CERT History
● Idea of CERT – Mexico City Earthquake of
1985
● Implemented by LAFD in 1985
● FEMA adopted/expanded into National
Program
● All 50 States, 3 Territories and numerous
foreign countries have adopted CERT.

Walnut Creek CERT History
● CERT program implemented in Walnut
Creek in 2006
● CERT areas of responsibility established in
2007 and Area Coordinators appointed
● CERT Area “Cache” program proposed and
adopted in 2008
● CERT volunteer training assumed by
Walnut Creek volunteers in 1/2009
● 1,450 CERT volunteers trained to date in
2014
● Eight caches ICS teams established to date
in 2014.

CERT will be the eyes and ears of the City during the first critical 90 minutes –
Windshield Survey: CERT teams survey their neighborhoods along predetermined
routes and report by radio.

● Break into four groups
● Each group needs a spokesperson and a scribe
● Scenario:
It’s a beautiful Saturday, it’s mid-summer and
there is a light breeze. In your neighborhood
there is a large swimming pool complex with lots
of people swimming, sunning, at the snack bar
and in the locker rooms. An 8.0 earthquake hits.
Team Exercise
● Team 1: List everything that you see and/or hear.
● Team 2: List everything you wish you had with
you to respond.
● Team 3: List everything that could have been
done in advance to prevent some of the
damages and injuries.
● Team 4: List everything that needs to happen in
order to resume a normal life.

● Require no refrigeration
● Do not increase thirst (e.g. low
salt)
● Meet the needs of infants,
diabetics or others with special
needs

up to 14 days for consumption
● Use food grade plastic containers, do not use
used milk containers
● Observe the expiration date for store-bought
water
● Replace other stored water every six months
● Store in a cool and dark place
● Use marking pen to mark expiration date
● Be prepared to disinfect additional water
