7 It is desirable and in the public interest to make an order
transferring the administration and control of the land described in
the attached Schedule “A” to Her Majesty the Queen in right of
Canada for the purpose of the setting apart of a Reserve for the use
and benefit of the Beardy’s and Okemasis First Nation under the
terms of the Framework Agreement.
The undersigned has the honour, therefore, to recommend that
Your Honour’s Order do issue, pursuant to section 22.1 of The
Provincial Lands Act, transferring the administration and control of
the land described in the attached Schedule “A” to Her Majesty the
Queen in right of Canada, for the sum of one dollar ($1.00), such
transfer to be effective on the day that the said land is set apart by
the Governor General in Council as a Reserve for the use and benefit
of the Beardy’s and Okemasis First Nation.

The undersigned has the honour to report that:
1 Section 22.1 of The Provincial Lands Act, provides, in part, as
follows:
22.1(1) The Lieutenant Governor in Council may make orders:
(a) prescribing matters or things that are, in the opinion of
the Lieutenant Governor in Council, necessary to meet the
purposes and intent of this Act, to carry out the agreement of
transfer or to meet cases that may arise and for which no
provision is made in this Act; ...
(2) Subject to other provisions of this Act, an order made
pursuant to this section comes into force:
(a) only after it has been published in the Gazette; or
(b) after a date named in the order;
whichever is the later.
2 Under section 6.02 of the Saskatchewan Treaty Land Entitlement
Framework Agreement, dated September 22, 1992, Saskatchewan
agreed to give favourable consideration to offers from an Entitlement
Band to purchase the land forming the bed and shore of a water body
adjacent to Entitlement.
3 Clause 80.1(b) of The Water Corporation Act permits
Saskatchewan to transfer to Her Majesty the Queen in right of
Canada the land forming the bed and shore of a water body that is
adjacent to an Indian Reserve that has been set apart pursuant to the
terms of the Framework Agreement.
4 The land described in Schedule “A” is provincial land consisting
of the bed and shore of a water body adjacent to Entitlement Land,
which Entitlement Land has been purchased by the Beardy’s and
Okemasis First Nation pursuant to the terms of the Framework
Agreement.
5 The Beardy’s and Okemasis First Nation has offered to purchase
the land described in Schedule “A” for $1.00, and Saskatchewan is
prepared to transfer the land to Her Majesty the Queen in right of
Canada pursuant to clause 80.1(b) of The Water Corporation Act and
section 22.1 of The Provincial Lands Act.
6 Beardy’s and Okemasis First Nation is an Entitlement Band
within the meaning of the Framework Agreement.

The Board of Directors of the Saskatchewan Assessment
Management Agency hereby orders that the 2000 assessment rolls of
the urban municipalities listed in Schedule 1 are confirmed, pursuant
to clause 12(1)(p) of The Assessment Management Agency Act and
subsection 273(3) of The Urban Municipality Act, 1984, and the
Board hereby authorizes and directs the issuance of a certificate of
confirmation with respect to each of the said assessment rolls.
The Board of Directors of the Saskatchewan Assessment
Management Agency hereby orders that the 2000 assessment rolls of
the rural municipalities listed in Schedule 2 are confirmed, pursuant
to clause 12(1)(p) of The Assessment Management Agency Act and
subsection 327(2) of The Rural Municipality Act, 1989, and the Board
hereby authorizes and directs the issuance of a certificate of
confirmation with respect to each of the said assessment rolls.
The Board of Directors of the Saskatchewan Assessment

the northern municipality listed in Schedule 3 is confirmed, pursuant

MRO 600/00 PO 47. Pursuant to section 17 of The Oil and Gas
Conservation Act, MRO 378/00 PO 28, dated April 26, 2000, is
rescinded the pool provisions in the following schedule shall apply to
the drilling of, and production from, gas wells in the Burstall Milk
River Gas Pool, Burstall Medicine Hat Sand Gas Pool and Burstall

Schedule
1 The drainage unit for the drilling and completion of a gas well
shall be four legal subdivisions in a Section grouped as follows:
Legal subdivisions 1, 2, 7 and 8; 3, 4, 5 and 6; 9, 10, 15 and 16;
11, 12, 13 and 14;
with the exception of the following drainage units which shall be:
(a) the fractional quarter Section containing approximately 36
hectares within the area described in clause 2(a);
(b) two legal subdivisions in a Section within the area described in
clause 2(b) and grouped as follows:
Legal subdivisions 1 and 2; 3 and 4; 5 and 6; 7 and 8; 9 and 10;
11 and 12; 13 and 14; 15 and 16.
2 Within a drainage unit, the target area shall be a 235 m square
situated in the north-east corner of legal subdivisions 6, 8, 14 and 16,
with the exception of the following:

(a) the target area shall be a 235 m square situated in the north-east
corner of legal subdivisions 8 and 16 within the following lands West
of the Third Meridian:
In Township 19, Range 29: fractional Sections 6, 7, 18, 19, 30

(b) the target area shall be a 235 m square situated in the north-east
corner of legal subdivisions 2, 4, 6, 8, 10, 12, 14 and 16 within the
following lands West of the Third Meridian:
In Township 19, Range 28: Sections 3 to 10, 15 to 22 and 28
to 33;
In Township 20, Range 28: Sections 5 to 7;
In Township 19, Range 29: Sections 1 to 5, 8 to 17, 20, the south
half and north-west quarter of Section 21, the south half and
north-east quarter of Section 22, Sections 23 to 25 and 36;
(c) no wells shall be drilled within 300 m of the south boundary of
the following lands West of the Third Meridian:
In Township 19, Range 28: Sections 3 to 6;
In Township 19, Range 29: Sections 1 to 5;
(d) no wells shall be drilled within 300 m of the west boundary of
the following lands West of the Third Meridian:
In Township 20, Range 28: Sections 6 and 7;
In Township 19, Range 29: the north-west quarter of Section 24
and Section 25;
(e) the approval of the Rural Municipality shall be obtained prior
to drilling a well closer than 75 m to a road allowance, but no wells
shall be drilled within 35 m of a road allowance.
3 All gas wells drilled to or completed in this pool prior to May 1, 2000
shall be considered to be drilled on-target as prescribed in section 2.
4 Unless otherwise ordered by the minister, every well shall be
flow tested within 3 months after commencement of production in a
manner approved by the minister and any such flow tests may be
made in lieu of subsections 73(1) and (2) of The Oil and Gas
Conservation Regulations, 1985.
5 The operator shall have the following logs as a minimum
requirement for gas wells drilled to this pool:
(a) for at least one well per Section, an approved resistivity log or
standard electric log shall be run;
(b) an approved pulsed neutron capture log may be substituted for
the requirements of clause 5(a);
(c) the remaining wells on a Section shall be logged with an
approved radioactivity log, consisting of both natural and induced
radioactivity measurements, or in accordance with clauses 5(a)
or (b);
(d) all logs shall be run over the interval from the surface casing
shoe to total depth.
6 Unless otherwise ordered by the minister, wells shall be produced
according to Good Production Practice.
7 Commingling of production from the Milk River Formation and
the Medicine Hat Sand shall be permitted except where the following
conditions apply:
(a) on lands where the Milk River Formation and the Medicine Hat
Sand have a different royalty interest ownership;
(b) where the well density is greater than one well per Section the
production from the Milk River Formation and the Medicine Hat
Sand shall be segregated in at least one location in every four Section
square;
(c) if water production exceeds that amount of water used for
completion and stimulation purposes and water of condensation,
production shall be stopped immediately and the well converted to a
single formation or dual producer unless it can be demonstrated to
the Department’s satisfaction that corrective procedures have been
successful.

MRO 601/00 PB 50. Pursuant to section 17 of The Oil and Gas
Conservation Act, MRO 740/98 PB 38, dated December 1, 1998, is
rescinded and the following area is designated and identified as gas
pools named the “Burstall Milk River Gas Pool”, “Burstall Medicine
Hat Sand Gas Pool” and “Burstall Milk River-Medicine Hat Gas
Pool”, effective July 1, 2000:

MRO 607/00 PO 48. Pursuant to section 17 of The Oil and Gas
Conservation Act, MRO 518/98, dated June 30, 1998, is rescinded and
the following provisions shall apply to the drilling of, and production
of gas from, vertical gas wells in the “Hoosier South Bakken Sand Gas
Pool”, effective July 1, 2000:
1 The drainage unit for the drilling and completion of a gas well
shall be comprised of one Section, except for Section 31-30-26 W3M,
where the drainage unit shall be comprised of the east half or west
half of the Section.
2 A drainage unit shall contain a maximum of two gas wells
capable of production, except for Section 31-30-26 W3M, where the
drainage unit shall contain only one gas well capable of production.
3 Unless otherwise ordered by the minister, a gas well, not within
Section 31-30-26 W3M, shall be located a minimum of:
(a) 500 m from the edge of the pool boundaries;
(b) 250 m from the edge of a Section where there is diverse
ownership across the Section boundary; or
(c) 50 m from the edge of a Section where there is common
ownership across the Section boundary; and
(d) 500 m from any other gas well capable of production from the
Bakken Sand, except that in the case where there is a gas well
capable of production in a Section with diverse ownership, the
inter-well distance of 500 m shall not apply.
4 The following provisions apply to gas wells drilled in
Section 31-30-26 W3M:
(a) the drainage unit shall be comprised of the east half or west half
of the Section;
(b) the sides of the target area within shall be located 500 m from
the north and south boundaries of the drainage unit and 250 m from
the east and west boundaries of the drainage unit;
(c) the Bakken Sand gas wells (41) 4-31-30-26 W3M
and (31) 8-31-30-26 W3M are deemed to be drilled in the target area.
5 Unless otherwise ordered by the minister, good production practice
shall be granted to:
(a) a gas well located at least 500 m from the boundaries of the
drainage unit and at least 500 m from any gas well capable of
production from the Bakken Sand; or
(b) a gas well that satisfies the provisions of clause 3.
A gas well that does not qualify for good production practice shall
be considered an off-target well and will be subject to an off-target
penalty. The net productive area factor used for determining a
penalized daily allowable shall be estimated according to section 30
of The Oil and Gas Conservation Regulations, 1985.

water without the consent of all the mineral owners, other than the
Crown, that might reasonably be adversely affected by such disposal.

MRO 614/00 PO 49. Pursuant to section 17 of The Oil and Gas
Conservation Act, MRO 1030/97 PO 68, dated August 20, 1997, is
rescinded and the following provisions shall apply to the drilling of,
and the production of oil and gas from, vertical oil wells in the
Cantuar East Lower Shaunavon Pool, effective August 1, 2000:
1 The drainage unit shall be one legal subdivision.
2 Within a drainage unit the sides of the target area shall be
located 100 m from and parallel to the corresponding sides of the legal
subdivision.
3 If a well is not completed within the target area, the minister may
reduce the area used as a factor in determining the MARP.
4(a) For the first well drilled in each Section, the operator shall
submit samples of the interval from the top of the Second White
Specks to total depth.
(b) For all subsequent wells drilled in each section, the operator
shall submit samples of the interval from the top of the Mississippian
System to total depth if such wells are intended to be drilled below the
top of the Mississippian System.
5 As a minimum requirement, the operator shall run logs to
determine the resistivity, spontaneous potential, porosity and gamma
ray spectra from surface casing shoe to total depth for each well
drilled.

INCORPORATION OF THE TOWN OF WHITE CITY
1 Sections 6 and 7 of The Urban Municipality Act, 1984 provide, in
part, as follows:
6(2) The minister, may, by order, incorporate:
(a) ...;
(b) a village as a town if:
(i) the village has a population of 500 or more; and
(ii) the council of the village, by resolution, requests the
change in status;
7 In making an order pursuant to section 6 incorporating an
urban municipality, ...the minister shall:
(a) declare the urban municipality to be incorporated, assign
a name to it and describe the boundaries;
(b) state the day on which the order becomes effective;
(c) fix a day, hour and place for the nomination day for the
election of a council, which day may be prior to the effective
date of the order;
(d) appoint a person to act as returning officer for the
election; and
(e) ... ;
(f) fix a day, hour and place for the first meeting of the
council.
2 The 1996 Census taken pursuant to the Statistics Act (Canada)
determined that the Village of White City has a population of 905.
3 By resolution dated February 21, 2000, the Council of the Village
of White City requested town status.
4 It is deemed appropriate and in the public interest to grant town
status to the Village of White City at this time.
The undersigned, therefore, issues an order pursuant to sections 6
and 7 of The Urban Municipality Act, 1984:
(a) declaring the Village of White City to be the “Town of
White City” comprising the territory described in the attached

NOTICE TO ADVERTISERS
PLEASE NOTE: The deadline for submissions to The
Saskatchewan Gazette is noon on the Thursday previous to the
week of publication. If a holiday occurs within the week of
publication, the deadline is set back to noon of the previous
Wednesday. Please allow yourself at least one full week to
ensure mail delivery of Gazette submissions. Publication of
any material received late will be delayed until the following
week’s issue.
All material for publication in The Saskatchewan Gazette
must be submitted on disk (WordPerfect or Word) or hard
copy to the Office of the Queen’s Printer, Saskatchewan
Justice, 1871 Smith St., Regina SK S4P 3V7, tel. (306) 787–6022,

Each document or disk must be complete in the form required
for publication and must be separate from the covering letter.
Signatures on all documents must be typewritten or clearly
printed immediately below the written signatures.
Prepayment is required for ALL notices placed in The Saskatchewan
Gazette by non–government clients. Cheques or money orders must
be made payable to the Queen’s Printer Revolving Fund. Please
include the GST in addition to regular charges at the rate of 7% each
for those items listed below under “GST Payable”.
The minimum charge for publication of notices not specified
below is $20.00 for each notice, which sum shall accompany
the material when forwarded for publication.
