadtarchivs für die Erstellung
und Präsentation einer Ausstellung zu den europäischen Städteatlanten Dank und
Anerkennung aus. Die Ausstellung ist sowohl während der Konferenz der European
Association for Urban History (29.8.–1.9.2012: http://www.eauh2012.com/europeanassociation-for-urban-history/) als auch der Generalversammlung der CIHV (2.-5.9.2012)
im Prager Stadtarchiv öffentlich zugänglich.

(2) Keith Lilley and Katalin Szende gave a report of the meeting of Budapest (7/8 June 2012) at
the CEU in Budapest, where several people working on Town Atlas-projects met. Participants
from CIHV: Keith Lilley, Ferdinand Opll and Katalin Szende, but also members from the Institute
für vergleichende Städtegeschichte in Münster; German, Irish, Romanian and Hungarian
participants. Keith Lilley, Katalin Szende and Sarah Gearty (Dublin) presented an application for
financing and networking (i. e. workshops and Conferences) at the COST-framework
(http://www.cost.eu/). The aim of this project should be the presentation of digital town atlas
in the world wide net and to create a network of experts on this kind of presentation within the
next four years.
(3) There is discussion on Sandrine Lavaud’s „Cahiers des charges“ concerning work on the
french town atlas group (http://www.historiaurbium.org/english/Cahier-de-charges%20Bordeaux.pdf;
english summary by Michel Pauly). The proposals of Sandrine Lavaud should be tried out on the
examples of smaller cities (such as Agen, Bayonne, Perpignan etc.); the next French town atlas
should be published 2014.
(4) The Atlas-working-group-Conference in Dublin of 2006 should be published by ASHGATE
2013. There will be an alphabetical list of all European cities which have been published within

by the Royal Irish Academy. The model (conference on the basis of town atlases) has proved to
be a success. Maybe there should be a conference on the advantage of town atlas-use in
academic teaching, as Marjatta Hietala suggested.

(7) Ferdinand Opll gave a paper on „Should the Historic Towns Atlas continue beyond 1900?“
and called for more attention for the town history of 19th and 20th century within the atlas
work. It would be very helpful to have at least three or four more plans (after the “Kataster”):
Seen from Central Europe we could add a map at the following time-layers: (1) around 1900; (2)
after the end of WW 1, (3) after the end of WW 2 (around 1950); (4) around 2000. There should
be an amendment to the „Treaty of Münster“ in the Newsletter of CIHV Nr. 15 dating from

(9) Anngret Simms reports on her selling the Town-Atlas-work as European project (for example
at Amazon). There is an ’International Specialized Book-Services‘(USA) which sells academic
books in English to the libraries but this “Book Service” would collect 50 % of shop price and
they force all publishing houses to pay for the transport from Europe to the USA. There are
several problems: 1. We do not have many town atlases in English. 2. Lots of town atlases are
self-published and would lose a lot of money by sending the atlases to USA. – The group
proposes to have an advertisement in the Newsletter of the Centre for Urban History at
Leicester University.
(10) In the name of the Atlas Working Group Katalin Szende thanks Eva Chodějovská and her
team from the Czech Town Atlas and the Town Archive in Prague for the presentation of
European Town Atlases in Town Archive. The very successful exhibition was to be seen at the

FOR A NEW GENERAL TOPIC OF CIHV (2016–2020):
„FUNCTIONS OF CITIES IN COMPARATIVE PERSPECTIVE“
(FOR MORE DETAILS SEE THE GERMAN VERSION)
1. Political functions of cities in comparative perspective: The focus will be on the gravitational fields of political life within the cities (Town hall, residence of townholders and noble
men, residence of the estates, place of Parliaments, of party headquarters etc.; there should be
a comparison of national Parliament buildings and their functions for the town, for example in
Budapest, Prague and Vienna.
2. Economic functions in comparative perspective: Traffic and the importance of traffic should
be focused (the importance of railway stations, airports, motorway) and their context in the
cities; the role of cities as centers for trade and commerce, for markets (farmer's market) and
trade fair (for example EXPOS, world expositions, development of shopping-centers and their
impact on local shops; the role of representation of interests and their position within town
(guilds and trade associations, Chamber of Commerce etc.)
3. Religious functions within the cities in comparative perspective: the importance of „cult
sites“ (temples, churches, synagogue, Mosques, pagoda, stupa) and their position between an
accepted and „disturbing“ institution, but also the position of these cult sites to other urban
centers. There should be a focus on meeting places of religious communities with the urban
space, for example for the members of Jehovah's witness in the 20th century; confraternities
and their position within the cities, urban cemeteries over the course of time (near churches,
out of the cities), cemeteries as social, economic, political meeting places; the role of football
stadium and town halls as representation of cities.
4. Cultural functions in comparative perspective: The importance of cultural expression in
urban context; the meaning of forms of socialization such as processions, Carnival, tournament,
shrove tide plays, political demonstrations, theatre, “ballhouses”, concert halls, places of mass
events, of sport events etc.; cities as stage for worldwide sport events such as the Olympic
games of Athens 1896, Berlin 1936, Munich 1972 and London 2012); the role of inns and teahouses (spatial distribution and the importance of communications); the impact of internationnal cuisine (on high and low level) for cities (internationalization but also standardization of
food offer).

FÜR EIN GENERALTHEMA DER CIHV IN DEN JAHREN 2016–2020:
„FUNKTIONALITÄTEN VON STÄDTEN IM VERGLEICH“
Vorbemerkung: Bei der Behandlung des 2010 für die Generalversammlungen der CIHV von
2011–2015 beschlossenen Generalthema „Die Stadt und ihre Räume“ zeigt sich nach den
Erfahrungen der Tagungen in Sibiu (2011) und Prag (2012) sowohl das große Interesse an
diesem thematischen Schwerpunkt wie auch dessen Bedeutung. Für die Tagungen in Lissabon
(2013) und in Clermont-Ferrand (2014) liegt bereits eine große Zahl von Vortragsangeboten vor,
für 2015 wird unter Aufgreifen des wissenschaftlichen Konzepts der Medialität die Behandlung
des Themas „Orte städtischer Repräsentation und stadtbezogener Rituale“ vorgeschlagen.
Bereits nach den ersten beiden Tagungen zu diesem Generalthema zeigt sich, dass die von der
Kategorie des „Raumes“ bestimmte Herangehensweise an die historische Analyse von Städten
die unterschiedlichen Funktionalitäten von Stadt immer stärker ins Blickfeld rückt. Die beiden
Proponenten für das künftige Generalthema der Jahre 2016–2020 schlagen daher vor, in einem
inhaltlich klar strukturierten Zyklus von vier Kongressen in Verbindung mit den
Generalversammlungen der CIHV zu untersuchen, welche Funktionen von Städten bzw. in deren
Rahmen ausgeübt werden, zugleich für Städte symptomatisch sind. Vorgegeben wird ein
strukturiertes Rahmenkonzept, zu dem hier ein erster Entwurf geboten wird und das den
künftigen VeranstalterInnen eine Leitlinie vorgibt. Dabei ist intendiert, dass in zeitlicher Hinsicht
Beiträge von der Antike bis ins 21. Jahrhundert, nach Möglichkeit in Form von Längsschnitten
und unter Beachtung einer komparatistischen Annäherung geboten werden. Besonderes
Augenmerk im Hinblick auf die zeitlichen Entwicklungen ist auf die Rolle der Stadt in der
mittelalterlichen (Mitbestimmung und Entscheidungskompetenz), der frühneuzeitlichen
(Verluste an Mitbestimmungsmöglichkeiten, zugleich Unverzichtbarkeit als entscheidende
politische, ökonomische, etc. Bühne) und der modernen Stadt ab der Mitte des 19. Jahrhunderts
(als neu konstituierte politische Kraft) zu legen. Das Rahmenkonzept für vier Tagungen (2016–
2019) sieht die folgenden Schwerpunkte vor, und diese sollten dann zugleich die auf dem
Internationalen Historikerkongress von 2020 zu präsentierende Zusammenfassung
strukturieren:
1.
