Directory of State Operated Child and Adolescent Inpatient Psychiatric Treatment Programs
The number of state operated, public psychiatric hospitals and treatment units for children and adolescents has decreased as a
result of shifts in budget priorities and changes in mental health policy at the state and national level. In particular, has been
the emphasis on community-based treatment and the desire to keep children and their families intact. Conversely, there is
increasing concern that as state operated inpatient services are reduced, there may be children who do not have access to
mental health services or worse are being channeled into the juvenile justice system.
Recognizing the need to obtain better information on the number of state operated inpatient psychiatric treatment programs,
the Commonwealth Center for Children and Adolescents, Virginia’s only publicly funded psychiatric hospital, has attempted
to create a directory of these programs. The goals of this project are:
1. To identify on a state-by-state basis, state operated inpatient psychiatric treatment facilities and programs/units
serving children and adolescents.
2. To capture basic demographic data about these facilities/programs including: ages of children served; bed capacity;
annual admissions; and average length of stay.
3. To provide a framework for benchmarking.
4. To provide a resource for communication and networking.
Using the list of state mental health agencies on the NASMHPD website, Diane Randolph, project coordinator, contacted the
individual in the state agency responsible for child and family services. That individual was asked to provide the name of all
state operated inpatient treatment facilities and programs (such as a unit in a psychiatric hospital) and contact information for
each one of these entities. Then the facility/program was contacted and the requested demographic information was obtained.
The entire process took about six months.
To the best of our knowledge, this is a comprehensive and accurate listing of state operated inpatient facilities and programs
serving children and adolescents. We request that the listed agencies contact us if any of the information is inaccurate and
needs to be revised. This list is complete as of July, 2006. We realize that the public mental health system is in flux and that
changes in bed capacity, utilization, and even in operation may occur. We hope that this information will provide a useful
resource for the participating agencies and organizations. Questions, comments, and corrections should be forwarded to:
