Focusing on the future, T-Day is 1 November

Geilenkirchen Air Base, Germany,
on October 27, 2015.

“Over the next two years we will
examine old ways of doing business
and seek innovative solutions that
leave us better prepared for the
future,” the General said.
“Organizational flexibility allows us
to adapt to change and the challenges
that come with it. The NATO AWACS
reputation for excellence is not based
on one event but because we have
adapted to new challenges over time.”
During the ceremony, five flags were
retired: After 34 years of service,
Information Technology Wing was
officially retired, followed by the
Training Wing with 21 years of service,
the Aircraft Maintenance Squadron
After the retirement of these five flags
there was a reactivation ceremony of
the Base Support Wing.
“If done right, it means more effective
and streamlined operations, more
efficient communication and better
cooperation based on close proximity
of working organizations.”
This flexibility is both key to
providing relevant air power today
and a necessary quality for continued
success in the future.
“Writing a success story like NATO’s
demands flexibility, flexibility to
adapt to new challenges and changing
conditions.
As NATO’s Airborne Early Warning and
Control Force we demonstrate this
type of flexibility in our missions
every day,” General Dunlop said.
“This change does not mean changing
the core,” she continues. “It does
not mean changing what has made
us successful or what has made us
the cornerstone of NATO airborne
operations for over three decades.
“It also does not mean to change our
priorities, values or professionalism.
NAEW & C Force has a proud history
of being ready and responsive to
NATO’s call. Innovative thinking and
leadership will allow us to continue
the great NATO tradition of quality
and excellence long into the future.”

Continue to exceed challenges
Change is always part of our daily life. As we are expecting the ‘Transition
Day’ - or as we say “T-Day” - a significant change in our business and
military life will take place. This change will not occur suddenly, but
gradually. The entire process of creating the new entity has been ongoing
for more than two years, and reached some of its last stepping stones
with the approval of the End State Peacetime Establishment (ESPE)
of the Headquarters NATO Airborne Early Warning and Control Force
Geilenkirchen (HQ NAEW&C Force GK). I would like to invite you to look
into the future of our common endeavour and also recap some of the
recent milestones.
The North Atlantic Council (NAC)
approved the reorganization of Force
Command and the E-3A Component
into a new single Headquarter, called
the HQ NAEW&C Force GK on August 5,
2015. Furthermore, the NAC approved
the End State Peacetime Establishment
for this new entity on September 30.
As of November 1, 2015, the new
HQ NAEW&C Force GK will consist
of NAEW&C Headquarters, the E-3A
Component, and the Mission System
Engineering Centre (MSEC), and the
former Force Command in SHAPE will
be deactivated; only a “Closing-Group”
will remain in Mons, Belgium for a
short period of time. These remarkable
changes were highlighted during the
Transition Ceremony on October 27,
2015. Along with these significant
organizational changes, the HQ
NAEW&C Force GK will be reduced in
personnel and aircraft when compared
to the former organizations. The ESPE
will consist of 1,401 military and
civilian positions and the E-3A fleet
reduced to 14 aircraft. Around 225
additional positions will be filled by
Local Wage Rate personnel, several
military positions will be “flagged”
by other nations, and many of the
civilian personnel will be “crosswalked” to other positions and
functions.
Unfortunately, we also had to send
out termination letters to those NATO
civilians whose posts were suppressed
with the introduction of the new PE.

three Wings will be the backbone
of the future HQ NAEW&C Force GK.
The Operations Wing will consist
of five Squadrons: The new Plans
Squadron, Execution Squadron, Flying
Squadron 1 and 2, and the Aircrew
Training Squadron. Flying Squadron
3 will be deactivated. The Logistic
Wing will consist of two Squadrons:
Maintenance Production Squadron,
based on Aircraft Maintenance
and Electronic Maintenance, and
Logistic Support Squadron. The Base
Support Wing will consist of five
squadrons: Medical, Communication
and Information Support, Air Traffic
Control and Airfield Services, Security,
and Motorpool. The four FOBs and FOL
will remain under the command of the
Component Commander, as before.

as a separate branch, underneath
the Support Wing, while the Mission
System Engineering Group becomes an
independent organization under the
HQ NAEW&C Force, called MSEC.
Ladies and gentlemen, let me take

both military and civilian, for your
professionalism and dedication to your
individual profession. I am confident
that we will succeed together in
quickly adapting to the reorganisation
and continue exceeding the challenges
ahead. I would like to encourage
everybody to accompany leadership
and serve the HQ NAEW&C Force GK
in the same professional way you
have done over the last 30 years in
the NATO E-3A Component.
The HQ NAEW&C Force will receive
all former “A-Functions” from A1
Personnel to A8 Budget, plus Legal,
Safety and Public Affairs. Some of
the IT Wing’s IT/CIS functions will be
transferred to the NAEW&C HQ, and

Trident Juncture 2015

The NATO E-3A Component
participated in the North Atlantic
Treaty Organization’s Trident
Juncture 2015 exercise with two
E-3A aircraft, deployed to FOB
Trapani, Italy from 16 Oct. to 6 Nov.

Tactical Director explains, “Trident
Juncture 2015 (TJ15) has been an
excellent exercise from many different
points of view, but specifically from
a Command and Control (C2) point,
we have had the opportunity to
successfully hone nearly every mission
set we – the NAEW&C Force - have,
from Tactical Battle Management,
C2, Control of Offensive Counter Air
(OCA), Defensive Counter Air (DCA),
Airborne Air Refuelling (AAR), Close
Air Support (CAS), Suppression of
Enemy Air Defence (SEAD), Combat
Search and Rescue (CSAR), and
Maritime Surveillance. Furthermore,
TJ15 presented the opportunity for
aircrews from AWACS, fighters, tankers,
CAS, SEAD, Intel and multiple support
agencies to brief and mission plan
face-to-face and then execute the
mission with precision has proven
invaluable and extremely beneficial to
all aircrews.”
“This exercise teaches us how to work
together better and more efficiently,”
says Lt. Col. Massimo Simotti, FOB
Trapani commander. “Team work,
sharing experience, hard work and
significant work-loads helped us to build
self-confidence and mutual support.”
The exercise is taking place in Italy,
Portugal and Spain on October 3
through November 6. This event is a
flagship activity for NATO’s Connect
Forces Initiative and the largest
exercise conducted by the Alliance
activity since 2002. The exercise has
two parts—a Command Post Exercise
and a Live Exercise.
During the Command Post Exercise,
commands and controls operational
air assets in a fabricated scenario.
The mission is in support of Joint
Force Command Brunssum as the
command and control joint forces and
demonstrates the capabilities of the
NATO Response Force during nonArticle V operations.
Air forces will be conducting tacticallevel training during the live portion
of the exercise. More than 200
aircraft from Allied and Partners are
involved. Participants conducted
air-to-air training and flew in large
multinational formations.
Trident Juncture 2015 involves 36,000
personnel from more than 30 Allied
and Partner Nations. The exercise
demonstrates NATO’s new increased
level of ambition in joint modern
warfare and showcases a capable,
forward-leading Alliance equipped
with the appropriate capability and
capacity to meet present and future
security challenges ahead.
“Lastly, the successful integration,
coordination, and mission
accomplishment of airborne, naval,
ground and Special Forces during TJ15
is a verification of the professionalism,
purposeful and rewarding work NATO
forces realise every day as we prepare
for NRF 2016,” Maj. Lammert said.
NATO is enhancing its readiness
and flexibility in response to a
changed security environment and
to challenges from the south and
the east. This exercise is part of this
effort.
At the end of Trident Juncture
2015, the Headquarters Staff from
Joint Force Command Brunssum will
be officially certified to lead the
NATO’s Response Force, if activated
throughout 2016.
“Trident Juncture was a unique
opportunity that made a strong
team even stronger,” Lt. Col. Simotti
concluded.
Maj. Lammert concluded, “The
Italians have been very gracious and
accommodating hosts throughout
Trident Juncture 2015. It’s not every
day you have in upwards of ninety
NATO military aircraft taking-off
from Trapani Runways successfully
executing their mission sets and
returning back to FOB Trapani for
twenty days. So, we do appreciate the

During the 2002 “Prague
Summit”, NATO decided with its
transformation to establish the
position as Senior Enlisted Leader
and Advisor throughout NATO HQ,
Units and Components. SACEURs
vision was to have one individual
responsible for the development
of the NATO Non-commissioned
officer Corps at each the strategic,
operational and component-level
headquarters.

level of leadership within the E-3A

This position also includes a variety
of administrative duties, duties as the
Commanders HQ Chief, liaising with
NATO, frequent contact with external
organisations, HQs and agencies,
national and civilian authorities
and staff as well as administrative,
travel and protocol arrangements,
visits and social engagements for
the Commanders.

is attached to the E-3A Component
Commander and is serving the Force
and the Component Commander on all

The eagles leave their nest

After a period of more than 30 years the time has come that the E-3A
Component’s Eagles of Squadron 3 leave their nest. Due to the force
restructure the squadron will soon be de-activated. Their final act was
participating in COMPTUEX last September.
Composite Training Unit Exercises
(COMPTUEX) are designed to certify
United States Carrier Strike Group
(CSG) as a deployment-ready
fighting force capable of completing
operations in overseas theaters. This
COMPTUEX took place from Sept. 2
until Sept. 30, the exercise area was
situated in the Atlantic Ocean, not
far from the United States’ East Coast.
The Harry S. Truman Carrier Strike
Group (HSTSG) was the center of
gravity for a series of at sea-training
scenarios meant to test proficiency
in a range of areas including air
warfare, strait transits, and responses
to surface and subsurface contacts
and electronic attacks. The E-3A
Component operated out of Naval
Station (NAS) Norfolk, VA, with two
jets and two crews.
Unique maritime experience
Training with a maritime component
like a CSG is no daily business for
the E-3A Component. Deployment
Commander, Major Tommy Sullivan,
“COMPTUEX is a unique event in
which the E-3A community can
demonstrate the ability to interact
with a maritime component. It’s
unlike any other exercises we
participate in because our role as
supporting element to CSG.” Working
with a CSG also brings challenges.
“Carrier operations are event based,
meaning that they operate on
triggers. E-3A operations are timebased and have to be scheduled,
which sometimes conflicts, and asks
for flexibility from both sides.”
Blue Air vs. Red Air
During the first two weeks of the
exercise the goal was supporting
Blue Air. In the last two weeks the
focus was on fighting together with
Red Air. This gave the crew a good
opportunity to practice these skills
which are not very commonly used.
Fighter Allocator Captain Martijn
explains, “Being part of Blue Air
means many working along many
procedures which we have to follow.
Supporting Red Air gives you more
freedom of movement. It’s also
easier to control Red Air because
they don’t have complicated rules of
engagement or have to comply with
id matrixes for example. The Red Air
fighters we controlled during one
of the missions simulated Chinese
J-11 jets, which are similar to the
Sukhoi-27 and we were simulating
a Chinese Y-8 AWACS aircraft. This
definitely means other tactics and
ways to operate, but absolutely a
great experience.”

Remarkable during this exercise
was the deployment of 17 people
from Forward Operating Location
Ørland. Chief logistics Captain Egil
Rønning: “For the FOL personnel
it’s the first time since Operation
Unified Protector in 2011 that our
personnel is on TDY. Our people are
currently filling positions at logistics
and ops”. Rønning who will retire this
year after 40 years of active service
continues: ”Operating out of area
is always challenging, however the
perfect cooperation and equipment
at NAS Norfolk makes our job much
easier. The local personnel is ready
to support 24/7.”
Last deployment
COMPTUEX marks the end of an era
of one of three flying squadrons of
the E-3A Component.
Therefore the squadron tried hard not
only to achieve maximum exercise
output, but also maximum output for
the personnel. Squadron Commander,
Lieutenant Colonel Daniel Held:
“Because the duration of the exercise,
which lasted four weeks, we tried to
give everybody a chance to deploy to
Norfolk for at least two weeks”.
In total around 80 people took part
at COMPTUEX. Lt.Col. Held: “During
the missions there is no difference
between the level of professionalism
and motivation compared to other
exercises. During time off you notice
people talking a lot about their
future at the Component. Two days
prior to deploying to Norfolk the
squadron members were notified
about their temporarily realignment,
so you can imagine that people have
a lot to discuss with each other.”

For CSG’s COMPTUEX is essential
getting qualified for deployment.
Rear Adm. Bret Batchhelder,
commander, Carrier Strike Group 8:
“I’m very impressed with how well
the strike group worked together as
a team. We began this exercise as six
ships and an Air Wing. We finished
as a unified, tested and proven Strike
Group.”

Technicians receive extensive training

Earlier this year, eight technicians
from the NATO E-3A Component
became certified in handling airconditioning systems containing
environmentally harmful gases.
This requirement is coming
from European Union regulation
303/2008 and the Kyoto Protocol.
The E-3A Component also has to follow
these regulations. Since January 1,
2015, every employer dealing with
Freon-based cooling systems had to
have qualified personnel in place
to be able to purchase F-Gases as
needed. The E-3A Component is also
in the process of receiving the overall
company qualification later this year.
The course was offered by the
Information Centre for cold, Climate
and Energy Technicians in DuisburgRheinhausen, a school which is
educating students from various
countries and several specialities
concerning energy and cooling
systems for both the industry and
the private sector.
The course for our technicians was
held in English, a new experience
for the German teacher, Mr. Peter
Strucken, and for the school’s CEO,
Dipl. Engineer Carsten Beermann.
The first day started with a description
and schematic of a simple refrigeration
system and all of its components,
some that we come across quite
regularly and others somewhat new to
the team. The teachers shared their
in-depth knowledge with us and at the
end of the day we all had a very good
overview on the subject matter.
Day two was the difficult day. The
Kyoto Protocol, European Union
Regulations and subsequent German
Regulations all concerning the
Planet’s Atmosphere and especially
the effect of the “Green House Gases”
on the Ozone layer and the fight
against global warming were the
topics. Day three was the practical
day. We were given a construction
plan in the morning and were tasked
to build a small heat exchanger from
scratch.
All required tools and parts needed
had to be selected from storage and
we all had our own workbench. The
work included the use of many tools
not in use at Geilenkirchen Air Base,
Germany, on a daily basis.
Hard soldering with an acetyleneoxygen gas mix was a valuable
experience. Mr. Peter Strucken did a
quality and leak check on our heat
exchangers; some had to go back to
the workbench for some additional
work. At the end, everybody had
produced a serviceable unit which
made us proud and also increased our
practical experience.
After this, we were split into twomen working teams and were tasked
to produce a technical drawing of an
actual cooling system. We were able to
use everything that we learned on the
first day and our experience gained in
many years here on base.
Our final day was full of tests. A short
practical test on the same systems
as the day before was then followed
by an introduction to the newest
edition of international regulations
concerning the Freon Gases. Then we
had to do a written test which covered
all subjects covered in the previous
days. All technicians attending
the course received the required
certification as per the EU
Regulation.
Mr. Carsten Beermann and Mr.
Peter Strucken were invited to the
Component for an official handover
of the certificates. After a small
ceremony in Hangar 3, both visitors
received an overview of our aircraft
ground equipment and a tour of an
E-3A and flight simulator.
Saying Goodbye and Welcome during CSA’s Hail and Farewell event

On 14 October, three NATO civilians
received a retirement certificate
of appreciation in recognition and
appreciation of their many years of
service here, at the E-3A Component
and within NATO, from Component
Commander Brig. Gen. Karsten
Stoye during the quarterly Civilian
Staff Association (CSA) Hail and
Farewell event.
CSA Chairman, Mr. Guy Vandebeek,
presented the newly retirees either the
traditional AWACS gold lapel pin, or an
engraved watch as a farewell gift from
the CSA.
The retirees are:
Mr Paul Baker. He joined the E-3A
Component, Base Support Wing, on
9 October 1984 as an LT-2 Translator.
On 1 April 1994 he transferred to
HQ AFCENT in Brunssum, where
Mr. Baker worked as an LT-3 Senior
Translator, although on 1 February
1995 he returned to his former post
of LT-2 Translator here at the E-3A
Component. On 1 October 2003 he was
selected for the post of LT-3 Senior
Translator from which he retired on
30 June 2015. Beside his official duty
as Translator, retiree Mr. Paul Baker
also served as Secretary on the Civilian
Staff Association’s Committee and he
was known for his in-depth knowledge
and expertise in NATO civilian staff
members’ matters.
Mr. Jan Kompagne; he joined the E-3A
Component Logistics Wing on 1 March
1985 as a C-5 NDI Specialist. On 1
January 1990 this post was converted
to B-3 Technician. On 1 Sep 1992 Mr.
Kompagne was selected for the post
of B-4 Senior Technician (NDI) from
which he retired on 30 June 2015.
Mr Meindert Rijpkema; he joined the
E-3A Component Mission Support
Wing on 1 June 1982 as an LWR staff
member. On 1 October 2003 his post
was converted to B-3 Technician
(Communications) from which Mr.
Rijpkema retired on 31 August 2015.
There was also one newcomer
to welcome to the Component:
Miss Evrykleia Chatzi.
Component Commander Brig. Gen.
Stoye addressed the NATO civilian
staff members and gave answers to
various questions. The formal part was
followed by a buffet style luncheon
hosted by the CSA.

Winter Driving Preparedness
Although the first official day
of winter is 22 December 2015,
individuals need to start preparing
themselves, and their vehicles, for
winter weather now. Preparing your
vehicle for winter as first snow falls is
already too late. Below are some tips
to help Component members prepare
themselves and their vehicles, for the
upcoming winter season.

German law requires vehicles to be
equipped with winter or all-season
tires while driving, regardless of the
time of year. Winter and all-season
tires are identified with an “M+S”,
“M/S” or a snowflake symbol directly
on the sidewall of the tire. Studded
tires are not allowed in Germany. All
season tires must have a minimum
tread depth of 1.6 MM and winter tires
must have a minimum 3 mm tread
depth. Tires should also be properly
inflated to ensure maximum traction
while driving. Drivers who are involved
in an accident, block traffic, or
become stuck and do not have proper
tires can be fined and held responsible
for damages regardless of fault.
Black Ice
The time periods before dawn and
after dusk are the most dangerous
for the possibility of black ice to be
on the roadways. Black ice can also
be found on bridges, overpasses, in
tunnels, or shady parts of the road
even if the temperature is above
freezing. Drivers should remain
vigilant and drive based on the road
conditions and not the posted speed
limit. It is better to drive slow and
arrive at your destination safely rather
than drive too fast for road conditions
and risk an accident.
Visibility
Drivers should ensure their windshield
wipers are in good condition. Also,
German law requires that windshield
wiper fluid is designed to withstand
freezing conditions. All vehicle
windows must be free of snow and ice
before it can be operated on roadways.
An inspection of the vehicles lights
should be conducted to ensure they
are clean and in working order. If
visibility is less than 50 meters due to
fog, snowfall, or rain, drivers may not
exceed 50 kph.
Vehicle Idling
Vehicles should not be left to idle for
more than three minutes. This means
that vehicles cannot be left to idle
while clearing it of ice and snow.
Driving Tips
Drivers should increase their following
distance to ensure they have enough
space and time to stop. The distance
from the preceding vehicle must be
large enough to allow stopping behind
the vehicle if brakes are suddenly
applied.
Snow should be removed from the
whole vehicle prior to operation. This
will prevent snow from blowing off
your vehicle and impairing the driver
of the vehicle behind you.
Multiple accidents occur each winter
on the road leading to the West Gate.
This road is not a high priority for
cleaning which means that drivers will
most likely encounter icy and snow
packed road conditions.
The International Military Policemen
and Civil Guards can deny access to
the Component for vehicles that are
not equipped with the proper tires
and vehicles whose windows are not
cleared of ice.
