Mayor Tina Diedrick called the meeting to order at 6:40 p.m.

Resolution 2015-16, Planning Commission appointment- Cassandra Kemp
Old Business
Ordinance No. 262, Home Occupations: Planning Consultant Cynthia Smith-Strack with Municipal
Development Group presented a revised draft copy of the home occupations ordinance, stating that the
draft is a result of the joint Planning Commission and City Council work session that was held on July 15.
Motion: DS/CL, all in favor to call for a public hearing at the August 24th City Council meeting to hear
public comment on Ordinance 262, Home Occupations.
Lions Building Addition: Floor plans for the proposed Lions’ Building addition were presented and
reviewed.
Motion: CL/DS, all in favor to approve the Lions’ Building floor plan contingent upon the Park and
Recreation Commission review and approval.
New Business
SunShare Solar Proposal: Ken Bradley, Director of Business Development for SunShare Community
Solar Garden, presented a solar energy proposal for a subscription to SunShares’ Community Solar
Gardens.
Bradley stated that the gardens feed electricity to the local power grid; customers subscribe to that power
and get credit on their utility bills, for a 25 year contract. After discussion, consensus was to bring the
item back to the next meeting to allow Council to review and gather more information.
Ordinance No. 265, Dwelling Unit Minimum Sizes. Planning Consultant Cynthia Smith-Strack
introduced Ordinance 265, an ordinance amending Chapter 6 of the City Code by developing minimum
foundation standards in residential districts. Smith-Strack stated that the ordinance establishes a simple,
minimum foundation size of 900 sf requirement for low and medium density residential units. A public
hearing was held by the Planning Commission and the Planning Commission recommends adopting the
ordinance.
Motion: CL/DS, all in favor to adopt Ordinance Number 265, An ordinance amending Sections 1230.04,
Subd. 5; 1230.05, Subd. 5; 1230.06, Subd 5; and 1230.08, Subd. 5 of the City Code relating to minimum
dwelling unit foundation size in R-1, R-2, R-3, and RC-1 Districts.
Motion: CS/DS, all in favor to approve the summary of Ordinance Number 265 and its publication.
Thirsty’s Bar and Grill Music Event Request: Andrea Johnson appeared to answer questions regarding the
entertainment Thirsty’s Bar and Grill is planning for Saturday, August 29 in the fenced in area of the
property at 105 Main Street. AJ stated that the music would be acoustic and would only be played
between the hours of 1:00 p.m. and 5:00 p.m.
Motion: CL/MM, all in favor to allow an outdoor event within the fenced area of the back yard at 105
Main Street on Saturday, August 29.
City Council Member Resignation, Resolution 2015-17: Administrator Helget reported that he has
received a verbal notice of resignation from council member Jim Keller. Keller is planning to move from
the community and will no longer be eligible to serve. Since the written resignation has not yet been
received, approving Resolution 2015-17 cannot take place. Helget recommended tabling the resolution,
but moving forward authorizing the advertisement and acceptance of applications to fill the council seat.
Motion: DS/CL, all in favor to table adopting Resolution 2015-17, and directing staff to advertise to fill
the vacancy.
Sidewalk Maintenance Proposal: Public Works Director Brent Aretz presented proposals received from
contractor to raise sections of sidewalks on Elm Street. He stated that though there are areas where the
sidewalks are in worse shape, the ones proposed to be repaired are a more high traffic area.
Motion: CL/ no second.
Aretz was directed to inspect city sidewalks and to obtain proposals to repair the sidewalks in most need
of repair.
Dental Insurance Carrier Change Proposal: City Clerk Diane Frauendienst presented information
regarding the current and proposed dental insurance for eligible employees.
Motion: DS/MM, all in favor to approve switching from Delta Dental to Health Partners for employee
dental insurance coverage.
Schedule Budget Workshop Meetings: Administrator Helget suggested dates for budget workshops for
the 2016 budget.
Motion: CL/DS, all in favor to schedule Special City Council Work Sessions for August 19th and
September 1 at 6:30 p.m. for the purpose of preparing the 2016 Preliminary Budget.
Council Member Reports
MM: Reported on Stiftungsfest and that everything is coming together for a wonderful celebration.
DS: Nothing to report.
CL: Reported that the personnel committee continues to work to update the Employee Handbook.
TD: Reviewed the coming meeting and events including Tour de Tonka, which will be coming through
Norwood Young America on August 1. Diedrick reported that she attended a University of Minnesota
Extension Workshop on water, and read correspondence from the League of Minnesota Cities
commending Representative Jim Nash on the work that he is doing to help local governments.

Rescind Motion to switch to Health Partners for Dental Insurance
Approve switching from the Standard Benefit Plan to the Enhance
Benefit Plan with Delta Dental.
After a number of questions regarding the Health Partners and Delta Dental
Insurance plans, city employees again met with Al Roth. Al further compared the
Health Partners plan to the current Delta Dental Plans and additional information
on an Enhanced Delta Dental Plan.
The Enhanced Delta Dental Plan offers the same basic benefits as our current Delta
Plan and five additional benefits that were included in the Health Partners Plan.
Attached is a summary of the premiums and benefits for each of the plans.
With this additional information City Staff is requesting the Council rescind the
motion approving Health Partners for dental insurance coverage and approve
switching plans to the Delta Dental Enhanced Plan.
Requested City Council Action:
1) Rescind motion that approved switching employee benefit dental
carrier from Delta Dental to Health Partners, beginning August 1,
2015.
2) A motion approving switching to the Enhance Benefit Plan with
Delta Dental.
