1.1 Visum
1.1 Visa
Für die Einreise nach Deutschland ist je nach
Heimatland ein Visum erforderlich (Studierende
aus der EU, des EWR und der Schweiz brauchen
kein Visum). Außereuropäische Studierende benötigen ein Visum für Studienzwecke – ein Touristenvisum reicht für einen Studienbeginn nicht
aus. Das Visum beantragen Sie bei der Deutsche
Botschaft in Ihrem Heimatland – bitte beantragen Sie es so schnell wie möglich nachdem sie
ihre Zulassung haben, da der Prozess mehrere
Monate dauern kann.
Depending on which country you are from, you
may need a visa to come to and study in Germany: only students from the EU, the EEA and
Switzerland do not need a visa. If you are from
a country outside the EU, please apply for a student visa at the German embassy in your home
country well in advance (as soon as you have
your admission lettre) as the process might take
several months. A tourist visa is not sufficient if
you wish to study in Germany.
Entscheidend bei der Visabeantragung ist, neben

1.3 Health insurance
In Deutschland muss jeder Bürger eine Krankenversicherung haben – ohne einen in Deutschland ausreichenden Krankenversicherungsschutz können Sie an der WWU Münster nicht
eingeschrieben werden. Die Versicherungsbescheinigung Ihrer Krankenversicherung müssen Sie bei Ihrer Einschreibung vorlegen. Es
kann sein, dass die Krankenversicherung, die
Sie Ihrem Heimatland haben, auch in Deutschland gilt. Das trifft in der Regel für gesetzliche
Versicherungen aus den Mitgliedsländern der
Europäischen Union sowie aus Island, Liechtenstein, Norwegen und aus der Schweiz zu.
Falls Sie eine gesetzliche Krankenversicherung
in diesen Ländern haben, achten Sie darauf,
dass Ihre Krankenkasse Ihnen eine europäische
Krankenversicherungskarte (EHIC) ausstellt.
In Germany, all citizens have to have health
insurance – without having valid health insurance in Germany, you cannot get enrolled at
the WWU. When you enrol, you have to provide
proof that you have health insurance.
Falls Sie keine Krankenversicherung haben,
die in Deutschland ausreicht, können Sie sich
zu einem Studententarif von ca. 80 € monatlich bei einer deutschen gesetzlichen Krankenkasse (wie zum Beispiel der Techniker
Krankenkasse, AOK, Barmer etc.) versichern.
If you are from a EU country or from Iceland,
Liechtenstein, Norway and Switzerland, the
public health insurance of your home country
might be sufficient – please make sure to obtain
the European health insurance card (EHIC) from
your insurance company.
If you do not have health insurance with sufficient coverage as stipulated by German law,
please obtain insurance from one of Germany’s
public insurance companies (for example Techniker Krankenkasse, AOK, Barmer). The standard insurance rate for students is about EUR
80 per month. Students older than 30 years cannot get the

die Einschreibung auf Ihrem Zulassungsbescheid
und kommen Sie zu dem genannten Termin ins
Studierendensekretariat, Schlossplatz 2. Zur
Einschreibung müssen Sie Ihren Zulassungsbescheid, einen Krankenversicherungsnachweis und
Ihren Reisepass/Personalausweis mitbringen.
Please enrol with the Student Registrar’s
Office (Schlossplatz 2). Your individual enrolment date is indicated on your admission
letter. In order to enrol, you will need your admission letter, proof of your health insurance,
and your passport/identity card.

jedem Semester einen Sozialbeitrag (ca. 214€)
bezahlen. Nach der Einschreibung bekommen Sie
per Post einen Brief mit Ihrer individuellen Kennung für die IT-Services der Universität (ZIV) an
die Adresse geschickt, die Sie bei der Einschreibung angegeben haben. Bitte achten Sie darauf,
dass Ihr Name auf Ihrem Briefkasten leserlich
steht!
Bitte loggen Sie sich mit dieser Kennung unbedingt zeitnah in Ihr Benutzerkonto ein. Im Benutzerkonto finden Sie die Daten für die Überweisung des Semesterbeitrags – Sie sollten diesen
möglichst bald nach Ihrer Ankunft überweisen!
At the WWU, all students have to pay a social contribution fee for each semester (currently EUR 214).
After your enrolment, a letter with your individual
user account details for the university’s IT services
(ZIV) will be sent to the address you stated in the
enrolment process (please make sure that your
name is clearly written on your letter box!). Access
your user account once you have received the letter. In your account, you will find the university’s
bank details for the payment of the social contribution fee – please transfer the fee as soon as possible after your arrival.

The semester ticket allows you to use all local public transport in the whole of North Rhine-Westphalia free of charge (second class only). Excluded
are all long-distance trains, for example IC/ICE/EC
trains. You will also be able to use a number of student
facilities (for example the student canteen, the university sports facilities and the cinemas) at a reduced price.

Ein Studienaufenthalt in Münster ist eine gute
Gelegenheit, Deutsch zu lernen oder vorhandene
Sprachkenntnisse auszubauen. Am Sprachenzentrum der Universität Münster gibt es deshalb eine
breite Auswahl an Deutschkursen. Im Anschluss
an einen Intensivkurs vor Beginn des Semesters
werden verschiedene semesterbegleitende Kurse
angeboten.
Studying in Münster is a good opportunity to learn
German or to build on existing knowledge of the
language. There is a wide range of German language courses on offer at the Münster University
Language Centre. Following intensive language
courses before the start of the semester we offer
different German courses during the semester.

Für alle Austauschstudierenden findet am
Anfang des Semesters eine „Welcome Week“
statt. Zudem hilft ein Tutorenprogramm bei
der Orientierung in Münster. Bei regelmäßigen Freizeitangeboten besteht die Möglichkeit, andere deutsche und internationale Studierende kennenzulernen.

In addition, a tutoring programme helps exchange students to get to know the city and the

2.5 Aufenthaltsgenehmigung

Falls Sie für die Einreise nach Deutschland ein
Visum benötigen, müssen Sie Ihre im Visum
enthaltene vorläufige Aufenthaltsgenehmigung
vor Ablauf dieser in eine längere Aufenthaltsgenehmigung umwandeln. Bitte gehen Sie hierfür
in das Amt für Ausländerangelegenheiten im
Stadthaus 2, Ludgeriplatz 4. Beachten Sie auch,
dass der elektronische Aufenthaltstitel, den Sie
beantragen müssen, ca. 110 € kostet.

Sobald Sie einen festen Wohnsitz (Zimmer oder
Wohnung) in Münster gefunden haben, müssen
Sie sich innerhalb von 14 Tagen bei der Stadt
Münster (Bürgerbüro, Stadthaus 1, Klemensstraße 10) registrieren lassen. Bringen Sie hierzu bitte Ihren Reisepass/Personalausweis, ggf.
Ihr Visum/Ihre Aufenthaltsgenehmigung mit. Es
ist sinnvoll, den Anmeldebogen vorher auszufüllen, um Wartezeiten zu vermeiden.
All new citizens in Münster have to register
with the Citizens‘ Affairs Office - Central Office
(Bürgerbüro Mitte, Stadthaus 1, Klemensstraße
10) within 14 days once they have found a permanent residence (room or flat). Please bring
along your passport/ID and your visa/residence
permit if necessary. You can fill in the registration document beforehand in order to minimise
waiting time.

Es ist sinnvoll, ein deutsches Bankkonto zu eröffnen. Fast alle Banken in Deutschland bieten
für Studierende kostenlose Girokonten an. Zur
Eröffnung eines Bankkontos müssen Sie in
der Regel Ihren Reisepass/Personalausweis,
Ihren Zulassungs- oder Einschreibungsbescheid, ggf. Ihre Aufenthaltsgenehmigung
und eine Bestätigung über Ihren festen
Wohnsitz (z.B. Ihren Mietvertrag) mitbringen.
In der Innenstadt Münsters haben viele Banken eine Niederlassung, wie z.B. die Sparkasse, die Volksbank etc.
We would also suggest you to open a German bank account. Many German banks offer
free bank accounts for students. Most financial institutions are located in the city centre
(such as the Sparkasse, the Volksbank, etc.).
To open an account, you should bring along
your certificate of enrolment/your admission letter, proof of your permanent residence
(for example, a copy of your rental contract),
if applicable your residence permit, and your
passport/ID.

Since 1 January 2009, every person in Germany is required to have health insurance. Even those who
will only reside in Germany for a short time must be health insured, otherwise requests for visas will
be denied.
Features of the German health insurance system
The organisation of the German health insurance system is characterised by the dual system of
public health insurance (GKV) and private health insurance (PKV). While almost every applicant is
eligible for public health insurance, different conditions apply for private health insurance.
EU citizens and nationals from countries with whom Germany has made social insurance agreements
can stay in the health insurance of their home countries. Nevertheless, the insurance benefits in the
respective countries could differ significantly from those in Germany, which in turn could make
personal contributions or the purchase of supplemental insurance necessary.
Public health insurance and the solidarity principle
Membership in the public insurance scheme
is obligatory for some groups such as:

Employees (gross income below the income
threshold for statutory insurance)

Pensioners

Recipients of social welfare benefits
Public health insurance is based on the principle of solidarity meaning that everyone insured pays
the same percentage of his income for his or her premium. The current rate is 15.5 per cent, and
determines the actual premium. The premium rate is deducted from wages and transferred to the

Private health insurance is not available for everyone and is taken out by those who are not insured
by statutory health insurance.
Private health insurance fees are based on income depending on state of health, age and the
insurance tariff of the insured so that fees vary for individual insurance holders.
The scope of services from private insurance companies is not regulated by the state and is often
more extensive than statutory insurance. Services can also be adapted for each policyholder
individually. The insured person first pays all treatment costs. The insurance company will then
reimburse the costs upon submission of the bill.
Supplemental insurance
Supplemental insurance policies serve to close gaps in health insurance. Conclusion of supplemental
insurance occurs with a private insurance company - independent of income. Important types of
supplemental insurance include for instance nursing care insurance, dental insurance, vision
insurance and alternative practitioner insurance.
Students
Health insurance for international students in Germany
All foreign students attending a German university or college must have health insurance. Students
can insure themselves in two systems in the Federal Republic of Germany: statutory health
insurance (GKV) or private health insurance (PKV).

Obligation to take out health insurance in Germany
Different conditions apply depending on the reason for the visit, country of origin and the student's
age. Generally, the following five groups are distinguished:

Caution: Foreign students in Germany who are privately insured, but have not yet reached the age
of 30, often require a waiver from statutory insurance. After this waiver, however, taking out
insurance with a statutory health insurance fund during the study visit is no longer possible.
Obligation to take out health insurance for non EU citizens
Students from all other countries must have either statutory or private health insurance during the
stay in Germany. Students who are age 30 or older or have already finished their 14th semester will
not receive insurance from a state insurance company in Germany. They must take out private
insurance. The same applies for those attending language courses in preparation for studies in
Germany.
