The marriage license application process takes approximately 20-30 minutes to complete. For your convenience we are open during the noon hour. LEGAL NOTICE: If an applicant has a Social Security Number, it must be provided on the Marriage License Application according to state law (1997-98; ACT 191.) FOR FURTHER INFORMATION CALL THE BROWN COUNTY CLERK’S OFFICE (920) 448-4000 8 THE WISCONSIN OPEN MEETINGS LAW Because government belongs to the people, the Wisconsin Open Meetings Law, found in sections 19.81 through 19.98 of the Wisconsin Statutes, requires that public business, with certain exceptions, be conducted in public. Under the law, all meetings of governmental bodies are presumed to be open to the public unless the law specifically allows a closed session. The county board, its committees, boards, commissions and agencies are governmental bodies. There are several reasons allowing a closed session (found in s.19.85, Wis. Stats.) The major reasons are: Considering punitive personnel action against an employee of the body; evaluating performance, compensation, promotion or employment of a public employee of the body; considering strategies for crime prevention or detection; conducting public business (such as purchasing property) where competitive or bargaining reasons require a closed session; considering information related to personal, social, medical or financial data of specific people where open discussion might injure their reputations; conferring with the attorney for the body to discuss litigation. Specific applications of these exemptions should be discussed with legal counsel in advance. The law requires that the public have notice of what will be discussed at meetings. This requires advance preparation of an agenda which gives a specific description of the matters to be discussed and acted upon by the body. The agenda must be prepared at least 24 hours before the meeting, except where urgent situations require less notice. The law also forbids use of secret ballots except in certain elections of offices. No body can convene privately to avoid the law – any gathering of a majority of the body is presumed to be a meeting. No body can meet in open session after going into closed session unless prior written notice has been provided. The basic rule of the open meetings law is: “access by the public, to public business”. Information, advice and access to a wide variety of services is provided in a welcoming and accessible environment. Assistance is also available to help arrange and coordinate community resources needed to maintain independence. In addition, the ADRC provides benefits counseling on private and government benefits and programs. Staff can help determine eligibility, assist with applications and other paperwork, and advocate on behalf of consumers if a benefit is denied. Four permanent Add Life Centers (Green Bay, De Pere, Pulaski, and Denmark) serve as the focal points for the delivery of prevention, educational, and social programs. The nutrition program provides hot noon meals five days per week at nine meal sites and home-delivered meals are available to the homebound. The Resource Center recruits, screens, and matches workers to provide persons with non-medical, inhome services on a fee-for-service basis. The purpose of the Register in Probate, appointed by the Circuit Judges, is to maintain records and provide information and counsel to attorneys and individuals involved in probate matters. The Circuit Court Commissioners assist the judiciary by handling criminal, traffic, small claims, juvenile and mental health hearings, and serve as Assistant Family Court Commissioners. The Family Court Commissioner handles family court matters including divorce, abuse injunctions, and child support enforcement. The Register in Probate fulfills its mission and serves the Probate Court and the public by accomplishing several major functions. The Office maintains all records for the court, prepares records for the Court of Appeals and advises the Director of State Courts of all record statistics. The Department schedules matters before the court with concise information regarding the issues involved; issues orders for hearings; and takes testimony of witnesses under oath for proof of heirship and wills. The County Clerk is responsible for conducting county, state, and national elections to include: publishing of legal notices; filing of nomination papers; coding, printing, and distributing ballots; tabulating, canvassing and releasing election results; and storing and maintaining election records, supplies, and ballots. The County Clerk’s Office also maintains the statewide voter registration records to comply with the federal HAVA Act. The County Clerk’s Office acts as an agent for the Department of State, accepting applications for U.S. passports. Admissions to the Nursing Home may be arranged by calling the Center during weekdays from 8 a.m. to 4:30 p.m. Emergency protective placements are accepted at all times via legal process. Emergency hospital admissions are screened by the Family Services Crisis Center at 436-8888. Adults may be admitted for hospital care, pursuant to State law. Consultation to other area nursing homes is available also. The facility commonly has an average census of 80, in two different licenses. Brown County Shelter Care is a County operated State licensed facility providing unlocked shelter for area youths. This is a 24 hour facility. Children of middle school or high school age are admitted who have histories of running away, family or legal problems. An intake worker must first screen and provide an authorization according to State standards. Intake workers are accessed at 448-6035 or the Crisis Center during nights and weekends. The Brown County Treasurer's Office provides three major activities. This is monitored via good land-use practices in the unincorporated areas and also by contract with the Village of Bellevue. Proper sanitary disposal of private sewage is monitored countywide. To fulfill its mission, the Zoning Division is authorized to issue sanitary and shoreland permits to assure conformance with code requirements. Sanitary permits control all private onsite wastewater treatment systems (POWTS) while shoreland permits control shoreland/floodplain/wetland use. The Division assists citizens with concerns and investigates complaints as necessary. EMAIL: [email protected] 136 BROWN COUNTY HISTORICAL BACKGROUND Brown County has been called the birthplace of Wisconsin. Within its boundaries the first white man set foot in the state when Jean Nicolet stepped ashore at Red Banks in 1634. The mouth of the Fox River nourished the first religious missions and fur trading posts, and there the first permanent white settlement began with the arrival of Charles De Langlade and his family about 1745. In 1671 Jesuit Father Claude Allouez established the Mission of St. Francois Xavier at the foot of the De Pere rapids. The mission was a center of religious and commercial activity until it closed in 1728, although its work was intermittently halted by Indian hostilities. In what are now the Chicago & North Western Railroad yards in Green Bay the French built a small stockade fort as a base for operations; it subsequently became a British post and, finally, the site of the U.S. Military Post of Fort Howard. Although the Treaty of Paris, ending the American Revolution, gave what is now Wisconsin to the new United States, the infant republic was unable to assert sovereignty until the close of the War of 1812. Fort Howard was established in 1816, shortly followed by the vanguard of pioneers from New England and New York, who gradually pushed the original French-Canadian settlers into the background while laying the foundations of today's communities. Brown County, formally established as part of the Michigan territory in 1818, comprised the entire eastern half of the State of Wisconsin. It was named for Major General Jacob Brown, one of the successful military leaders of the War of 1812 and subsequently Generalin-Chief of the United States Army. Fort Howard was named for Brig. Gen. Benjamin Howard, an otherwise undistinguished soldier, who died while in command in the West during the war. By the time Wisconsin Territory was established in 1836 the southern third of Brown County had been amputated to form new counties in the more rapidly growing southeastern portion of the territory. When Wisconsin became a state Brown County included what are now the counties of Door, Outagamie, Kewaunee, and Oconto but by 1852 137 these had been withdrawn and Brown was confined to its present area of 538 square miles or 344,320 acres. The first Courthouse was established in 1824, in a log cabin. The site is marked by a monument in Heritage Hill State Park in the Village of Allouez. Among the early Yankee pioneers were Daniel Whitney, Morgan L. Martin, James Duane Doty, Henry S. Baird, Joel S. Fisk, William Dickinson, John Penn Arndt and Hoel S. Wright, all of whom played significant roles in the settlement of the area. In 1829, Whitney platted the Town of Navarino, which eventually became the downtown business district of Green Bay, while his rival Dickinson moved south to establish De Pere. On the original 1835 map of the Town of Astor, John Jacob Astor, Robert Stuart and Ramsey Crooks are listed as the proprietors (developers) of the Town which was adjacent to the Town of Navarino. Hoel S. Wright developed Bridgeport, a community to the south on the Fox River. The name was later changed to Wrightstown to honor its founder. An 1837 referendum to locate a county seat resulted in De Pere capturing the prize when Astor and Navarino canceled each other's vote. The defeat taught the rivals a lesson and they joined as the Borough of Green Bay in 1838, but De Pere remained the county seat until Green Bay was incorporated as a city in 1854. As the area gradually filled up, the county was divided into towns. By 1935 the Towns of Green Bay, De Pere, and Howard had been established. In 1906, the last town established was Hobart creating 20 towns in all. The total was reduced when the Town of Howard became a Village in 1959 and the Town of Preble consolidated with the City of Green Bay in 1964. In recent years the Towns of Allouez, Ashwaubenon, Bellevue, Hobart and Suamico have changed to Village status. Removal of the Menominee Indians and the withdrawal of the Fort Howard Garrison in the 1840's opened the west side of the Fox River to settlement. In a short time, the villages of West De Pere and Fort Howard sprang up to dispute industrial leadership with De Pere and Green Bay. The bitter rivalry both stimulated and retarded progress until 138 the De Peres consolidated in 1889 and Green Bay and Fort Howard followed suit six years later in 1895. Courthouse The first courthouse in Green Bay was a versatile little building on the site of St. Willebrord's Church, it also served as City Hall, a public meeting place, a schoolhouse and as the first church of the St. Willebrord congregation. A second courthouse, built at the southwest corner of Jefferson and Cherry Streets in 1868, remained in use until the completion of the present courthouse in 1910. C.E. Bell's Brown County Courthouse is an impressive BeauxArts Structure, situated in a relatively small urban environment. Its characteristically Beaux-Arts, cross-axial approach provides a lasting impression of this finely proportioned and balanced design. The very lack of unnecessary details emphasizes its geometrically ordered elevations. It is three-stories high, plus an attic story and the dome. All four entrances utilize the Ionic order. The main entrance, balanced by coupled Ionic columns, projects more and is made more imposing by the slightly taller pediment. The composition adheres to the three-bay system, showing great concern with symmetry, balance and clarity. Rustication varies, and it provides surface contrasts. The design is very symmetrical. The dome is square at the base, with four massive corner piers, and Ionic columns, both single and coupled from where the cupola rises, surmounted by the lantern. Franz Rohrbeck, the noted panorama painter of San Francisco and Milwaukee, painted murals in the courthouse showing Jean Nicolet's landing in 1634, Indian Battles, Old Fort Howard, and arrival of Father Claude Allouez in the company of an Indian Chief. For the dome, Rohrbeck used allegorical subject matter -- Justice, Agriculture, Commerce and Industry. The Brown County Courthouse has nobility and dignity, and Bell's mastery of Beaux-Arts style shows selectively in motifs and fine proportioning of the mass. Standing on the northeast corner of the courthouse grounds, Sidney Bedore's sculpture, "Spirit of the Northwest", showing the early Jesuit Missionary Father Claude Allouez, the French Explorer-Trader Nicolas Perrot and an Indian, complements the classically-oriented 139 building. To the west of the “Spirit of the Northwest” lies the Replica of the Liberty Bell, which was dedicated on September 11, 2002. David Lee Gauthier of Green Bay was the director of the Liberty Bell project. The project was a tribute to the innocent lives lost in an attack on America on September 11, 2001. The dedication of the Liberty Bell at the Brown County Courthouse on September 11, 2002, marked the 250th Anniversary of the Liberty Bell. Industries Brown County is composed of 13 townships, 9 villages and two cities, of which Green Bay is the largest. Green Bay is one of the most progressive and rapidly growing cities in Wisconsin while still retaining some of the most beautiful and charming residential suburbs. The papermaking industry consists of paper mills, pulp mills and paper converting companies. These mills specialize in tissue papers, such as toilet paper, towels, napkins and tablecloths, with some wrapping and printing papers, and in chipboard for the manufacture of boxes, all of which are used throughout the nation. Green Bay is one of the largest cheese processing, concentrating and shipping center in the U.S. Brown County is also the home of an internationally recognized manufacturer of custom log homes. Other important industries located in Brown County are furniture factories, automobile parts plants, cold storage plants, dairy products 140 plants, fisheries, meat packaging and processing, machinery production, transportation, tourism and national communications Green Bay is home base for one of the nation's most recognized environmental quality paper converters and recycling companies. In fact, the recycling industry is fast becoming a sizable economic force in new jobs: paper, plastics, and wood products are all being recycled/processed locally. Agriculture Agriculture is an important economic force in Brown County, providing 15,234 jobs (almost 8.5% of the county’s workforce of 179,992) for Brown County residents. Brown County ranks in the top ten counties in the state for agricultural, milk and dairy products sold, accounting for $3.3 billion in economic activity in Brown County. Who owns the farms in Brown County? Individuals or families own 88%; Family partnerships own 8.5%; Family-owned corporations own 3.3%; and non-family corporations own 0.2%. These farms in Brown County account for approximately 2.3 million pounds of milk produced from approximately 40,000 dairy cows. Tourism/Recreation Brown County boasts numerous tourism attractions which include: Heritage Hill State Park, the N.E.W. Zoo, the National Railroad Museum, newly renovated Lambeau Field, the Packer Football Hall of Fame, Green Bay Botanical Gardens, Triangle Sports Area, Neville Public Museum, World Trade Center 911 Memorial, Hazelwood Historic House Museum, Bay Beach Amusement Park and Wildlife Sanctuary, Fox River Trail, Weidner Center for the Performing Arts, Meyer Theater and many others. The Fox River is once again becoming a major attraction for water sports, sport fishing and walleye hatchery. Much of the success is due to the improvement of the water's quality and waterfront development/planning. (See Pages 82-85 for more information on Parks and Trails.) 141 Transportation The Green Bay area is the transportation hub of Northeastern Wisconsin. Our highway system has the only complete beltline in Wisconsin. Together with rail and port facilities, there is excellent cargo service provided by Canadian National. Many trucking firms haul cargo out of Green Bay, with one of the nation's largest (Schneider National) having its headquarters and terminals located within our boundaries. Brown County has one of the finest harbors on the Great Lakes, and the Port of Green Bay is an international port for domestic and foreign trade. Ocean vessels also call at the Port of Green Bay on a regular basis. The commercial tonnage entering the harbor has annually averaged more than 175 ships and 2 million tons. Austin Straubel International Airport is owned by Brown County and was named in honor of Lt. Col. Austin Straubel, a Green Bay native, killed in action while serving the U.S. Air Corps in the South Pacific in February 1942. Austin Straubel International Airport is the third largest airport in the State of Wisconsin and has title to 2,500 acres. Education Brown County offers higher education opportunities and is home to the following institutions: The University of Wisconsin-Green Bay (UWGB), St. Norbert College (SNC), Northeastern Wisconsin Technical College (NWTC), Bellin School of Nursing, ITT Technical Institute, Martins College of Cosmetology and WI College of Cosmetology. The following institutions also offer classes in Brown County: Concordia College, College of Menominee-GB, Lakeland College, Rasmussen College, Silver Lake College, and Viterbo College. UWGB was established in 1969. Academic offerings were expanded in the fall of 1974 to include a Master's Degree program. Undergraduate enrollment on the 600 acre campus is approximately 142 5,000.
