Location Consider Conversion as an Opportunity! Ministry of Economics, Transport, Urban and Regional Development, State of Hessen In addition to the conversion of industrial and commercial land or former rail and postal areas, now, for the first time, the conversion of a number of former military areas to civil usage is imminent. The initial wave of conversion in the 90’s opened new perspectives and chances for many Hessian communities. New city quarters as the ones in Wiesbaden, Frankfurt, Fulda or Oberursel emerged, additional commercial and service oriented space in Kassel, Giessen, Marburg, Wetzlar and at other places became available. Following the Bundeswehr announcements of closing additional installations in Northern and Middle Hessen, partially executed in 2005, the U.S. Forces in Europe also announced base closures, mostly in Southern and Middle Hessen. These closures are expected to begin in 2007. In the Rhein Main area, these are installations in Friedberg, Hanau, Erlensee, Gelnhausen, Babenhausen and Darmstadt, for instance. Conversion in Hessen The State sees itself as the partner for cities and communities going through the conversion process. By making available know-how and funding, the State Government strongly supports the future oriented regional development and the creation of jobs and living areas. In the years 2005 and 2006 alone, the Ministry of Economics granted subsidies exceeding 6,1 million for conversion related projects. Conversion processes generally take a long time. Local affairs especially need a lot of staying power. Local Government must develop concepts in regards to content and organization, which may be visionary, must address private individuals and investors in order to acquire additional know-how, but must, at the same time, assure that projects and concepts are discussed and aligned regionally with all involved parties early on, to avoid any undesirable development. Only the balanced cooperation of participants, tasks, quality and proposals offers means of continuously developing new impulses and competencies suitable for the future of the entire region. This includes involvement of surrounding communities located beyond the State borders into the dialogue. The conversion policies are primarily regional policies. Ongoing communication and effective public information are key issues and will benefit the communities’ marketing and development of conversion areas. The communication of regional profiles will be of interest to investors and inform them about the benefits of the region. It is one of the most important cities within the urban center of the Frankfurt Rhein-Main region. Formerly an imperial city with prominent monuments, and offering supra-regional cultural programs, Friedberg is also home to the University of Applied Sciences Giessen-Friedberg with presently more than 4.000 students enrolled. The city distinguishes itself through – – – – one of the largest preserved castles in Germany, a unique selection of schools, an outstanding mix of industry, commercial enterprises, handicraft trade and service family oriented development areas available at reasonable prices, as well as an extensive array of sports programs including a 27-hole golf course. Friedberg being the county seat, is home to important agencies and associations, including the Wetterau County administration with the city building authority, OVAG and city works Friedberg, as providers of utilities, the chamber of commerce and industry (IHK) GiessenFriedberg as well as high-capacity financial services. Description of Realty and Habitat 4,5 ha (11 acres) of housing area with approximately 90 units has been vacated. In the spring of 2008, the American military installation will be returned to the Federal Government. Elvis Presley served the military in the former Ray Barracks from 1958 until 1960. The area of the housing area as well as approximately 74 ha (183 acres) of military installations border the city directly. In the south and the east, the area is surrounded by commercial and industrial areas, by the B3 in the western part of the city and housing units in the northern part of the municipal center. Most Important Branches Numerous global companies operating in the field of pharmaceutical technology, automation, entertainment electronics, household appliances, as well as car dealerships and -suppliers are located in Friedberg. Suitability of the Area A future use of living in the western and northern area, recreation in the eastern area, as well as commerce in the southern part of the area is possible. A feasibility study is currently being established. At present, the housing area stands out because of its’ open space, but the erection of more structures is possible, based on their size and conformity with paragraph 34 of the BauGB (construction regulations). Göttingen Kassel Kassel Airport Other Available Areas in Friedberg In a final phase of construction, the south-western part of the city, the industrial area ‘West’, is currently being expanded by an area of approximately 13 ha (32 acres). There, areas of various sizes are available. Part of the area is designated as a special area to accommodate a construction and do-it-yourself market with integrated garden center and a sales area of 12.000 m2. Because of its’ topographical location, another partial area of approximately 2 ha (5 acres) is suitable for the construction of a high-bay warehouse. Purchase cost is approximately 130 per sqm to include abutter and development cost.
