NOTICE SURREY COUNTY COUNCIL AMENDMENTS TO PARKING AND WAITING RESTRICTIONS
NOTICE SURREY COUNTY COUNCIL AMENDMENTS TO PARKING AND WAITING RESTRICTIONS AND RESIDENTS’ PERMIT PARKING IN THE BOROUGH OF RUNNYMEDE 1. SURREY COUNTY COUNCIL (“the Council”) propose to make under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51, 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”) the following Orders: 2. The Surrey County Council Burn Close (D3039) Addlestone in the Borough of Runnymede (Restricted Zone) (On-Street Parking Place) Order 201-. The effect of which will be to impose a system of controlled parking in part of Burn Close (D3039), Addlestone, by converting this length of road into an on-street residents’ only parking place, which will be in operation Monday to Sunday inclusive, between the hours of 08.00 hrs and 18.30 hrs, with the following provisions: (a) The vehicles which may be left in the parking place shall be such passenger vehicles (8 seats or less), motor cycles and goods vehicles under 5 tonnes maximum gross weight, as display a valid residents parking permit, issued by the Runnymede Borough Council, or a vehicle displaying a valid residents’ visitor’s parking permit or a valid operational parking permit; (b) Provide residents’ parking permits for residents of 1 to 20 (inclusive), Burn Close, which will allow them to park in the Restricted Zone during the hours of operation. Such permits, which will be issued by Runnymede Borough Council, will cost £50, for the first permit and £75 for any subsequent permit and will be valid for a period of twelve months. The charge for a duplicate permit or a change of permit due to a change of vehicle, will be £15; (c) Provide that such permits be allocated as follows: - the sum of the number of vehicles registered to the household minus the number of off-street parking places for that property; (d) Provide for (i) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 120 per year; and (ii) Operational Permits, for use by doctors, nurses and community care personnel, who are required to make visits to residents, which will be free of charge; which will allow them to park in the Restricted Zone; (e) Provide that vehicles left by specified disabled persons may wait in any part of the said on-street parking place at all times, without time limit; (f) Provide that certain other vehicles may wait in the said on-street parking place in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc; (g) Provide that in the case of the on-street parking place referred to above, outside the hours of operation indicated, any vehicle may be left in such on-street parking place for any period without time limit. (NOTE - In the restricted Zone referred to above, no traffic signs relating to such parking place would be marked on the ground or provided on site, other than signs at the entry/exit points). 3. The Surrey County Council ((Various Roads in Runnymede) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2004) (Amendment No. 6) Order 201-, which will amend the Surrey County Council (Various Roads in Runnymede) Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2004, so as to: (i) Prohibit the waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice during the times and on the days specified therein; (ii) (iii) Provide that the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply to all the aforementioned lengths of roads; Revoke the existing waiting restrictions currently applying to certain lengths of the roads specified in the Second Schedule to this Notice. 4. The Surrey County Council ((Various Roads in Runnymede) (Consolidation of Free Street Parking Places and Loading Bays) and Revocation) Order 2004) (Amendment No. 6) Order 201-, which will amend the Surrey County Council (Various Roads in Runnymede) (Consolidation of Free Street Parking Places and Loading Bays) and Revocation) Order 2004, so as to: (i) To provide such free on-street loading bay in Riversdell Close, Chertsey, for the purpose of collecting or delivering goods by motor vehicles, from any premises adjacent to or in the vicinity of the loading bay, for use at any time, MondaySunday, limited to 30 minutes, no return within a further 30 minutes; (ii) Provide that certain other vehicles may wait in the free on-street loading bay referred to above in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes), etc; (iii) Reduce the length of the free on-street parking place (08.00-18.00 hrs Mon-Sat 30 mins no return within 30 mins), on the east side of St Jude’s Road, Englefield Green. 5. The Surrey County Council ((Various Roads in Runnymede) (Free Street Parking Places) (Disabled Persons) (No. 1) Order 2004) (Amendment No. 6) Order 201-, which will amend the Surrey County Council (Various Roads in Runnymede) (Free Street parking Places) (Disabled Persons) (No. 1) Order 2004 so as to: (i) Provide such disabled persons parking places in certain lengths of the roads specified in the Third Schedule to this Notice, to operate at the times and on the days indicated in the said Schedule; (ii) Provide that certain other vehicles may wait in any of disabled persons’ parking places referred to above in certain circumstances e. g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc; (iii) Revoke a disabled persons’ parking bay in London Street, Chertsey (outside No. 21a). 6. The Surrey County Council ((Various Roads in Runnymede) (Residents’ On-Street Parking Places) Order 2011) (Amendment No. 1) Order 201-, which will amend the Surrey County Council (Various Roads in Runnymede) (Residents’ On-Street Parking Places) Order 2011, so that: (i) Parking permits governed by this Order, namely for Residents’ Permit Area “A” (The Hythe) be allocated as follows: - the sum of the number of vehicles registered to the household minus the number of off-street parking places for that property; (ii) The number of residents’ visitors parking permits that may be purchased by a permit holder for the said permit area shall be increased from 30 to 120 per annum.
