Racine Yacht Club Presents 2012 2012 Revised Notice of Race 03/15/12 The 29th Consecutive Running of the HOOK Race July 21st, 2012 Racine to M&M Yacht Club (Menominee, MI) Notice and Conditions of Race 1.0 2.0 3.0 4.0 Organizing Authority The Racine Yacht Club HOOK Committee (RYCHC) shall represent the Racine Yacht Club and the M&M Yacht Club as the Organizing Authority of the HOOK Race. Rules 2.1 The HOOK Race shall be governed by: a. The rules as defined by the current Racing Rules of Sailing (RRS) except as modified by this Notice of Race and by b. The current U.S. Edition of ISAF Offshore Racing for Monohulls and Multihulls the ISAF Special Regulations Extract for Category 3, except as modified by section 15.0 of this Notice of Race. c. The rules and regulations of the Lake Michigan Performance Handicap Racing Fleet (LMPHRF). d. HOOK Race Sailing Instructions (SI). e. Class Rules- Yachts racing in an approved One Design Section (Five boat minimum) shall be subject to their Class Rules and all modifications accepted by the RYCHRC. If there is a difference between a Class Rule, a handicap rule of the division, this Notice and Conditions of Race (NOR) or the Sailing Instructions (SI), the more restrictive rule shall apply. There will be no alterations to the prescribed LMPHRF rules. 2.2 Failure to meet a Category 3 requirement is not subject to protest by another boat. This modifies R.R.S. 60.1. Organizing Authority may investigate a report of flagrant disregard of the Category 3 requirements and may file a protest based on its investigation. The Organizing Authority also has the right to disqualify a yacht from the race prior to, or after finishing the race if an inspection determines that Category 3 requirements were not met. All yachts may be inspected by the RYCHC prior to or after the finish of the race. 2.3 The rules will be modified to allow immediate disqualification if a yacht is unavailable for inspection by the Race Committee after finishing but prior to the awards, unless prior arrangements have been made with the Principal Race Officer. 2.4 The rules will be modified to allow for arbitration of protests. 2.5 The rules will be modified to allow penalties other than disqualification. 2.6 If there is a conflict between this notice and the Sailing Instructions, the latter will take precedence. This changes Rule 63.7 2.7 All modifications to the rules will appear in full in the Sailing Instructions. Advertising This event is classified as a category A event in accordance with ISAF Advertising Code, Regulation 20. Eligibility, Equipment and Entry 4.1 Yachts shall be at least 25 feet in length on deck. 4.2 The Race Committee shall have full authority to determine the suitability of any boat for entry in any fleet, and may divide any fleet into divisions at its discretion. 4.3 The Organizing Authority may exclude a specific yacht from the HOOK Race by invoking Rule 76 of the Racing Rules of Sailing (Exclusion of Boats or Competitors) if it determines that the yacht would incur a safety risk by participating. 4.4 Entry Documentation shall include the following: a. A completed entry form including the Waiver and Release of Liability signed by the Skipper, or Person In Charge (PIC), who is 18 years or older. b. Entry is not complete until the Organizing Authority receives a Waiver of Release of Liability signed by each skipper and crew member. Skipper’s waivers are submitted during the entry process. All crew waivers shall be submitted no later than the Skipper’s meeting. In the event of a crew member substitution or addition after the Skippers meeting, the crew member must submit a Waiver of Release of Liability prior to racing for that boat’s entry to remain valid. c. Each yacht (Monohull and Multihull) shall provide a valid 2012 LMPHRF Certificate, signed by the Skipper no later than the entry deadline. d. Each yacht shall provide a current certificate of insurance with a minimum of $300,000 liability coverage. e. The appropriate entry fee: $175.00/$165 w/ US Sailing if entry postmarked by January 31st $225.00/$215 w/ US Sailing if entry postmarked by June 29th, 2012 $255.00/$245 w/ US sailing if entry postmarked after June 29th, 2012 NO entries will be accepted after July 18th, 2012 .. The lowest corrected time wins. The handicap distance for scoring purposes shall be 189.04 nautical miles. Note: Multihulls may compete in their own Saturday, July 21, 2012— First start at 1000 hours. A One design division for division finish only, may be scored by finish time without handicap. 11.0 Penalties Penalties shall be assessed in accordance with the current ISAF Racing Rules of Sailing. 12.0 Communications While Racing RRS 41, Outside Help, RRS 41(c) is changed to read as follows: Help in the form of information freely available to all yachts and any publicly offered internet or broadcast weather information from sources available to all competitors, whether on a subscription or free basis is allowable. ALLOWABLE SERVICES MUST PROVIDE THE SAME INFORMATION TO ALL COMPETITORS AND NOT PROVIDE BOAT-SPECIFIC WEATHER OR ROUTING INFORMATION. Competitors may use any means to retrieve the data. Accessing other information during the race will be considered a violation of RRS 41. 13.0 Prizes 14.0 Racine Yacht Club HOOK Race Officials 14.1 HOOK Race Committee: Buck Mercer – Chairman 14.2 Principal Race Officer: Bob Sample, U.S. Sailing Certified Race Official 14.3 Principal Scoring Official: Cathy Sample, U.S. Sailing Certified Race Official 14.4 Principal Judge: TBD 15.0 Safety Equipment and Special Regulations 15.1 Yachts shall comply with appropriate current United States Coast Guard regulations (see www.sailing.org/sailors/32171.php.) 15.2 Yachts shall comply with the requirements of the current Offshore Special Regulations Extract for Category 3 for this event with exceptions as follows: a. 3.146(c) (Lifeline Materials, Specifications): Coated lifelines will be allowed. b. 3.21 (Drinking water, water tanks and emergency water): Shall not be required. c. 3.27.2 (Navigation Lights): Yachts manufactured with in-hull navigation lights are exempt from this requirement. d. 3.27.4 (Reserve Navigation Lights) Modified to allow battery operated lights to be used as substitute for loss of illumination from original operating navigation lights. Substitute lights should provide same color configuration as required for original navigation lights. e. 3.29.1 (Communication System): Modified to allow an additional hand-held marine transceiver to substitute for an emergency antenna. All yachts shall also maintain an operational cell phone. f. 4.05.4 (Fire Blanket): Shall not be required. g. 4.08.2 (First Aid Manual): A comprehensive 1st Aid Manual of the Skipper’s choice shall be provided. h. 4.23.1 (Pyrotechnic and Light Signals): Modified to allow the use of Coast Guard approved flares not older than stamped expiry date in lieu of Solas. Following the race, flags will be presented at Marinette/Menominee Yacht Club to the overall winner and to yachts correcting first, second, third, fourth, and fifth in each division (subject to the number of yachts in each division). A Line Honors award will be presented to the yacht first to cross the finish line. Trophies will be awarded at the Racine Yacht Club’s Annual Awards Dinner to all yachts finishing first, second and third in their respective division. i. 15.3 15.4 4.26.2 (High Visibility) It is recommended, but not required, that every storm sail should be made of highly visible colored material, or have a highly visible colored patch attached. j. 4.26.4 (Storm Sail) Modified to allow a main sail with two reef points (deep reef) can be substituted for a Trysail. Reef lines for second reef must be rove at all times during the race. k. 5.01.1(b) (Lifejacket Crotch Strap): Modified that crotch strap is not required l. 5.02 (Safety Harness and Safety Lines): Modified that safety line (tether) must be no longer than seven (7) feet long and with a snap hook at one end and a quick release shackle on the harness end that is quickly releasable under heavy load. Modified that double handed sailors shall be required to use a safety line at any time, or weather, when going forward of the mast. m. Appendix D (Quick Stop and Life Sling): Yachts shall comply and Skippers and crew shall be practiced in procedures outlined therein. Principal Life Buoys shall have an automatic water contacting light and a whistle attached. All life buoys shall have a whistle. n. Appendix F (Drogues and Sea Anchors): Yachts shall comply and Skippers and Crew shall be familiar with equipment and be practiced in procedures required. A HOOK Race Category 3 Regulation Compliance Form shall be completed and signed by each yacht’s skipper and turned into the Organizing Authority at time of Check In. Entry into the HOOK Race is not complete until this document is received. A yacht may petition the Organizing Authority for a waiver from a regulation they do not meet, The petition must be received by the Organizing Authority no later than 0800 hrs. on June 29 2012. The decision of the Organizing Authority will be final. 16.0 Withdrawal Yachts withdrawing from the HOOK Race shall notify the RYCHRC immediately by phone or radio @ contact numbers provided in the Sailing Instructions, or on the Finish Report. Yacht to record time of Acknowledgement, and by whom. Yachts which do not comply may not be allowed to enter future HOOK Races. 17.0 Disclaimer of Liability All participants (Skippers, Crew Members, Associated Persons) participate in the HOOK Race entirely at their own risk. See Rule 4, Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with, prior to, during, or after the race. 19.0 Additional information Docking and accommodation information in Racine and Marinette/Menominee will be included with each contestant’s entry acknowledgement letter.
