Destiny Textbook Manager and District Procedures and Protocols
At the March 24th Board of Education meeting, the Board approved the Destiny Textbook
Manager as well as and the contracted services for onsite bar-coding of textbooks. Destiny
Textbook Manager is a browser-based solution that gives districts the power to manage
textbook resources centrally, offering proactive tools to ensure that each student has access to
the textbooks; eliminate excessive over-ordering and stockpiling of books; streamline

distribution and collection processes to save time; reduce replacement costs through transfers
between locations, support accountability for teachers and students; and forecast needs based
on enrollment and current inventory.
For the past five year, as indicated by the chart below, Warren Consolidated Schools has
purchased an average of $138,900 in replacement or new student and teacher instructional
materials due to increased enrollment. Destiny Textbook Management will allow the district to
maximize “on-hand” resources and establish a more efficient measure of accountability for
funds collected at the building level for lost resources.

Thanks to the outstanding organization and support from building administrators, Operations
and Facilities, and Christine Lewis, 149,504 student textbooks district-wide were bar-coded and
scanned into Destiny Textbook Manager during the month of July. Below you will find a
breakdown of the number of books inventoried.

As the Office of Curriculum and Instruction rolls out the implementation of Destiny Textbook
Manager, it is critical that all administrators know and understand the expectations as well as
communicate expectations to all appropriate staff members. At a future date, you will be asked
to provide documented evidence that these expectations are being followed and/or
communicated to appropriate staff.
The Office of Curriculum and Instruction expects the BUILDING TEXTBOOK
ADMINISTRATOR(S) to:
Utilize the Destiny Textbook Manager for accountability of new and existing textbooks
within their building.
Install the Textbook Manager scanner(s) in appropriate area(s) of the building.
Communicate to all staff who has been identified as the building’s Textbook
Administrator(s).
Coordinate and distribute “student IDs” for assignment and collection of textbooks.
Plan, organize, and communicate to staff the logistical procedures for textbook
assignment (check-out) and collection (check-in) within their building to all students.
As prescribed by IEPs or 504 Plans, assign and collect additional textbooks to Special
Education and 504 students, respectively.
Develop and communicate to staff the building’s processes and protocols for notifying
the building’s Textbook Administrator(s) to report lost textbooks or request additional
textbooks.
Replace the textbook’s barcode if the barcode label becomes unidentifiable or
accidentally removed.
Send notification to students and parents for lost and/or missing textbooks and related
fines.

Collect textbooks from students withdrawing from school and/or related fines
The Office of Curriculum and Instruction expects all administrator(s) to communicate the
following expectations for TEACHERS:
Accountable for all textbooks issued directly to the teacher (e.g. classroom sets, novels,
etc.) and must report to the building’s Textbook Administrator(s) any books identified as
missing and/or damaged.
Follow the building’s identified processes and protocols for notifying the building’s
Textbook Administrator(s) of lost textbooks.
When a student has either reported a lost textbook or has not brought the book to class
for more than three (3) days in a row, teachers are to make contact with the student’s
parents/guardians as well as initiate the building’s processes and protocols for lost
textbook.
Teachers are to encourage students to cover all textbooks to minimize and/or avoid
excessive wear or missing barcode.
The Office of Curriculum and Instruction expects all administrator(s) to communicate the
following expectations for SPECIAL EDUCATION PRIMARY PROVIDERS:
As prescribed by an IEP, notify the building’s Textbook Administrator of the need for
additional textbooks.
The Office of Curriculum and Instruction expects all administrator(s) to communicate the
following expectations for COUNSELORS (SECONDARY ONLY):
When schedule changes are issued or new students are issued schedules, Counselors
are to communicate and coordinate with the building’s textbook Administrator for the
student to receive the appropriate textbooks, as well as return already issued textbooks.
As prescribed by a 504 Plan, notify the building’s Textbook Administrator of the need for
additional textbooks.
The Office of Curriculum and Instruction expects all administrator(s) to communicate the
following expectations for STUDENTS:
Take good care of the book
Return the book with the barcode label intact (this is the only way to verify the assigned
book was the one returned) and free of defacement or destruction
Cover the textbook to minimize and/or avoid excessive wear or missing barcode.
Immediately notify the building’s Textbook Administrator if the barcode label becomes
unidentifiable or accidentally removed.
If a textbook is returned without the barcode label, full replacement value of the
textbook will be assessed (Principal dissertation if the book can be 100% traceable to
the student).

For accountability and fiscal responsibility, it is expected that the Destiny Textbook Manager
system is used and used with fidelity in ALL buildings. Therefore, student textbooks are to be
assigned using the Destiny Textbook Management system. A student textbook is defined as any
book that is issued to an individual student or issued as a “class set” to the teacher for students
to use within the classroom.
In Grade 3-12, all student textbooks are to be assigned directly to students using the Destiny
Textbook Manager. In Grade K-2, individual student textbooks or “class sets” are to be assigned
to the appropriate teachers. Class sets of novels, dictionaries and textbooks not meant to be
issued directly to the student (e.g. Grade 6 & 7 Science, Art, Music, etc.), are to be assigned to
the teachers.
Assignment (Checking “Out”) of Student Books
Elementary, K-5
For textbooks being used by the same student for the entire year, textbooks will be
assigned (checked out) to individual students in classrooms (grades 3-5).
For textbooks which are housed throughout the year as a classroom set, textbooks will
be assigned to teachers in classrooms.
For Elementary Specials, these textbooks will be assigned directly to Specials Teachers.
For students with 504 Plans or IEP’s that require additional textbook, these will be
assigned directly to the student (checked out) by the building’s Textbook Administrator
or his/her designee.
Secondary, 6-12
Ideally, during the 2010-11 school year, student textbooks will be assigned at
Registration. Beginning with the 2010-11 school year, ALL student textbooks will be
assigned (checked out) to individual students at Registration.
After registration, textbooks will be assigned to individual students following the
logistical procedures outlines to staff for textbook assignment (check-out) and collection
(check-in) within their building to all students.
For novels, class sets will be assigned to teachers as needed throughout the year.
Should a teacher request that the books to be individually assigned to students, the
teacher and the building’s Textbook Administrator will make appropriate arrangements
for assignment.
For students with 504 Plans or IEP’s that require additional textbook, these will be
assigned directly to the student (checked out) by the building’s Textbook Administrator
or his/her designee.

Search Destiny Textbook Manager for available textbooks in the district, follow the
Destiny Textbook Manager process to request and transfer textbooks from one school
to another (manual is available on the Textbook & Media Services website)
If no textbooks are available in the district, place online order through FES Follett (the
link is available on the Textbook & Media Services website)
Once the transfer request is made and/or received, contact the appropriate staff to
transfer texts (e.g. custodial to issue work orders or secretary for interoffice mail)
Lost Books
A book is considered lost if the student reports it as lost or if the student fails to bring it to class
for 3 days in a row.
Teachers must follow the building’s identified processes and protocols for notifying the
building’s Textbook Administrator(s) of lost textbooks.
When a student has either reported a lost textbook or has not brought the book to class
for more than three (3) days in a row, teachers are to make contact with the student’s
parents/guardians as well as initiate the building’s processes and protocols for lost
textbook.
Building’s Textbook Administrator logs in Destiny that the book is lost and records fine
Building’s Textbook Administrator(s) or his/her designee sends letter home indicating
five (5) days to locate the textbook or pay the fine.
Building’s Textbook Administrator assigns (checks-out) another book to the student
Parents pay the fine through the appropriate office. All fines collected will be
reimbursed to the Office of Curriculum and Instruction.
Fines paid on books which are located and returned within 15 days, or June 30,
whichever is first, shall be subject to a full refund
Student participation in extra-curricular activities may be denied if there are unpaid fees
or fines
Points of Consideration
Students will need their ID’s before scanning books.
Ideally lockers will be assigned at the time books are scanned so students may place the
newly received books directly into their lockers.
Secondary registration at the High Schools may require at least four, if not five, scanners
to handle the initial volume. The Middle Schools may require at least three, if not four.
These may need to be borrowed from elementary buildings or the central office.
Bookrooms that have surplus textbooks may need to be re-keyed to ensure limited
access.
