It forms part of the boroughs of Southwark, Tower Hamlets, Lewisham, Newham and Greenwich. An urban development corporation set up by Michael Heseltine aimed to tackle the huge decline in the economy since closures in 1960. The docks were formerly part of the Port of London, at one time the world's largest port. They have now been redeveloped principally for commercial and residential use.
