Your toddler is so cute and you want to share them with the world! NRV Fair will present this contest with no discrimination towards gender, race, color or age. Registration
will begin at 4:00 p.m. and end at 4:30 p.m. the day of the contest. Contestants must be
present 5 minutes prior to contest time. Judges will use the following criteria:
-Appearance -Expression -Charisma
-Image concept/setting -That special something

DUCK DYNASTY CHARACTER LOOK ALIKE CONTEST
7:00 p.m. – Free Stage Wysor Bldg.
Hey Jack! Do you or someone you know look like Uncle Si, Willie, Jase, or any of the
other characters from the hit television reality show Duck Dynasty? If so, encourage
them to come out for this contest. This contest is sure to be a ton of fun and the awards
will promise to be just as fun. NRV Fair will present this contest with no discrimination
towards gender, race, color or age. Registration begins 30 minutes prior to contest.
Contestants must be present 5 minutes prior to contest time.
Maximum Entries: 25
Entry Fees: $5.00 per class
IMPORTANT NOTICE!!!!!!
Only NON–PERISHABLE (i.e. art, photography, crafts, canned goods, etc.)
entries will be checked in between 10:00 am and 2:00 pm, Saturday,
July 23, 2016.
On Sunday, July 24, 2016 between 10:00 am and 2:00 pm. BOTH
NON-PERISHABLE AND PERISHABLE (ex. fresh produce, baked goods,
cut flowers, etc.) entries will be taken. Registration is at the FARRIS
BUILDING TICKET BOOTH AT THE MAIN GATE. Follow the posted
signs.
Positively NO exhibits as stated will be accepted before or after
those hours. Exception: Quilt Challenge entries must be submitted
at the Fair Office on July 18th between 10:00 am and 2:00 pm. Youth
must be present to enter exhibits in the youth categories. Refer to
“General Rules and Regulations.”

Judging will start promptly at 2:30 pm and end at 5:00 pm on Sunday, July
24, 2016. No exhibitors allowed in the Farris Building once judging begins
at 2:30 pm. Volunteers are to be dismissed. Department heads should be
available to the Superintendent of the Farris Building and remain till their
department’s closing. Only judges and superintendent are allowed in the
departments during the designated judging time period.



All entries must be removed between 12:00 noon and 4:00 pm on Sunday,
July 31, 2016. Premium checks and/or awards will be picked up at that
time and signed out by exhibitor. Premiums subject to change.

The New River Valley Fair and Coordinators will not be

III. TABLE SETTING
Entries are open to one or more exhibitors. Adult entries only (18 years & over as of
January 1, 2016). All names must be included on the entry form. Only exhibitors listed
on the card may assist with setup. One entry per person. *Tables (card table need to be
furnished by the exhibitor). Tables are to be set for 2 people. The menu must be furnished for display on the table. Glasses/beverage containers should be set for all courses. Dinnerware and flatware should be set for all courses represented on the menu. No
fresh flowers or fresh plants may be used. Decorative food items that will spoil or melt
may not be used. Exhibitor must provide tablecloth.
Follow the correct placement of all components in the setting, as well as, size and placement of linens. Correct procedures can be found in meal management textbooks and
specialty books on table settings. For informal dining, napkins can be arranged in "fun"
ways but cannot deter from overall effect of the table. Your dinnerware and flatware
must match the menu.

Objectives
The principal objectives of the New River Valley Fair are (1) to encourage improvement in the
production, processing, and marketing of agriculture products that are produced in Southwest
Virginia; (2) to promote the importance of agriculture to Virginia's economy; and (3) support the
programs of 4-H, FFA and other youth educational groups.
Submitting Entries
1. Entry forms must be filled out completely by the person submitting their entries by deadline
dates. Tags will be issued to the exhibitor or a minor accompanied by an adult, stating the class and
entry number displayed on the exhibit at entry time. The tag stub must be shown when an item is
picked up before ribbon(s) and/or premium(s) will be released.
2. An exhibitor will not be allowed to have more than one entry per class except in the Art Department where indicated.
3. It must be distinctly understood that New River Valley Recreation, Inc. assumes no responsibility whatsoever in the event of loss or damage to exhibits while on the grounds, and
all entries are received on this condition.
4. Fair management reserves the right to extend an invitation to exhibit and the right to refuse an
exhibitor giving reason for such action.

5. Department Coordinators/Chairperson will receive and place exhibits on Saturday, July 23,
2016 from 10:00 am- 2:00 pm for non-perishable entries. Sunday, July 24, 2016 from 10:00 a.m2:00 pm for perishable and non-perishable entries. Entries which are considered unacceptable for
judging will not be accepted.
6. Articles presented and accepted for exhibition shall remain on display for the duration of the
fair. No exhibits shall be removed from the grounds before 12:00 noon, Sunday July 31, 2016. All
awards (premium money and ribbons) shall be forfeited upon early removal. Premium money will
also be forfeited if articles are not picked up at specified time. Articles not picked up will be held
in fair office for one week, and after which time they may be discarded at the fair's discretion.
7. Competition is a means of promoting excellence. In this regard only first, second and third
place ribbons and premiums, as specified, will be awarded. In all classes, there must be at least two
entries to constitute competition, with the exception of Youth Exhibits. At the discretion of Fair
Management, a class with only one entry may be allowed to show and will be awarded second
place premium and ribbon.
8. Judges are instructed to award first, second, and third place in all classes with three or more
entries where applicable.
9. The judges’ decisions are FINAL. Time will not permit explanations as to why articles submitted did not receive an award. Exhibitors are encouraged to discuss their exhibits with the department heads, extension office personnel, or 4-H and FFA leaders. Comments and suggestions would
be helpful but should be made in writing to the New River Valley Fair at the conclusion of the fair.
Your involvement in the fair is appreciated.
10. All protests must be in writing, with the stated complaint, and be accompanied by a fee
of $25.00. It shall be forfeited to the fair in case protest is not sustained and must be delivered to
Fair Management within twelve (12) hours after the cause of protest.

RULES
1. See Page 7 for check-in information and “General Rules and Regulations”.
2. Exhibit may be entered by any recognized youth organization in the New River Valley. Please
contact Christopher Lichty if you have questions. Youth MUST be present to enter exhibits.
3. Booths will be provided for eight exhibits only on a "first-call" basis. Other exhibits must provide their own table and back-drop. Booths are approximately 3'x4' floor space and 3'x4' backdrop.
4. Display should be educational and based on one of three themes:
A. New River Valley Youth in Action (tell about your organization or one of its projects).
B. Conserving the New River Valley's Resources (any topic related to the environment or
conservations, etc.)
C. A Safe New River Valley for Everyone (any topic related to a safety issue).
5. Prize money will be 1st - $30.00; 2nd - $25.00; 3rd - $20.00; 4th - $15.00; 5th - $10.00; 6th $10.00; 7th through 10th - $5.00 each. Premiums subject to change.

I. SCARECROW
Scarecrows should be stick or pipe framed and must be self-supported. There will be no size limitation and all entries should be fun in nature. Adult and Youth Divisions will be judged separately.

YOUTH CLUB PROJECT EXHIBIT (Individual)
This area is for a bona fide 4-H vocational club and scouting members (ages 9-19 as of January 1,
2016) to enter their individual projects and/or records. Projects can be collections, items made by
the individual posters, or other displays with accompanying record book or essay explaining the
project. 4-H members should enter exhibit plus record book for year's project. FFA, FHA, or
other vocational club members may enter class projects, record books, etc. Scouts may enter projects worked on while earning merit badges, etc.

A. 50% Educational value (benefit to the individual or to others, accuracy and completeness
of information, accomplishment of goals, etc.)
B. 25% Neatness and attractiveness
C. 25% Record Book or Essay (thorough, neat, explains what was accomplished). Essay
should be 1 book used by the member's organization for that particular project.

1. Agriculture - projects related to farming, domestic animals, and horticulture.
2. Natural Science - projects on wildlife, entomology, forestry, conservation, archery, hunting, etc.
3. Mechanical Science - projects on woodworking, electricity, energy, engines, automotive,
bicycles, etc.
4. Family Life - projects on child care, food preparation, clothing, room decorating, money and
home management, consumer skill, etc.
5. Health and Safety - projects on health and wellness, nutrition, safety, first aid, sports and fitness.
6. Miscellaneous - projects that do not fit into one of the above categories.
II. BIRDHOUSE
Maximum size of birdhouse must not exceed 15" in length and width and no taller than 18". Birdhouses can be hung or sitting in the display area. Adult and Youth Divisions will be judged separately.

2016 SPECIAL COMPETITIONS: July 23– 24 *NEW
New River Valley Fair Quilt Square Contest
The Virginia Association of Fair Conference will be celebrating 100 years in January 2017.
They are coordinating with Field Day of the Past to make a quilt representing all of the fair
members in the State of Virginia. This quilt will be auctioned off at the 2017 VAF Conference,
and proceeds will benefit the VAF Scholarship Fund.
We are anxious for New River Valley Fair to be represented, so therefore we are conducting the
New River Valley Fair Quilt Square Contest. The first place winner’s quilt square will be sent to
the VAF Quilt Committee to represent the New River Valley Fair in the VAF Quilt Project.
The remaining exhibitors’ quilt squares will be made into the New River V alley Fair Quilt featuring the creative ideas of the quilters in the New River Valley. Starting August 1 st, donations
will be accepted, and the New River V alley Fair Quilt will be given away at the NRV Holiday
Expo on November 5th. Donations received will help support and promote wholesome recreation, agriculture and industry, directly and indirectly throughout the entire New River Valley and
surrounding areas.

SURE TO OBSERVE THIS SPECIFICATION. See the diagram below.

best depicts the New River Valley Fair.

Quilt Challenge
THEME
The 2016 THEME “Soar Above at the New River Valley Fair” features the majestic eagle looking
over the Fair. Use the eagle, which symbolizes power & strength, and incorporate the Fair (fun,
family, friends, carnival, agriculture, etc.) to reach new heights of creativity in your quilt.
CHALLENGE FABRIC
The challenge fabric is available at Ms. Audre’s Fabric-n-Friendship, 350 Wenonah Ave,
Pearisburg, VA. Challenge fabric is from Choice Fabrics, Springfield, Tennessee. Packets
may be picked up on Tuesday through Friday from 10:00 a.m. to 6:00 p.m. or Saturday,
10:00 a.m. to 4:00 p.m. At least 50% of the fabric must be used in the quilt.
ENTRY INFORMATION AND DEADLINE
A $8.00 entry fee will be collected when you turn in your entry form at Ms. Audre’s Fabric-nFriendship. Finished quilts must be delivered to the New River Valley Fairgrounds on July 18 th
between 10:00 a.m. to 2:00 p.m. or by appointment prior to July 18 th.
GENERAL RULES
-Quilt must be a minimum of 24"x24" and no larger than 30"x30". Quilts not adhering to size
limitations will be disqualified.
-Quilt fronts must contain at least 50% of the challenge fabric provided. You may add as many
fabrics of your choice to the front of the quilt.
-Reversing the challenge fabric is permitted. No over dying.
-The back of the quilt will not be judged. Backing fabric is your own choice.
-All quilts must be machine-quilted or hand quilted. No tying.
-Quilts must be labeled on the backside with the name of the quilt only. Do not sign your name
on the quilt!
-A 4-inch sleeve must be added to the back of the quilt (along the top). The sleeve will not be
judged.
-All stated rules listed in the Fair Premium Catalog apply. A catalog can be obtained at the NRV
Fair office or www.nrvfair.com after May 1, 2016.

The 4-H Fair Challenge Trophy
In Memory of Joe Hester

Rules
1. Bona-fide 4-H members in Pulaski County only are eligible to receive this
award.
2. Contact Chris Lichty, 4-H Extension Agent, at the Pulaski Ext. Office for a
copy of trophy score sheet at 540-980-7761 or email [email protected]
3. The trophy will be given based on the number of exhibits entered by
an individual 4-H member and the quality of the ribbon award
received on each exhibit. Exhibit points will be assigned as
follows:
Blue Ribbon – 7 points
Red Ribbon – 5 points
White Ribbon – 4 points
Other Ribbon (livestock, horse shows, etc.) – 3 points
Exhibit Not Receiving Ribbon – 1 point
Grand or Reserve Champion or Special Judges Award – 10 points

Points may be earned in the youth division of all fair departments,
including the horse show preceding the Fair.
5. Members of 4-H must keep track of and record all exhibit points for
himself/herself on a score sheet obtained from 4–H Agent Chris
Lichty, and submit the score sheet to the Pulaski County
Extension Office by September 1, following the Fair.
6. Score sheets will be verified by the checking of official Fair records at
the Extension Office.
7. The trophy will be presented to the total highest point earner at
the annual 4-H Award Banquet in the Fall.
8. This is a challenge trophy. The winner must win the trophy three (3)
years in a row in order to obtain permanent possession of the trophy.
Otherwise the trophy must be turned over to the new
winner the following year. A plaque in the Pulaski County
Extension Office will list the name of each year’s winner as a
permanent honor.

This contest is open to youth ages 6 through 18 years old in the New River Valley and surrounding
areas: Bland, Carroll, Floyd, Giles, Grayson, Montgomery, Pulaski, Wythe Counties, and the
Cities of Radford and Galax. Capture the theme “The Farm” in your creation. It can include
people, animals, scenery, etc. that depicts overall farm living in Southwestern Virginia.
RULES
1. Photo or art size – no smaller than 5”x7” framed or larger than 16”x20” framed and must
be ready to hang on peg board. Only exception to framing is if the artwork is on stretched

RULES
1. See Page 7 for check-in information and “General Rules and Regulations”.
2. All horticulture exhibits must be grown by the adult or youth exhibitor and labeled by
correct botanical name when possible.
3. One entry per exhibitor per class. Youth must be present to enter exhibit in youth categories.
4. Not responsible for loss or breakage of containers or accessories.
5. No artificial flowers or foliage permitted and no painting, tinting, or otherwise artificially
altering the color of plant material.
6. Potted plants must be in exhibitor's possession THREE MONTHS or more prior to the show
and preferably exhibited in clean clay pots.
7. Best in Show will be awarded based on overall Horticulture Excellence. Premiums subject to
change.

 It is preferred that dried foods be exhibited in glass jars, properly labeled and dated.

 Clear, heavy-weight, zippered plastic bags, properly labeled and dated, are permitted.


Products should be free from defects or blemishes, strings, stems seeds, pits and peels.
°If the recipe requires stems, pits, and/or peels, this is acceptable.


Color should be characteristic of product and uniform throughout container. No excessive discoloration.
°Light-colored fruits and vegetables will brown when exposed to air. Pretreatments can
minimize browning but are not be required.
Pieces in exhibit are uniform in size and shape. No ragged edges.
Pieces are uniformly dry throughout.
C) Flavored Vinegars
 Container is properly labeled.
°If canning jar used: Clean, clear standard canning jar with no cracks, chips, or rust.
°Recommended lid with good vacuum seal.
°Band free of rust and dents or other damage; clean and easily removed.
°If decorative bottle used: Clean, clear. No cracks, chips, haze or rust.
°Caps or corks appear clean and new. Caps are of noncorrodible metal or plastic.
 Appearance is attractive; neat; space well used, and a good proportion of liquid and
flavoring ingredients.
°Use fruits or herb sprigs of similar size and shape.
°Liquid covers all ingredients with appropriate headspace (1/4”) left empty. No floating
of ingredients. Natural coloring; attractive for serving, uniform throughout, free from
cloudiness or excess sediment.
 Flavor is pleasing, fresh, “sharp” vinegar odor.
°No mustiness or yeasty odor.
°Subtle blend of seasonings and flavors
6. Any jar or bag may be opened at the discretion of the judges.
 Foods that are opened during judging will be marked by the judges and should not be
eaten when the fair is over.

Any foods considered hazardous to consume will be disposed of by the judges or fair
attendants. This includes the jar or packaging containing the food.
7. Entries without competition will be judged on their own merits and receive an award or placing
only if determined worthy by the judges.

RULES
1. Registration must be correctly filled out. Incorrectly registered entries will not be accepted.
 Download registration form at www.nrvfair.com or obtain preprinted registration forms and
complete in advance if possible, avoiding last minute rush and stress.
 DO NOT mix up exhibitor number and class number of the product being entered. If filling
out in advance, leave the exhibitor number space blank until an exhibitor number is assigned
at the fair site.
 Each entry must be accompanied with its legible recipe on a standard 3”x 5” index card.
Each recipe must include:
°Canned Foods
Headspace allowance
Processing time corrected for altitude for water bath processing
Pounds of pressure corrected for altitude for pressure processing
Recipe source (I.e.: Ball Blue Book, name of Extension Publication, recipe website
address, etc.)
°Dehydrated Foods
Method of dehydration (i.e.: electric dehydrator, oven, solar, etc.)
Date dehydrated
Recipe source
°Flavored Vinegars
Date bottled

2. Entries will be accepted on Saturday, July 23, 2016 from 10:00 am- 2:00 pm and on
Sunday, July 24, 2016 from 10:00 am- 2:00 pm. No entries will be accepted after the
designated registration closing time.
3. All entries must have been preserved between July 2015 and July 2016.
4. USDA Guidelines regarding home canning and preserving of foods will be followed for
determining acceptable and non-acceptable entries: please see http://nchfp.uga.edu for
current acceptable canning practices.
5. Containers and General Characteristics for Preserved Foods
A) Canned Foods
 All canned products, preserves, or pickles must be in a clear glass, regulation canning
jars, properly labeled and dated. No mayonnaise jars, etc. will be accepted.
°Vegetables, fruits and juices MUST be in PINT or QUART clear glass regulation
canning jars.
°Jellies, jams, chutneys, and fruit butters may be in half-pint or 4 oz. jars.

Standard 2-piece self-seal lid and ring closures must be used on all jars.
°All canned food should be properly sealed.
°Only new lids should be used.
°No rusty lids or rings should ever be used.

An appropriate amount of headspace for the product canned should be allowed:
°1/4 inch headspace for jams, jellies, pickles and relishes (except sauerkraut)
°1/2 inch headspace for fruits, tomatoes, and sauerkraut
°1 inch headspace for vegetables (except tomatoes)

Product pieces should be uniform in size and packed snugly but allow for circulation of
liquids.
°Liquids should cover the product and be clear and free from cloudiness and small
particles.
°Air bubbles should be kept to a minimum.
