EDUCATION AND GENDER
2015 marks the global celebration of the 70th anniversary of
the United Nations, which aims to honour the historic breadth
of the Organisation’s development, security and human
rights work. The “UN 70 Belarus Express for Sustainable
Development Goals” is a joint initiative of the United Nations
in Belarus and the Ministry of Foreign Affairs of the Republic
of Belarus which aims to bring together UN agencies, UN
member-states, Belarus official representatives, civil society,
public and private partners, youth, people with disabilities,
vulnerable groups and the many individual women and men
working in common cause to enable a strong UN to realize a
better world.
We will have more than 250 activities focused on the 70th
Anniversary of the UN and Sustainable Development Goals in
eight cities from 23-30 October. The UN 70 Express will visit
7 Belarusian cities in 7 days where thousands of visitors and
guests are expected on the grounds for the events. A rich
programme of activities is planned throughout the days in
Minsk, Hrodna, Baranavičy, Brest, Homiel, Mahilioῠ, Viciebsk
and on board of the UN 70 Express including Sustainable
Development Declaration signing by local authorities,
workshops, stands, guided tours, lectures, movie screenings,
concerts, dance performances and activities for children,
adults, persons with disabilities and more.
UN 70 Express will deliver our global message to the Belarusian
citizens around the country. It is a unique chance for us all to
see into the future of our planet and the achievement of the
17 Sustainable Development Goals adopted this year by the
United Nations General Assembly. As According to the UN
Secretary-General, “the year 2015 is a once-in-a generation
opportunity. Our goal is to put people at the center to end
poverty, leave no one behind and build lives of dignity for all.”

Message from Sanaka Samarasinha, UN Resident Coordinator
I have a dream!» - proclaimed Martin Luther
King to his countrymen and women some fifty
years ago. He dreamt that one day his country
will change for the better. But dreams can
also change the world. Almost three quarters
of a century ago just such a dream was
borne out of the ashes of the worst human
catastrophe the world had ever experienced.
The dream became a cause because it was far
greater than its source. The cause became a
movement when it embraced diversity in the
pursuit of a common purpose. The movement
became a global transformation because it
united peoples and nations in the simplest of
human aspirations: the quest for a better life
for all. The United Nations 70 years ago was
just such a dream.
But as wars continue to displace millions
around us, poverty continues to permeate
across continents, terrorism endangers the
fabric of our global society, diseases spread
easily across national borders and climate
change threatens our very existence, one
could be forgiven for wondering whether the
determination of our forefathers that a global
partnership would bring peace and prosperity
to everyone is nothing but an unattainable
and ill-defined aspiration. Yet despite many
challenges and through much adversity
“we the peoples” of the United Nations still
zealously cling to the belief that what binds
us together as one civilization must be preserved at any cost. Survival of humanity depends on it. “A
stronger UN, a better world” we say with conviction.
Belarus as a founding member of the United Nations and one of its most robust proponents through
both its words and its actions has helped to make the UN stronger on the global stage over the years.
At the same time, effective collaboration in-country between the UN and the Government and other
stakeholders, combined with the generous support of member states has seen tangible benefits to some
of the most disadvantaged and vulnerable populations in the country.
In September this year, on the eve of the 70th Anniversary of the UN, all the world’s leaders committed
to the Sustainable Development Goals (SDGs). If achieved, they would bring transformational change of
historic proportions to billions of us on the planet now, as well as untold future generations. Millions around
the globe helped shape these 17 Goals through a conversation that defined a compact to create the world
we want. Millions more now need to work together to make these goals a reality for those in need.
The UN70 Belarus Express for SDGs was a shared dream of the UN and the Ministry of Foreign Affairs
of Belarus. But it too, like the UN, itself has proven to be a dream far greater than its source. It is a
journey we believe that will shape a cause through a myriad conversations among people who don’t
always talk to each other and prompt a vigorous movement that will result in a robust partnership for
sustainable and transformational development change for the people of Belarus and beyond: a change
that brings peace, happiness and prosperity for people and planet. We determined that the SDGs for the
people, by the people and of the people now could only be achieved if we jointly charter a course for its
implementation. A mammoth national effort is needed if we are to leave no one behind in this noble but
challenging venture.
The impact of the work we are doing together in Belarus is well documented. The statistics and numbers
are abundantly clear. But it is the anecdotal evidence that shows us how together we are making a real
difference in the lives of those who most need a difference. The difference is what you see written on the
faces and hear in the simple words of men, women andchildren you meet around the country.
4
It is in the story of the young woman at the methadonesubstitution therapy clinic in Hrodna set up by
the UN and the government with funding from the Global Fund who dares to hope because she now
has a job and can take care of her children without worrying about how to steal someone’s purse to get
her next fix. It is in the voice of the grandmother in Lida who proudly speaks of her ambition to turn
her simple farmstead into an eco-tourism business with the help of a USAID funded UNDP project. It
is on the smilingfaces of the young children whose parents had been exposed to Chernobyl playing in
a school in Hommel, which had been helped by a EU funded UNICEF and UNDPinitiative or the equally
happy faces of children who have been prevented from life debilitating injuries through a Russian funded
UNICEF project. It is in the determined words of the Orthodox priest and a member of his congregation
who started a shelter for battered women with the help of a SIDA funded UNFPA initiative. It is palpable
in the instant camaraderie between refugee children from Afghanistan and Belarusian children who have
been brought together by UNHCR and a Belarusian NGO to showcase their talents. It is in the courage of
the HIV positive young man who tells of how UNAIDS, WHO and UNDP have helped him personally fight
stigma and gave him a sense of purpose so much so that he decided to put his face on a billboard in
Minsk to raise awareness and fight discrimination. It is in the moving voice of health and social workers
supported by UNDP and IOM who helped a victim of human trafficking escape imprisonment and rape
over more than 26 years. Her body and mind had all but been completelydestroyed but they helped her
to reconnect with her family, access health services, find a job and begin the slow, arduous process of
trying to live a normal life. It is obvious in the unbridled euphoria of more than half a million people
living with disabilities when with UN support the Governmentsigned on to the Convention of the Rights
of People Living With Disabilities last month. It is in the beautiful sights and sounds of the numerous
forests, lakes, wetlands and bogs one visits around Belarus that are teeming with endangered species
of flora and fauna because of the many partnerships for conservation between the Global Environment
Facility, the UN, the government, civil society and local communities, including young people and many
marginalizedgroups.
No doubt we have made a difference in Belarus – all of us together. It is the ownership of the people and
the communities, the leadership of Government, the generosity of donors and commitment of NGOs that
made the difference. Let us on this OUR 70th Anniversary of OUR United Nations pledge to ourselves and
each other to continue with renewed vigor to face the challenges and opportunities of a shrinking world
in the years ahead. For it is in this ever more connected world that we need to be ever more vigilant and
more united than ever.
And so, both in a spirit of celebration remembering our rich 70-year collective past, but also in a spirit of
reflection of the ambitious goals we have set for ourselves until 2030, we invite you to undertake this historic
journey around Belarus with us. Consider it is an unique opportunity for us to come together on and off the
train in a spirit of tolerance to reaffirm ourfaith in the dignity and worth of the human person no matter age,
sex, ethnicity, degree of disability, national origin, religious persuasion, social, economic or political standing.
Let us seek and embrace diversity of all kind. For it is only then we become more understanding of others
and they of us that we evolve as a human race towards a world of lasting peace, respectful of human rights
and sustainable development for all building resilient nations and empowered lives.
Everyone’s voice is important. Everyone’s dream must be celebrated. Everyone’s fears must be addressed.
Everyone’s vulnerability must be recognzed. Everyone’s potential contribution must be accounted.
Through a mutually respectful dialogue that inherently seeks to understand each other we will no doubt
create a better world for our children than we found ourselves. The world we want through the United
Nations we have.
Welcome aboard on the journey of our lives!
Sanaka Samarasinha
UN Resident Coordinator
The writer and the United Nations in Belarus wish to thank the President and Government of the Republic
of Belarus, the Foreign Ministry, The Belarus Railways, numerous other central and local state agencies,
manydonors and several private sector partners who provided generous funding for the initiative and our
NGO partners and volunteers who through their conviction, commitment and collaborative spirit turned
a mere idea into a movement, which is now clearly evolving into transformational change through the
UN70 Belarus Express for SDGs.

Message from Vladimir Makei, Foreign Minister
Today it is difficult to imagine the
world without the United Nations.
Since 1945, the United Nations has
developed into a unique international
organization
with
a
universal
mandate. In his speech at the
Sustainable Development Summit
on 27 September 2015 in New York,
Mr. Aleksandr Lukashenko stated
that “sustainable development of
any country is impossible without
peace and security. The Belarusian
people learned this enduring truth
from their life experience.”
This
year
marks
the
70th
anniversary of the UN’s founding
and we celebrate not only the
United Nations important milestone,
but also the huge progress that
the world including the Republic
of Belarus has made towards the
Millennium Development Goals and
commits to go even further with
the new Sustainable Development
Goals.
Belarus was lucky to be among founders of the United Nations and since the entry of the
UN Charter into force on 24 October 1945, it has thoroughly followed its noble principles
and objectives. This year we step forward together with the joint initiative “United
Nations 70 Belarus Express for Sustainable Development Goals” that will bring the UN
and the newly adopted Sustainable Development agenda to the Belarusian people in
every region. This is an unprecedented 7-day event for the country.
