Announcements The Supervisors held Budget Work Sessions on Tuesday, October 21, 2014 at 8 p.m., and Tuesday, October 28, 2014 at 8:30 a.m. in Meeting Room “A” of the Township Building. The sessions were open to the public. There will be one additional Budget Work Session open to the public on Thursday, November 6, 2014 at 8:30 a.m. in Meeting Room “A” of the Township Building. 2. Mission Moment 3. Presentation – Wissahickon Valley Historical Society – Russell Bellavance 4. Motion to approve the minutes of the October 21, 2014 Supervisors’ Meeting, which includes the first Budget Work Session, and the minutes from the October 28, 2014 Budget Work Session. 5. Motion to approve all items on the October, 2014 Voucher List, totaling $1,388,391.71, check sequence #53215 through #53470. 6. Motion to approve the Treasurer’s Report of September 30, 2014. 7. Motion to sign a three-year agreement between Whitpain Township and Hough Associates of King of Prussia, PA, authorizing Hough Associates to act as Whitpain Township’s appointee to collect 2014, 2015 and 2016 recycling data and to prepare the PA DEP 904 Recycling Performance Grant Application on or before the filing deadline. 8. Motion to authorize the Township Manager to advertise Ordinance No. 155-9, an Ordinance amending the Code of Ordinances of Whitpain Township, Montgomery County, Pennsylvania, Chapter 122 (Sewers and Sewage), Part 1 (Sewers Served by Ambler Joint Wastewater Treatment Plant), Article II (Regulations), Section 122-6 (Limits on Pollutants), Subsection A, to effect compliance with applicable state and federal laws concerning discharges of wastewater and pollutants into the sewer system. Motion to authorize the Township Manager to advertise Ordinance No. 334, an Ordinance amending the Code of the Township of Whitpain, to repeal Chapter 105 (Municipal Solid Waste) in its entirety and replace it with a new Chapter 105 entitled “Waste Collection and Recycling”, establishing: Title; Definitions; Regulations of Municipal Waste Collectors; Mandatory Residential Recycling; Recycling Commercial, Institutional and Municipal Establishments, Multifamily Housing and Sponsors or Organizers of community activities; Mandatory Waste and Recyclables Contract; Rules and Regulations, and Violations and Penalties Provisions. 10. Motion to adopt Resolution No. 1059 authorizing Whitpain Township to submit a grant application to the Pennsylvania Department of Transportation for the Green Light-Go: Pennsylvania’s Municipal Signal Partnership Program for upgrades and improvements to the traffic signal and intersection located at Narcissa Road, Norristown Road and Stenton Avenue. 11. Does the Board wish to take any action on the following Zoning Hearing Board cases scheduled to be heard November 20, 2014? No. 2024-14 MICHAEL J. CLEMENT AND LINDA L. CLEMENT request a variance or continuation of existing non-conforming side yard from Article VII, Section 160-34 regarding side yards for one-family detached dwellings and Article XXVIII, Section 160-203 regarding projections into side yards to permit the existing side yards of 13 feet, 6 inches and 25 feet, 11 inches where the Township’s current regulations require that neither side yard shall be less than 25 feet; and the aggregate not less than 60 feet where Applicants propose to construct a 1-1/2 story residential addition and relocate/expand the residence’s existing driveway at the property located at 10 Meade Road, Whitpain Township, Montgomery County, Pennsylvania located in the R-2 Zoning District. No. 2025-14 ERIC AND KRISTINA MEISLER request a variance or continuation of existing non-conforming front and rear yards from Article VII, Section 160-32 regarding projections into front yards for one-family detached dwellings, Article XXVIII, Section 160-202 regarding projections into front yards, Article VII, Section 160-36 regarding rear yards and Article XXVIII, Section 160-204 regarding residential rear yard intrusions to permit a 22 feet x 30 feet addition to the side of the house within the minimum front yard of the nonconforming building where 50 feet is required for front and rear yard setback, and a continuation of 36 feet 7 inches of front yard is proposed and a continuation of 15 feet rear yard is proposed at 2 Meade Road, Whitpain Township, Montgomery County located in the R-2 Residential District. Agenda #19-14 November 5, 2014 Page 3 No. 2026-14 RICHARD AND ALBERTA HALL request a variance from Article XVI, Section 160-96.D regarding setbacks from streets and Article XXVIII, Section 160-202 regarding projections into front yards to allow for the installation of a 10 feet by 16 feet sunroom addition in the front yard, reducing the front yard from the minimum required 32 feet to 22 feet on the property located at 500 Magnolia Lane, Whitpain Township, Montgomery County, Pennsylvania located in the R-9 Residential Zoning District. No. 2027-14 GERARD McGEARY requests a variance from Article V, Section 160-21 regarding accessory buildings or structures and Article XXVIII, Section 160-202 regarding projections into front yards to allow for the construction of a 17 feet 6 inches by 35 feet shed to be located 12 inches from the property line along Morris Road located at 301 Barby Road, Whitpain Township, Montgomery County, Pennsylvania located in the R-1 Residential Zoning District. No. 2028-14 HARRY AND GINA PHIFER request a variance from Article V, Section 160-21 regarding accessory buildings or structures with height of 24 feet and rear yard of 127 feet and side yard of 9 feet and Article XXVIII, Section 160-204.D regarding residential rear yard intrusions where the accessory building is required to be at least 10 feet from the principal building and 5 feet is proposed, to permit construction of a 3-car garage with office and recreation room above at 1418 Cherry Road, Blue Bell, PA 19422, Whitpain Township, Montgomery County, Pennsylvania, located in the R-1 Zoning District. No. 2021-14 DeKalb Pinnacle – continued from previous month. The Planning Commission will review these cases at its November 10th meeting. 12. Public Comment. 13.
