CHAIRMAN’S REPORT
Mike Sertin
Two years later joined the Worthing Pavilion
Club. She soon entered the handicap events
in the West Sussex Open Championships
and despite securing the usual large
beneficial handicap for first timers, met with
little success. Realising there must be
something wrong with her game she
arranged with a friend and the co-operation of
the caretaker of the Worthing Baths where
there was a court, to play singles at 7 o’clock
in the morning. She later joined the Sussex
County Sports Club and the Avondale Club of
Hove and in 1933 won the ladies Singles in
the Sussex Restricted Championships, an
event she was to win many times in later
years. She gained her first open
championship
at
the
West
Sussex
Championships in 1937, the challenge cup
for which had been presented by her mother.
At the last Council Meeting we were all
pleased to recognize our thanks to both John
Briggs and Bill Andrew for all their kind
contributions to the Association – certainly
well deserved.
Shortly you will receive a questionnaire from
David Carpenter regarding the governance
review and any comments on Council matters
would be much appreciated. However may I
confirm that the Board is only seeking to
improve the communications between
Council members as well as the Counties.
As you will see from the Chief Executive’s
Update the Board has unanimously backed
the recent Operational Review and we look
forward to welcoming two key appointments
in the New Year.
Her first really good season was in 1938-39
when she paired up with Mrs Shearlaw and
succeeded
in
winning
many
open
championships, played for England for the
first time, and as a fitting climax won the
Danish Open Championships with Fru
Dalsgaard.
Also may I congratulate Gabby White and
Christ Adcock on their silver medal in the
recent World Junior Championships in New
Zealand.
May I take this opportunity to wish all our
players success for 2008, especially those
involved in the All England and the Olympics
in Beijing.
During the war Queenie served for six years
in the W.A.A.F and obtained the rank of Flight
Officer. She did not play badminton again
until the last year of the war when, not
surprisingly, she won the W.A.A.F Singles in
the R.A.F Badminton Championships. She
took part in various matches for the W.A.A.F.,
all of which she won and actually on one
occasion was the only woman member of the
R.A.F team to play in Dublin.
Finally best wishes to you and your families
and colleagues for Christmas and the New
Year.
IN MEMORIAM
Mrs Queenie Webber nee Allen
All badminton enthusiasts will be sad to hear
of the death of Mrs Q M Webber, the former
“Queenie Allen” at the age of 95 on August
2nd 2007.
Queenie, an all round
sportswoman, played 19 times for England
between 1938 and 1958 when international
matches were less numerous than they are
today, and won the All England Ladies
Doubles in 1949 with Mrs Uber and was
runner-up in 1950 and 1952.
After the war she began to play regularly with
Mrs Uber and was at once again very
successful. In 1948 she toured South Africa
with the England team and won the South
African Championships. At one stage she
was the holder of the Irish & Scottish singles
titles and with Mrs Uber, the All England, the
Irish and the Scottish ladies doubles.
She married Mr Francis
September 29 1950.
Queenie started playing badminton at the age
of 15 in a small church hall club in her home
town of Worthing, Sussex.

Webber
on
Alec Broadhurst
J.A. Broadhurst known to all as "Alec".
Played for Middlesex and was a member of
the team that last won the ICC. Alec was
Chairman of Selectors for a period of 4 years
during the 1980's.
Between UK Sport, Events for London, the
North West Development Agency, and
Liverpool and Manchester City Councils we
have been able to secure more than £1.5
million in financial support.
Taking on these major events places a huge
responsibility on BADMINTON England and it
is one that we are relishing.
During his long association with Middlesex
Badminton Association he held numerous
positions.
I was asked by a journalist recently whether
we were taking on too much and that we
would be better to focus on one or the other.
My response was quite simple.
County Committee - June 1977 to June 1979.
The County Association then became a
Company Limited by Guarantee. He served
on the Executive Committee from June 1983
until June 1990 and was County Chairman
from June 1986 until June 1990. Alec was
County Match Secretary from June 1984 until
June 1985 and Middlesex BA of E
Representative on the Council from June
1986 until June 1990. Alec was made a Hon
Life Vice President of Middlesex in June 1981
until his death in 2006.
In 2012, our players will be aiming for the
shiniest medal of them all. We have within
our grasp a series of events that will test our
Olympic prospects in as near a possible a
similar competitive environment against the
best in the world. And they will do that on
home soil.
I cannot think of better preparation for our
stable of real talent who have an eye on
London 2012 and therefore hope that we get
the outcome we have worked so hard for this
year.
When he retired he and his wife moved to
Yorkshire to live with their daughter; he was
on the BA of E Council representing
Yorkshire from 1986-1990.
Alongside our preparation on court, we know
we have to be as best prepared off court as
we can and with that in mind alongside our
longer and wider aspirations to be the best
and get more people playing, I have made
some changes to our structure internally to
ensure that we give ourselves the best
possible chance.
CHIEF EXECUTIVE’S REPORT
Adrian Christy
Not long to go now until we make our final bid
to the Badminton World Federation (BWF) to
host the World Championships in London in
the Autumn of 2011.
I have therefore decided that we need to be
more commercially aggressive in order to find
more money to invest in our players, our
clubs, our competition structure and the sport
generally. I have also considered how well
placed we are to capitalize on the
opportunities our sport presents to the media
– to TV, radio and the press.
We present to the BWF Council on 14th
December with a decision to be made the
following day.
This follows fast on the heels of our bid to the
Badminton Europe Confederation to host the
European
Team
and
Individual
Championships in 2009 and 2010 at the
fabulous new Liverpool Echo Arena and the
world famous MEN Arena in Manchester.
That has meant some changes to some posts
and regrettably the posts of Head of
Commercial
Relations
and
Corporate
Services Manager have been closed and will
be replaced with two new posts – a
Commercial Director and a Head of
Communications.
The support we have had from partners has
been truly amazing.

Christine Johnson and Gerry Cronin have
been excellent employees of BADMINTON
England and I am sure you will all join me in
thanking them for their commitment to our
game and wishing them every success with
their future careers.
As agreed with UK Sport, any under spend at
the end of 07-08 will be carried forward into
the 08-09 programme.
The Finance Committee met at the beginning
of October and the policies/procedures for
the Budget process for 2008-2009 have been
submitted to and agreed by the Board of
Directors. These include:
The recruitment process is underway and I
hope that in the not too distant future, we will
be in a stronger, more aggressive position to
tackle the aspirations we have.
Increasing the Association’s Reserves (from
non-grant income surpluses) to a minimum of
3 months of operating costs with an ideal
level of 6 months. This recognises that
current reserves (£1.114m at 31/03/07)
amount to just over 2 months of operating
costs.
I would like to finish by taking this opportunity
to thank you all for your continued support
and commitment to our great sport and to
wish you and your families a very Merry
Christmas and a Happy and Peaceful New
Year.
A review of the Capital Works Programme to
recognise possible reductions in grant
income post 2012 and the need to diversify
its income and increase the Association’s
non-grant income surpluses as set out in the
100 Point Plan.
FINANCE
Mark Robertson
The Management Accounts for the first six
months of the Financial Year 2007/8 show a
surplus of £257,874 which is £126,196 ahead
of the budget set for the half year.
BADMINTON England will produce a detailed
budget for 2008-09 together with a forecast
budget for 2009-2010. This is part of a
process to introduce (in the longer term) a
three-year cycle of financial planning. This
will bring the Association into line with its
funding body’s requirements.
Cash balances at 30 September 2007 were
£1,6m, (2006 £1,25m).
As stated at the end of quarter one, the main
reason for showing such a large surplus
currently is that BE receive its annual Lottery
funding quarterly in advance on a profile of
four equal instalments. This continues to be
the case.

Committee
also
approved
BADMINTON England’s fleet policy to move
towards leasing vehicles for the regional
structure over a three year period.
The Performance programmes are also
funded in this way. However, activity is lower
in the first two quarters compared with the
anticipated outturn for quarters three and
four.

The variance remains more around under
spends rather than surpluses.
The key area of the variance against budget
within the accounts for the first six months
surplus relates to the Performance budget.
This was set as a full budget for 07-08.
However, due to the practical process of
recruiting personnel, Performance was
unable to achieve a full compliment of staff
from the beginning of the financial year, thus
resulting in areas of under spend.

COACHING
Katherine Taylor
Develop
a
workshop
programme
providing ‘in service’ training by 2008
ensuring that coaches are constantly able
to access opportunities to improve their
skills and knowledge
Preparation is under way for the Annual
Coaches Conference in 2008, to be run, once
again, in conjunction with the All England
Championships in Birmingham.
The
conference will take place at Aston
University, which is walking distance from the
National Indoor Arena, enabling delegates to
attend both events with ease.
The Coaching report for this edition of Update
has, in the main been, aligned to the areas of
the 100 Point Plan where we have made
progress in the past few months.
Adopt an approach that enables coaches
to climb the ladder of SUCCESS –
coaches at club and county level with
aspirations to work with the best players
with opportunities to be mentored by the
National Coaching Team
Through the development of the UK
Coaching Framework for badminton along, as
well as the development of the Performance
Clubs we are starting to develop a structure
for coaching, such that coaches can be
supported by other coaches and mentors.
Coaching roles and responsibilities can
become more environment specific i.e.
children’s coach, talent development coach.
The overall theme of the conference is ‘The
Athlete and Coach Journey’, looking at the
long term development of players and
coaches.
Speakers will include David Hemery CBE
(former Olympic Gold Medallist, World
Record holder and Vice President of the
British Olympic Association, to speak about
mentoring), Ian Stafford (scUK, LTAD
specialist),
Kenneth
Larsen
(Danish
Badminton
Coach),
Gary
Walker
(Physiologist – English Institute of Sport).
This will enable us to support coaches more
effectively through CPD that is specifically
relevant to the role that they have within their
club or county.
Hopefully this will enable coaches to become
the very best that they can be within their
chosen environment, whether that is
developing FUNdamental skills to start
children off in the best way possible, or by
working with elite players who are pushing for
podium places.
A second DVD is currently being developed
following on from the hugely successful
Badminton Technique DVD.
This time the DVD will focus on developing
the tactical elements of the game, with
footage from the All England championships,
player interviews as well as practice ideas. It
is hoped that this will be available by March
2008.
Develop a Standard for coaches
Eventually the Coaching Register will be
developed to introduce a ‘Standard for
Coaches’, which will help us to gain a better
understanding on the activities of our
coaching workforce. The ‘Standard’ will be
developed in conjunction with proposals to
introduce a sport-wide coach licensing
structure; this is currently being developed by
sports coach UK as part of the UK Coaching
Framework. This will help us to get a better
understanding of the current workforce.
Ensure that all levels of the coach
education system are endorsed by UKCC
The Level 3 qualification has been submitted
to the Qualifications Curriculum Authority for
acceptance onto the National Qualifications
Framework.
The submission for UKCC
endorsement is currently being finalised. The
qualification
will
be
launched
from
March/April 2008.

The Level 3 qualification is modular, allowing
coaches the flexibility to complete each of the
modules at a pace that suits them, as long as
the qualification is completed within 2 years
of registration. Much of the assessment is
based around the development and delivery
of an annual training plan for at least 2
players, making the qualification almost
totally applied to the coaching they will
already be doing.
There are some minor changes that we will
make as a result of this. Some of the
feedback has highlighted further training
requirements for tutors, which will be
addressed at a tutor training weekend in
April.
Coordinate and administer a Regional
coach/teacher education programme AND
Provide every primary school and
secondary school within the partner
School Sports Partnerships, with the
opportunity for a minimum of one teacher
to attend ‘in service’ training
A number of ‘Badminton for Teachers’ course
have taken place and the intention is for
further 36 courses to be run before the end of
March 2008.
These courses are being
administered by the BDO network.
Publish an annual Coach Education
programme designed to recruit and
develop the best coaches where they are
most needed
We are in the process of preparing all of the
documentation to start the planning process
for the 2008/2009 coach education
programme. The intention is to develop an
annual programme that meets the needs of
the sport in terms of coaching. This will
require the collaborative efforts of the
Badminton Development Officers, the County
Coaching Coordinators along with the County
Sports Partnerships and School Sports
Partnerships.
There are two courses available, one for
primary and one for secondary school
teachers, they incorporate the BIG resources
that have been developed for schools.

Once we understand the current supply of
coaching, i.e. where we don’t have enough
coaches for current delivery and where we
will need more coaches for future delivery
including new clubs etc., then we are able to
get a better idea of the number of new
coaches that we need to train and therefore
how many courses need to be planned.
Achieve the Advanced level of the
Safeguarding Children in Sport Standards
by 2008
The deadline for achieving the advanced
level is December 2008. The three standards
to be achieved are as follows:
Recruit, develop and deploy a tutor
workforce capable of training the best
coaches
Following their attendance at the Coach
Educator and Coach Assessor workshops,
our tutors have been working for the
Certificate in Tutoring Sport (CTS) and the
Introduction to Assessment Practice in Sport
(IAPS) qualifications.
A number of
tutors/assessors have completed their
portfolio and we are in the process of
arranging their assessments.

Standardise the cost and administration
of the Coach Education programme while
enabling local flexibility
Coach education course costs were
standardised from the introduction of the
UKCC qualifications.
Our tutors are critical to the ongoing
development of coaching qualifications and
are asked to provide feedback after every
session. This feedback was reviewed in
October at a 6 monthly course review
meeting.
Whilst some headway is being made to draw
down some funding to subsidise the cost of
these courses for the individual coach, this is
very localised and we are still struggling to
achieve a position whereby we have a
sustainable source of funding.

Establish a Child Protection training
programme and ensure attendance of all
Club and County Welfare Officers by 2008
Time to Listen orientation day has been
postponed until 05 January 2008, which will
allow our tutors to gain more experience of
the deliver of Safeguarding and Protecting
Children course. This will not have an impact
on our desire to roll out the Time to Listen
programme to County and Club Child Welfare
Officers from March/April 2008.
Most funding that has been sourced has
been arranged through the County Coaching
officers and the Badminton Development
Officers, which has allowed us some control
to ensure that the subsidies go to coaches
who are already contributing and who make a
commitment to continuing their coaching
within, schools, clubs and counties. It is
important that the funding is always directed
to those who are going to give something
back.
Ensure that all coaches, volunteers,
officials and staff working with and or
around young people are in receipt of a
satisfactory Criminal Records Bureau
(CRB) check
Since we started the process of ensuring that
all coaches are CRB checked in order to be
on the Coaching Register we have been
inundated with enquiries and feedback.
Despite that we are making good progress
towards our target of having all coaches on
the register CRB checked. This process will
continue with each quarterly renewal. All
coaches joining the register for the first time
are required to complete a CRB check
through BADMINTON England.
DEVELOPMENT BOARD
Derek Batchelor
Overview
In my last contribution to Update we were
saying a sad farewell to Sue Sutton and a
welcome back to George Wood. I’m pleased
to say that George took up his appointment
and has arrived back at BADMINTON
England with his customary energy and
enthusiasm. Clearly George had a head
start, in that he was familiar with
BADMINTON England and to many of us –
albeit previously in a different role.
I also mentioned that we’d been trying to
recruit three new Regional Development
Managers and so far I’m delighted to report
that we successfully recruited two, with the
interviews for the third being scheduled for 10
December. Just in case you haven’t caught
up with our latest appointments, it gives me
great pleasure to introduce Rachel Bayley as
the RDM for the West Midlands and Melissa
Moss as the RDM for Yorkshire.
A series of Frequently Asked Questions will
be put on the website shortly. The main
enquiries are around why coaches need to
have
another
check
done
through
BADMINTON England if they have already
had one elsewhere. The other common
query is around the cost – those coaches
who are volunteers do not have to pay for the
check itself (normally £36) but they do have
to pay a £15 administration.
In many
instances the club and county have covered
this cost for the coach.
Since my last report to Council we’ve had a
further meeting of the Development Board
(on 31 October) when a number of items
previously drawn to your attention were
discussed in more depth / updated and more
new items were given an initial airing.
Jane Hancock from the Umpires Association
has already contacted the umpires and they
will be sent CRB forms to complete within the
next 2-3 weeks.
Investment in the Club Structure
At the time of our meeting each of the
Regions was putting together its initial
portfolios for sign off and it was still hoped to
have at least one Performance Centre in
place in each Region by Christmas but the
pace will depend very much upon the quality
of the applications and the rate of
BADMINTON England “sign off”.
In order for us to make that badminton is a
safe sport it is essential that we work together
to ensure that the coaches who are working
in the clubs and counties are members of the
BADMINTON England Coaching Register, as
this is your only mechanism of knowing that
they are appropriately qualified, insured and
checked to work with your players. It only
takes a few moments to ask to see their up to
date Coaching Register.

One should not underestimate the amount of
effort to prepare and review the necessary
development plans, action plans and budgets
that were a necessary part of each full
application.
BSF will see many new schools built but the
corollary to this is that many of the existing
ones will disappear. So CBAs / clubs may
well find that their existing venue has
disappeared and if they’ve made no
representation to use new ones being built
they could find access to facilities difficult.
In many ways it was gratifying to hear that
club self assessment forms were “coming
back in droves” but it has to be recognised
that the analysis of these falls on few people
back at BADMINTON England! However, the
value of the exercise is already being
recognised as it’s really the first time that
BADMINTON England will have a complete
picture of clubs. Once all the data has been
analysed it’s aimed that it should be overlaid
on the results of the Active People survey as
this should identify where there are large
“pockets of players” but few affiliated clubs
i.e. it will identify our “potential member
market”. The Active People survey illustrates
that badminton is the 4th most popular sport
with in excess of 900,000 participants so the
opportunities appear immense.
I make absolutely no apology for repeating
what I said last time i.e. that “For the future
security of tenure of our clubs that play in
school facilities it’s critical that we try to
influence what’s being built i.e. to ensure that
it’s suitable for badminton and then seek
representation
on
User
Management
Committees. We also need to influence
County Facilities Strategies – so that
badminton does not lose out to other sports
who better organise their representation /
lobbying.
I went on to say - Clearly each CBA needs to
know which Wave of BSF its local
authority(ies) falls within (which is fairly easy
to establish). Following which appropriate
lobbying needs to be undertaken. It’s really
over to CBAs in this case. One or two of you
have indicated that it wasn’t quite as “easy to
establish” as you’d expected – particularly
beyond Wave 6 – so here’s a website
address for you to contact:
As you’ll no doubt be aware, Silver Clubs
have now been rebranded Premier Clubs
and, at the end of October, there were 127 of
them – with an additional two currently being
assessed.

European White Paper on Sport
In my last contribution to Update I mentioned
that the European White Paper on Sport had
been published and it is being / has been
widely discussed.
This opens a page on the “teachernet”
website headed “Local Authority project by
wave” and in the text of this page there’s a
link to an Excel spreadsheet showing every
local authority and where it’s placed in the
fifteen waves.
George is doing some follow ups with the
CCPR (and others) on our behalf and I’ve
been in touch with Gregory Verpoorten (the
Director for Development for the Badminton
Europe Confederation [BEC]). Gregory is
based in Brussels and is keeping track of
developments / opportunities so, hopefully,
we’ll be able to take advantage of any that
present themselves.
National Badminton Week 2007
National Badminton Week (fortnight?) has
now taken place and we’re waiting for the
final results to come in. Congratulations to all
of you who organised / took part in events.
Hopefully you had some fun and raised
money for good causes.
Building Schools for the Future (BSF)
I mentioned the importance of each County
Badminton Association (CBA) becoming
engaged with the Building Schools for the
Future (BSF) projects in its area in my last
report. This wasn’t an idle aside to give you
more work to do but to indicate that there
were real opportunities to retain / gain access
to facilities in which our clubs play.
Where next?
Perhaps as illustrated above aspirations and
opportunities often coincide if one is prepared
and able to take advantage of them.

George set out a number of his thoughts for
the future to the Development Board and,
although I don’t wish to “steal his thunder” by
setting them out in detail at this early stage,
one thing that is clear is that we’ll need more
facilities and more volunteers. Well maybe,
just maybe, we can address the facilities in
some part via BSF ………. but volunteers?
Surprise, surprise, just a few days after the
meeting of the Development Board, the
Department for Culture Media and Sport
(DCMS) published its “Olympic Legacy
Research Quantitative Report” which, based
upon research, sets out a number of
“Expected behaviour change[s] as a result of
the 2012 Games”. Without boring you with all
of the detail – which you can read for
yourselves at:

2008 BEIJING OLYMPICS
The next Olympics now loom large on the
horizon and our top players are currently
busily engaged in trying to qualify. As this
report is being penned they are actually out in
Guangzhou competing in the China Open.
With the introduction of more stringent
qualification policies introduced by the
Badminton World Federation it is unlikely that
Great Britain will be able to qualify the same
number of players as previous games, on this
occasion we anticipate that the number
players will be in the region of 5 to 6. Our
preparations for next summer will be as
thorough as we can possibly make them
including the customary preparation camp,
which will be in Macau before travelling on to
Beijing.

see that some 13% feel they will be
encouraged to do either a lot more or a little
more volunteering as we get closer to the
2012 Games. At the same time some 19%
feel that they will be encouraged to do more
sport or physical activity. So perhaps we can
both gain more volunteers and hit our
participation targets at the same time!!
At present we are encouraged by the level of
performance in the Super Series circuit by
those players identified as potential Beijing
participants. The challenge now in addition to
qualification is for our players to strive for
potential seeding positions to increase their
chances of challenging for medal success.
Another, surprise source of some comfort,
came from the Royal Assent being given to
The
Local
Government
and
Public
Involvement in Health Act on 30 October
2007.
2007 WORLD JUNIOR CHAMPIONSHIPS
Our junior players performed well in New
Zealand to claim 9th place in the Team
Championship. This was the best position we
could hope to achieve given that we were
placed in the Group containing eventual
winners China. In fact England was the
highest placed European nation.
I’m not going to suggest that you read the
272 pages of the Act; suffice it to say that
Section

places
obligations
on
“responsible local authorities” to prepare a
local area agreement which specifies local
improvement targets in cooperation with
“partner authorities”. One of the named
“partner authorities” is the English Sports
Council but the local authority also has an
obligation to “consult such other persons as
appear to it to be appropriate”. Previous
experience suggests that we need to
encourage County Sports Partnerships to get
in on this act as significant funds could flow to
them and, hence, to badminton via the Local
Area Agreement (and their Workforce
Development Programmes). I know that this
seems to be a convoluted route but it has
produced considerable success for some
CBAs – so do please give it a try!
In addition to reaching two quarterfinals of the
Individual Championships we also gained the
first medal achieved by any European
country since 1992. Chris Adcock and Gabby
White went all the way to the Final of the
Mixed Doubles only to lose by the closest
possible margin after having match points in
the decider.

SYSTEM DEVELOPMENTS
The restructuring of BBOC Ltd (British
Badminton Olympic Committee) is now
moving towards a satisfactory conclusion.
Last month agreement was reached with all
the Home Nation Associations that matters
will now proceed by way of a change of name
to Badminton GB Ltd and constitution
(appropriate amendments will be made to
cover its new responsibilities of monitoring
the GB Performance Service Level
Agreement
currently
operated
by
BADMINTON England).
After the recent ‘Think Tank’ sessions across
the country and the appointment of our
National
Development
Coach,
Mike
Woodward has been dedicating much of his
efforts towards producing draft Talent
Identification proposals to support the player
pathway plus a Personal Development
Programme for coaches who will be involved
with Performance Centres in the future.
Mike Adams - has been appointed High
Performance Coach at our Loughborough
Centre, consideration is now being given to
replacing the recently departed James

Team will be at its full staff compliment.
Preparations for the 2012 London Olympics
have been enhanced recently with the
instigation of ‘Mission 2012’ which is a
monitoring programme based on the traffic
light system of evaluating our progress in all
of the key areas of our operations. We
recently submitted our first report to the
Performance Panel at UK Sport which
includes leading British experts such as Sir
Clive Woodward and Steve Cram.
Anthony Clark has stepped down from the
Performance
Team
as
Players’
Representative in order to focus fully on
qualifying for Beijing – however a place for a
Players’ Representative will be retained on
the
Performance
Board
and
that
representative will continue to be welcome to
attend all meetings.
BADMINTON
England’s
Performance
Programme Manager, Joanna Benham is in
the course of completing the establishment of
our High Performance Centre structure;
supporting the National Centre at Milton
Keynes. Our aim is to have seven Centres
around the country based mainly at
Universities. Negotiations have started with a
possible additional Centre in the South East
and this will complement the six existing
centres now operating successfully at Bath,
Birmingham,
Brunel,
Loughborough,
Manchester and Sheffield.
It is with great regret that we report the
departure of our talented young women’s
singles player, Michelle Cheung to a
University in Hong Kong. What is particularly
disappointing
is
that,
notwithstanding
receiving our fullest support for several years
and despite our best efforts to persuade her
otherwise, Michelle has indicated she will not
be making herself available to represent
England in the future.
PERSONNEL
Asger Madsen is now in post as our Men’s
Singles Manager and is busily involved in
bringing together a group of our very best
players for regular training and with whom he
will work specifically, as well as beginning the
process of establishing close working
relationships with our High Performance
Coaches.
FINAL COMMENT
BADMINTON England continues to grow and
indications for our sport are positive. The
future looks bright for our young players and
we eagerly await the next five years of
competition including the road via Beijing
2008 to London 2012 with confidence.

TOURNAMENT CIRCUITS
The Elite Open Circuit sponsored by HEAD
started off with a good tournament at York
Railway Institute and will be followed up by
the Wimbledon in late January. There are a
small number of Challenger events compared
with Satellite tournaments so the Competitive
Play Board will be reviewing the imbalance at
their December meeting.
The Orbital
tournaments have increased from four last
season to eight this season and Carlton have
agreed to be circuit sponsor.
MAJOR EVENTS STRATEGY
We have reached a crucial stage of our plans
relating to the period between the Beijing
Olympics and the London Olympics. The aim
is to secure a major international event in this
country for each year running up to London
2012 in addition to the All-England.
This surely must raise awareness of
badminton and in turn impact on the profile of
our sport, which is very much part of the 100
point plan.
BRITISH CUP
Further discussions about this new
competition involving the home nations, have
created an interest in two possible venues.
One is in Brighton and the other is in
Liverpool. A likely date is the 4th/5th October
next season.
In 2009 The European Senior Team
Championships are planned for February in
Liverpool.
In 2010 The European Senior Individual
Championships are planned for April in
Manchester.
INTER COUNTY CHAMPIONSHIPS
After the first of the three weekends Premier
A is headed by Yorkshire whilst the Premier
B leader is Hertfordshire.
The bid was finally presented in Copenhagen
on 14th-15th November with the support of
representatives from Liverpool City Council,
Manchester City Council, North West
Development Agency and UK Sport.
This season the promotion and relegation
between Division 1 and Premier B has
returned to just two up and two down. This, of
course, means there is a need for play offs
once again in the lower division.
Badminton Europe was highly impressed with
our presentation and after having negotiated
a budget and received our written
confirmation they are recommending the bid
to their Council Meeting in Vienna in January.
In 2011 The World Championships are
planned for Wembley Arena in London. Both
UK Sport and Events for London have
confirmed their financial backing £700k in
total. The final bid presentation will be in
Kuala Lumpur on 14th December. We are still
unsure whether any other nation is in the bid
process.
VETERANS
The 6 Nations this season was held in
Germany. England topped the table just
beating Germany into second place after a
count back of games. It was disappointing
that Scotland pulled out at the eleventh hour
causing a hasty re-scheduling of the whole
event.
The Yehlex Nationals, supported by the SE
England Development Agency, has a healthy
entry for its new venue at The Triangle,
Burgess Hill which has 12 courts.
YONEX ALL-ENGLAND
The ticket sales for the 2008 Championships
continue to run higher than any previous year
at this stage of the season. Significant
additional seating has been planned with the
NIA. Bookings should be encouraged during
the next few weeks in order to receive the
10% early bird discount which runs out on the
31st December.
UK SCHOOL GAMES
Meetings have taken place with the Youth
Sports Trust with a view to locating a suitable
venue for the 2008 UK School Games in the
Bristol/Bath area.

CLUB PLAYERS
In addition to the Bonanzas there is a
growing interest in the Badminton England
Cup which has received 36 entries.
The Carlton National Leisure Centre
Championships has now reached 106 entries
stretching from Middlesbrough to Penzance
Having met with our National Child Protection
Officer it has been agreed that further
consultations are necessary so that
BADMINTON England can produce practical
advice and support which will enhance all our
activities which involve children or vulnerable
adults.
CALENDAR
The first draft for 2008-2009 has been
consolidated but it is early days for even
90% accuracy.
However a date worth
emphasising at this stage is the Restricted
weekend which is again the last weekend in
September when so often we have been
used to the first weekend in October.
The S&Y Board are also keen to ensure that
those who need to be CRB checked are
identified and as part of the consultation
process will look into role descriptors to
ascertain priorities.
No significant changes are anticipated until at
least the start of the 2008-09 season and
these will be made known to counties through
the many publications we currently produce
and of course our website.
SCHOOLS & YOUTH BOARD

ICT 2008 Nottingham University
The initial invite for teams to enter (27th-30th
March) has been sent out to all counties and
entries should be returned by December 4th.
There are problems with date of this year’s
event; some authorities have moved away
from the conventional Easter Holiday and
therefore these dates fall within term time.
This is the first time that there has been
significant discrepancy between holiday
dates across the country, but not the first time
ICT has fallen in term time.
Child Protection Issues
When it comes to Child Protection, over the
years we have tried to stay ahead of the
game. Within the aide memoir produced for
Tournament
Organisers
advice
and
guidelines are issued to help provide safe
well run tournaments which protect children.
We realise that while we and most of the
counties are aware of their responsibilities,
there is now a need to develop guidelines to
ensure
consistent
delivery
across
BADMINTON England. Amongst other things
serious concern has been expressed about
the role and responsibilities of Team
Managers and Coaches at team events and
in particular residential weekends. We
currently have no real guidelines for these
activities, and many, who volunteer to take on
the role, do so “because no-one else will” and
in many cases have little or no experience of
working with groups involving children.
This not only provides a problem for players
but also for the management of teams and
administration of the event because many of
those who support the event are closely tied
to schools.
Thanks to the work done by our
accommodation officer Josie Smith we have
been able to avoid increasing the price of
accommodation, but have had to increase the
entry fee by 3%.
This could make them and the children in
their care vulnerable, be it at a senior or
junior event, and while will be CRB checked it
is the safety of the children which must be
paramount.
For 2008 we will invite 4 new Young Officials
to work alongside us at this event. The
applicants will be required to fill in an
application form and will be selected on the
basis of their application and CV as a reward
for the work they have done for badminton.

Tournament Circuit 2007/8
The increase in the number of bronze
tournaments has to large extent succeeded in
reducing the number of players rejected from
tournaments. There has however been the
need to restrict and where we have done so,
despite us sticking to clearly published
criteria Tournament Secretary’s have had to
face criticism.
On the final day, the finals will be played in
the main hall on their own, and this will
probably mean playing some matches on the
last day at the Jubilee Campus. It is hoped
the events department will use this
opportunity to improve the presentation of the
final and use this to sell the game to a wider
audience.
Regulation changes:
We are struggling to achieve the entry we
would like in both silver and Under 13
tournaments. We have had to cancel two
events in the extremes of the country through
lack of entries and we need to discuss how
we might manage this situation in the future.
We will be playing rally points of
course, but best of 3 to 15 points
extended to 21 if necessary.
Throughout the event we will also be
permitting advice to be given at the
end of each game, but not at other
time.
The Under 11 circuit has proved to be more
popular than last year.
These changes to regulations have been
made in response to discussions at last years
Managers’ Meeting.
We have had problems with upgrading
players which will hopefully be resolved next
year when we hope to have a reliable IT
solution.
I am also pleased to announce that HARROD
one of the major sports hall equipment
providers is sponsoring the event for another
year. It is important that you are aware of this
and whenever possible recommend them to
schools when discussing badminton furniture
because the money received benefits the
Associations finances.
Calendar 2008-9
We have had our first junior calendar meeting
and involved junior performance personnel to
ensure that we were providing a calendar that
not only met their needs but also to avoid
unnecessary clashes. Also present was
Anneli Macdonald (UK School Games Coordinator) who is working with us to try to
develop a co-ordinated GB Calendar.
Under 13 & 15 Team Challenge
The regional rounds were held on November
24th and results will be placed on the website
as soon as possible. We had an increase in
entries which meant that at one venue there
were 7 teams (our preferred number is 6) and
it is likely the expansion will continue and
therefore a review will take place on how best
to accommodate this.
It was agreed that we would work on the
same principle as this year.
County Eligibility
The regulation basically states that a player
may either represent the county in which they
live or the county at which they attend school.
It easily policed and was agreed at an ESBA
AGM many years ago to overcome the
problems which were caused when
adjustments
were
made
to
county
boundaries. The majority of counties had no
problem with this regulation and so it will
remain, but in future it needs to be published
alongside the senior and veteran regulations.
1st weekend of the month will be
reserved for U17 Gold,
2nd weekend of the month for U15
Gold
3rd weekend of the month U13 Gold
4th weekend to be a team weekend
The first working draft has been produced.
Tournament Organisers
There have now been one referee’s course
and two tournament organiser courses and all
were relatively well supported.
Most participants naturally are interested in
only being involved locally but in time one
would hope with some 40+ new recruits they
will widen their interests in due course.

Schools’ matters.
Schools Affiliation has increased by approx.
6%, but it must be noted that the number of
individual schools has decreased by 20%
while SSPs increased by 25% which
effectively means we have contact with far
more schools than last year.
The target is to identify 100 16-19 year olds
to undertake the award and provide them
with some experience so that the most
proficient can be invited to officiate at next
years UK School Games. A few will be invited
to travel with our teams to the Danish Cup
next year to offer the team some valuable
support while experiencing some officiating
abroad.
Lists of all affiliated schools and SSPs are
placed on the website, and county
secretaries/treasurers are also sent relevant
information. This extends to County Schools
associations where these are listed in
BADMINTON England handbook.
The Young Officials’ award will include
elements from across the whole range of
officiating, and liaison has taken place with all
relevant parties including BUA of E and
Linesman’s Association. William is not far
from producing the first draft but there is still
a lot of work to be done.
Affiliated schools’ bodies will receive the
usual offer of free tickets for the Wednesday
and Thursday of the Championships. In
addition this year non-affiliated schools and
SSPs offered free tickets for the Tuesday
(qualifying day) of the Championships
A number of SSPs have agreed to work with
us, and we are currently trying to recruit
potential tutors.
As some of you may have read in the
Telegraph we have had a fantastic response
to the New National Inter Schools
Competition. 83 Individual schools and 119
SSPs have entered, which could lead to the
participation of nearly 10,000 school children.
Granwood (Gransprung) Flooring systems
has kindly sponsored this event for this year.
Collaboration with squash, table-tennis and
tennis is producing a generic racket skills
award and currently 12 qualified tutors are
piloting courses. Courses are being
administered
by
the
Lawn
Tennis
Association. There are policy issues that
need to be addressed, e.g. Whose
Disciplinary code will the coaches be
following? Another question to be answered
is who will monitor and evaluate the Pilots?
Some Competition Managers are using this
event in their county as a qualifying round for
their own County Inter Schools competition.

Following a play off Thornden School
(Hampshire)
and
Greenbank
School
(Lancashire) have been invited to enter the
ISF World School Badminton Championships
in Minorca in April 12-18th. We are giving the
schools some support but obviously they will
need to raise funds for their team.
International Matters:
We were really pleased for Chris Adcock and
Gabby White when they obtained silver in the
World Junior Championships. While offering
our congratulations to these two fine young
players whom we have been closely involved
with for many years, we would also like to
acknowledge the work which has been done
by their coaches and counties in the early
years. Nottinghamshire and Yorkshire are at
the forefront of Junior Development in
England, but I think they would acknowledge
they are part of a much bigger picture and the
excellent work they do is being mirrored
across the country. Many counties “punch
well above their weight” something we must
not ignore.
16 new schools have been awarded Forza
Academy status, each will be provided with
£250 Forza vouchers.
Thanks to the provision of funding from the
Youth Sport Trust (YST) we have been able
to recruit a Young Official Development
Officer (volunteer - William Wallace) who is
charged with writing a young officials award.

While it is fantastic to acknowledge success
there has been criticism that other
international junior news is scarce on the
website. Changes in administration and
workload within the performance department
may have contributed to this, but the real
problem is that whereas in the past
organisers abroad distributed results after
events few now do so they expect us to
source them from the web, which I am afraid
they do not always update. Obviously the
answer is to provide links to relevant
websites, but this will only work if sites are
updated.
Already 2 clubs have booked a coaching
weekend in Sept 2008, and between Sept
and Christmas this year there will have been
12 Club coaching weekends with around 150
players attending. Tournament wise we will
have hosted 2 ICC weekends and 2 Gold
Bronze Tournament weekends, an MK
Competition, National Inter Schools event,
BISI event to support National Badminton
week and 3 National Junior Squad
weekends.
We also hosted a Carlton
promotion evening where 50 local players
had the opportunity to hit with Gail and
Nathan.
We are proud of History!
Conference bookings remain a mix of new
companies with a high level of retaining
existing ones.
Malcolm Smith has now completed collating
ESBA records and passed them to the
Museum and it is hoped that in due course
some recognition of the work of ESBA could
be given in a dedicated cabinet. It should now
be possible to include some of this historical
information in the facts and figures booklet.
New bookings include ones from the Institute
of Clinical Research, the National Ophthalmic
Advisors Group, and the National Energy
Service. MK Council remain our major
customer though with a greatly reduced
number of bookings. Our Church Alpha
Course weekends continue with over 100
delegates here over 2 weekends with a
further weekend already booked next March.
There have been 2 private functions but
these bookings are limited as they have to be
fitted in at appropriate times alongside other
demands on the Centre.
NATIONAL BADMINTON CENTRE
Mark Burbidge
General usage across all areas of the NBC
remains very high with a number of activities
supporting each other. e.g. an increase in
conference delegates gives the Health Club
the opportunity to attract new members.
External accommodation income is on a par
with last year despite having far fewer rooms
available with a larger squad being resident.
The Centre is ahead of income targets on
most measures of court income, but with very
few courts available and at generally anti
social times there is very little scope for
increasing court income. Everybody wants to
play between 7pm-9pm Monday to Thursday.
We now have two separate over 50 sessions
that attract 12-15 players to each.
Financial Issues
The NBC remains slightly ahead of budget.
Most income headings are ahead of budget
with the Health club income being the two
below budget. It is expected that during the
next financial year these budgets will almost
be back in line. With the NBC now being the
centre for GB badminton, usage by
Performance is greatly higher than last year,
both in court and accommodation usage.
Greatly increased energy bills remain an
ongoing cost. The Accommodation Lodge is
on budget, but with a large increase in Squad
usage there are fewer rooms available to sell
externally.
We still support the Milton Keynes Schools
Talent Development squad and host a
monthly tournament for each year group.
Membership remains over 400 associate
members all renewed since September.
The Personal Performance Course in Sept
was full with 32 players including 2 from
Greece who flew over especially. The next
one in January is already full (2 people flying
over from Ireland to attend) with places being
filled on the June 08 course.

We have also agreed a funding settlement
with the English Institute of Sport regarding
the Sports Science Suite. I am now looking
at various areas throughout the building in
need of refurbishment. We are also taking
advantage of some mild weather and the
external fire escapes have been treated and
repainted.
INTERNATIONAL MATTERS
Badminton World Federation
Nora Perry MBE
A meeting took place in London in August
with Punch Gunalan Vice President,
Badminton World Federation, concerning our
presentation in December for the 2011 World
Championships.
Virgin Active/Fusion
There has been a great deal of activity since
the last Update report. Fusion started to
operate the Health Club from 1 July with just
over 600 remaining members. Membership
now stands at 875 with the busy January
joining period still to come eyes are firmly
fixed on passing the 1,000 mark as soon as
possible in the New year. Reception and
corridors have been repainted and there has
been a temporary refurbishment of the
changing rooms to tide them over until the full
refurbishment next March.
After a detailed discussion it was made quite
clear that England could expect a decision in
December as promised.
Point to note: After the meeting the Chief
Executive sent an email to Punch Gunalan
confirming England’s position, and the time
schedule on the decision for the World
Championships. Since then Punch Gunalan
has replied that the decision would be made
in December as first agreed.
The two gym studios have now been
completely re-kitted with over £250,000 of
new equipment.
This has clearly been
positively received and will greatly assist in
attracting new members. It is a huge relief to
be working with a company that is making a
positive effort to both drive the Health club
and the Centre as a whole forward.
Further discussions took place regarding the
current president of the BWF, Dr. Kang; as
well as our current position in Europe.
Performance of Blue Apple
Blue Apple continues to provide a service
much appreciated by staff and members
alike. They have proved to be a good
company to work with and as they are not a
huge company have been flexible in their
operation. Our operating deficit is higher
than last year as although we continue to
attract a large number of bookings they have
tended to have smaller numbers attending
with subsequently less catering income.
The Chairman of the Association will be
accompanying us for the week, not only for
the 2011 presentation, but for networking
opportunities between him and the Council of
the BWF.
Ciro and I will be attending several committee
meetings in Kuala Lumpur in December. Ciro
is on the Administration Committee and I am
on the Marketing Committee.
We gather there will be council positions
available next year in Europe, but
confirmation of this will not be received until
after their meeting in January.
On a personal note I would like to say a huge
“thank-you” to Ciro Ciniglio and John Havers
for their help, support and guidance
throughout the last two years. My
experiences as part of the International
Relations Committee have been both
enlightening and varied, and my hope is that
everything I have learnt will help me make
strides for England on the world stage.

Forthcoming Events
For those of you planning to attend events
within Europe this is just a quick update to let
you know that the 2008 European Mixed
Team Championships will be staged from 12
– 15 April in Herning, Denmark.
The 2008 European Championships will
immediately follow (from 16 – 20 April) at the
same venue. Herning is a pleasant town in
central Jutland so could prove a good place
for an early spring holiday whilst availing
yourselves of an opportunity to watch some
quality badminton.
Development & Administration Seminar
Badminton Europe staged the above in
Istanbul on 26 & 27 October and 60
delegates from 39 of the member nations
attended.
Most of the presentations were made by
Badminton Europe Council members and
staff, in addition to which Bo Wendel and
Morten Bjergen from Denmark respectively
gave presentations on Babyton and Miniton.
I’m not too sure about the value of Babyton
but
Miniton
seemed
an
interesting
development – although retention of young
people in the sport may prove a problem,
only experience will show.
Although the presentations were interesting,
much of the value of these gatherings of
international delegates is generated through
the more informal meetings that take place,
as they create opportunities to discuss
matters of common interest.
