Welcome to Regal Elementary!
Regal Elementary staff wants to invite the Hillyard community to participate in all
of our school activities and events such as family nights, grade level programs during
the day, and music programs in the evening. We also have a strong volunteer program
and encourage family and community members to participate. Please check with our

What Makes Regal Special?
Regal Elementary is distinctive because of the students and close-knit community
we serve. Generations of families growing up in Spokane’s Hillyard community have
attended Regal and gone on to graduate from Rogers High School.
We are teaching the new leaders of our community. In an effort to accomplish our
instructional goals, we use our personnel and fiscal resources very intentionally.
Students work with a number of adults during the day to help lower the teacherto-student ratio for more personalized learning. Students’ academic achievement is
determined by the Measurement of Student Progress (MSP), which is administered to
third through sixth graders each spring. Students also take part in activities designed to
strengthen other abilities such as after school cross-country, basketball, volleyball, or
Writing Rally and Math Is Cool competitions. We are proud of our staff and students’
accomplishments and look forward to having Regal Elementary become a second
home for the children and families we serve.
Spokane Public Schools’ New Goal: T-2-4
Spokane Public Schools is committed to making sure that all doors are open to our
students after they graduate from high school. The key in today’s global economy is
for all of our students to understand that their best opportunities for employment are
connected to some advanced degree.
With our new goal of T-2-4, we are preparing students to successfully complete some
form of higher education: a technical program or a 2- or 4-year college or university.
We have moved the fi nish line past high school graduation to help ensure our students
are ready, that they get in, and then make it through their choice of post-secondary
education.
The success of T-2-4 requires strategies and innovations that develop each student’s
talents and skills to their full potential. T-2-4 starts with conversations about careers
and college in elementary grades, and continues through high school with internships,
identifying career interests, and completing college applications. T-2-4 is a goal
we will not achieve if we act alone. We are grateful for the consistent support of
our community partners, families, and employees who go out of their way to put
education fi rst and fi nd new and better ways to help students.

Major Goals from School Improvement Plan
District AMO Message
Our school has accomplished steady progress in student
achievement in reading, writing, and math. The State of
Washington acknowledged this achievement by awarding Regal
Elementary a Title I Academic Achievement Award, recognition
for which everyone worked hard. In addition, Regal was
recognized last year by the State of Washington as a Reward
School because of students’ progress on the MSP. We are also
very proud that each year we have several teams representing our
school in the Math Is Cool regional competition. The teams have
done well and have even gone on to state competition utilizing
mental math skills to solve every day problems. These examples
demonstrate students’ commitment to achieving academic success
in order to help them become productive citizens.
Every public school in the state of Washington has individualized
targets for its students to reach in the areas of mathematics and
reading. These targets are now referred to as Annual Measurable
Objectives (AMOs) and replace the Adequate Yearly Progress
measure used in the past. Washington was approved to set new
AMOs by a waiver to the Elementary and Secondary Education
Act (ESEA). The new targets for student learning reflect both of
the following:
-Washington’s transition to Common Core State Standards and
high-quality assessments;
-Washington’s vision that each student – including English
language learners, students with disabilities, and students from
historically underserved subgroups- engages in rigorous content
and graduates prepared to engage in the deeper learning essential

Washington State’s ESEA Flexibility Request does not include
any sanctions for schools that used to be present under AYP.
However, they do identify schools as priority, focus, emerging
or award status. Regal was identified as a High Progress School
because they are in the top 10 percent of Title I schools in
Reading and Math (combined) for three years with respect to

Construction Update
In addition to major building replacements and modernizations,
and technology and safety upgrades, the 2009 facility
improvement bond approved by Spokane voters included $28
million for an “annual capital projects” component to provide for
smaller facility improvements at a number of schools each year
between 2009 and 2015. These projects are planned for the 20132014 school year, with all scheduled to be completed by Sept. 1,
