TRACK & FIELD MEET (Friday AM)
Track & Field Meet Directors: Lewis Baillie/April Scott
Friday 20th November AM
The Athletics will take place at Kolej Tuanku Ja’afar, 71700 Mantin, Negeri Sembilan,
Malaysia. We will be using a standard 8 lane, 400m grass track.
The High Jump will take place in the Multi Purpose hall just 40m from the main field.
General Information
Official IAAF rules can be accessed at http://www.iaaf.org/downloads/IAAFhandbook
· Each competitor may compete in a maximum of 3 track / 2 field or 2 track / 3 field events.
The relay will count as 1 track event
· There are 2 sets of changing room facilities and toilets, 1 situated on the main field (see
map) the other is in the Multi Purpose Hall and will be highlighted to competitors.
· Schools will have a tent allocated to them for their competitors. Each school needs to ensure
that they have adequate supervision for their team.
· All teams should show good positive sportsmanship throughout the competition and
especially when supporting other teams and their own.
· If competitors are entered in both track and field events or in more than one field event
taking place simultaneously then the judges should allow them to participate in an order
different from that decided upon prior to competition
· A track event will take priority over a field event
· In the field events, competitors will be allowed up to 3 practice throws before starting the
competition. They will get 3 attempts in the competition except for the high jump.

The following events will take place. All schools can enter an A & B athlete for both boys and
girls:
TRACK:
100m, 200m , 400m, 800m, 1500m
FIELD:
High Jump, Long Jump, Triple Jump, Shot Putt, Javelin, Discus
Medals will be awarded for 1st, 2nd and 3rd place
Throwing Weights:
Boys: Javelin—600g, Discus—1.25kg, Shot Putt—4.00kg
Girls: Javelin—600g, Discus—1.00kg, Shot Putt—3.25kg
Rules and Regulations
The Start
· For competitors running the 100m, 200m, and 400m the command will be “on your marks”,
“set” and when all competitors are set i.e. motionless on their mark, the whistle will be
heard. When a track start is used after on your marks, competitors must assume a position
whereby both hands and at least one knee are in contact with the ground. Runners must stay
in their lane
· For competitors running the 800m and 1500m race, the command shall be “on your marks”
after the competitors shall approach the starting line without touching it, and assume a
steady position. Competitors must not touch the ground with their hand or hands. When all
competitors have assumed a steady position the whistle shall sound.
· NOTE: 800m will start from the start/finish line with a curved line. Runners can break
straight away

The Race
· Competitors in the 100m, 200m, & 400m should keep to their allotted lane from start to
finish of these events
· Any competitor jostling, running or walking across or obstructing another competitor so as
to impede progress shall be liable to be disqualified.
General
· If competitors are entered in more than one event then the student needs to inform the
teacher in charge of the event. They will be able to make all there throws or jumps
consecutively at the start in order to make there way to the other event.
· Unfortunately due to time restrictions the competitors who have to do this will not have the
chance to have warm up throws/jumps
· Those who have high Jump and another event will need to complete the other event first
and move on to the high jump as soon as possible.
Athletes
· Each competitor may compete in a maximum of 3 track / 2 field or 2 track / 3 field events.
The relay will count as 1 track event
· NB in the event of a school only being able to field one athlete, that competitor is, by
definition, the ‘A’ competitor
Events
Long Jump/Triple
· No restriction on run up length, 3 jumps per competitor

High Jump
The height of the bar will start where all competitors are capable of jumping. The height the
bar is raised between each round will also be geared to the ability of the competitors. The
competitors shall be informed of this before the competition begins.
· Competitors have a maximum of seven jumps.
· Competitors may commence jumping at any of the heights above the minimum height and
may jump at their discretion at any subsequent height.
· Elimination will be after 3 consecutive failures (although they do not have to be at the same
height).
· After the competitor has won the competition and still has jumps to take, the height to
which the bar is raised shall be decided after the judge of the competition has consulted the
wishes of the competitor.
· Ties for first place only shall be decided by counting back.
· The designated high jump judge will decide whether or not a jump is valid.
Discus/Shot Putt/ Javelin
· Competitors will have a maximum of three throws each.
· Competitors will have there best throw marked and measurements will be taken at the end
of the competition.
· In the event of a tie, medals will be given to both competitors in the positive position

SWIM MEET (Friday PM)

The order of events is listed below
Swimmers can only be entered into 5 events maximum
Lanes will be assigned randomly throughout the event and will be reflected in
the schedule
Swimmers entered in events must compete in their events except where injury
prevents
Replacement swimmers need to be entered as early as possible before the race
start Places and medals will be awarded post-race
Schools will be advised of any DQ for placed swimmers resulting in a change to
placings/medals
Swimming
Fina rules can be accessed at http://www.fina.org/
Swimmers can take part in 5 events only
Swimming will take place in our 25m Outdoor Pool. It is an 8 lane pool so all events will be
straight finals. The pool is 1.8m deep across the entire pool.
· Starting Blocks will be used but students can also start from the side or in the water
· It is at deck level and has flags at 5 metres from each end
· Times will be taken manually
· The false start rule will apply. 1 false start, swimmers return to the start. 2nd false start and
the race will continue but the swimmer that causes the false start will be disqualified (at the
end of the race).
· 2 hand touch finish for Breaststroke and Butterfly
· Lanes will be given to schools in rotation as the races are straight finals
· There will be medals for 1st, 2nd and 3rd place in each race.

General Information re the Pool
· There will be lots of shaded area around the outside of the pool so that swimmers can
remain cool
· Whipping/Marshalling areas will be well out of the pool area (MPH air conditioned)
· Toilets and changing rooms are very accessible to the swimmers and spectators
Strokes
FREESTYLE:
The swimmer may swim any style, except that in individual medley or medley relay events,
freestyle means any style other than backstroke, breaststroke or butterfly.
Some part of the swimmer must touch the wall upon completion of each length and at the
finish.
Some part of the swimmer must break the surface of the water throughout the race, except
it shall be permissible for the swimmer to be completely submerged during the turn and for
a distance of not more than 15metres after the start and each turn.

BACKSTROKE:
At the signal for starting and after turning the swimmer shall push off and swim upon his/her
back throughout the race except when executing a turn. The normal position on the back can
include a roll movement of the body up to, but not including 90 degrees from horizontal.
Some part of the swimmer must break the surface of the water throughout the race. It is
permissible for the swimmer to be completely submerged during the turn, at the finish and
for a distance of not more than 15 metres after the start and each turn. However, recent
developments and trends, swimmers and coaches have developed a “Fish Action” (Fly kick
on a swimmers side!) same distance applies and passing through 90°! (This would be deemed
as swimming on their front and thus not backstroke)
Upon the finish of the race the swimmer must touch the wall while on the back.
BREASTSTROKE:
From the beginning of the first arm stroke after the start and after each turn, the body shall
be kept on the breast. It is not permitted to roll onto the back at any time.
All movements of the arms shall be simultaneous and in the same horizontal plane without
alternating movement.
After the start and after each turn, the swimmer may take one arm stroke completely back
to the legs. The head must break the surface of the water before the hands turn inward at
the widest part of the second stroke. A single downward dolphin kick followed by a
breaststroke kick is permitted while wholly submerged.
The feet must be turned outwards during the propulsive part of the kick. A scissors, flutter or
downward kick is not permitted except breaking the surface of the water with the feet is
allowed unless followed by a downward dolphin kick.
At each turn and at the finish of the race, the touch shall be made with both hands
simultaneously at, above, or below the water level.

BUTTERFLY:
From the beginning of the first arm stroke after the start and each turn, the body shall be
kept on the breast. Under water kicking on the side is allowed. It is not permitted to roll onto
the back at any time.
Both arms shall be brought forward together over the water and brought backward
simultaneously throughout the race.
All up and down movements of the legs must be simultaneous. The legs or the feet need to
be on the same level, but they shall not alternate in relation to each other. A breaststroke
kicking is not permitted.
At the start and turns, a swimmer is permitted one or more leg kicks and one arm pull under
the water, which must bring him/her to the surface. It shall be permissible for a swimmer to
be completely submerged for a distance of not more than 15 metres after the start and each
turn.

NB
it is vital to appreciate that the FOBISSEA Games are a multi discipline competition and as
such some swimmers will NOT be well versed in competitive swimming rules. The host school
needs to communicate this to officials and stroke judges and ensure that DQs are not the
norm.

BASKETBALL TOURNAMENT

The tournament is a round-robin format so each school plays 5 matches against all
other schools
The 2 courts being used are in the Multi-Purpose Sports Hall (Indoor courts)
The 2 outdoor courts will be used as a backup venue or practice area
If the back-up venue is used then modifications to the timing of the event and
amount of games may be applicable
Basketball

The Basketball will be played on 2 courts, both at Kolej Tuanku Ja’afar.
Schools will be split into 2 pools and the group games will be played on both courts
The medal play off games will take place on Court One and the 5th-8th place play off games will be on Court
Two.
The height of the backboard and the rim will be standard on both courts.

All FIBA rules to apply in terms of personal performance e.g. contact (offensive and defensive), travelling,
double dribble etc but with the following variations in terms of the game:
· Games will consist of 4 x 8 minute quarters during round robin and semi-final games and 4 x 10 minute
quarters in final and 3v4 games
· There will be a running clock except for shooting fouls, during the last minute of each half a stop clock will be
used, with the clock stopping on every whistle
· There will be a maximum of 1 x 45 sec time out per half in round robin games, with the opportunity to call a
2nd time out in the 2nd half of semi-finals and finals. The clock will be stopped during these time outs.
· Each game starts with a jump ball, with subsequent ‘jump balls’ and period restarts becoming alternate
possession on sideline at half court
· 8 seconds to bring ball over half way and a 24 sec shot clock to be employed
· ‘Back court violation” to be enforced
· 3 sec in key to be enforced
· 4 team fouls per quarter leading to bonus shots
· 5 personal fouls leads to player ejection
· A game that is level at the end of extra time results in a 2 min overtime, beginning with a jump ball, If at the
end of overtime scores are level a further period should be played with ‘next basket’ wins
· Substitutions to be made on any stoppage except basket scored
Other Rules:
· All squad members may play in the Basketball but only 12 can be named for each individual game.
· 5 playing at one time
· Maximum of 2 coaches per team on the bench
· Teams to have numbered playing kit—starting from 4 upwards. Bibs will be provided to avoid colour clashes
· The Mercy Rule will not be used

Scoring:
· 4 points for a win, 2 for a draw and 1 for a loss
· In pool games results may be drawn
· If there is a tie on points at the end of the pool games then the following rules will be applied:
1. Result of the head to head match
2. Point Difference for all games to be used
3. Then three free throws each.
4. The sudden death free throws. Shots can be taken by any of the 5 players finishing the game.
If scores are level after the allotted time during play off games then an extra 2 minutes OVERTIME will be played. A
jump ball will be used to start this OVERTIME. If the score is still level after the 2 minutes then the ‘next basket wins’
rule applies.

FOOTBALL TOURNAMENT

The tournament is a round-robin format so each school plays 5 matches against all other
schools
FIFA Laws of the Game can be accessed at http://www.fifa.com/index.html
All matches will be played according to the Laws of the Game with the following exceptions:
· Games will consist of 2 x 12 minute halves during round robin and semi-final games and 2 x 15 minute halves
in final and 3v4 games. Each game will have a 2 minute half time.
· The times per game will be monitored by referees at each game with a central timed clock being run at the
official table as a back up
· Opposition to be a minimum of 5 yards away from each corner / free kick
· No offside
· Substitutions to be ‘rolling’ (basketball style) and to be made at half way at any break in play at the referees
notification.
· All squad members may play in the Basketball but only 12 can be named for each individual game.
· 2 suitably qualified coaches per team is recommended (to include need to accompany to hospitals etc)
· Teams to have 2 kits – one dark and 1 light, numbered if possible, with goalkeeper having a distinctly different
coloured shirt – a bib may be used to facilitate this differentiation
· Correct equipment i.e. long socks, shin pads, football boots / astro shoes is a compulsory requirement

Dimensions
· Size 5 Ball to be used for girls and boys
· Goals are 7ft high and 14ft wide
· Pitch is 70m long and 45m wide
Discipline
· Yellow and Red cards to be used. Red card misses the next game. If there is a Red card for Violent conduct
then the player is disqualified from the competition.
· Compulsory line up and handshake to finish
Scoring
· 4 points for a win, 2 for a draw and 1 for a loss
· If there is a tie at the end of the pool games then the following rules will be applied:
1. Result of the head to head match
2. Goal difference for all games to be used
3. Penalty Shoot Out (3 penalties, followed by sudden death)
In the play off phase, when a game is tied, there will be a 2 minute break followed by a 1 x 5 minute period of
extra time.
Should the game still be tied then the winner will be decided by a penalty shoot out (3 penalties, followed by
sudden death)

1. Health Centre
Our Health Centre is able to provide medical attention for basic ailments and
injuries, there are 16 beds, and the nurses are present 24 hours a day. They will

5. Photographs of the event will be taken by KTJ Social Media Club students
and uploaded daily, at the end of each day onto the KTJ Facebook Page

transferred to a pen drive for your schools to take away.
6. Friday prayers (12.30pm-2.00pm) – If students wish to perform Friday
prayers they can go to the Surau (KTJ Mosque). They must be accompanied
