Save the Children Job Description Position Title: Deputy Country Director/Programs Supervisor’s Position Title: Country Director, Save the Children in Haiti Department: IP Regional Management Primary Purpose Under the supervision of the Haiti Country Director (CD), the purpose of the Deputy Country Director/Programs (DCD/P) role is to provide result-oriented leadership in the development, implementation, and monitoring of Save the Children in Haiti (SCiH) program activities in line with the country strategy, and assisting with strategic and operational planning processes, management of relevant financial and human resources, promotion of effective policy and advocacy work, and representation of the organization at all levels on behalf of the relevant Members of the International Save the Children Alliance actively operating in Haiti. The DCD/P maintains responsibility for the direction and coordination of all technical programs of SCiH. The DCD/P is responsible for the design, implementation, evaluation, and analysis of all program activities, the direction and supervision of all technical staff, and for coordinating with the Deputy Country Director/Finance and Administration (DCD/FA) to ensure appropriate financial and administrative management support is provided to all program activities. As leader of SCiH programs, and as a member of the SCiH Senior Leadership Team (SLT), the DCD/P represents Save the Children values and principles in interactions with staff and external audiences. In particular, the DCD/P will assist the CD in representing the agency before donors, government representatives, partner agencies, local institutions, plus the media. Duties and Responsibilities Responsibilities Essential Duty? 1. Program Development and Management • Assist CD in providing leadership to develop Save the Children/Haiti’s 5-year Country Strategic Plan (CSP) program plans and strategic goals and assist in finalizing yearly Country Annual Plans (CAP). • Assist CD, DCD/FA, sector managers, and program managers design and develop sound program and project proposals in current sectors, and develop new sectors, where appropriate. • Assist CD in reviewing all program/project proposals to ensure technical compliance and consistency with agency program principles, CSP, CAP, and donor funding criteria. • Obtain all necessary inputs and approvals from/through Regional/Head office (where necessary), and submits proposals on time to donors. • Assist CD and DCD/FA in assessing technical, financial, 1 Yes: No: % of Time 50% administrative, logistical management capacities of implementing partners in carrying out planned program activities. • Supervise sector managers (Protection, Education, Health, HIV/AIDS, Food Security, Sponsorship, and M&E) and provide assistance to successfully implement current programs, ensure consistency with CSP and CAP, and further develop and integrate these sectors where appropriate. • Ensure high quality technical programs, calling upon technical resources available locally, regionally, or from Home Offices. • Ensure that all required periodic project narrative and financial reports for donors are prepared and submitted to CD in timely manner for review and final submission. • Provide management support in organizing major program/project events (trainings, workshops, seminars, etc.) and coordinate with DCD/FA on all financial and administrative actions related to program activities. • Assess training needs to further develop the skills of program/project staff in technical, managerial, and reporting areas. 2. Finance and Administration • In coordination with DCD/FA, review and provide operational feedback to sector and program managers on implementation issues, and develop strategies for improving and enhancing program support services. • Help design and implement coherent organizational structure that is consistent with agency practices and appropriate to program needs. • Assist in identification and selection of potential candidates for program/project level financial and administrative assignments. • Approve as required, authorized levels of project related expenditures. 3. Monitoring and Evaluation • Supervise M&E Team and provide required support and guidance to meet SCiH program M&E needs, including execution of baseline, periodic, and final evaluations as necessary. • Review program/project narrative and related financial reports submitted by sector managers and impact area managers, share feedback with CD and concerned sectors/partners, and initiate appropriate/necessary follow up action recommended or warranted by monitoring reports. • In coordination with sector managers and impact area managers present quarterly program implementation status reports to CD/SMT and highlight any areas that may require special management attention. • Ensure measurement of achievement and progress toward project goals through timely submission of well-prepared annual plans and budgets. • Regularly updates program descriptions; ensures the timely flow of accurate information and project data from the field, through the Country Office, to Regional and Home Offices, and to donors. 2 Yes: No: 20% Yes: No: 15% • • Undertakes project impact assessments as necessary. Assist in coordinating internal and external management reviews/audits or other management services or evaluation activities. Conduct regular field visits to field program sites and activities on a regular basis to review overall status of program implementation. 4. Representation Establish, maintain, and improve active and regular working relationships with host government authorities, donors, and partner agencies. Networks regularly with the international donor and NGO community to ensure awareness and support of Save the Children/Haiti’s programs. Yes: No: 15% Background and Experience • Minimum five years’ international development management experience. Previous experience within a Save the Children Country Office desirable. • Experience in managing and directing field operations for an international relief and development agency, including supervisory experience. • Track record and a good understanding of resource and financial management • Master’s degree in an area related to the work of Save the Children preferred. Strong computer skills (MS word, Excel, PP, etc.) Commitment to and understanding of Save the Children’s aims, values and principles. Provide leadership and direction to the long, medium, and short-term planning processes of Save the Children in Haiti programs activities. 2. The position will impact on development/design of multi-sector project proposals/budgets and ensure consistency with Save the Children in Haiti program principles, Country Strategic Plan (CSP) and Country Annual Plan (CAP). 3. Ensure quality, impact/scale, and cost-effectiveness SCiH programs through oversight, monitoring, and evaluation of all activities, including those being implemented directly and those being implemented indirectly through NGOs, local partners, and government entities. 4. Influences, design, and monitoring of CAP budgets, ensure adequate cash is available to projects, that program expenditures are being met as planned, and obligated grant funds are disbursed/spent on time. 5. Maintain effective communications with all SCiH technical program sectors, establish and maintain good relations with counterparts, government authorities, donor representatives, UN and other multi-lateral international agencies, national NGOs, local partner institutions, and the local and international media operating in Haiti.
