policy and decision makers and experts in the area of Internet governance from
within and outside the Arab region
The Arab IGF Executive Bureau for Joint Coordination, on behalf of the Umbrella Organizations of
the Arab Internet Governance Forum (Arab IGF), is pleased to invite you to participate in the
Third Annual Meeting of the Arab IGF (AIGF-III) that will be hosted by the United Nations
Economic and Social Commission for Western Asia (UN-ESCWA) with the strategic partnership of
the Lebanese Ministry of Telecommunications and Ogero Telecom, at the Mövenpick Hotel in
Beirut, during 26-27 November 2014, and under the joint patronage of H.E. the Lebanese
Minister of Telecommunications Sheikh Boutros Harb and H.E. Executive Secretary of
ESCWA Dr. Rima Khalaf.
The AIGF-III event will be preceded by a capacity building day on Internet governance, on 25
November 2014, that aims to introduce participants to the various aspects of Internet
governance and its sub-themes.
All Arab IGF activities are organized under the joint umbrella of the League of Arab States (LAS)
and ESCWA; in cooperation with the Secretariat, hosted by the Egyptian National
Telecommunication Regulatory Authority (NTRA), and in consultation with the Arab
Multistakeholder Advisory Group (AMAG).
We look forward to your participation in the AIGF-III event, which will contribute to enriching the
meeting discussions and shaping a promising future of the Internet at the regional and global
levels.

1. Introduction
The Third Annual Meeting of the Arab Internet Governance Forum (AIGF-III) is hosted by the United
Nations Economic and Social Commission for Western Asia (ESCWA) with the strategic partnership of
the Lebanese Ministry of Telecommunications and Ogero Telecom, at the Mövenpick Hotel in Beirut,
during 26-27 November 2014, and under the joint patronage of H.E. the Lebanese Minister of
Telecommunications Sheikh Boutros Harb and H.E. Executive Secretary of ESCWA Dr. Rima Khalaf.
The organization of the event is under the joint umbrella organizations of the Arab IGF process, ESCWA
and the League of Arab States (LAS), and with the close cooperation of the Egyptian National
Telecommunication Regulatory Authority (NTRA) – the host of the Arab IGF Secretariat – and in
consultation with the Arab Multistakeholder Advisory Group (AMAG).
The AIGF-III has received generous financial in-cash contributions from various partners, namely Ogero
Telecom as the National Strategic Partner, the Internet Corporation for Assigned Names and Numbers
(ICANN) as the Diamond Partner, the Reseaux IP Europeans Network Coordination Centre (RIPE NCC)
as the Gold Partner, and the Kuwait Information Technology Society (KITS) as the Silver Partner. Inkind contributions from other partners were also received, including, among others, from Touch mobile
operator in Lebanon, and the contribution of the Algerian Ministry of Post, Information and
Telecommunications Technologies to the 2014 AIGF-III promotional video that was adapted from the
2013 Algeria AIGF-II video.
The AIGF-III event is preceded by a pre-event day on 25 November 2014 for capacity building on
Internet governance, and includes two days, on 26-27 November 2014, of thematic workshops and
plenary sessions under the main theme "Arab Perspective for Shaping the Future of the Internet," and
addressing the following sub-themes:
(a) Internet Infrastructure and Access;
(b) Internet Global Public Policies, and National Policy-Making;
(c) Openness: Rights and Responsibilities; and
(d) Privacy and Rebuilding Trust.
Participation in the 2014 AIGF-III event is open to all stakeholders, from governments, business sector,
civil society, technical community and academia, and intergovernmental organizations; and the event
organizers welcome and encourage the participation of policy and decision makers and experts in the area
of Internet governance from within and outside the Arab region. Additionally, online registration was
available for all participants to facilitate management of participation and access to the event premises.
2. Background on the Arab IGF Process
Establishment
Within the partnership and coordination framework between the Economic and Social Commission for
Western Asia (ESCWA) and the League of Arab States (LAS) regarding the Arab Dialogue on Internet
Governance initiative and as part of the efforts to implement the 2010-formulated Arab Regional
Roadmap for Internet Governance, ESCWA and LAS held the Conference and Public Consultations to
Establish the Arab Internet Governance Forum (Arab IGF) (Beirut, 31 January-1 February 2012), which
emphasized the need for the Arab IGF process and for consultations on its objectives and mechanisms.
The outcome document of the Beirut Conference was submitted to the meeting of the Executive Bureau
of the Arab Telecommunications and Information Council of Ministers at its thirty-first session (Beirut, 2

February 2012), which supported the establishment of the Forum. Furthermore, ESCWA adopted in its
twenty-seventh session (Beirut, 7-10 May 2012), a resolution to continue its efforts to develop the process
of the Forum, in partnership with the League of Arab States.
Similar to the global Internet Governance Forum (IGF) that was launched by the United Nations
Secretary-General in 2006, following the second phase of the World Summit on the Information Society
(WSIS) (Tunis, 16-18 November 2005), the establishment of the Arab IGF brings together all
stakeholders in the field of internet policies, including Governments, the private sector, civil society,
technical practitioners, the academic community and regional organizations. The Arab IGF offers a
platform for all these stakeholders to engage in an open dialogue on international internet-related public
policy issues.
Objectives
The Arab IGF aims to establish a mechanism for the implementation of the Arab Regional Roadmap for
Internet Governance and provides a platform for dialogue on issues related to the Internet and to the
priorities of the Arab region, in accordance with the outcomes of WSIS. Furthermore, the Forum
constitutes an effective mechanism for all stakeholders to participate and exchange and express their
various points of view.
The following are the key objectives of the Forum:
1. Discuss public policy issues related to internet governance, in particular those raised within the
global IGF , with a view to promote access to the Internet and ensure its security, stability and
development;
2. Facilitate the exchange of information, best practices, lessons learned, and knowledge,
particularly from owners of the policy, technical and academic expertise ; and disseminate the
discussions and what could be reached of recommendations and proposals;
3. Bring the points of view together towards a common understanding of the Arab region's priorities
for Internet governance and the mechanisms to respond to the specific needs of Arab countries;
4. Discuss emerging technologies and develop relevant recommendations thereon;
5. Contribute to capacity building and development in the area of Internet governance in the Arab
countries, and promote the participation of all stakeholders to fully utilize the available
knowledge and expertise;
6. Disseminate the Arab perspective regarding Internet governance at the global level and support
the role of Arab stakeholders in the formulation of Internet governance public policies, without
having a supervisory role or replacing existing mechanisms, institutions or organizations;
7. Communicate with regional and international forums for Internet governance to facilitate
experience sharing and knowledge transfer.

Key Components
The League of Arab States (LAS) and
ESCWA serve as the Umbrella
Organizations (UOs) of the Arab IGF
process, and the Egyptian National
Telecommunication Regulatory Authority
(NTRA) as the Arab IGF Secretariat.
The Executive Bureau for Joint
Coordination (EBJC) of the Arab IGF
process was formed in 2013 between the
main partners, with the leadership of
ESCWA and LAS and the membership of
the Arab IGF Secretariat, NTRA. The
Bureau takes major decisions related to the
overall path of the Arab IGF process,
including identifying the roles of partners,
forming
the
Forum's
Arab
Multistakeholder
Advisory
Group
(AMAG), and selecting the host entity for
the Forum's annual meeting. The Bureau also coordinates between the main partners, the host entity, and
the AMAG within the preparations for the convening of the Arab IGF annual meeting. It promotes the
wide participation of stakeholders in Internet governance on one hand, and the formal communication
with policymakers on the other, with a view to ensuring the sustainability and success of the Arab IGF
process.
The Arab Multistakeholder Advisory Group (AMAG) is a component of the Arab IGF process, and
comprises representatives of all stakeholders in the region. The AMAG undertakes a number of tasks,
notably the identification of the technical themes of the Arab IGF annual meetings. It was formed in June
2012, and currently includes 34 experts from various stakeholders in the Arab region.
Host Entity is chosen every year by the
UOs ESCWA and LAS.
Arab IGF Annual Meetings
Since its inception, the Arab IGF process has
held two annual meetings. The first meeting,
attended by over 300 participants, was held
in Kuwait and hosted by the Kuwait
Information Technology Society (9-11
October 2012), on the theme “A better Internet for a better Arab world”. Attended by some 800
participants, the second meeting was held in Algeria, hosted by the Ministry of Post, Information and
Telecommunications Technologies (1-3 October 2013) on the theme “Partners for development”.
In 2014, ESCWA is hosting the third meeting with the strategic partnership of the Lebanese Ministry of
Telecommunications and Ogero Telecom, at the Mövenpick Hotel in Beirut, during 26-27 November
2014, and under the joint patronage of H.E. the Lebanese Minister of Telecommunications Sheikh
Boutros Harb and H.E. Executive Secretary of ESCWA Dr. Rima Khalaf.

Description: Many recent developments indicate the need to revisit the global policies
governing the Internet. The NTIA announcement of their intention to transfer the IANA
functions, the NETmundial, the Enhanced Cooperation workgroup under the CSTD, the
WSIS+10 outcome, the revision of the Global IGF model and the Snowden Revelations are
recent developments with regard of global public policy. This session addresses these
developments, specifically the Developing Framework of Principles for Internet
Governance; the Transition of the IANA Stewardship; Enhanced Cooperation; and the

Description: This session addresses Internet openness including censorship practices from a
human rights perspective. Some legislations and practices in the Arab Countries are enforced
to allegedly protect national security and defend against terrorism. The panel in this session
explores the extent to which these practices infringe on the rights of end users versus the
government’s responsibility to protect its citizens, and attempts to balance between these two
interests.
Questions addressed include: Should there be, and how to develop, a regulatory framework
that respects and protects users’ rights – including offline rights such as the right to secure
livelihoods? "Should online content and access to it be regulated by special laws? Is the end
user’s right to access and produce content absolute? What should the role of social platforms

Description: Humanity has quickly developed high dependency on networked systems.
Critical infrastructure has come under the control of ever more complex computer
systems. Recent events have shown that the issue of "Internet Control: Between Security
and Privacy" is becoming very central. The panel of this session presents an example and
examine the views of the different stakeholders, i.e. governments, businesses community,
academia, civil society and individuals, of the posed threats from its related perception of
cyberspace.
Questions addressed include: How the privacy concepts are developing, taking into
account the new threats associated to the Internet governance models, as well as latest
technical and application developments?; and To what extend the Internet governance
ecosystem, integrating coherent and efficient privacy and trust approaches and strategies,
may impact the access to information in the Arab region?

Workshop 1: IXPs: The Untapped Opportunity for the Arab region

Workshop Description: In the Arab region, Internet pricing is considered as relatively high, user experience
is still very modest, and speeds are low when compared to other regions. In addition, most of the regional
traffic is still exchanged over Europe, which means that not only traffic is flowing out of the region but also
millions of dollars. On the other hand, we cannot neglect the fact that the Arab region is experiencing a very
rapid Internet growth and the need for more traffic capacities, to deliver new services with higher quality, is
increasing. In this context, a wise development of IXPs can help not only to change/improve the situation in
the region, by reducing Internet pricing and increasing connectivity speeds but also by improving the user
experience. The challenge in the region is not to make the access available for everyone but to make it
available at the right speed and with high quality of service.
This workshop is based on ESCWA’s study (developed in 2014) on “Internet Exchange Points: The Untapped
Opportunity for the Arab Region”, and covers the following areas:
Globally/Regionally:
• Landscape of IXPs in general and specificities of the Arab region in specific.
• Different business models for IXPs whether national or regional;
• Most common governance structures for those IXPs, and their mode of operation regarding transit
traffic;
• Efforts and activities of ISOC in other regions of the world;
• Efforts and activities of the League of Arab States and ESCWA.
Regionally:
• Selected Arab national experiences and barriers which have hindered the development of IXPs;
• Required national policy for building the regional pan-Arab IXPs .

field

Workshop Description: Privacy has been a key topic in Internet Governance discussions. The angle of
discussions mainly focused on highlighting the risks and exploring protection tools and mechanisms. This
workshop attempts to look at privacy as an area of opportunity and innovation and if this concept can apply to
the Middle East audience. The current trend of data surge has prompted companies to focus on creating
innovative services and applications which facilitate safe and anonymous online navigation. This shift prompts
changing the focus on privacy protection as an area of governance, or as an obstacle to innovation and sharing
to being viewed as the foundation for the evolution of digital media business models that understand digital
media as an evolving architecture of human social relations, and privacy as a new basic market demand. In this
view, the generation that is growing up with the open online networks is key to our understanding of the

Workshop Description: During the Arab IGF Algiers 2013, ICANN announced the call for participation for
the TF-AIDN. One month later, the TF was formed and kicked off aiming at focusing on technical issues and
solutions to promote Arabic IDN’s definition, secure deployment and ease of use for the community. This
workshop focuses on how the work done by the TF could benefit the Arabic script community and addresses
the challenges of working on Arabic script that includes community, linguistic and technical state of affairs.
To this end, the workshop brings representatives from the private sector, language community, technical
community, DNS industry, as well as community members to address the following questions:
• What is the status of IDN uptake? And what are the challenges facing it?
• What is the importance of working on IDN linguistic issues to the Internet? What is the value
added to normal Internet users?
• What are the challenges in bringing together a diverse and representative Arabic script
community to work on Arabic Script IDN issues in an aim to develop comprehensive solutions?
• What is universal acceptability of IDNs? What is the current status of Arabic IDN acceptability?
• How can institutions, national and regional bodies contribute to this effort?

Workshop Description: “I disapprove of what you say, but I will defend to the death your right to say
it,”(Evelyn Beatrice Hall wrote on her biography on Voltaire -1906). This phrase has been widely used among
advocates of the right to free speech; however some still question its application to all kinds of speech. The
rising of Internet penetration in the Arab world provided a platform for different voices to speak louder, and
communities to mobilize, those that did not have presence in mainstream media, or any access to media tools.
Among the voices that the internet facilitated in spreading and mobilizing was those promoting hate speech
and extremist narratives. The rise of these voices (regardless of their sponsored sources) has led governments

and content hosting platforms to justify placing limitations on the access to the medium or the content. The
government of Iraq, for example, ordered the shutdown of internet services in most governorates of Iraq in the
name of fighting the mobilization of the deemed extremist group ISIS. Governments of Egypt and Jordan are
justifying the surveillance of the digital media platforms to combat sentiments or terror and hate speech.
Jordanian state threatened to legally prosecute any user that expresses ISIS-support sentiments. Also, many
companies that serve as intermediaries between users and content are still debating how to regulate hate
speech, like Facebook case with the Israeli page calling for the murder of Palestinians. This session tries to
answer the question of: should the internet’s basic principle of neutrality and openness be compromised to
combat hate and extremist speech? to what extent? Should the removal of content or the kill switch of the
internet, be justified to prevent extremist groups from using it as a tool to mobilize? What are ideal scenarios
for governments, intermediaries and users to deal with online hate speech and extreme rhetoric?

Workshop 5: The Continuous Attacks on Online Activism by Various Governments in The Region

Workshop Description: The proposed workshop focuses on the ongoing attacks on online activism. The
international human rights organizations including the Gulf Centre for Human Rights (GCHR) have
documented a clear clampdown on online activism across the region. Any criticism and call for reform by an
e-activist using the various social media technologies could lead to harassment, fabricated charges, trial using
the most politicized judiciary and as we witnessed on various occasions, probably it will be ended up with
torture and imprisonment. Restrictions on the right to freedom of expression on the Internet is taking the form
of prosecutions under libel laws, defamation , trumped up security charges and charges under recent Cyber
Crime Laws. Tightening restrictions on the use of social media reflect government recognition of the power of
such platforms to immediately document and share information on human rights violations, provide a tool for
organizing events, share experiences and call publicly for reform. Experiences in Yemen for example show
that social media can also be hijacked to harass e-activists. The reality governments are buying the most
advanced tools to hack into our e-accounts and trying their best to stop e-activists from conducting their
legitimate and peaceful human rights work. As such this topic needs to be addressed in a way that includes,
showing solidarity with activists who are in prison solely for their peaceful and legitimate online activities,
also to highlight challenges that are facing e-activists and find best ways to protect and support bloggers and
others who are doing their best to use the social media technologies to defend people's rights and to speak out
on behalf of those who have had their freedoms confiscated by repressive measures. The following article

Workshop Description: The Internet has become the most important method of content creation and
distribution. Creators, producers, distributors, publishers, consumers as well as regulators become more and
more interacting in this very dynamic ecosystem searching for a balance between creative innovation and
economic incentive. The proposed workshop discusses patterns of online content and social media usage in the
Arab region and compares them to those of developed countries. In light of the widespread use of Internet
services in the Arab world and the broadband penetration in a number of countries as well as the rapid spread
of new technologies in personal computers or smart phones - with all of those factors and others, the use of
social networks spread widely among Arab users especially among young people and children. This rapid and
unconditional spread of technology is not necessarily accompanied with the dissemination of the proper use of
these technologies and a comprehensive understanding of the primary purpose of social media, and the
importance of following security and confidentiality rules for each user to avoid threats and risks that could

Workshop Description: Copyright law cannot be further from the reality of how of Arabs use the internet
today and there is very little respect for this area of law by young and adult users alike. This could be due to
the lack of legal alternatives to pirated content in the Arab World, the lack of enforcement mechanisms for
copyright law on the internet, the lack of awareness of the law, and the failure of copyright law to create a
balance between the right of authors for protection and the right of society to have fair and reasonable access
to culture in the digital age. The lack of respect for copyright law can make it difficult for individuals and
businesses in the Arab world to innovate as their works will hardly be protected online and they might not be
able to make a living out of their creative craft, but attempting to establish strict rules can also easily stifle
innovation as it may block access to fundamental sources of knowledge necessary for young Arabs to learn
how to create something of their own. The panelists on this workshop explore the challenges that face
copyright law in the Arab world through a number of case studies in the government, private sector, and civil
society and attempt identifying potential solutions to ensure that copyright laws in the Arab world succeed in
providing individuals and businesses with an incentive to create.

by the Lebanese state in 1972 to continue the work of the former French company

ICANN's mission is to ensure a stable, secure and unified global Internet.
To reach another person on the Internet you have to type an address into
your computer - a name or a number. That address has to be unique so
computers know where to find each other.
ICANN coordinates these unique identifiers across the world. Without
that coordination we wouldn't have one global Internet.
ICANN was formed in 1998. It is a not-for-profit public-benefit corporation with participants from all over the
world dedicated to keeping the Internet secure, stable and interoperable. It promotes competition and
develops policy on the Internet's unique identifiers.
ICANN doesn't control content on the Internet. It cannot stop spam and it doesn't deal with access to the
Internet. But through its coordination role of the Internet's naming system, it does have an important impact
on the expansion and evolution of the Internet.

coordination in Europe, Middle East and parts of Central Asia.
The most prominent activity of the RIPE NCC is to act as the Regional Internet Registry (RIR) providing global
Internet resources and related services (IPv4, IPv6 and AS Number resources) to members in the RIPE NCC
service region. The RIPE NCC also provides services for the benefit of the Internet community at large.
The RIPE NCC operates from its main office in Amsterdam and by expanding its presence in the Middle East,

Kuwait Information Technology Society (KITS) is a NonGovernmental Organization in the State of Kuwait established
on March 7, 1982. It is one of the NGOs in Kuwait that acquired
the UN ECOSOC special consultative Status. KITS is concerned
with all activities that improve the professional level of workers & members in the field of information
technology along with activities that raises public awareness in computer usage and the Internet. Since its
establishment, KITS made several contributions such as organizing Kuwait First Computers Conference in
March 1989, Kuwait First Conference on the Internet in November 2001; and the First Arab IGF in October
2012. KITS Further organizes and conducts many lectures, seminars and different training courses such as
The Annual Meeting Of Decision Makers In Information Technology Field and the Middle East and Adjoining
Countries School of Internet Governance which took place in May 2014. KITS objectives are: (1) Contribute
to the scientific and technical progress in computer applications; both in Kuwait and in the world; (2)
Develop the professional and scientific level of those working in the computer field; (3) Step-up cooperation

6. Bionotes of Main Partners of the Arab IGF Process
ESCWA Arab IGF Team
Ayman El-Sherbiny, Chief, ICT Policies Section in the Technology for Development
Division (TDD) of ESCWA, and co-founder of the Arab IGF. He has more than 20 years
background in the region, with sound experience as a development strategist and a former
senior management executive and business leader. Before joining ESCWA, he has been
highly recognized as one of the renowned Telecom sector young business leaders during the
nineties, innovating, building and leading several successful ICT companies. As CEO and
Managing Director, he effectively transformed emerging technologies into sound business
innovations and hundreds of sustainable job opportunities. One year before the World Summit on the
Information Society (WSIS), he became one of the founding experts that started-up the newly created ICT
Division in ESCWA, where he participated in setting objectives, strategies and work plans aiming at building the
Arab Information Society, before, during and after the WSIS process. He has done extensive work related to
Internet Governance (IG), ICT Infrastructure, Broadband for development, Innovation, Entrepreneurship and
Venture capital. His recent research work focused on Competitiveness, Smart Sectors, Smart Societies,
Knowledge Economy, Innovation, e-government, m-government and e-governance. He spearheaded the
establishment of several regional and global working-groups on the use of Arabic script in Internet Domain
Names. He has recently led the strategic conception of the Arab Top Level Domain Names Registry Project
“.arab”, in close cooperation with the League of Arab States. His achievements in the IG field include
development of an Arab Regional Roadmap for Internet Governance as well as the launching the Arab Dialogue
on Internet Governance Initiative and most importantly the inception and establishment of the Arab IGF process.
Mirna El-Hajj Barbar, Information Technology Officer, ICT Policies Section, TDD,
UN-ESCWA, Lebanon. She joined ESCWA in 2007, where she carries out analytical
studies and conducts regional analysis in the area of ICT for Development. As Executive
Coordinator of the ESCWA Arab IGF Team, she contributed to the establishment and
development of the Arab IGF process since 2012. Currently, she serves as the Vice-chair
of the AIGF-III organizing committee and Chief Operating Officer of the event. She is also
managing the project entitled "Academy of ICT Essentials for Government Leaders in the
ESCWA region" (AIGLE). In her position, she contributes to ESCWA initiatives related to
ICT strategies and policies, cyber legislations, and Child Online Protection. Before joining ESCWA, she was
an assistant professor in Computer Science at the Lebanese University, and ICT Advisor at the Lebanese
Ministry of Social Affairs in charge of designing and implementing an ICT master plan for the Ministry
departments and social services centres. She has more than 10 years of experience, a number of scientific
publications in e-learning and system engineering. She holds a PhD in Computer Science with distinction from
Paris 8 University and a Master degree in Business Administration from Bordeaux IV University, France.
Zahr Bou Ghanem, Research Assistant, ICT Policies Section, TDD (formerly ICT
Division), ESCWA, Lebanon. She has been working with ESCWA Sustainable
Development and Productivity Division (2001-02), and with the ICT Division, from its
formation in 2002. As a member of the ESCWA Arab IGF team since its establishment in
2012, she currently serves as the Substantive Coordinator for the AIGF-III. She assists on
the implementation of the ICT Academy "AIGLE"; contributes to publications and project
concept notes and to the preparations for and reporting on meetings and conferences. She
serves as a focal point for web-content management and public information. Before
joining ESCWA, she served as an engineer with the Lebanese Ministry of Agriculture Green Plan Authority
(1997-2001), assisting on the implementation of a World Bank-IFAD financed project "Agriculture
Infrastructure Development Project". She holds an MPhil in Land Economy, University of Cambridge, England
(1995), and an MSc in Crop Production, American University of Beirut, Lebanon (1993).

League of Arab States Arab IGF Team
Khaled Hazem Foda, Manager for ICT Development, League of Arab States (LAS).
He graduated from the American University in Cairo Jan 1989, majoring in Computer
Science and with a minor study of Electronics. He started his career as a project based
programmer at IBM WTC Egypt branch till he moved to the LAS Documentation Center
as a support engineer for MINISIS data base management system, and stayed for many
years gaining experience in the work of LAS and its development role, until 2010 where
he was appointed as the Manager for ICT Development at the League, and held the
responsibility of the Technical Secretariat for the Arab Telecommunications and
Information Council of Ministers, and he is also the LAS representative at the ICANN GAC.
Hazem Samir Hezzah, IT Expert for ICT development, LAS. Mr Hezzah graduated
from the Faculty of Engineering in Cairo June 1991, holding BSc in Electronics with
Major in Computer Engineering. Throughout his 20+ years of experience he worked as a
Technical support engineer, network administrator, system developer and solution
designer and finally as a project team leader. He moved to LAS as an IT network
administrator, and working since 2012 as an IT Expert for ICT development at LAS
responsible for several subjects related to the Internet community.
Arab IGF Secretariat Team – Egypt National Telecom Regulatory Authority NTRA
Christine Arida, Executive Director for Telecom Services and Planning, NTRA,
Egypt. Ms. Arida has over 20 years of experience in the field of Internet development
and public policies. She has lead the drafting of Egypt’s National Broadband Plan
“eMisr” In Nov 2011and has participated to the launching of Egypt’s IDN ccTLD
“dotMasr” in 2010. She has worked from 2001 to 2006 for the Ministry of
Communications and Information Technology. She started her career at the Cabinet's
Information and Decision Support Center, where she worked on introducing the Internet
in Egypt (1992). Ms. Arida has participated in establishing the Arab IGF and presently leads its secretariat.
She serves as chair of the Arab gTLDs Project Steering Committee. She is a founding member of AfriNIC
and has been a member of the IGF MAG from 2007 to 2012. She holds a BSc in Electronics and
Communication Engineering from the Faculty of Eng., Cairo Univ.
Hisham Aboulyazed is Senior Manager for Internet Governance and WSIS Affairs at
NTRA-Egypt. He also serves as Executive Coordinator of the Arab IGF. Hisham is a
founding member of Internet Masr NGO, and Internet Society Egypt Chapter, and a
member of ICANN's Middle East Capacity Building Task Force. With more than 14
years of experience in ICT policy, he is responsible for global Internet policies with
deep engagement in activities of United Nations IGF, the Commission on Science and
Technology for Development (CSTD), and the International Telecommunication Union (ITU). He was
appointed by ITU as Vice-Chairman of the Expert Group on International Telecommunication Regulations
(ITRs), and as Vice-Chairman of the Working Group on the World Conference on International
Communication (WCIT). Hisham holds a Bachelor Degree in Electronics and Communications Engineering.
Ahmed Farag is Coordinator at Arab IGF Secretariat. He has 10 years' experience
working at NTRA in Egypt which hosts the Arab IGF Secretariat since 2012. Ahmed is
deeply involved in the preparations of Arab IGF annual meetings, AMAG work, as well
as the running of Arab IGF e-presence. He first joined NTRA as ERP Application
Consultant in 2004, He Contributed on the business automation process for many
departments. Ahmed holds a Bachelor Degree from the Faculty of Commerce, AinShams University.

Youssef is an Engineer from the Ecole Supérieure d' Electricité–Supelec in

worked at the French National Center for Research on Telecommunications
(CNET), at France Telecom, in Paris during the years 1989 to 1995. Recorded,
through the researches that he carried out, nine patents in satellite equipment &
electronics that are registered in the United States, Japan, Canada and the
European Union. Dr Youssef was appointed as the General Manager for
Exploitation and Maintenance in the Lebanese Ministry of Telecommunications
during the period 1996 to 1999. He was responsible for the follow up and management of the
telecommunications re-infrastructure projects in the land-line and GSM sectors in Lebanon, as well as the
introduction of Internet services and Data Transmission services for the first time in Lebanon in 1996.
Occupying since October 2005 to date the position of General Manager for Exploitation and Maintenance
in the Ministry of Telecommunication and the CEO of OGERO Telecom. He is one of the founders of the
Arab Organization for Communication and Information Technology in the Arab League, and the author of
its internal rules of procedures. He was elected as its president for two sessions, throughout the period
2006 - 2010. He is Board member of Arabsat during the years 1996-1998 and during the years 20062010. He headed some General Assembly meetings of the Arabsat during the period 1996–2010, and
some meetings of the Council of Arab Telecommunications Ministers in the League of Arab States for
several sessions during the years 2006-2010. He is also the Vice President of the Advisory Council of the
International Telecommunications Satellite Organization (ITSO) based in Washington - USA, during the
years 2006-2008. He is one of the founders of the intercontinental submarine cable project IMEWE,
which was put in service in 2010, and has headed many regional and international conferences of ITU

Lead Auditor and ISO 27005 Risk Manager, she builds and contributes to enhancement of several projects

Baher Esmat, is the Vice President of Stakeholder Engagement for the Middle East at
ICANN. In November 2012, he was promoted from Manager of Regional Relations
with the Middle East to his current position, which reports to Sally Costerton and is
part of CEO Fadi Chehadé's goal to expand ICANN outreach and involvement to the
developing world and improve the international makeup of the organization. Esmat is
a former member of the WSIS Working Group on Internet Governance (WGIG), and

Emily Taylor is an author and internet governance expert. She has worked in the
domain name industry since 1999. She is a member of the Global Commission on
Internet Governance Research Advisory Network. Her research publications include
the annual World Report on Internationalised Domain Names (lead author), various
reports on Internet protocols for the UK regulator, Ofcom, and a review of ICANN's
policy development process. She teaches courses on Internet Law and Governance
at the College of Europe in Bruges, and University of Pisa S. Anna. She chaired the
independent WHOIS Review Team for ICANN, and served on the Internet Governance Forum’s
Multistakeholder Advisory Group. For 10 years, she was at Nominet as Director of Legal and Policy,
where she devised and implemented the award winning Dispute Resolution Service, and the .uk WHOIS
opt out policy. She writes a regular blog on Internet law and governance, www.emilytaylor.eu.
Fahd Batayneh, joined ICANN in October 2013 as a Stakeholder Engagement
Coordinator for the Middle East. Prior to ICANN, he held several positions within
Jordan's National IT Center (NITC) last of which was managing both the ccTLD and
IDN ccTLD of Jordan. Fahd has attended ICANN meetings on regular basis since
2008, and was active in several working groups. Other than his day job with the
government of Jordan, Fahd has provided many consultancies related to Internet

Fahmi Albaheth (Ali Thabit Qasem), co-founder of the Internet Society-Yemen
Chapter (ISOC-YE), blogger, and media activist. Fahmi is working as consultant in
social media and E-marketing. In addition to his interest in freedom of opinion and
expression, he is human rights trainer, and working to help activists and human rights
defenders to increase their safety and knowledge in the digital world. He has several

Middle East. He is involved in policy discussions with a diverse range of
stakeholders, teaches policy workshops on Internet infrastructure and represents the
organisation at international conferences. Gaël also leads the research team working

Haidar Fraihat, Director, Technology for Development (TDD), UN-ESCWA,
Lebanon. Dr. Haidar Fraihat has a Ph.D. in Management Science/MIS from Illinois
Institute of Technology, IL. USA, an MBA from the University of Bridgeport. USA
(1987), and a B.A. in Business and Accounting from Yarmouk University, Jordan
(1984). Before leading the TDD of ESCWA in Beirut, Dr. Fraihat held two
government posts in Jordan including the Director General of the Jordan Department
of Statistics and the Director General of the Jordan National Information Technology
Center (the Government CIO) since 2006. He also served as advisor/consultant to several government
ministers. Dr. Fraihat has about 10 years of college education. He became an associate professor of
Management Information Systems (MIS) at King Fahd University of Petroleum & Minerals (KFUPM),
Saudi Arabia in 2005. He also worked as Professor of Business Administration/MIS at Mutah University
in Jordan, in addition to Sohar University in Oman, as well as several USA universities. Dr. Fraihat has

conference proceedings. Dr. Fraihat has more than 20 conference papers, three (3) authored textbooks in
MIS and Operations Research, and numerous technical papers and research projects and grants, not to

Hanane Boujemi, Manager of Hivos’ MENA region programme on Internet
Governance. She is responsible for the design and implementation of the programme
in the Arab region. Ms. Boujemi worked a senior policy analyst with International
Communication Union (ITU) and she was associated with DiploFoundation as a tutor
in the capacity building program on Internet Governance and as the coordinator of
Internet Governance Research Projects. Ms. Boujemi is a regular contributor to
GISWATCH annual report on Internet Rights.
Hania Sabbidin-Dimassi, Innovation Section, Technology for Development
Division. Ms. Sabbidin Dimassi has been involved in research activities at the United
Nations ESCWA for over ten years focusing on building the information society,
narrowing the digital divide, using ICT for development, and enhancing regional
integration wihtin the framework of the WSIS. Her main area of expertise is
promoting the digital Arabic content industry through projects that support
entrepreneurship including capacity building and awareness raising events. Ms.

and executive positions in Operations, Customer Services, International Carrier

dictionary project has won recognition from UNESCO in its ‘Register of Good
Practices in Language Preservation’. He undertook various projects of language
documentation. He heads an umbrella organization MOTHER (Mother Tongue and
Heritage for Education and Research) of community based organizations, advocating
for the protection and promotion of smaller languages in the north of Pakistan. He is closely associated
with Forum for Language Initiatives (based in Islamabad) and Center for Language Engineering (based in
Lahore). He can speak Torwali, Pashto, Urdu and English.
Issa Mahasneh is an Open Source advocate and president of the Jordan Open Source
Association, an Amman- based NGO that promotes Open Source, Open Content and
the Open Web in Jordan. He is a frequent speaker and organizer of FLOSS -related
events, in 2009 he was a speaker in the Internet Governance Forum about Arabic
Open Content, he also led the efforts to build the first Arabic OER platform and to
boost Creative Commons licenses in the Arab World. Working with different
organizations to promote the use and adoption of Open Source, he first created, then
led several local communities around Linux, Drupal and Mozilla. An Internet freedom
and free culture activist, he co-managed different campaigns in support of Internet Freedom and digital
rights in Jordan, taking a stand against net censorship and surveillance. Issa holds a B.Sc. in Computer
Science from Jordan University of Science and Technology (JUST).
Issa M. Toubbeh, Protocol and Conference Servicing Consultant. Mr Toubbeh
joined ECWA in 1974, and served in the field of Administratinon, and was appointed
as ECWA’s Liaison Officer in 1976 and in 1981. Played a leading role in the
establishing and moving of ECWA/ESCWA Offices to/from Amman, Beirut,
Baghdad, Amman and then in Beirut. He was Chief of Purchase and Transportation
for several years since 1999 and thereafter Chief of Protocol, Meeting and Publishing
until retirement in 2009. He conducted training seminars in organizing and conducting

Khalid Ibrahim, Co-Director, Gulf Centre for Human Rights, is a human rights
defender who works to support and protect human rights defenders in our region.
Mahmoud Lattouf, Executive Director, Talal Abu-Ghazaleh Organization. Mahmoud
Lattouf holds a BEng. Honours Degree in Computing and Communication Systems
Engineering from the University of Manchester. He is currently the Executive Director
of TAG-Domains, an ICANN accredited registrar based in Jordan. During the past 10
years, Mahmoud has worked extensively with clients from around the globe to help

Qusai Al-Shatti, Deputy Chairman of Kuwait Information Technology Society
(KITS). Holds a B.S. in Computer Engineering from George Washington University,
Washington DC, USA. Worked as a specialist in the field of IT at Kuwait Institute for
Scientific Research from 1992-1999 and 2004-2008. Worked as a division director at
the Ministry of Public Works from 1999-2004. Currently, he is the Deputy Director
General for Information Technology at the Central Agency for Information
Technology and Deputy Chairman for Kuwait Information Technology Society.
Currently he is a board member of Kuwait Information Technology Society (KITS). He was a member of

Richard Hill, the president of the Association for Proper Internet Governance, a non-profit organization
based in Geneva, Switzerland.
He has an extensive background in information systems,
telecommunications, negotiation, mediation, and conflict management. Richard was the Secretary for the
ITU-T Study Groups dealing with numbering and tariffing issues, network operations, and economic and
policy issues; he was the Secretary for the preparatory process for the 2012 World Conference on
International Telecommunications and headed the secretariat team dealing with substantive issues at the
Conference.
Riyadh Al Balushi is a lawyer from the Sultanate of Oman and is currently pursuing
a PhD in law at SOAS, University of London. He worked for the Ministry of Legal
Affairs in the Sultanate of Oman and was a member of the experts team responsible
for drafting the Unified Law for Combating Cybercrime for the Cooperation Council
for the Arab States of the Gulf. He is also an information technology law columnist at

Biographies
Siavash Shahshahani is the chair of dotBazaar Committee set up by CORE to
manage the new IDN gTLD <.‫' زار‬.>. He is the former director of .IR registry and a
former member of Interim ALAC at ICANN. Shahshahani is a Professor Emeritus of
Mathematics, Sharif University of Technology, Tehran.
Vladimir Radunović, is a Director of E-diplomacy Programmes at DiploFoundation.
He has been the programme coordinator and lecturer in Internet governance and ediplomacy since 2005, and is also an expert with the Geneva Internet Platform, an
initiative of the Swiss authorities. He also serves as a Member of the Multistakeholder
Advisory Group of the UN Internet Governance Forum (IGF) since 2012. He has
actively participated in the global process since World Summit on Information Society
in 2003 including all the IGF meetings, and has been a lecturer and key resource
person in number of online and in-situ professional educations and trainings worldwide.
Walid Al-Saqaf, Lecturer and Researcher at Örebro University. A Yemeni media
scholar, computer engineer and activist currently teaching at Orebro University in
Sweden. He has been involved in promoting open Internet access in the Arab world
through the Alkasir project he initiated to map and circumvent cyber censorship and
has been involved in advocating policies to uphold freedom of expression on the
Internet. Was awarded fellowships at TED, ICANN, RIPE for his efforts in open
Internet and has co-founded Internet Society's Yemen chapter (ISOC-Yemen), which
he currently heads.
Wassim Mansour, General Manager and Vice-Chairman of Touch Telecom.
Effective May 2014, Mr. Mansour was appointed General Manager of 'touch', the
leading mobile operator in Lebanon. Zain Group has been managing ‘touch’ on

in both the telecommunications and financial industry, and joined Zain in 2012 as a
chief strategic advisor to the CEO of Zain Group, supporting several key projects
across the company's operations. Before for the period July 2013 to January 2014, Mr. Mansour held the
post of CEO of Zain’s operation in South Sudan, successfully transforming the operation to being the
leading mobile operator in the country. Previous to joining Zain, Mr. Mansour held several senior
management positions in numerous world leading technology solutions providers. In January 2011 he was
appointed the Vice President Middle-East Region for ZTE Corporation. Before that from March 2007 he
held business critical positions with Nokia Siemens Networks (NSN) covering the many technologies,
countries and telecom operators across the MENA region, eventually rising the ranks to become the NSN
Country Director in Lebanon that included the regional responsibility of Head of Strategy and Business
Development for Zain Group. Before his tenure at NSN, Mr. Mansour gained valuable experience in
several positions with Siemens AG where he spent 10 years joining the world renowned entity in 1997.
Previous to this from 1990 he worked in several established financial institutions that included Société
Générale Cyprus and Bank of Mediterranean France, Paris. A Lebanese national fluent in Arabic, English
and French, with reasonable German language abilities, Mr. Mansour graduated in 1991 with a Master's
Degree in Economic and Social Administration from the University Montpellier I – France.

Biographies
Yousef Torman, Managing Director at Arab States Research and Education Network
(ASREN), (Academia). Currently working as Managing Director for the Arab States
Research and Education Network (ASREN). His aim is to establish a pan Arab eInfrastructure to support the development of research and education in the Arab
region. His responsibilities in ASREN include Technology, Networking and
Infrastructure. Youssef’s main focus is to promote and encourage the use of
technology and networks for research and education. Yousef worked also as
Executive Director of the Jordanian Universities Network (JUNet), the Jordanian National Research and
Education Network. He participated and chaired many national and regional committees and initiatives
that focus on research and education infrastructures. He also co-established and managed the new
Computer and Information Center at Jordan University of Science and Technology (JUST); one of the
largest Universities in the region with focus on science and technology.
