JEWISH FAMILY & CHILDREN’S SERVICES OF SOUTHERN ARIZONA, INC. 2008 ANNUAL REPORT TO THE COMMUNITY Building a Future In 2008 JFCS became a leaner but more focused agency, able to serve the social and behavioral health needs of our community as the country started to realize the depths of the financial crisis. Last year, JFCS intake staff began to see greater socio-economic diversity as people previously able to meet their own needs lost jobs and had to request help from our emergency financial assistance programs. The Jack J. and Gary I. Sarver Counseling Center also saw increasing numbers as therapists and counselors worked to help people cope with the emotional strain of the burgeoning financial crisis. Not all of our work focused on sustaining families through the financial crisis. We also promoted children’s health and well being, ensured a life of independence and dignity for seniors and people with disabilities, strengthened the lives of adults in our community and engaged the general community through our education and community service programs. Our work in 2008 not only points to the dedication and skill of our board and staff alike, but it also points to an increase in demand for JFCS’ services. As the year came to a close, it became clear that the economy would hold financial uncertainty for some time to come. The one thing we can be certain of is that, as the economy finds its way to recovery, the demand for our services will increase even as the resources to provide those services decrease. That’s why your support is so important to us. Of course, our clients need your generous and continued financial support, but we all need your steadfast and enthusiastic support of our efforts to make ourselves financially selfsufficient. In this report, you’ll see that in 2008, as in years past, JFCS was heavily dependent on government grants and contracts. For the future, our goal is to diversify our funding and work our way towards a financial future over which we have more control. We are confident that, with your support, we can build on our 67 years of success. Our goals are to strengthen family life, foster individual selfsufficiency and promote improved social and economic conditions in the Jewish and general community. In devoting ourselves to the achievement of these goals, we are guided by the Jewish values of tikkun olam (repairing the world), tzedakah (just and charitable deeds) and chesed (loving kindness). 1 SUSTAINING FAMILIES IN CRISIS JFCS helps strengthen the bonds of family by creating peace and harmony in the home through our family centered support and counseling programs. By strengthening the bonds of family life, we believe we can strengthen the bonds that hold our community together. Last year we helped Tucson families through … Families in Recovery Succeeding Together (Families FIRST) JFCS provided case management, counseling and substance-abuse diversion to support and rebuild families in the Arizona Child Protective Services system. JFCS collaborated with Our Family and the Community Partnership of Southern Arizona to serve Tucson families through this program. “We just came from Bosnia and didn’t know who could help us with paying rent after my husband lost his job. Thank you for helping us keep our home for our baby.” 2 Gesher: Creating Family Harmony Gesher provided counseling and support services for divorced, blended or single-parent Jewish families. The program served as a bridge to help these families access services and fully participate in the Jewish community. Let’s End Abusive Households (LEAH) LEAH, our domestic violence prevention program for Jewish individuals and families who have been affected by domestic abuse, provided intensive therapy and counseling for these families who might have otherwise suffered in silence. LEAH also provided education, information and referral, and advocacy for those Jewish individuals and families who experienced domestic abuse issues. Teen Parent Mentor Program The Teen Parent Mentor Program helped keep pregnant and parenting teens, ages 12 to 21 from spiraling into poverty and depression. Stable adult mentors provided emotional support and guidance and modeled healthy parenting skills. New teen mothers learned to positively manage the challenges of parenthood and gain the skills necessary for them and their children to thrive. Refugee Resettlement JFCS Refugee Resettlement program welcomed to our country individuals and families from across the globe and helped settle them in their new homes. Through the program, refugees acquired housing, transportation, medical care, and assistance in their dealings with the US State Department. Refugees also received career counseling and employment placement services. At JFCS we believe that when we ensure the health and well being of all children, we ensure the health and well being of our entire community. Through our family focused programs we help meet the social and behavioral health needs of our youngest clients, teens and their families. In 2008 … Child & Adolescent Traumatic Stress Services (CATSS) CATSS provided trauma-related treatment and counseling for children and adolescents and their families, targeting depression, anxiety, externalized and sexualized behaviors, and feelings of shame and mistrust. As well CATSS taught parents and other primary caregivers skills to help them help the children in their care. Through its community curriculum, CATSS trained clinicians in juvenile trauma treatment and trained first responders, schools, community members and parents in recognizing the signs and symptoms of traumatic stress. CATSS is a member of the National Child Traumatic Stress Network. Embracing Challenges, Creating Opportunities (ECCO) ECCO provided individual, group and family therapy to children ages 13 to 18 who struggle with substance use and abuse. ECCO increased the capacity of our young clients to identify and manage the signs of risk that will lead to substance use, and taught them the skills that will prevent further use. Project Safe Place Started in 1998, Project Safe Place drew on resources from throughout the community to heal girls and young women, ages 8 to 18, who have been sexually, physically and/or emotionally abused. Project Safe Place also worked with the families of its clients to ensure that the young women have a safe and supportive environment in which to recover from abuse. JFCS partnered with volunteer mentors from the community, Southern Arizona Center Against Sexual Assault, the juvenile and family court systems and Arizona Child Protective Services in its fight against all forms of child abuse. PROMOTING CHILDREN’S HEALTH & WELL BEING “After my friend died, I thought I would never be myself again. I had many fears and I was sad. I learned many techniques in CATSS [Child & Adolescent Traumatic Stress Services] to cope with my fear, and I will always remember what I learned and teach it to kids that need help.” 3 ENSURING INDEPENDENCE FOR SENIORS AND PEOPLE WITH DISABILITIES “Respite services have been a God-sent blessing for my daughter and me. Due to respite, we can keep Dad living with us.” JFCS offers an array of services to help older people and people with disabilities live as vibrantly and independently as possible. We offer counseling, homemaker services and case management so we can address the needs of all our clients, whether they need minimal or comprehensive assistance. Often with age comes disability, and JFCS is structured so that our older adult services dovetail with our services for people with physical and cognitive disabilities of all ages. Our services for people with disabilities include the Irving Greenfield Tucson Loan Chest and several fiduciary services. Last year, we helped seniors and people with disabilities live a full and meaningful life through the following programs: Mental and Behavioral Health Services JFCS provided individual counseling sessions both in the clinical setting and in the home to clients who are older or who have disabilities. JFCS also offered several support groups for socialization and therapeutic purposes. Case Management JFCS case management services offered a continuum of care for older individuals and people with developmental disabilities who are substantially limited in their ability to care for themselves. Case managers assisted clients with everything from procuring medical and other professional and government services to fulfilling the basic tasks of daily living to enhancing client quality of life through social activities and well visits. JFCS case managers understand the desires and needs of clients and their families and work to ensure that those desires and needs are respected. Respite Services JFCS provided respite services to families and caregivers who have the responsibility of 24-hour caregiving for older adults and people with disabilities. Additionally, JFCS created and distributed a family caregiver resource manual to provide additional guidance and support to those nonprofessionals charged with 24-hour caregiving duties. Homemaker Services To ensure that as many people as possible could continue to live with dignity in their own homes, JFCS offered help with basic housekeeping tasks. This service supported older adults in the Jewish and broader community with special attention given to Holocaust Survivors. Holocaust Survivor Program The Holocaust Survivor Program provided a holistic approach in meeting the needs of Pima County’s Holocaust Survivor population. Grounded in the belief that care of the body, mind and spirit are essential for physical and mental well being, the program provided Survivors with case management, group meetings, counseling, emergency assistance funds, assistance with Holocaust Claims Conference applications and survivor advocacy. In coordination with Tucson’s religious and secular communities, the program sought to enhance Survivors’ quality of life, while helping them maintain their independence, dignity and self-respect. Our philosophy, when working with Holocaust Survivors is to respect the past while offering new and positive experiences that will coexist with the old. 4 “The [Irving Greenfield Tucson] Loan Chest gave me freedom.” The Irving Greenfield Tucson Loan Chest The Irving Greenfield Tucson Loan Chest rented and sold new and refurbished durable medical equipment such as wheelchairs, bedside commodes and walkers. A sliding fee scale allowed low-income, uninsured and underinsured individuals and families to access needed equipment. IGTLC clients include people who need help regaining mobility after medical procedures, people who need accommodations for permanent physical disabilities and people who want to age independently in their homes and need assistive equipment to do so. Guardianship Services JFCS served as the legal guardian for those of our clients who are unable to care for themselves and have no one else to care for them. Our dedicated and compassionate guardianship staff adhere to the highest ethical standards in carrying out their special duties to those under our care. Pooled Trust Services JFCS administered the only pooled trust in the entire state of Arizona. Through a pooled trust, individuals who would qualify for public benefits but for the one-time receipt of a substantial amount of money, are able to receive or maintain their benefits. Through this program, JFCS clients were able to continue receiving public benefits for their essential needs and still use their other assets for special or supplemental needs. Fiduciary Services In addition to our guardianship and pooled trust services, JFCS offered a broad range of other fiduciary services including representative payee services to assist in bill paying and routine financial tasks and the administration of special needs trusts. JFCS was also able to carry out some, limited duties of conservatorship when they were in the best financial interests of the client and no conservator had been appointed. 5 STRENGTHENING ADULT LIFE JFCS has developed expertise in services for children, seniors and people with disabilities, but the vast majority of our clients are still typical adults in need of a little assistance navigating life’s rough patches. Last year JFCS helped strengthen adult life with its counseling and financial assistance programs. Emergency Financial Assistance JFCS kept people in our community from becoming homeless, going hungry or foregoing medical care by offering limited emergency financial assistance and food relief. We served the Jewish community through the Tucson Jewish Relief Fund, and offered the same assistance to members of the general community through our Basic Needs program. Financial Literacy “Knowing that JFCS services are there for us has really been a bright note for both of us. Your show of kindness and caring has been a light in our lives.” JFCS offered a financial literacy series through which clients learned basic personal finance skills such as household budgeting, opening and maintaining bank accounts, and bill-paying. Clients completed financial literacy training as a component of receiving emergency financial assistance. Case Management JFCS provided case management to Jewish and non-Jewish individuals and families in financial crisis. Through case management, JFCS provided referrals to appropriate agencies for other emergency assistance with food, shelter and overdue bills. Mental & Behavioral Health Services Through its Jack J. & Gary I. Sarver Counseling Center, JFCS provided a wide spectrum of counseling services to help clients cope with life’s challenges including depression, anxiety, traumatic life events like death and divorce, domestic violence and substance abuse. A sliding fee scale allowed JFCS to serve those with limited resources or insurance. JFCS counselors and therapists have specific expertise in helping our senior citizens and people who are developmentally disabled as well as in helping domestic violence victims and offenders. 6 CHAI Circle: Cancer, Healing & Inspiration for Jewish Women CHAI Circle provided education, mentoring, socialization, spirituality, and support within a Jewish context to Jewish women who are battling cancer or are cancer survivors. CHAI Circle empowered women within the Jewish community to be active and informed cancer survivors in their healing of mind, body and spirit. Jewish Addiction Support Services (JASS) Within the context of Jewish spiritual and cultural values, JASS supported and educated Jewish individuals and families struggling with the use or abuse of alcohol and other drugs. The JASS program is based on and works similarly to the Jewish Alcoholics, Chemically Dependent Persons, and Significant Others program. JFCS’ core value of healing the world through loving kindness and good deeds comes across clearly through our community projects. JFCS works with synagogues, churches, businesses and individual volunteers to ensure that families in our community do not go without those little things that make life joyous. JFCS also helps heal the world by ensuring that our social and behavioral health professionals have access to affordable continuing education. Last year, our community projects included… Holiday Food & Gift Card Drives JFCS worked with local congregations and members of the community to collect kosher food items so that members of the Jewish community experiencing financial hardship could celebrate the Thanksgiving holiday in accordance with their religious and cultural traditions. As well, JFCS collected gift cards to big box retailers so that limited income families could purchase clothes, food or other gifts to celebrate Christmas or Hannukah. Elizabeth “Betty” Brook Institute for Continuing Education (ICE) The mission of the Elizabeth “Betty” Brook Institute for Continuing Education (ICE) is to meet, at a reasonable cost, the continuing educational and supervisory needs of those who serve others. Because the ultimate beneficiaries of the Institute are those served by seminar participants, the goal of ICE is to help create the best educated, most informed and skilled human service professionals possible. ENGAGING THE COMMUNITY Matza & More Passover Project For over 40 years JFCS has been providing the supplies needed for Jewish families who would otherwise be unable to enjoy Passover Seders. The Matza & More Passover Project is our largest community service program, drawing support from synagogues, secular community groups, businesses and scores of individual volunteers who packaged and delivered Passover baskets filled with all the essential items for a Seder. “Thank you for providing a kosher turkey for our Thanksgiving dinner.
