This bcoklet contains a journal of the Business transacted during the First
Session (January) 1988 of Provisional Legislative Assembly of Goa, prepared in
pursuance of the provisions of Rule-287 of the Rules of Procedure and Conduct of
Eusiness of Goa Legislative Assembly. Statistical information in regard to some of

The First Session (Janxary) 1958 of the Provisi~nalLegislative As~enlbly of
Goa comnlenced a t the Assembly Hall Panaji on Monday, the 11th January, 1988.
The House was adjourned sine-dic on the 16th January, E88. The total time taken
was 27 hours and 05 minutes.
The Governor addressed the Legislative Assembly under article 175 (1) of the
Constitution of India, on 11th January, 1988. A copy of tine Governor's Address
was laid on the Table of the House on the same day. The motion ofthanks to
Governor's Address was moved on 13th January. Discussion on the Motion of
thanks took place on 13th and 14th January, 1988.

11. Shri Ravi S. Naik called the attention of the Ministers for Urban Development to the following matter of urgent public importance: "Discontent in the mind of the public of Ponda due to the show
cause notice issued by Government to thc President of Ponda
Municipal Council for the wrongful action of the Chief Officer
whereby the Ponda Municipal Council has put to embarassment".

The Minister for Urban Development made a statement thereon. Few
questions were asked and replied to by way of clarification.
ii) Dr. Kashinath Jhalmi, MLA called the attention of the Chief Minister
to the. following matter of urgent public importance.
"Serious anxiety and fear in the minds of the people of Sanvordem-Curchorem regarding the case due to the negligence and mis-
-treatment by a private practitioner and failure of the Government to investigate the case upon the complaint. to the police
by the parents of the deceased child".
The Chief Minister promised to make a statement on 14th Jardary, 1988.

following matter of urgent public importance:

"The anger and anguish in the minds of student community in
particular and public in general due to failure of the Govt. to
protect the interest of the Goan students by increasing the
period of domicile for professional colleges which is on the contrary decreased from ten years period and the failure of the
Govt. to re-assure the students community of the remedial
measures taken or sought to be taken for the next academic
year".
The Chief Minister made a statement thereon. Few questions were
asked and replied to by way of clarification. ii) Dr. Kashinath G. Jhalmi, MLA called the attention of Minister for Health
to the following matter of urgent public importance: "Anxiety in the minds of people of this territory over the reported
news item (Navprabha dt. 12-1-1988) identifying a case of "AIDS"
the students of Government Polytechnic School and his admission
in Goa Medical Hospital and the dangerous policy of the
Government trying to hide the facts of the case".
Minister for Health made a statement thereon. Few questions were
asked and replied to by way of clarification.

Discussion on Governor's Address,
'\>/V. Shri Simon D'Souza, M.L.A. moved the following motion of thanks to the
Governor's Address :-
"That the Members of the Legislative Assembly assembled in
this sessi'on are deeply grateful to the Governor for the Address
which he has been pleased to deliver in this House on 11-1-1988".
The Motion proposed. Shri Vassu P. Gaonkar seconded the motion.
i) Dr. Kashinath Jhalmi, MLA moved the following amendment to the motion
of Thanks to the Governor's Address:

"But regret that there is no mention of

i ) Failure of Government to probe the cases of corruption in P.W.D.
ii) Failure of Government for timely con~pletion of work of construction of Selaulim and Anjunem Irrigation Projects.
iii) Serious lapse on the part of Govt. to take people of Goa in
confidence a s regards the Master Plan for Tourism Development
in Goa.
iv) Corrupt practices in Employment Excha,nge in sponsoring the
names of candidates for Employment.

Total neglect of constituencies represented by Members of
Opposition parties a s regards developme~tworks like roads and
bridges.
vi) Policy of Government towards tenants and Mundkar's disposing
them of the cashew and coconut groves and helping the landlords.
ii) Shri R. D. Khalap, MLA moved the following amendment to the Address:
i ) Severe strictures passed against the Government by Justice
Sawant of the Bombay Court.
ii) Failure of the Government to implement Agrarian Reforms.
iii) Steps to prevent AIDS the dreadful disease.
iv) Steps to control and prevent use and spread of drugs.
v ) Abandonement of the work of construction of Colvale Bridge.
vi) Chastic and irregular ferry services a t Colvale, Mahakhajan,
Siolim-Chopdem and Panaji-Betim.
vii) Undue delay in const~wctionof ferry ramps 2nd jetties a t Panaji
and Betim.
viii) Corruption and nepotism and favouritism in the grant of licences
for fair price shops to private individuals to the detriment of
Coop. Societies.
ix) Huge losses being suffered by KTC.
x) Absence of proper policy decision regarding futures of transport
business in the territory which is likely to result in paralysation
of entire passenger transport in a couple of years time,

xi) Steps to meet the growing demand for housing and gbsencs c
any schemes for establishment of twin town-ship for Mapusa,
Vasco-da-Gama, Panaji, Margao and Ponda.
xii) Almost certainly of stoppage Industrial subsidy a t the present
rate of 25%.

xiii) Steps for desilting of the mouths of Chapora and Terekol rivers
in the interest of Navigation.
xiv) Purchase of inferior quality of milch allimals by the Department
of Veteri~arySen7ices.
xv) Govt. obssession in the 5 Star Tourisnl and neglect of the
beaches of Harmal, Mandrem, Morjiim, Keri, Terekhol etc.
xvi) Anti tenants policy of Government in the matter of grant of
licences for extraction of cashew juice.
xvii) Wilful denial of the status of Cabinet Minister to the Leader of
Opposition as in other States and a t the Centre and the consequent
insult to a democratic institution.
xviii) No aid is released to Cancer Society.
iii) Shr? Luizinho Faleiro, MLA moved the following amendment to the motion
of Thanks.
i ) No mention is made about the ever increasing of unemployment
in the New State of Goa and concrete steps taken by Government
rehabilitate the unemployed youth.
ii) No concern is shown to the ever increasing corruption in the
administration and lack of moral values thereby degrading the
very fabric of democracy in the country.
iii) No concern is shown about the spiralling prices of essential commodities and ever increasing cost of living of the people thereby
making the life of the people of Goa more miserable.
iv) No concrete steps taken to avert the economic depression resulting

in widespread retrenchment of workers in Goa. The Govt. have
not resorted to any rational planning and shown the priorities.
v) No concern for increasing the literacy and quality of education
and denying the minority schools in Goa.
The Amendments were proposed. Six Members took part in the debate.

IV. i) Shri Luizinho Faleiro, MLA called the attention of the Chief Minister to
the following matter of urgent pu'dic importance: "Anger and anxiety in the minds of the teaching community and
the public in Goa due to injustice and discrimination meted out
to over 1000 primary teaci~ersworking in Govk. recognised private
schools in Goa in the niatter of payw-ent of salaries wages and
other conditions and the remedial action the Govt. intends to take
in the matter".
Chief Minister promised to make a statement on 15th January, 1988.
ii) The Chief Minister made a statement in respect of Calling Attention
Notice raised by Dr. K. Jhalmi, MLA on 12-1-85 regarding the case of
e six year child due to negligence. Few questions were asked and
replied to by way of clarification.
V. Notice of motion under Rule-169 of the Rules of Procedure was moved by
Shri B. S. Gaonkar and that a House Committee be constituted to go into details
of appointm~nts/promotions done by the Provecloria since January, 1980.
The notion was put to vote and defeated.
ii) Hon. Speaker announced that a Notice under Rule-169 is received from
Shri Ravi S. Naik that a Hquse Cominittee be constituted to investigate

injustice anc! discrimination meted out to aver 1000 primary teachers to which
his attention was drawn by Shri Luizinho Faleiro on 14-1-1988.
