Many hours of hard work and dedication went into this event, without which it would not have had vast statewide visibility. Many folks came from miles away to either participate or observe the reenactment. I would also like to thank the business owners who continue to operate their business and contribute to the success of this great community. In addition, I’d like to take a moment to invite you to welcome our new City Administrator, Mr. Matt Harline. He comes to us from Fulton where he served as assistant city administrator for several years. He started in early July so that he had a few weeks to work with Lynn Behrns prior to Lynn’s retirement. Lynn served this great little city for 29 years. If you see Lynn around town, be sure to thank him. grew up in KC, went to college and then fought WWII in the Navy. My mother, (Barbara Olney) was a graduate of the MU School of Journalism and worked for the KC Star newspaper before quitting to raise my older sister, my younger brother and me. After serving six years on the City Council in the Centralia suburb of Columbia, I decided that I wanted to make public service at the local level my career. I went back to school and in May of 2000 I received a Masters in Public Administration from MU. After one year working for the Institute for Public Policy at MU, I worked for the Mid-Missouri Solid Waste Management District for seven years promoting waste reduction and recycling. At MMSWMD I administered a grant program to help fund those efforts. I spent the last seven years as the Assistant Director of Administration (essentially assistant city administrator) in Fulton. I have two daughters and am married to a wonderful and patient woman named Raven. We are looking forward to living in Centralia, but as of “press time” I am still commuting from Fulton. Page 8 2015 General Municipal Election Day Information Damaged Water Meter Lids Will Cost You The following positions will be on the April 7, 2015 ballot for the General Municipal Election: The lids to most water meters have a small radio antenna on top so that they can be read without opening them. Although the City has tried to locate them out of harm’s way, some have occasionally been damaged by a lawn mower or by running over during driveway snow removal. Repair or replacement of these “transpondits” can be expensive. Mayor - 2 Year Term Alderman Ward I - 2 Year Term Alderman Ward II - 2 Year Term Alderman Ward III - 2 Year Term City Collector - 2 Year Term The City has adopted a policy which will make the customer responsible for the cost of damage. In the first instance of damage, the customer will be billed 50% of the cost (about $45.00). For the second and subsequent instances, the customer will be billed for the full cost. Filings open on December 16, 2014 at 8:00 a.m. and will close on January 20, 2015 at 5:00 p.m. Any person interested in running for any of the positions listed above should contact City Hall in person or call (573)-682-2139 Monday through Friday from 8:00 a.m. to 5:00 p.m. Please bring your voter’s registration card when filing. Also remember that, except in an emergency, only City employees should turn water services on or off at the meter. Improper work at a meter can cause leaks that will be charged back to the customer. March 11, 2015 is the last day you can register to be eligible to vote in the April 7, 2015 General Municipal Election. Voter registration forms are available at City Hall. Gift Certificates are available for purchase to the Centralia Recreation Center. *James Lee: [email protected] Contact Phone: (573) 881-6598 *Term expires April 2015. 2 www.centraliamo.org Treat Bags - Fire Department Tradition Avoid Damaging or Blocking Storm Sewers The Centralia Volunteer Fire Department will continue to follow local tradition by handing out treat bags on Halloween night at the fire station at 208 W Sneed Street. The Fire Department will also help Santa deliver treat bags on Christmas morning. Donations are greatly appreciated to help the Fire Department continue with these traditions, and may be made at Centralia City Hall. Many of the City’s storm sewer pipes and grates are made of high-density plastic that will burn and melt! Please DO NOT burn leaves (or anything else) near a storm sewer inlet or grate. If you damage the storm sewers, the City will bill you for the cost of materials and labor for the repairs. Please keep grates free of leaves so that they work as intended. Blocked storm sewers cause flooded yards. Chamber of Commerce News Leaf Raking/Snow Removal Fall is going to be a busy time for the Chamber. The Fifth Annual Anchor City Cook Off will be held on October 10th and 11th that will include a KCBS sanctioned contest as well as a Backyard Contest and KidzQue Contest. . If you are a senior citizen or disabled and need assistance in raking leaves, installing storm windows, removing snow from you sidewalk and/or drive, or other projects, you may find aid through the Centralia United Methodist Church Missions Program. For more information call the church office at 573-682-3434. Entertainment includes Hollow Pointe on Friday evening, October 10th and The Kansas City Street Band on Saturday, October 11th. Information from City Hall Staff • Elementary age children will have the opportunity to Trick or Treat in local businesses for Halloween, October 31st after school. See the Centralia Fireside Guard for locations. The Community for Kids Program will again provide Christmas gifts to children who otherwise would not have gifts. Watch for the Angel Trees to lead a helping hand. Coming soon! The City will soon offer utility customers the option to view account history online as well as online payment options using an e-check or credit card. We plan to have this new system in place by early to mid-October. • Phone Numbers: Please provide City Hall with a current phone number in case we need to contact you in an emergency. The Chamber is also exploring the idea of a Farmers Market. If local growers were to bring their produce in for sale would you support the Market? You can email your feedback to [email protected] or go to the Chamber Facebook page and give your input. • Utility Payments: It would be helpful when submitting your bill for payment, if you would include the stub from your “original bill” with your payment. This would also apply if you receive a “Delinquent Notice”. Christmas will be a great opportunity to support local businesses by shopping locally. CREDI and the Centralia Chamber have organized a shop local campaign with the slogan “Purchase With A Purpose”. Shopping locally helps the community businesses, employees, and organizations of our community, and funds more city services thorough city sales taxes. This holiday season “Purchase With A Purpose” and shop locally. o The City is not allowed to accept partial payments, or out-of-town checks without prior approval. o When writing a check to the City, the bank has requested the use of black or blue ink only as their scanner does not recognize other colors. • Internet Banking: Customers, who use internet banking, please make sure your Service ID #, current customer name and address are correct on your check, so we do not credit the wrong account. You can find your Service ID # on your utility bill. Parades: (See the Centralia Fireside Guard for more details). Christmas Parade and Downtown Open House December 6th: Share the holiday spirit. Gather your family, friends, neighbors and/or employees! Pick your favorite Christmas Carol and decorate your little red wagon. All red wagon entries must be pedi-pulled for the parade. Tractor Parade - Friday, December 19, 2014 (tentative date). • Disconnected Two Times In Twelve Months: In the event a utility customer is disconnected two times within a twelve month period, a double deposit will be required to bring the amount of deposit held on hand by the City to the equivalence of $200 for electric and $100 for water plus the disconnect fees, before utilities will be reconnected, unless otherwise approved by the City Administrator. Payment may only by accepted by those names listed on the account without prior approval. • E-mail Billing: The City is offering customers the convenience of having their utility bill emailed to them. To sign up for this program, please e-mail the name as it appears on the utility account, address, and email address to Taresa at [email protected] or contact City Hall at 573-682-2139. Burning Regulations The City does allow burning of paper, cardboard, brush and leaves. However: o Someone must attend fire at all times o No burning within 25 feet of any structure o No burning after sundown o No burning on street pavement or near a storm sewer inlet 3 www.centraliamo.org Composting Site Winter Hours Brush Pick Up Curbside Free Mulch/White Goods Disposal As sunset comes earlier day-by-day there will be new hours for access to the site of the compost piles and white goods collection near the old landfill. Starting September 30, 2014 the site will be open: Tuesday and Thursday from 2 p.m. to 4 p.m. Every other Saturday from 9 a.m. to Noon on the same weeks as recycling collections; see the Recycling Calendar on page 8 of this Newsletter. We will return to longer hours next spring. The City only picks up brush curbside after a storm. This service is not done on a set schedule. The brush may be there for an indefinite period. The Electric Department provides this service only as their work schedule permits. Brush must not be left in the ditch. Brush must be easily accessible from the street. All City residents are welcome to take free mulch and compost from the City’s compost site at the north end of Ann Street at the old landfill site. There is no limit, take as much as you need. The material can be picked up on the scheduled days above. Commercial services, please inquire at City Hall. Just a reminder, no lumber or railroad ties should be taken to the compost pile. Lumber and railroad ties cannot be chipped; plus they could contain chemicals that may not be biodegradable. When disposing of large appliances, please come to City Hall to obtain a free permit prior for disposal at the old landfill site. If you are able, please take your brush to the brush pit located on North Street or Ann Street (old Landfill site). Emergency Sirens Dog / Cat City License Required By June 1st Just a reminder, the emergency sirens are tested on the first Wednesday of each month. Citizens of Centralia are reminded that all dogs and cats are required to be licensed each year, June to May, with the City. A license may be obtained at City Hall during regular business hours. Please be aware all dogs are required to be on a leash while off the owner’s premises. Owners are responsible for cleaning up after their animals. City Cemetery Information Emergency Storm Shelters In the event of severe weather, there are three emergency storm shelters available for your use: First Baptist Church at 101 N Collier. You should enter through the north door on Singleton Street and proceed to the basement. First Christian Church at 229 S Rollins. You should enter through the south door and proceed to the basement. Holy Spirit Catholic Church at 404 S Rollins. You should enter through the east door (back door) and proceed to the basement. If you arrive at one of the above shelters and it is not open, please contact the Police Department at 573-682-2132. House Numbers City ordinance requires that all house and business locations display large street numbers at least 3 inches high near the front door. Numbers shall be black or a contrasting color to the building. Police officers, firefighters, and ambulance drivers rely on these numbers to quickly locate sites for emergency response. If you do not have a number on your house or business meeting these requirements, or if your number is not clearly visible from the street, please correct this situation immediately. This helps us to protect your family and/or your employees. Do not wait for a letter from the Code Enforcement Officer – Act Now! Door to Door Sales Anyone conducting door to door sales of merchandise is required to have a business license with the City. The only exception is not-for-profit organizations. Each sales person is asked to carry a copy of the license issued by the City Hall office on their person when conducting door to door sales. When a vendor is licensed for door to door sales, the City Hall office informs the Police Department of the registration information. If you have problems with salespeople, please contact the Police Department at 573682-2132 or City Hall at 573-682-2139. Avenue of Flags at City Cemetery The City Cemetery will proudly display the Avenue of Flags during Veterans Day. Tentatively, 396 flags will be raised on Monday, November 10th at 3:00 - 3:15 p.m. and will be lowered Wednesday, November 12th at the same time. Volunteers to help raise and/or lower the flags would be appreciated. Flag sets for deceased veterans may be purchased for $100 each. All donations appreciated. For additional information, watch the Centralia Fireside Guard or contact City Hall at 573-682-2139. 4 www.centraliamo.org program is provided by the Centralia Ministerial Alliance acting as the “gate-keepers” for the Donation Program. Water and Sewer Call Outs City utility customers are reminded that if you need to have water services turned on or off, please contact City Hall at 573-682-2139. If you need assistance after hours or on the weekend, please contact the Police Department (573-682-2132) and they will contact the Water Department. Only licensed plumbers should turn off water services in a true emergency, since a special wrench is used. The plumber should still contact City Hall or the Police Department. Christmas Tree Drop Off Site Fresh Christmas trees may be dropped off at the brush pit on North Street. Trees must have all decorations, tinsel, etc. removed before they are dropped off. Poly Carts for Sale at City Hall Customers with sewer problems should contact City Hall about the problem first. If the problem is with a City main, the City will not reimburse for a plumber’s charges unless the City has been notified and given a chance to examine the situation first. Need a new poly cart or would like to purchase one? City Hall has available a 96 gallon poly cart trash receptacle which you can purchase at City cost, that would be added to your utility bill for the next 2 months or a one-time ` of $68.00 (cost subject to change). Forms are available at City Hall for your signature. Limited warranty on poly carts are for two years only. Contractor Tree Removal Centralia Public Library When contractors trim or remove trees from private property, they must take the wood to the City’s brush pit located at the old landfill site off of Ann Street or at another site outside of the City limits. This wood should not go to the yard waste area near the East Water Tower nor can it be left street side. The City will not pick up contractor’s wood. Citizens should be specific regarding the price they negotiate with the contractor includes this service. Shut-offs for convenience or non-emergency situations should be scheduled for regular working hours, not on weekends. City Street Tree Removal Occasionally, the City or its contractor may have to trim or cut down “street trees”. When this happens, the City allows the adjacent property owner the first opportunity to remove the cut branches and trunk for firewood or other use. If the adjacent property owner does not want the wood, the crew will generally leave the wood streetside for anyone else to remove and use (first-come-firstserve). If the wood remains after two or three days, the City will haul it to the old brush pit to be mulched. If you desire to salvage such wood and not sure if it is “claimed”, call City Hall and ask. Once such wood goes to the brush pit, it will no longer be available as firewood. Building Permits Building permit applications are available at City Hall or our website under “Forms/Publications”. Project work should not begin until you have received the required permit from City Hall and paid any required fees. A building permit is required if you are planning to install a fence on your property, a shed, remodel, or do electrical/plumbing work. Most new construction projects will have a fee for the building permit. There is a job weather card that must be posted at the project site. Weatherization Utility Locates – Dig Rite “Weatherizing” your house saves money in both the summer and winter. The City of Centralia’s web page has links to weatherizing tips and to Central Missouri Community Action. Among the services offered by CMCA is financial assistance for weatherizing your home. Follow the link or go directly to http://www.showmeaction.org If you plan to dig anywhere in the City, remember that you must do a utility locate. For all utilities (City utilities, Ameren Missouri, CenturyLink, etc), contact Dig Rite at 800-344-7483 (1-800-DIG-RITE) before you start your project. It’s best to be safe and it may save you money. City Utility Customer Donation Program You may have noticed a line item on your city utility bill titled “Donation Amount”. Donations received are used to provide assistance to City of Centralia utility customers. Anyone wishing to donate to this program may do so by adding a voluntary contribution to their utility payment. Administrative distribution for this City Website Please visit our website, www.centraliamo.org as it provides residents access to regularly used forms, a calendar of events, park information, meeting agendas/minutes and so much more information. 5 www.centraliamo.org City Hall Gets a Makeover and Associates hired subcontractors: • T&J Restoration to complete the masonry work in September. • Watkins Roofing to complete the roof repairs in early October. Centralia’s 90-year old City Hall is getting a makeover. About a year ago the City selected Simon and Associates of Columbia to develop plans and specifications for repairs. Over the past nine months Simon and Associates worked with City Staff, particularly former City Administrator Lynn Behrns, to define the scope of work on the project which includes tuck-pointing, repairing the brick façade, and repairing/sealing the flat portion of the roof. Simon The project proved much more expensive than originally budgeted and will cost over $80,000 instead of the budgeted $50,000. Because of this, the weatherproofing of the brick was cut from the original proposed scope of work, but may be budgeted for the 2015 - 2016 fiscal year. As expensive as this is, without these repairs significant damage could occur to the building which would result in greater expensive repairs in the future. Once completed we hope citizens of Centralia will appreciate the fresh appearance of City Hall. 6 www.centraliamo.org RECYCLING INFORMATION Recycling pickup is every other week and must be set out at the curb by: Winter months (Labor Day through Memorial Day) = 7:00 a.m. Summer months (Memorial Day through Labor Day) = 6:00 a.m. See page 8 for the Recycling/Composting Calendar schedule. The City of Centralia operates a curbside pickup for recyclables in you neighborhood. This service is FREE and is in addition to your regular trash pickup. You can start voluntary recycling at any time per the schedule on page 8. You do not have to notify anyone. Please separate the five types of materials listed below and set them out on your regular trash day placing recyclables separate from your regular trash. Recyclables are only collected at the front curb or edge of the street. A truck and trailer will come by and gather the recyclables. Weather does not affect pickup schedule. Newsprint Plastic Newspapers Only. Stuff All Newspapers Into A Paper Bag Or Bundle With String. No Magazines. Phone Books (must have all glossy pages and covers removed). The City can now collect almost all varieties of household plastics (except PVC pipe) for recycling. The plastic will become material for new products made by a small industry in Millersburg Missouri. All plastic items can be mixed when put out for City collection. No Plate, Auto Glass, Mirrors, or Ceramic Dishware. Try to keep out metal attachments, plastic linings, film or tape, grease, food residue, toxic substances. Must be 100% separated by category. Centralia City Hall will be closed on these days. Trash routes for Thursday, November 27th will be picked up on Wednesday, November 26th. The trash routes for Friday, November 28th, will be picked up on Monday, December 1st.
