Underwood closing Avenues store
Underwood Jewelers, citing changing shopping patterns
among customers for its higherend merchandise, will close its
store at The Avenues mall Sept.
27 as its lease expires Sept. 30.
“This one doesn’t make sense
anymore, so we are shutting it
down,” said Underwood Jewelers
President Clayton Bromberg.
Jacksonville-based
Underwood Jewelers will focus on its
remaining stores that operate in
San Marco, Avondale and Ponte
Vedra Beach near affluent clients.
“Malls are a very, very high
cost place to operate and it’s our
smallest store by volume by a
long shot and it is no longer
growing,” Bromberg said.
Underwood’s opened at The
Avenues in 2010. It operates in
a 1,100-square-foot space on the
lower level at the center court.
Bromberg said Underwood’s
sent letters to customers Thursday and Friday and distributed
an email late Tuesday about the
closing.
That email said the Avenues
store’s closing sparks the company’s first storewide sale since
1996, when it closed its location
at Regency Square Mall.
Bromberg said other than Rolex
and David Yurman, merchandise
at The Avenues mall store will be
marked down 20 to 50 percent.
“We have no room for this
inventory in our other three
stores so it must be liquidated,”
Bromberg said in the email.
It said the sale includes diamonds, designer jewelry, watches, pearls “and even our Waterford chandeliers,” but it will not
be advertised other than through
the mail and email to customers.
The Avenues store operates 10
a.m.-9 p.m. Monday-Saturday,
longer hours than at the other
locations, where Underwood’s
opens at 10 a.m. but closes at
5:30 p.m. in town and at 6 p.m. at
Ponte Vedra Beach. All four are
closed Sunday.
Bromberg said he would speak
with his store manager at The
Avenues about whether it would
open on Sundays through the end
of the month for the sale.
He said the mall had asked
if the store could remain open
through the holidays, but the
numbers didn’t work.

Pre-emptive strike against weather

When it comes to damage from severe
weather, it’s best to head it off at the pass,
if possible.
That’s what JEA does as a matter of
policy when it comes to electric service
that might be interrupted by trees or limbs
falling on power lines.
And it’s what the utility has been doing
for more than a week when it comes to
sewer service issues in anticipation of
Northeast Florida being in the path of
Tropical Storm Hermine.
Field crews work until weather conditions become unsafe and then are back at
work as soon as it is safe, said JEA spokeswoman Gerri Boyce.
She said JEA is expecting as much as
6 inches of rain and wind gusts up to 40
mph.

“In any storm, you can expect some outages,” she said.
In 2013, JEA began investing $17 million
per year to “harden” the electric system to
better withstand tropical storm winds and
tornadoes.
A lot of what’s been done in the past
week was to ensure the system was ready
for the storm.
Boyce said the electric generating stations and transmission lines were inspected to make sure everything was working,
including backup systems. Twenty-four
line crews will be standing by to repair
power lines, if needed.
The first step, Boyce said, is to assess the
damage and first repair electric generating
stations, transmission lines and water and
sewer facilities.
After that, outages will be prioritized.

Impact Church announced early today
it completed its acquisition of the former
Belk store space at Regency Square Mall in
Arlington.
A news release said the purchase by the
Arlington-based ministry is one of the largest local community investments in that
area within the decade.
The deed has not been recorded with the
Duval County Clerk of Courts. No purchase price was announced.
“We are so excited to not only grow
in a new facility, but to also be a part of
the renaissance of a mall that is near and
dear to all our hearts,” said Bishop George
Davis, senior pastor.

in February 2015 and opened in a new center east along Atlantic Boulevard.

“The more affluent customer
with more disposable income
wants to be made to feel special,”
he said.
That isn’t always the case in a
mall environment, he said, where
the collection of stores offer varying levels of service.
Through no fault of mall management, some retailers are providing a level of customer service
that’s “worse than it’s ever been,”
Carr said.
That means affluent customers
might not flock to mid- or lowertier malls or those with stores that
don’t stress customer service.
In addition, department and
specialty stores that anchor traditional enclosed malls are competing with Amazon.com, discount
stores and fast-fashion retailers
that provide inexpensive clothes
for what could be considered disposable use, he said.

includes service as general manager at The Avenues, which he
left about 2009. He spoke highly of landlord Simon Property
Group, which also is co-owner of
St. Johns Town Center.
He emphasized his comments
were not specific to The Avenues
but were global.
“There are so many moving
parts,” he said. “There is not one
smoking gun. There are many.”
The two-level Avenues was
built in 1990 and was the affluent
mall at the time. St. Johns Town
Center opened its first phase in
2005.

“I think malls will always serve
a purpose but they are constantly
repurposing themselves,” he said.
“Who knows what comes
next?”
‘Plenty of growth’
for Underwood’s
Bromberg’s family business,
Bromberg & Co., was founded
180 years ago in Alabama and is
the oldest business in that state.
It bought Jacksonville-based
Underwood Jewelers in 1974.
Bromberg arrived in 1980 and
became president in 1988. He’s
based in Jacksonville at the flagship San Marco store.

Bromberg said the store was
growing for the first 41/2 years
“and then started going backward.”
He said enclosed malls no longer draw the traffic they did and
the traffic they do draw no longer has the disposable income
needed for higher-end stores like
Underwood’s.
He considers The Avenues
location near Interstates 295 and
95 as “one of the most valuable
pieces of real estate you could
ever find in North Florida.”
However, the internet and the
advent of other retail alternatives, like nearby St. Johns Town
Center, coupled with costs and
shrinking margins are affecting
companies like his.
“I don’t think the malls do for
retailers what they did for them
20 years ago,” he said.
“If you look at the high end of
jewelry business, you will look
long and hard to find stores like
ours operating in enclosed malls
around the United States,” he
said.
Underwood’s at one time operated in the Gateway, Roosevelt,
Orange Park and Regency Square
malls, but left all of them to eventually focus on the neighborhood
centers.
It also operated Downtown but
closed there in 1993.
The four Underwood’s stores
collectively employ about 45 people, and the seven workers at
The Avenues will be relocated to
other stores.
Underwood’s opened at The
Avenues in 2010 because brands
it carried wanted it to, Bromberg
said. Another jewelry store that
carried the brand had gone out
of business. Underwood’s negotiated a six-year lease.
He doesn’t rule out opening
in the popular St. Johns Town
Center at Butler Boulevard and
I-295, which has attracted retailers like Tiffany & Co., Nordstrom
and Apple.
However, the brands sold at
Underwood’s already are represented in the Town Center and
they are not interested in creating
a competitive environment there.
He said Underwood’s is keeping an eye on St. Johns County,
west of the Intracoastal Waterway.
For now, he will focus on San
Marco, Avondale and Ponte
Vedra Beach.
“We think there is plenty of
growth for us in North Florida with the three stores that we
have,” he said.

Council members and other supporters of the pension referendum were all smiles Tuesday
evening as they hoisted champagne glasses to toast the successful passage of a half-cent
sales tax dedicated to paying
down a crippling city problem.
It was cause to celebrate when
65 percent of the voters said
“yes” to the plan after such a
dedicated campaign. Yet, it was
just the next step — there’s more
work to be done, this time at the
collective bargaining table.
Randy Wyse, head of the Jacksonville Association of Firefighters, helped sell that plan in Tallahassee and supported it locally.
He took a spot along the wall
to watch that celebration. Soon
enough, he’ll be at the table with
the city.
“OK, things are going to change
a little bit,” he said Wednesday
of how it felt after the tax passed.
“But, that’s expected.”

but left before the celebration
took off. Like Wyse, he’ll be sitting down with city official soon

The city’s side has a couple of
points that must be addressed.
At least one of its plans must be
closed. And current employees
will see their contribution rates
increased to 10 percent.
Employees hired prior to June
19 pay 8 percent, while those
hired after pay 10 percent.
“We’re supportive of that,”
said Wyse of public safety members paying 10 percent.
That support, though, will
have to come through some form
of concessions elsewhere by the
city.
Wyse and Zona said one of
the bigger issues they hear from
members is the lack of raises for
the past eight years, although
some receive step raises. Insurance rates are high, especially for
those people who elect family
plans. And the retirement plans
for those newer members is lacking when looking around the
state.
Overall, Zona said, it’s made
the city less attractive to recruitment efforts and more difficult
to retain good talent. The department is No. 1 in the state for
correction officers being lost to
attrition, he said.
Wyse sees the issues, too. Next
week, he’s losing three firefighters to other Florida counties.
He’s seen the trend slowly
coming, though. For the past
eight years, he typically has
addressed new firefighter classes
and asks how many came from
other municipalities.
Back then, 80 percent to 90 percent raised their hands. The last
class he addressed had just a few
hands respond to the question –
it was about 25 percent.
“I looked at the fire chief and
said “You see? They aren’t coming,’” Wyse recalled.
Wyse and Zona both would
like to see the county return to a
competitive state with its peers
in Florida, especially when Curry
has so heavily promoted public
safety as his No. 1 priority.
Zona said he expects to hear
this week when the city would
like to sit down.
The mayor Tuesday briefly
mentioned collective bargaining
in his speech after the results
came in. He noted it was the next
step and “we will be successful
there.”
It will require compromise
from both sides or else the sales
tax effort that’s come so far with
lawmakers and voters will be for
naught.

intersections — will be repaired
first, Boyce said.
For commercial and residential service, areas with the greatest number of customers without
power take priority.
A program to minimize outages caused by trees and other
vegetation –– tropical weather
notwithstanding –– began at JEA
several years ago and should pay
dividends during the storm, since
the possibility of damage already
has been reduced.
In 2012, tree limbs and vines
caused 2,416 outages, even without effects from tropical weather.
That number went down to 1,877
in 2015 — about a 25 percent
decrease.
The large amount of rain
expected in just a few hours
tonight, combined with higherthan-normal tides due to the
new moon, has JEA watching the
water and sewer system.
Personnel will be monitor-
ing pumping stations and gravity lines that might become overloaded.
“When we have a lot of water,
it can encroach into the sewer
system,” Boyce said.
If that happens, crews and
equipment will be dispatched
to vacuum sewage out of the
affected facility, transport it and
then dump it into another facility
that’s not overloaded.
Boyce said with so little rain
recently, there could be a greater
chance that trees will fall because
the soil around them has become
dry. When roots come out of the
ground, sewer and water lines
may be pulled up and damaged.
Drainage isn’t JEA’s responsibility — storm drains are maintained by the city.
The city’s pre-storm routine
involves checking major discharge
points into the St. Johns River and
the 10 pump stations, said spokeswoman Marsha Oliver.
Mayor Lenny Curry issued a
state of emergency for the city
effective 5 p.m. today.
City crews also follow up
on unresolved drainage complaints about road flooding and
check drainage systems in lowlying areas, such as Springfield,
McCoy’s Creek and Southampton.
“Residents should be aware
that roadside drainage systems
may become overwhelmed if we
receive a lot of rain in a short period of time, but we would expect
the water to recede quickly after
the rain stops,” Oliver said.
JEA doesn’t anticipate any
major outages to be caused by the
storm, but customers are encouraged to be prepared if they experience temporary interruption of
electric or water service.
“Be sure you have drinking
water and fresh batteries,” said
Boyce.

Solar supporters, Lawmakers look for second
opponents put light political lives in local offices

Backers and opponents of a
solar-energy proposal on the
November ballot aren’t making
predictions after a separate alternative-energy measure was overwhelmingly approved by voters
Tuesday.
Instead of comparing the two
measures, the group Consumers for Smart Solar said its “sole
focus” is advancing the November ballot proposal. The proposal, known as Amendment 1, is
backed by the utility industry and
would primarily put into the state
Constitution existing rules on the
use of solar energy in Florida.
“Amendment 1 gives Florida an historic opportunity to
advance solar energy while protecting consumers, both those
who choose solar and those who
do not,” Jim Kallinger, a former
Republican lawmaker who is cochairman of Consumers for Smart
Solar, said in a prepared statement after being asked if there
was anything to be learned from
Tuesday’s vote. “We are committed to running a strong campaign
to reach every voter going into
November and are gratified by
recent polling that shows overwhelming support for Amendment 1.”
The measure approved Tuesday was put on the primary ballot
by the Legislature and received
nearly 73 percent of the vote.
Known as Amendment 4, it was
backed by business and environmental groups.
But the November proposal has
been more controversial, drawing
opposition from groups such as
the Southern Alliance for Clean
Energy that argue the measure is
intended to benefit utilities.
Stephen Smith, executive director of the Southern Alliance for
Clean Energy, wouldn’t make
comparisons between Tuesday’s
results and how a larger number
of voters will swing in November
when they go to the polls for the
presidential race.
“We have been very careful
over the last few months because
the confusion over the two ballots could be pretty intense,” said
Smith, whose group supported
Tuesday’s amendment. “Even
though we were talking about ‘no
on (Amendment) 1 in November,’
we had not been able to focus on
that.”
Smith said that has now
changed.
After being approved Tuesday, Amendment 4 is expected to
exempt for 20 years the assessed
value of solar and renewableenergy devices installed on businesses and industrial properties.
Voters approved a similar exemption for residential property owners in 2008, with the measure
taking effect in 2014.
Amendment 4, which state
lawmakers must still enact into
law, also has an element to help
residential property owners, as
it would exempt all renewableenergy equipment from state tangible personal property taxes.
The Consumers for Smart Solar
proposal, meanwhile, would
allow “individuals and businesses to own and lease solar
equipment to generate their own
electricity while providing specific legal authorization for the
leasing of solar equipment –– a
practice that occurs now but is
not yet specifically authorized in

In June, the Saint Leo University Polling Institute found 68.2
percent support statewide for
the amendment approved Tuesday. In that same survey, support
for Amendment 1 on the November ballot was at 77.3 percent,
with just 6.8 percent opposed and
15.9 percent unsure.
Constitutional amendments
need support from 60 percent of
voters to pass.

State lawmakers don’t always
fade into obscurity when they
leave Tallahassee. Many find a
second life, if voters are willing,
in local political posts.
That was the case in Tuesday’s
primary elections, when numerous current and former lawmakers tried to extend their political
lives. Some were successful, and
some weren’t.
Outgoing Sen. Alan Hays, a
Umatilla Republican and dentist,
eked out a 270-vote victory in
a three-way Republican primary
for the Lake County supervisor
of elections job. Hays will face
a Democrat and a no-party candidate in November, but is in a
strong position to win the job in
the GOP-leaning county.
“I am very honored and humbled by the expression of confidence by the voters of Lake
County,” Hays said in a Facebook
post.

former state senator who holds
a constitutional
officer’s post in
Lake, as Carey

won re-election

property appraiser.
Term-limited state Rep. Alan
Williams, a Tallahassee Democrat, came up short Tuesday in
his bid for Leon County supervisor of elections. But since it
is a nonpartisan post, Williams
qualified for a general-election
runoff in November by getting
39 percent of the vote. He will
face Mark Earley, who had 49.2
percent of the vote, just short of
the 50 percent threshold to avoid
a runoff.
Some lawmakers, meanwhile,
experienced electoral setbacks.
Outgoing state Rep. Dwight
Dudley, a St. Petersburg Democrat and attorney, came up 1,200
votes short in a bid for a Pinellas
County judgeship, although his
loss margin represented less than
1 percent of the total vote.
Also in Pinellas, former state
Rep. James Frishe, a St. Petersburg Republican who left the
Legislature in 2012, lost in a primary to become county property
appraiser.
In Northeast Florida, term-limited Rep. Janet
Adkins, a Fernandina Beach
Republican, lost
by a 68-32 percent margin in
her bid to become
Nassau County
superintendent
of schools.

County, former Rep. Yolly Roberson, a Miami Democrat who
was the first Haitian-American
woman elected to the Legislature,
came up short in her bid for a circuit judgeship. Roberson, a lawyer, left the Legislature in 2010.
Former state Sen. Jim Norman,
a Tampa Republican, failed in his
bid to return to the Hillsborough
County Commission, where he
served 18 years before his election to the Senate in 2010. Norman left the Senate in 2012.
It was two out of three Tuesday
for a trio of Palm Beach County
politicians who served in the state
House.
Outgoing Rep. Dave Kerner, a
Lake Worth Democrat and lawyer, coasted to a county commission seat with 69 percent of the
vote. He faces a no-party candidate in November.
But in another county commission race, one former House
member’s success came at the
expense of a former colleague.
Mack Bernard, a Delray Beach
Democrat who lost a state Senate
race in 2012, edged out Priscilla
Taylor, a West Palm Beach Democrat who was seeking re-election
to her commission seat after serving in the House.
Two former state senators and
a current member vied Tuesday
for seats on the Broward County
Commission.
Former Sens. Steve Geller, a
Cooper City Democrat and lawyer, and Nan Rich, a Weston
Democrat and candidate for governor in 2014, won their commission primaries easily. Geller, who
left the Legislature in 2008 and
previously ran unsuccessfully for
the Broward commission, faces a
Republican opponent in November.
But term-limited Sen. Chris
Smith, a Fort Lauderdale Democrat, lost by less than 400 votes in
his Broward commission bid.
Former Rep. Tim Ryan, a Dania
Beach Democrat, is already a
member of the Broward commission and won re-election this year
without opposition. Also, former
House member Marty Kiar, a
Davie Democrat who was a Broward commissioner after leaving
the Legislature, won election as
the county’s property appraiser
when he qualified without facing
opposition earlier this year.
It was a similar scenario for
outgoing state Sen. Nancy Detert,
a Venice Republican who won
election to the Sarasota County
Commission when she qualified
without opposition in June.
Two
former
state
senators
also were successful Tuesday
in county commission primary
bids in Southwest Florida.
Former Sen.
Burt Saunders, a Detert
Naples Republican and lawyer, is seeking to
return to the Collier County Commission where he had served
before his election to the state
House and then the Senate, which
he left in 2008. After his primary
win Tuesday, Saunders faces a
Democrat in November.
Also, former Sen. Frank Mann,
a Fort Myers Republican who ran
as the Democratic candidate for
lieutenant governor in 1986, won
the primary election for his seat
on the Lee County Commission.
He faces a Democratic challenger
in November.

Title: Actuarial Services
Scope: JEA is soliciting Bids from
construction contractors (hereinafter
referred to as “Company”) for Construction for Huffman Blvd – Tulip Circle N to
St Johns Bluff Rd 30” Force Main.
The scope of work specified herein includes installation of 6,400 LF of
Replacement 30” PVC Sewage Force
Main, valves, fittings and related appurtenances north of and adjacent to the
existing 30” ductile iron force main. The
force main corridor originates at the Huffman Master Pump Station (MPS) located
on Huffman Road just north of Tulip
Circle North and continues west through
a JEA T-Line utility easement, crosses
under I-295 within the Saints Road ROW,
and continues along Saints Road to St
Johns Bluff Road. The proposed force
main will tie into the existing force main
at Huffman Master Pump Station (MPS)
and an existing 30” PVC force main
located in St. John’s Bluff Road ROW.
The installation method will be open cut
within the utility easements and Saints
Road ROW with wet tap tie-ins.
All Work shall be done in accordance
with the January 2016 Edition of JEA
Water & Wastewater Standards Manual.
