Who We Are
The Alliance for Child Welfare Excellence is Washington’s comprehensive statewide training partnership
dedicated to developing professional expertise for social service specialists and enhancing the skills of
foster parents and caregivers working with vulnerable children and families.
The Alliance combines the resources of three higher-education institutions. UW School of Social Work,
UW Tacoma’s Social Work Program and Eastern Washington University’s School of Social Work with the
expertise of the state’s Children’s Administration, and Partners for Our Children, a policy and analysis
group charged with rigorously evaluating training effectiveness over time.

FOUNDATION TRAINING FOR SOCIAL SERVICE SPECIALISTS
Statewide Regional Core Training for New Social Workers
This is a structured learning program that addresses the knowledge and skills identified as foundation
level competencies. The RCT is the initial, intensive, task-oriented training that prepares newly hired
Social Service Specialists to assume job responsibilities. RCT starts on the first day of employment and
lasts for 60 days, or the first two months of employment. Competencies are used to assess learning
needs and to identify a developmental plan for the new workers.
Who Participates?
All new Adoption, CPS, CFWS, CHET-Screen, DLR-CPS, DLR-Licensing, FRS, FVS, and Intake Social Service
Specialists are required to attend this foundational training. Tribal Social Service Specialists are also
eligible to participate in this training program. Note: After Hours staff will be allowed up to six months to
complete the entire RCT program due to their day schedules.
Frequency:
Cohorts start on the 1st and 16th of each month.
Location:
Workers participating in this training spend more time in the local office. In-person sessions are offered
in a classroom setting. Location for the in-person sessions are:
Region 1: Spokane or Yakima
Region 2: Everett or Seattle (Delridge)
Region 2: Tacoma or Tumwater

IN-SERVICE TRAINING FOR SOCIAL SERVICE SPECIALISTS
Child Abuse Interviewing and Assessment – Course Code 117
This 5-day training will provide instruction on the principles and application of research-based child interviewing,
effective testimony, and interviewing skills with cultural considerations. It will address the special challenges of
working with vague allegations, resistant children and adolescents, non-offending parents and alleged offenders.
The purpose of this training is to enhance child interviewing skills. Participants will have the opportunity to
participate in intensive interview skill building exercises with trained actors. Training will provide individualized
feedback concerning dealing with complex situations, audio recording interviews and working with children who
are reluctant to talk or have special needs. Specialized techniques to help workers address these situations will
be covered during the training.
On the 5th day it will be a final test and participants are required to pass to receive a completion certificate.

Practice Model Coaching Sessions
Coaching Sessions are offered by your regional coaches on a continuous basis. You can request a coaching
session through your local coach.
• Coaching Session on Case Planning (Course Code 110119) – Social Service Specialists are provided with
tools to work with families and providers to develop a case plan and how to assess and document change.
This training describes how to develop Family and Individual Level Objectives.
• Coaching Session on the Comprehensive Family Evaluation (Course Code 110120) – Supervisors and
case workers are provided with the concepts and principles of CA’s practice model. Time is spent on
assessing the 4 domains of family functioning and how to critically look at a family/case through a
developmental lens. This Coaching Session also specifically addresses the safety threats identified in the
case plan, and assessment of progress in relationship to the identified objectives in the case plan.
• Coaching Session on Partnering with Families (Course Code 110123) – Engagement and partnership
start from day one in working with children and families and continues through the live of the case. Social
Service Specialists will learn how to work together with families to reach consensus in what is or is not
working and develop an action plan to keep their child or children safe.
• Coaching Session on Case Consultations (Course Code 110136) – Supervisors and case workers will
know and understand how to apply the case consultation process for staffing cases. This activity invites
group learning and participation, with a structured approach to difficult cases, and keeping family
development central instead of parental deficits.
• Coaching Session on Child Safety Framework (Course Code 110137) – Supervisors and case workers
receive assistance in understanding practice elements related to safety assessment and planning. They will
also learn about the importance of the key safety framework questions in the initial safety assessment and
be able to practice documenting in-home or out of home safety plans. This Coaching Session also includes
the policy requirements, including meeting timeframes in FamLink, and the importance of re-assessing
safety throughout the life of the case.
• Coaching Session on FamLink New Tools (Course Code 110138) – Case workers are provided instruction
on documenting Initial Assessments, Safety assessments, Safety plans, CFE, and Court Report in FamLink.
• Coaching Session on Family Assessment Response( FAR) FamLink (Course Code 110212) – Case
workers will use practice tools specific to FAR, in a FamLink training environment, to document work on a
case that is currently assigned to them. The fundamentals of the safety framework and the practice of
coming to consensus with the family about the problem, defined in terms of Family Level and Individual
Level concerns may also be integrated into coaching sessions if needed to support social worker learning.
Workers will gain familiarity of the FAR Family Assessment (FAR FA) and receive hands-on assistance on
what is needed to assess and document in each assessment areas.

Fetal Alcohol Spectrum Disorder Evaluation Training (FASD)

By Dr. Susan Astley, PhD and Clinical Team.
This one-day training includes information on what is Fetal Alcohol Spectrum Disorder (FASD), who
benefits from a FASD evaluation, what is required for a FASD evaluation, and what services are most
effective given the diagnosis. CA participants will learn more about their role in referring for a FASD
evaluation and the provision of services. Data from the Foster Care FAS Screening Program is also
covered. Participants will attend a 30 minute didactic lecture on FASD and observe two
comprehensive FASD diagnostic evaluations conducted by the University of Washington Fetal Alcohol
Syndrome Diagnosis and Prevention Network (FAS DPN).

Training Opportunities for Caregivers
Welcome to your Foster Parent and Kinship Care Training Source
The Child Welfare Foster Parent and Caregiver Training Program, (formerly known as Resource
Family Training Institute is responsible for initial and ongoing training of foster parents and
unlicensed relative caregivers. Licensed Foster Parents, and Licensed or Unlicensed Kinship Care
Providers are welcome to attend all classes.
Prior to becoming licensed, a foster parent must complete Orientation, Caregiver Core Training
(CCT), and First Aid/CPR, Blood-borne Pathogens/HIV training. In addition, if a foster parent
chooses to provide care to sexually and/or physically aggressive youth, they must attend a
specialized training prior to licensure.

Foundation Training for Caregivers
MANDATORY TRAINING — CAREGIVER CORE TRAINING (Formerly known as PRIDE)
Beginning April 1, 2014, our new 24-hour Caregiver Core Training (CCT) will be taught
in place of PRIDE Pre-Service training. (PRIDE Pre-Service Trainings will continue
through March.)
The new 24-hour Caregiver Core Training will be presented in two parts.
Module 1 is designed to provide an awareness, with focus on helping participants
decide if Foster Parenting or caregiving is a good match with them and their
families. Discussions will include an Introduction to the Child Welfare System, The
Effect of Trauma, Grief and Loss on Attachment, Teamwork and Advocacy and the
Effects on the Caregiving Family. This module is 12 hours long.
Upon successful completion of Module One, there will be a one- or two-week break
during which time participants will be asked to engage in an experiential activity, and
will be guided to such an activity by the Alliance trainer/staff or their local liaison.
This activity is meant to assist the participant in arriving at a decision as to whether
or not to continue the training with Module 2.
Module 2 of the Caregiver Core Training is designed to provide participants with
knowledge and skills necessary for successful caregiving. These topics include
Engaging Families, the Impact of Trauma on Child Development, Behavior
Management and ultimately Getting Ready to take a child(ren) into the home and
into the heart. This module is also 12 hours long.

The Alliance contracts with certified trainers to provide First Aid/CPR, and Blood-borne
Pathogens/HIV training.
“Keep the Beat” offers this class to ALL caregivers of foster children free of charge. This includes
grandparents, babysitters, etc. “Keep the Beat” provides these classes, statewide, free of charge,
whether you are licensed or not.
Please note: Child Care will be reimbursed.
How to sign up for classes: If you require a reasonable accommodations, please provide “Keep the
Beat” with two-week notice. “Keep the Beat”/DSHS will make every effort to provide the service to
assist you. This includes interpreters that may be needed.
